>> and this is the day that many people have been waiting for. red tier rules now in effect in three more bay area counties. the excitement for reopening. good morning on this wednesday, march 3rd. we'll get to those in just a minute. but first we get to our weather and mike nicco. >> all right, thank you, reggie, kamasi, jobina, hi, everybody. let's talk about what's going on outside today. a day that's going to be nice to be outside. maybe not quite as mild as it was yesterday. and it's pretty dry on live doppler 7. let's take a look. any fog out there? a little bit trying to form around half moon bay. we'll keep an eye on that. as we look south along the embarcadero towards the ferry building and the bay bridge, high clouds and slightly milder temperatures this morning. but this afternoon, a little bit of an onshore breeze. you can see the much-cooler weather along the coast. 56 at half moon bay to 58 in san francisco. those temperatures actually below average. and then low-to-mid-60s around the bay and mid- to upper 60s inland. we'll talk about our chances of rain coming up in the

accuweather seven-day forecast. reggie? new this morning, an investigation underway on the border of menlo park in redwood city. around 11:42 last night, investigators responded to reports of a possible shooting on fifth avenue near middlefield road. while deputies at the scene were unable to give details, witnesses reported seeing police performing cpr on the victim. deputies have been seen canvassing for evidence overnight. we have calls into the san mateo county sheriff's office for more info. we're waiting to hear back. tensions are hitting up in iraq, after at least ten rockets targeted an iraqi military base that posts american troops. jobina at the live desk with new video. jobina? >> thank you, reggie. a u.s. commander says troops took shelter during the attack and the rockets were fired by pro-iranian militants, who do not want u.s. forces in iraq. here's new video of the aftermath of this whole situation. the air base is located in western iraq near the syrian border. the iraqi military released a statement saying the attack did not cause significant losses.

it was the first attack since the u.s. struck iran-aligned militia targets along the iraqi/syria border last week. the rocket attack comes two days before pope francis is scheduled to visit iraq in a muc much-anticipate trip and baghdad is a part of it. kamasi? >> thank you, jobina. it is official. as of midnight, new rules went into effect in san francisco, santa clara, and napa counties. and now they are joining marin and santa clara counties in the red tier. amy holyfield live in san francisco with what this all means. good morning, amy. >> reporter: hi, good morning, kamasi. here we go again, right? we've watched them close, we've watched them open, close, open. but the mayor of san francisco thinks this yo-yoing is over. she thinks we are only going forward from here. but starting today, yes, restaurants can now allow indoor dining. this is happening in three counties in the bay area. this is happening in san francisco, napa, and santa clara counties. they are all now in the red tier

of the state's restaurants have been allowed to serve people outside and serve takeout, but workers in the industry tell us allowing people to come inside will really make a big difference for their businesses. >> we are so excited to open indoors, because some customers that complain about the weather outdoor. some customers actually ask about indoor dining from last week. >> reporter: the red tier also allows gyms, movie theaters, museums, places of worship to allow in a certain number of people. there are still restrictions on how many people can come inside. but indoors are starting to reopen. these three counties join marin and san mateo. they entered the red tier last week. they'll all be here for a while. the state says a county has to stay in a tier for three three weeks before possibly moving to the next level, which would be the orange tier. that's when indoor entertainment like bow cd rooms co

could open outdoors. so that's next. but right now, the focus is on the red tier, you can now eat inside if you would like to. reporting live in san francisco, amy holyfield, abc 7 news. >> thank you, amy. the next step is the orange tier, and to get there, the positive test rate has to drop down between 2 and 4.9%. at that point, the capacity at restaurants, movie theaters, and churches can go up to 50%. gym capacity could go up to 25%. and bars and breweries can reopen outdoors as well as nonessential offices can reopen. san francisco's positivity rate is below the threshold to move into the orange at about 1.5%. but the health equity score has been too high. that score is a positive test rate for low-income or otherwise disadvantaged communities. this morning, there is encouraging news from president bide biden. >> this country will have enough

vaccine supply, i'll say it again, for every adult in america, by the end of may. >> that may date is two months earlier than planned. part of what's speeding up that timeline is an historic partnership between two drug companies, usually rivals, johnson & johnson and merck. yesterday, the first johnson & johnson one-dose shots began going into arms. president biden invoked the defense production act to partner these pharmaceutical rivals. the collaboration is expected to produce 100 million doses of a single-dose vaccine. stanford's dr. ivan maldonado explains that the partnership puts merck back in the covid vaccine game. >> frankly, merck did not do well with their two vaccine candidates, so they've got the facilities all around the world to make vaccines. and why not? >> if there is any vaccine i would have chosen to get more supply of, it would have been johnson & johnson's. >> by the summer, the u.s. will likely have a surplus of covid vaccines, which could be used to vaccinate teachers, to give boosters to adults, or to

export. suddtter health says 90,000 patient vaccination appointments in southern california. they tell the news team that bad weather back east delayed its shipments and there was a miscommunication between sutter health and the state. >> the data from sutter health was not getting cleanly through to the state. so the state has believed for multiple weeks that sutter had a large inventory of doses. but that wasn't true. >> blue shield is now managing california's vaccine distribution network and will be increasing allocations to sutter health in the coming weeks. the i-team has reached out to the state department of public health for comment and they're still waiting to hear back. thousands of san francisco teachers are left out of the state's plan to vaccinate education workers. at least for now. the chronicle reports the city did not receive the teache n moone cen

is fully booked for appointments. alameda, contra costa, and san mateo counties confirm they did receive those codes this week. state health officials say they're going to determine the best way to distribute the codes to san francisco teachers later this week. a san jose hospital executive has resigned following a scandal involving vaccine distribution. ceo joseph deskriver of good samaritan hospital stepped down. the hospital drew criticism after it allowed teachers and staff to jump the line in january. despite warnings from the cdc, texas and mississippi are rolling back covid restrictions and lifting mask mandates. california governor gavin newsom had this reaction. >> this is the most critical moment in this pandemic. if we want to quickly open our schools, quickly open our businesses, we've got to be mindful and h we still me ds bkn scns,e reopening businesses, but mask wearing is foundational in order to safely do that and get our

state water officials are holding out for a miracle march. the latest sierra snow survey recorded 56 inches of snow depth and a snow water equivalent of just 21 inches. that is just 86% of average for the location near south lake tahoe. statewide, the snow pack is actually worse at just 61% of normal for this time of year. mike? >> and sadly, we do have a chance of snow coming up, but it's not a lot, saturday. it's maybe 6 to 10 inches. not an atmospheric river and feet of snow we need for that miracle march. but we'll keep an eye out. mostly cloudy conditions on the peninsula.

on our roads this morning. high, everybody. we are going to start with the maps and in vacaville, where i'm following a sig alert involving three big rigs, one car, on westbound 80 past cherry glenn road. traffic is backed up well past 500. speeds are down to around 4 miles per hour in the area. we've been tracking this issue all morning long. the positive update is that according to the chp, lanes will be opening momentarily. so just in the next few minutes, we'll finally get to see some movement in that area. moving over to san carlos now, where that second zblert was this morning, giving you the thumbs up, because this has cleared on northbound 101 before holly street. we are going to start with the bay bridge toll plaza. metering lights are not on yet this morning, but you can already see there's backups. let me double check, i checked it before we came on here. 6:11 is when we came on. metering lights came on at 6:11. i want to move over now, taking a live picture in the south bay.

looking at san jose and 101. reggie? >> jobina, thank you. more people are taking the san francisco bay ferry. ridership has increased by double digits, that was last week. but still a fraction of what it was before the pandemic. boats between san francisco, richmond, alameda, and vallejo are capped at 25% capacity. the busiest trip was a 4:31 p.m. departure from san francisco to vallejo. it had 80 passengers. ferries can carry anywhere from 300 to 400 people without social distancing. coming up, scientists finally see what they long thought to be true nap glow-in-the-dark sharks exist.

smuggling investigation. this happened in holtville and imperial county yesterday morning, about 125 miles east of san diego. the chp says 25 people were packed inside the maroon ford suv when it collided with the gravel truck. homeland security investigators confirm agents are now looking into the crash. investigators said the backseats were taken out to fit all of those people inside. antioch police are responding to a wrongful death lawsuit, which claims a man died because of an illegal choke hold similar to the one used on george floyd. an investigation found that officers did not act illegally. officers responded to a home in december. angelo canto's sister called out of fear that he was going to hurt their mom. cell phone video shows canto facedown on the ground with his hands behind his back. yesterday, the antiyough police chief defend his officers' actions. >> at no point did any officer use a knee or other body part to

gain leverage or apply pressure to angelo's head, neck,, neck, throat, which is outside of our policy and training. >> the police chief add the kor nor hasn't found any signs of strangulation and found that none of his injuries were fatal. he added that kento was having a mental health crisis. the kento family's attorneys say that the findings do not clear the officers of wrongdoing. in novato, a middle school has partially roe ly reopened f in-person learning and there are big changes to keep everyone safe. >> this is the first time many students have played together in band class in over a year. students have to wear masks with slits in them so they can play their instruments. and there is social distancing and increased ventilation. >> all the instruments have bell covers on them, the kids are wearing masks with slits.

or if i do. i'll put it on social media. a canopy of clouds today, a little bit cooler highs as we have a slight onshore breeze unlike yesterday's offshore breeze. first sign of rain arrives friday evening. that means the weekend is trending drier as that storm could come in a little bit quicker, but it will be wet monday, tuesday, and wednesday of next week. wet weather today, from santa barbara all the way down to san diego. for us, we're getting into the cloud cover from that storm and nothing else. 64 to 68 degrees in the south bay. 60 to 64, quite a spread on the peninsula. look at those mid-50s, kind of a raw day along the coast. only upper 50s, that's cooler than average in downtown, south san francisco and sausalito. 64 to 68 through the north bay valleys. along the east bay shore, 61 to 66 from richmond down to fremont. as you head into the valleys, 65 to 69 degrees. around the state, it will be coolest down los angeles, 59. san diego, 62, with that wet weather. a little milder around sacramento and chico. 70 and 48 and dry up in tahoe.

60s inland. we have several chances of rain coming up in the accuweather seven-day forecast. i'll see you in a bit for that. here's reggie. a new round of reopenings happening in three bay area counties. the economy part of our focus to build a better bay area. abc 7 news reporter amy holyfield is live in san francisco with the changes you're going to notice. amy? >> hi, reggie, we thought it was such a big day for restaurants. they can allow indoor dining starting today, but not all restaurants will take advantage of it. i just checked in with cafe graco and they said their owner is not going to open indoor dining just yet. he said things have been slow. they have plenty of space outside and he still wants to be cautious. so you may find different results as you head out today to eat. but this city is now in the red tier and that does mean that restaurants and gyms can welcome people back inside. they have only been allowed to operate outdoors. and workers in both industries

have said that they really -- this will help their business. it has been cold outside, customers have not all loved being outside. museums can also start welcoming people back inside. they will allow members in tomorrow and then they'll let the general public in starting on saturday. and they say they are very happy to be able to give visitors the museum experience again. >> being in person, it's a completely different experience. it's somewhat spiritual. so it's lovely to be back. things are no-touch. you don't have to worry about that. most of the time, people aren't chatting it up in the galleries, so you don't have to worry about that, as well. >> restaurants will be allowed to host up to 25% of their building's capacity indoors. and this will be the case for a while. the state's guidelines says a county must stay in a tier for at least three weeks before being allowed to move on to the next one. and the next phase would 50% of their capacity. the mayor says they are in such

a good place here in san francisco, she does not anticipate going backwards and doing shutdowns again. she thinks at this point, we will only be moving forward. live in san francisco, amy holyfield, abc 7 news. >> thank you, amy. two other bay area counties are hoping to move out of the purple tier soon to the red tier. solano county's health director says the county could be eligible as soon as next week. the county's positivity rate has dipped to 2.6%. contra costa county health officials estimate their county will be eligible in two to three weeks. >> the timeline for when you could get your covid-19 vaccine just got moved up. statement, states, like texas, are lifting all of their safety restrictions. jobina, there's now a concern over a potentially dangerous variant that's here in the u.s. >> yes, reggie. so many people were less stunned by that announcement yesterday about texas. we're talking about no masks, no social distancing. texas governor greg abbott says his state will be fully open for

business starting next week. this is all despite a rise in cases across the country. the daily case average has increased 3.4% from a week ago. and this morning, new unpublished studies found the brazilian variant is more contagious and may be able to reinfect people who previously had covid. >> i remain deeply concerned about a potential shift in the trajectory of the pandemic. >> meanwhile, president biden now says the u.s. will have enough vaccines for every american adult to have one by the end of -- for every american adult by the end of may. that's thanks to a partnership between johnson & johnson and merck. the president also announced that pre-k through 12th grate teachers, staff, and child care workers will be prior tied for vaccinations. he wants every educator to receive a vaccine by the end of the month. reggie? >> jobina, thank you. this 86-year-old woman was one of the first in the u.s. to

fire tv, and roku by searching abc 7 bay area. the cdc is set to release new guidelines for those who have been vaccinated against covid-19. the cdc is expected to recommend that people still limit interactions to small gatherings and still wear their masks in public. we should know more later this week. this morning, health officials are concerned about a significant decline in covid-19 testing. the covid trafficking project shows that test rates have dipped by a quarter since mid-january and that's a drop of roughly a million. even as vaccinations get underway, the cdc says those tests are really critical to controlling the pandemic. however, numbers have slowly begun to climb in recent days, but they're not near the level where they were during the height of the holiday 2020 travel season. >> governor newsom traveled to palo alto to do something he hasn't done in quite a long time, visit kids inside a classroom. the governor stopped by barron park elementary school yesterday. kids returned to class there in

october. he used this visit to help push his $6.6 billion school reopening deal. governor newsom outlined how that money will be used. >> provide support for districts that need morenition, that need more ventilation, that need more peer-to-peer support, more staff support. that need more ppe. >> lawmakers are expected to vote on the plan tomorrow. federal funds that would have extended far into the south bay have now been pulled from the federal relief bill. that's according to house speaker nancy pelosi's office. the $140 million extension from san jose to santa clarita was dubbed nancy pelosi's subway by some republicans. yesterday, the senate parliamentarian ruled against its inclusion, because it's part of a pilot program. a project for a bridge in new york also got pulled from the bill. developing news out of washington. the white house has withdrawn the nomination of neera tanden to lead the office of management and budget. president biden put out a

statement saying tanden made the request. her past criticism of lawmakers on both sides of the aisle came up during the confirmation process. last month, tanden apologized, saying she deeply regretted some of the language she'd used, but it became clear that she would be hard-pressed to get the 50 senate votes needed for confirmation. in the south bay, authorities say a santa clara man stole a vta bus with passenger onboard after a struggle with the driver. the santa clarita county sheriff's office says that 47-year-old jonathan clemson drove off with the bus yesterday, running multiple stoplights for more than a mile. they say he was then detained by authorities when the bus came to a stop, caused by mechanical malfunctions because he didn't know how to drive the bus. he faces carjacking and kidnapping charges. that passenger was treated for > coming up, beefing up l hospi. security at the capitol. theory police on alert this morning. and we are looking live right now at the big board at

across the bridge into san francisco. and i want to show you also emeryville right now. it's busy here too. and because things are busy in vacaville and we know a lot of people make this trek for their commute, westbound 80 is going to be jammed up this morning due to that earlier sig alert. now let's check in with mike for a look at our forecast. looks pretty nice. good morning, mike. >> good morning, jobina. it's going to be another nice day. one with limited sunshine like we had yesterday, but comfortable temperatures. maybe a little bit cooler when they're closer to the coast. i'll show that coming up. first, let's get you out the door with the mostly cloudy inland east bay neighborhoods. the tri-valley in the low 40s and 45 in concord and near 50 out highway 4, northern contra costa county. mid- to upper 30s across the north bay and pretty much mid- to upper 40s around the bay and down into the south bay and out towards the coast. here's a look at the east bay hills. you can see the cloud cover out there today. it's nor onshore wind that will keep us cooler than yesterday than the cloud cover.

temperatures in the 50s at the coast. look at that, near 60 everyone at noon, being inland, and the l low 60s at 4:00. as far as your commute goes, as we look at san jose, 280 at 17, t's talk about the rain. it looks like it's coming in sooner. here's a high resolution model showing the rain in socal today. and by 5:00 friday, you can see it moving into the north bay, light the moderate. and then by 8:00 saturday morning, it's gone. so if it comes in sooner, it leaves sooner, which means we have a drier weekend. a little breezy friday and saturday with cooler temperatures, but after the monday morning commute, through at least wednesday, we're looking at some pretty healthy chances of rain. in fact, if you remember yesterday, we talked about a half inch of rain. now we're up to an inch and a half. so that miracle march we need, that's a pretty good start. we'll switch gears here now and talk about high temperatures where you live, and sympathithi sponsored by disney's "raya and the last dragon," it's in
