stands won't be sitting empty this season. >> i have all the confidence in the world fans will be back safely. >> reporter: fans want to play it safe. >> as long as everyone is social distancing. >> hopefully everyone will be vaccinated by then. >> we're hopeful. wouldn't it be great to get the fans back opening day? >> reporter: he says they're working on a plan to welcome back fans in time for the home opener april 9. >> you have something called fan safe. it will involve sanitizers, checks, it's going the involve pod seating. we'll have menu items, and we will be careful of how they will be delivered. >> reporter: they will also stagger fans so everyone is not trying to enter and exit at the time. counties in the orange tier can play to a capacity of 20%. in the yellow tier, 25%. >> baseball is about energy and relationships.

income communities to speed up reopenings. 40% of the vaccine supply will be allocated to 400 of the state's lower income zip codes. once 2 million people are vaccinated, the requirements to move to the red tier will be loosened. once 4 million doses are administered, thresholds will be relaxed again. on the peninsula, officials are telling "abc7 news" tonight that they're still looking for clarity on their vaccine supply, even after a call with blue shield this evening. the insurance giant is leading distribution in california, as you probably know. as kris reyes explains, a member of the vaccine advisory committee is concerned about the lack of answers. >> i heard a lot of talk about transparency, but we haven't fully seen it yet. people aren't going to be very trusting or local health departments are going to have trouble planning if they don't know what they're getting. >> reporter: he's a member of the vaccine advisory committee

and is not surprised that san mateo county failed to get more clarity, even after a call to blue shield. officials said they still don't know how many vaccine dose also be allotted to them by next week and they didn't receive word on a three-week allocation plan. >> this is what has been concerning. there seems to be more questions every day than answers. >> reporter: in a conversation with "abc7 news," blue shield's ceo said the company does haven't the authority to determine how much vaccine allocation goes to certain providers, but will use an algorhithm to make an informed recommendation to the state. >> what is the death rate for covid-19 as a percentage of the population? what percentage of the population lives in the lowest indices tracks? because they're at the highest risk. >> reporter: all nine bay area

red dot fitness in san jose is making final adjustments to meet that protocol and plans to reopen on monday. >> we'll have to reduce class sizes slightly, but it will allow us to expand our class schedule. we've been limited by daylight and weather outside. so inside, we don't have to worry about that. >> zoos, aquariums and muszi mu can reopen at 25% capacity. the children's museum will first make outdoor exhibits available to the public on friday. san francisco just hit the red tier, but the mayor is already eyeing the next move. >> just a few weeks, we'll most likely be in the orange. that means we open the city more. >> one to have biggest changes in the orange tier would be non-essential office buildings reopening. but as j.r. stone finds, filling those offices could prove difficult. >> reporter: all quiet in the financial district of san

francisco wednesday evening. that could soon be changing if and when we improve into the next tier, which is orange. >> that will be the big change. that will mean we can reopen downtown offices. the big question then becomes will people be coming back to go into those offices? >> our companies that we're working with today are seeing that remote work, work. >> reporter: randy witsman says the health and safety will be first and foremost for companies thinking of reopening offices. the current covid-19 numbers in san francisco are actually good enough for us to be in the orange tier instead of the red. but you can't skip tiers and must be in each one for at least three weeks. dr. hong says our numbers are improving, but still not where they were last year. >> we're definitely lower than we were in the dark days of the summer and january. but we're definitely not where we were in october. that's why many people fear

overnight tonight, it's a blend of storms and clouds out there. partly cloudy skies, numbers falling into the mid 30s to mid 40s first thing tomorrow morning. we do have an active ocean current right now. a beach hazard statement will be in effect tomorrow for a northwesterly swell. about 8 to 11 feet, which will increase the risk of rip currents and have some energetic sneaker waves as well along the coastline as our storm approaches california. tomorrow, it is a dry day. we'll start out with cloud cover in the morning. we'll find a fair amount of sunshine in the afternoon. a little bit warmer of a day tomorrow compared to today. 60 in the city. 67 in san jose. 63 in santa rosa. 67 in concord. the storm impact scale by friday night into saturday morning is a level 1 light storm, tracking with light rain, slick roads. it is breezy from time to time. hour by hour we go, friday for much of the daylight hours, the rain is pretty much confined to
