remove democtillence bultin ys it stark attractive target and that a known militia group could try to breach the capitol today. the fbi intelligence report says the so-called three percenters, a known militia group, could try to get some 50,000 supporters to come to d.c. around this date and could be plotting diversion nar tactics such as detonating a bomb to get law enforcement away from the capitol and then try to storm it. unlike january 6th with some 800 rioters breaching the capitol itself and thousands more swarms the grounds, the entire capitol complex is now surrounded with fencing, razor wire on top and 5,000 national guard troops and the acting chief of the capitol

police told lawmakers, because of the threat, security has been beefed up even more. >> we have enhanced our security posture. we've taken immediate steps to let the national guard, as well as our workforce, know what to expect. >> reporter: the intelligence was specific to march 4th. why today? because some far right conspiracy theorists like qanon believe donald trump will return to power today. march 4th was the original presidential inauguration date before 1933 when it was moved to january 20th. what is unclear is how solid this intelligence is. one law enforcement source telling abc news that the initial intelligence does not support 50,000 people descending on d.c., but they say whatever happens, they are ready. >> we are prepared to respond appropriately. we do have some concerning intelligence. >> reporter: while house members

will not be in session today, the senate will be, but these ongoing threats are the reason this fencing will stay in place for weeks if not months to come and the national guard will remain here until at least the middle of march. robin? >> ongoing threat, all right, martha, thank you. michael? >> thank you, robin. now to the latest on the coronavirus emergency. nearly 53 million americans have received at least one vaccine dose. that is about 21% of the u.s. adult population. the white house saying now is not the time to relax as some states ease restrictions. whit johnson has more from the vaccination center at yankee stadium. good morning, whit. >> reporter: michael, good morning to you. starting today yankee stadium will be one of the mass vaccination sites offering appointments 24 hours a day, specifically overnight for the johnson & johnson vaccine. the pace of the vaccine rollout is picking up steam. public health officials are

urging people and states not to let their guards down. is mnisident callinout statesxas and mississippi for dropping mask mandates and lifting most restrictions. >> i think it's a big mistake. the last thing we need is neanderthals thinking that in the meantime, everything is fine, take off your mask, forget it. >> reporter: dr. anthony fauci warning against claiming victory over the virus too soon. >> i don't know why they're doing it but certainly from a public health standpoint is ill-advised. >> reporter: the cdc saying the next few months are critical with the country on the cusp of a potential fourth wave driven by new variants. since the peak in early january, hospitalizations have dropped by 65%, but the cdc pointing to a slight uptick. covid cases increasing 3.5% within the last week. fatalities up more than 2%. overnight mississippi's governor standing by his decision. >> we are just simply doing the things to give our people the power back to do what they think is best for themselves and their family.

>> reporter: texas opening businesses to full capacity and ending its mask mandate next week. some applauding the move. >> i'm about done with masks. >> reporter: but the state has seen daily cases increase 75% over the last ten days and ranks 48th in administering vaccines per capita. as some states are moving towards re-opening, many students still learning remotely. according to one analysis 45% of k-12 students in the u.s. are attending in-person school every day. president biden hopes to get teachers vaccinated and back in the classroom. >> our goal is to do everything we can to help every educator receive a shot this month, the month of march. >> reporter: as part of the new push from president biden 9,000 pharmacies across the country will be offering appointments to teachers and educatoeducators, they're not eligible in their own states. george?

>> okay, whit, thanks very much. let's bring in the education secretary miguel cardona. thanks for joining us on "gma." i think it's your first time on "gma." thank you. let's talk about re-opening schools. it's your top priority. the president promised it in his first 100 days. how close are we to achieving that goal? how long will it take to achieve? >> thank you, george. i'm glad to be here and an honor to serve as secretary of education. the goal of re-opening schools quickly and safely is the priority and what we're finding is there are places doing it really well and there are places that need a little more support to get it done. it is our goal in the first 100 days to re-open as many schools as possible, pre-k through 8 but not forgetting high schoolers need to return back to school safely. >> realistically we won't have all kids in school five days a week. some of them some of the time. what exactly do you expect in these next 58 days? >> you know, i expect we'll be focused really intently on making sure we are sharing best

practices. you know, the first lady and i visited two communities yesterday, one in pennsylvania and one in connecticut where they're doing an awesome job getting students back into school safely. the educators want that. the parents want that the students want it and we have to make sure we're doing everything we can to get them in as much as possible. five days if possible to make sure they're accessing in-person learning. we know students learn best that way. >> president now says it's a priority to get teachers vaccinated in march, but the cdc says vaccinations aren't a prerequisite to get back into the classroom. is it fair to prioritize them over other essential workers? >> i'm pleased that the president took that approach. you know, the cdc was clear but i also recognize that as a former commissioner in connecticut, you know, we were seeing that schools were closing not because there was transmission in schools but because we had to quarantine teachers that might have been exposed. educators, not just teachers,

paraeducators, different staff members. so we were finding that schools were closing as a result of quarantining, not covid transmission. so if we vaccinate our educators there's a greater likelihood we won't have to close for quarantine because you don't have to quarantine. so for me this is a positive step in the right direction to re-open our schools safely. >> you were a teacher, an administrator as well. what would make you comfortable to be back in a classroom now? >> listen, i'm a father and i have two children that attend schools and they've been attending since the beginning of the year. for me, what i would want for my children is what i want for all the children in america -- to make sure there are clear mitigation strategies, that they're being enforced, that my students are safe. i wouldn't compromise their health and safety to go into school, but it can be done. we've seen it. there are models across the country that we have to lift so we can learn from one another and safely re-open our schools. >> this pandemic has taken a huge toll on learning as you know. how much have kids fallen behind

over the last year and how can you fix it? >> you know, visiting schools yesterday, one thing that stood out to the first lady and myself is a sense of community that schools provide. it's not just about reading and math and -- it's really about that sense of community, almost like a second family we know schools provide for our students. that's the priority to get our students back in, and it's something that we have to, as a country, come together and prioritize, making sure that we can safely return our students to school. >> normal school year in septemr? >> define normal, right? i think what we've done is we've learned what works, what doesn't work and we have to do everything to get them in, to try to re-engage our students. you know, as i said yesterday, we have the future lin-manuel mirandas waiting for their drama clubs to start and future astronauts, mark kelly, sitting at home waiting for their

s.t.e.m. lab to re-open. we have to get them back in. it's not the way they looked before march 12th of last year but giving purpose to the communities and making sure the schools are prepared to meet the social and emotional needs of our students too. >> a goal we all share, secretary cardona, thanks very much. robin? >> all right, george. now to new york governor andrew cuomo. apologizing in his first public appearance in the wake of those sexual harassment allegations but standing his ground refusing to resign. a lawyer for one of his accusers is now responding. stephanie ramos has the latest. >> reporter: in his first public appearance in a week, new york governor andrew cuomo addressing the sexual harassment allegations threatening his political career. >> i now understand that i acted in a way that made people feel uncomfortable. it was unintentional, and i truly and deeply apologize for it.

i feel awful about it and, frankly, i am embarrassed by it. >> reporter: cuomo apologizing publicly after three women came forward accusing him of unwanted advances. two former aides accused cuomo of sexual harassment. 25-year-old charlotte bennett claims the 63-year-old governor made it clear to her that he wanted to sleep with her. >> i'm embarrassed and hurt and i apologize that somebody who interacted with me felt that way. i never knew at the time that i was making anyone feel uncomfortable. >> reporter: the attorney for charlotte bennett, deborah katz, refuting that claim saying in a statement, my client reported his sexually harassing behavior immediately to his chief of staff and chief counsel. we are confident they made him aware of her complaint. the governor also declaring this --

>> i want you to know this from me directly, i never touched anyone inappropriately. >> reporter: but two other accusers say things did get physical. former aide lindsey boylan says the governor gave her an unwanted kiss, and anna ruch, who met cuomo at a wedding reception in 2019, said the governor took her face in his hands and asked to kiss her. claims the governor has denied. >> to establish sexual harassment, you don't need physical conduct. comments can be enough too. >> reporter: following the allegations, state lawmakers called on governor to resign. national democratic leaders stopped short of that saying they'll wait for the independent investigation. while the three-term governor says he's not quitting. >> i was elected by the people of the state of new york. i'm not going to resign. >> reporter: the new york attorney general is conducting an investigation into those allegations and the governor says he will cooperate fully

with that investigation but asks that new yorkers wait for the full report before framing an opinion. michael? >> all right, stephanie, thank you so much for that. now to the urgent water crisis in mississippi. many residents of jackson have been without wat tou t sth. e freezing col g doo lingor michael. from outside of jackson's main source of water and frustration. this is their water treatment plant. while they have made some progress, yesterday they were forced to shut down again because of some debris that was blocking the flow of water. they've got it back up and running, but nowhere near 100%. it has been more than two weeks since the storms crippled the region. states like texas, mississippi, even tennessee weren't ready and just don't have the infrastructure to handle that kind of cold. water mains breaki ie freezing temperatures. jackson's outdated water system got knocked out about 16 days

philip is still in the hospital. there was an update on his condition overnight? >> reporter: yeah, that's right, george. prince philip has undergone a heart procedure at the hospital. expected to stay there just a little longer. meanwhile, this royal family drama seems to escalate by the day. first we had allegations that meghan had bullied staff and then as if in response overnight a new promo released for the meghan and harry interview in which meghan essentially says that the royal family has been spreading lies about her. this is the latest chapter in the breakdown of this relationship. this morning, harry and meghan just days away from a groundbreaking prime time interview with oprah. the duchess speaking out about the royal family in a new promo. >> i don't know how they could expect that after all of this time we would still be just be silent if there is an active role that the firm is playing in perpetuating falsehoods about us. >> reporter: saying she no longer fears telling her truth.

>> if that comes with risk of losing things, i mean there's a lot that's been lost already. >> reporter: but just before that sit-down is set to premiere buckingham palace in an unprecedented move opened an investigation into bullying allegations against meghan. buckingham palace saying in part, the royal household has had a dignity at work policy in place for a number of years and does not and will not tolerate bullying or harassment in the workplace. the allegations brought to light this week in an article in "the times of london" saying an official complaint was lodged that meghan markle drove two personal assistants out of the household and was undermining the confidence of a third staff member. other unnamed staffers accusing her of emotional cruelty and humiliation. a spokesperson for the duchess who is currently pregnant with her second child, calls the report a smear campaign, saying she's saddened by this latest

attack on her>> this is not abo palace as an institution fighting back against harry and meghan. this is about individuals who feel that their story that -- the bullying they suffered has not been heard and problems have not been acknowledged and about people trying to correct a narrative. meghan has had it her own way and portrayed herself as a victim. actually, the people i've spoken to and several people have said this in different ways. >> reporter: the couple vocal about their coverage in the british tabloids, speaking out about this in a 2019 interview. filing several lawsuits against several newspapers for invasion of privacy. >> i never thought it would be easy but i thought it would be fair. >> reporter: in her interview she uses the word "the firm." that's used to refer to the royal family rather than the institution of the monarchy. this is getting personal, george. >> it sure is.

let's bring in robert jobson for more. thanks for joining us this morning. tell everybody about the statement from buckingham palace and about how unprecedented it is. >> well, it was a shocker, really, george. the fact is it's incredibly unprecedented to start blaming an issue in these statements like that is incredible. the fact that they've now opened this investigation is also a bit of a worry for the royal family going forward. it's going to open a can of worms. if there's other people out there that want to complain, not only about meghan, but about other members of the royal family, that is something that could well unravel. >> the timing of these allegations coming out just as we're about to hear from meghan and harry in that big oprah interview. >> well, yeah, i mean the fact is though that, of course, meghan recorded it a couple of weeks ago, not exactly a response but the fact they've come out now shows clearly the members of -- former members of staff want to get their point of view across before the characters may be besmirched in the interview so they feel they want to get a balance to this and that's why they're coming out with what they said to "the

times." >> some are calling it double standards saying they're investigating meghan but not prince andrew. is meghan being treated fairly here? >> i think it's difficult to say. i think that she obviously herself thinks she's not been treated fairly and that's why she's coming out and saying these things. but i understand what they're saying about prince andrew. from across the pond, it must look very strange that there's this negative publicity about the duchess and about harry, but nothing has been said about prince andrew. and i'm sure given what's been happening that will continue to be questions will continue to be raised about that until there is a development. >> so what do you expect to happen with this investigation? >> well, i think it's going to expand. that's what i believe will happen. at the moment they're focussed on a couple complaints. i think it will go further than meghan. i think it will go to spread to other members of the royal family and other senior staff at buckingham palace because if there are emails in existence,

police there are on high alert right now, and this comes two months after the deadly siege. house leaders abruptly canceled today's session, and we go to martha raddatz. martha. >> reporter: good morning, george. th it's starkly the u.s. capitol remains an attractive target and that a known militia group could try to breach the capitol today. the fbi intelligence report says the so-called three per centers, a known militia group could allegedly try to get some 50,000 supporters to come to d.c. around this date and could be plotting diversionary tack tiers -- tactics such as detonating a bomb to get law enforcement away from the capitol and then try to storm it. but unlike january 6th, with some 800 rioters breaching the capitol itself and thousands more swarming the grounds, the entire capitol complex is now

"gma" spoke with six infectious disease experts all saying they're optimistic about taking a trip this summer as long as cases continue to lower and with some other caveats. the main one, being vaccinated. >> these vaccines are highly effective against disease particularly severe disease and so that really changes the math about what we're willing to do. >> reporter: dr. natalie dean is planning on traveling. with her husband and two young children, while her kids won't be vaccinated, she knows children can spread the disease, but points to the data that shows severe illness is less common among young children. in the state's reporting, the american academy of paediatrics says up to 2% of child covid cases result in hospitalization. dr. david rubin says he's also feeling hopeful about traveling to see family this summer. >> my mother has fully received
