in addition to this group outside, four made it inside the track and handcuffed themselves. they shared this video with us as they laid on the track and used smoke flares to draw attention to themselves. racing was supposed to begin today at 12:45. i just heard over the loud speak they're the first race was officially canceled. the other ones have been delayed. in addition to stopping the racing, they also caused officials to shut down the covid vaccination in the parking lot. according to golden gate fields, hundreds of appointments were suddenly canceled. the protesters say that was not their intent. >> we're in full support of the vaccination site, and we're here on the complete opposite side of the property. we pose no hazard at all to the vaccination.that was 100% on th police department who made that decision. i feel sorry for the people who missed their vaccination site and i encourage them to express their displeasure and their complaints to the albany police department. >> reporter: golden gate field

released a brief statement saying in part we respectfully suggest to the activists that there is a better way to have this conversation and air their concerns. we welcome the opportunity to have this discussion in the appropriate format. now i did speak to a woman who actually just came back from the vaccination site, which has reopened. she says there was a slight delay, but she was able to get her vaccination. but it's unclear exactly what's going happen with the people whose appointments were canceled or postponed. reporting live in alameda, matt boone, abc7 news. >> matt, thank you. now to the latest covid-19 headlines. we've learned the state will shift 60,000 vaccine doses to sutter health over the next few weeks. the provider had canceled tens of thousands of appointments because of a lack of supply and miscommunication with the 2.1% school athletes, indoor sports will be allowed to resume in most california counties.

the state allowed outdoor sports to resume last week. now restrictions are being lifted on basketball, volleyball, and wrestling. this in a settlement to a san diego county lawsuit. but counties and districts can still opt out. during a news conference today, the founder of let them play ca urged those counties not to opt out. >> i would ask those local authorities that have the ability to let them play, please, let them play. it's time. these kids have had nothing for 11 months. and they truly, truly need this. >> a county must have fewer than 14 cases per 100,000 residents. there will be weekly testing, provided for free by the 1111 covid project. masks will be required for coaches as well as players on the bench. abc7 news reporter wayne freedman spoke with bay area athletes and coaches today about the effort to get back in the game. >> reporter: when menlo school

volleyballer stella book began this year, who would have known she would also be getting a legal education. did you know what a plaintiff was before you started this process? >> no, i did not. >> reporter: now she can say that by being a plaintiff in a suit against the state, she has helped bring back high school sports for everyone. >> today, for all high school athletes in california, christmas has come early. >> reporter: the settlement for high school sports now includes basketball and volleyball with appropriate testing when necessary. >> all i want is to put on the jersey for my school and represent my school and be a part of that team. >> it's not a threat to society. at the end of the day, the kids are not the enemy anymore. >> reporter: coach patrick walsh of serra high school helped start the movement last december. >> kit be safe because the data and science proves that it's safe. >> reporter: there will be some not so subtle differences in the seasons this year. there will be no championships, not for the county, not for the sections, not for the state. these kids will be playing in these gyms for the sake of

playing. >> it's just been tough. it's like what i enjoy most about like academics, after school. >> reporter: at marin catholic high school, declan ochoa has waited all year for this. he and others see playing sports as a form of mental health. >> you know, suicide ideation, suicide itself, anxiety, depression, kids going on pills. >> reporter: well, now they get their games and at least some relief at the end of this difficult year. >> i think i've actually learned that i need my sport more than ever. >> reporter: in marin county, wayne freedman, abc7 news. california lawmakers have approved a $6.6 billion plan aimed at pressuring school districts to return students to get back into the classroom. the bill does not order school districts to resume in-person learning, but it does dangle $2 billion before a cash strapped school boards, offering them a share of that money only if they offer in-person instruction by

the end of the month. the bill does not say how much time students need to spend in the classroom in order to get the funds. and school districts have until may 15th to decide. san francisco has distributed vaccine access codes to the city's public schools. mayor london breed says on tuesday the city finalized a plan with the state to distribute the codes to teachers and other school staff. san francisco was supposed to receive 5,000 of the codes on monday, but there was confusion over where to send the codes. teachers became eligible to receive their vaccinations last week. the codes allow them to make expedited appointments. there has been another change to california's vaccine distribution strategy, this time to close the equity gap between where vaccine doses are being sent. governor gavin newsom made the announcement today. >> just consider low income households earning less than $40,000 a year have been impacted by tim t

households whose incomes are north of $120,000. >> governor newsom says the state will send 40% of doses to zip codes that are most vulnerable to the pandemic. the state is using metrics such as household income, level, housing status, and access to transportation. those metrics have identified some 400 california zip codes that will be prioritized for vaccine deliveries. newsom says the change is aimed at closing the equity gap between who is getting the shots in the state. 30,000 patients with sutter health will lose their second dose appointments amid a lingering supply shortage and miscommunication from the state. abc7 news news just confirmed blue shield has finalized a two-week plan with the health care system, but it does not cover everybody. abc7 news reporter stephanie sierra live in the newsroom now following the latest developments. stephanie? >> well, larry, sutter health just kishlged to us the state has allotted them 30,000 doses set to arrive by tuesday or m next week. the supply has been inconsistent

for the past month. now other counties are concerned these cuts are tied to blue shield's transition. after four weeks of urgent requests for more vaccine, blue shield has finalized a preliminary plan with sutter health. the state committing 30,000 doses to the health care system, set to arrive next week. another 30,000 the following week. that's only enough to vaccinate two-thirds of the current backlog. >> all of our health care providers, counties across the state are all feeling the need for greater transparency in the process. >> reporter: supervisor cindy chavez says the same problem is impacting santa clara county. she's concerned the delay is tied to blue shield's transition. >> we received much less vaccine, via the county that we were expecting and we were just notified of that today. and one of the challenges is we are notified about this information the week before we're planning for the following

week. >> reporter: after a call with blue shield tuesday night, san mateo county didn't get any clarity as to how their vaccine dose allotment will change and if that will impact operations at the county's two mass vaccination sites. >> candidly, it was very puzzling. you would hope that the vaccination supply would match up with the footprints that these different health care providers had in our state and there would be a proportional allocation. >> reporter: assemblyman kevin mullen is concerned about the lack of transparency surrounding blue shield's algorithm and how it will be impacting dose amounts to counties. >> there will definitely be an audit after the fact on what didn't work in terms of the vaccine distribution beyond the very obvious supply issues. just the coordination among the different entities. >> reporter: now we reached out to blue shield for further comment. the company did confirm starting today, some select counties and providers will start receiving a three-week allocation plan to figure out how to schedule these

appointments. now i want to make clear, this is separate from the transition most bay area counties will be making to the new system starting march 7th. stephanie sierra, abc7 news. >> steph, any updates from kaiser permanente? has their dose allotment been cut? >> so kaiser told us the state has increased their weekly vaccine supply. they would not release any specific numbers, but did tell us they're able to better meet the demand of their membership. but kaiser did say they still had not received any update from the state on when the johnson & johnson vaccine supply will arrive, and we'll certainly keep an eye on that. >> all right, stephanie, thank you. if you're getting frustrated over the vaccine roll-out and having your place in line shift due to changing rules, your not alone. many who want the vaccine are feeling some degree of vaccine envy. leslie brinkley talked with people about it in the east bay. >> it's frustrating. we kind of feel like we've gotten the short end of the stick during this whole

situation. >> reporter: the owners of las palmas barbershop in walnut creek said for months they were deemed too dangerous to stay open. now they aren't essential enough to get a vaccine. >> it's frustrating because we don't know how long the wait might be to receive the vaccine. it could be weeks, months or who knows how long. >> you know we called the customer, and they say because we not vaccine, so they don't want to come in yet. >> reporter: this nail slon owner says they can't build their customer base back up without a vaccine. >> yeah, i think it's kind of frustrating for the younger people, the younger generation because i really want to go live my life again. >> reporter: for some people, social media can trigger jealous or anger that they haven't been selected to get the vaccine yet. >> it's incredibly stressful for people, and it brings up a lot of anxiety of when is it going to happen for me? oh, i thought it was supposed to happen for me already. i think it can be even a little bit traumatic for people.

in an expansive city hall corruption investigation. city attorney dennis herrera said that former public works director mohammed nuru accepted bribes from the city's trash provider recology and allowed the company to hike election rates. >> mohammed newuru clearly excelled in indifferent oversight. >> the scandal involviingiinging refunds will be given to retail and residential. they'll recoup about $190. repayments will be done by september. the company also says trash collection rates will go down by nearly 7% starting in april. they have charged paul giusti bi moneylaundering. mayor london breed released the statement saying this is an

appalling case for our residents and businesses who have been overpaying their trash rates for years. the good news is that thanks to the city attorney, it will be getting that money back now. family, friends and community members rallied at the hall of justice in san francisco, demanding justice be served for an 84-year-old grandfather who was fatally pushed in his driveway. supporters of held a rally. 19-year-old antoine watson faces murder and elder abuse charges the attack on january 28th. those that attended today's rally say they want to call attention to what has become a wave of violent crime targeting asian americans. >> it's that they are alert, that they are conscious about what's going on, that they are here because they care and they're here because they want accountability. >> watson appeared for a pretrial hearing today. abc7 news obtained documents that say watson was seen on video returning to a bmw,

retrieving a phone, walking back to the victim and appearing to take photos of him on the ground after the attack. 7 on your side's michael finney has been on top of the edd troubles since the pandemic began. he joins us now with another update. mike? >> hey you guys. a year into the pandemic and the state's unemployment call center is still overwhelmed with callers. today the edd announced that 251 new workers completed the department's expedited training program, and even with nearly 3500 agents, the average wait time to reach someone is still about 40 minutes. also, fraud seems to be a big issue still and edd spokeswoman laurie levee said they're starting to remove social security numbers from some of the edd forms. >> virtually every state in the nation is experiencing

fraudulent activity on a scale we have never seen before. the u.s. labor department inspector general's office estimates more than $63 billion nationally has been paid out improperly through fraud or error. >> and one last thing. the department is now telling people if they received a tax form they don't agree with or think they may be victims of fraud, edd has established a dedicated phone line with an additional 300 agents to assist solely on that issue. that's very good news. when they say it's about 40 minutes on hold, that seems very optimistic to me. i'm going check that out tomorrow and i'll report back. >> all right. thank you, michael. some new developments on san francisco's central subway project. construction is expected to be finished by march 31st. the more than 1 1/2 mile extension to the muni metro line was supposed to open last year. this project has faced several

delays, the most recent obviously the pandemic. in november, muni said the setback was caused by construction workers stricken with covid-19, quarantines, and problems getting construction materials during the pandemic. supply lines have been completely disrupted. let's turn to the forecast now. i don't mean to be too creepy here, spencer, but i'm looking at your backyard and it looks nice and sunny there. >> yeah, it's beautiful at spencer's house. that's the extent of my forecasting abilities, though. i'm going to leave to it you to do the rest. >> it's very well done, though. nicely done. good professional job there, larry, and good skills of observation. so it is sunny in my backyard, and sunny over much of the bay area right now as you look over to san francisco from sutro tower. it's currently only 55 degrees in san francisco and 54 in half moon bay. but we have low to mid-60s at oakland, mountain view, san jose, and morgan hill. and on we go to blue sky. mostly blue sky over the golden gate.

other temperature readings 60 at santa rosa. 63 at novato and concord. and here is a nice view looking westward from emeryville as we check out the forecast features. partly cloudy overnight with dangerous surf through tomorrow morning. at least through early tomorrow morning. rain tomorrow evening into early saturday morning. then after that, a little bit of a break for the remainder of the weekend before rain returns on monday. we still have hazardous coastal conditions along the bay area beaches. so beach hazard statement remains in effect until 3:00 a.m. tomorrow. wave heights are elevated and we expect energetic sneaker waves and the possibility of dangerous rip currents. overnight partly cloudy skies in some areas, but mostly cloudy in parts of the north bay. overnight lows will be mainly in the low 40s, but we'll see a few locations inland dropping into the upper 30s. and then tomorrow a relatively mild day inland. highs there will be in the upper 60s. low to mid-60s around the bay shoreline, but only mid 50s on the coast. now let's talk about the

approaching storm. the storm for tomorrow night and early saturday morning is a light one, ranking only 1 on the abc77 storm impact scale. light to moderate rainfall, slick roads, and it will be breezy at times. here is the forecast animation starting tomorrow afternoon. notice the rain doesn't really a live in the north bay until tomorrow evening. and then it will spread to other parts of the bay area tomorrow night, overnight into saturday morning. it will be gone by about 7:00 or 8:00 a.m. on saturday. the rainfall totals will be generally between 0.2 and 0.4. it won't be a heavy storm, but it will be wet conditions. and then we resume the forecast animation monday afternoon as the next wave of rain comes in. and it's going to be a wet start to next week, monday, tuesday and parts of wednesday. we expect more rainfall. so here is the accuweather seven-day forecast. each of the approaching systems ranks only 1 on the storm impact scale. we'll have dry conditions from midmorning saturday through sunday and more wet weather, and it will be cool, much cooler than it's been of late, monday,

a new elementary school is open in pittsburg now. the ribbon cutting was virtual. it uses solar panels to achieve its goal of producing no carbon dioxide emissions. it took ten years of planning and $45 million to build, all paid for by two bond measures. san francisco is in red tier status now, and the hope is it could move to the less restrictive orange tier later this month that would open door to revive tourism. david louie takes a look at the hopes for a long-term recovery bringing back jobs and filling restaurants and hotels. >> reporter: it's a picture-perfect day in the city, making every attraction that makes san francisco irresistible perfect. many are reopening and coming back to life. what's missing are visitors. >> there is a window of

opportunity before we turn back to a full capacity experience that people can really experience san francisco in a much quieter, much more personal, much more intimate level. >> reporter: it may take longer to get tourists to feel comfortable about flying here from across the country. so the focus with more people being vaccinated is on local and regional west coast visitors. >> it's going to be mainly leisure people. people traveling for vacations, people who have been cooped up for the last 12 months and they just want to get outside and do something, go to a restaurant go, to an attraction, go to a park. >> reporter: the pandemic hit the tourism economy hard. it supported 86,000 jobs before covid. tourist spending of $9.6 billion dropped 67% last year. but could see a modest comeback this year if visitor numbers improve. so far the state has not issued guidelines about rebooting the $66 billion meetings and convention sector. a partly cloudy skies of 134 tourism and labor groups sent a letter thursday to governor newsom saying the lack of a

half the number of people with covid in our hospitals as we have today. good news. continue to see that decline coming down. >> it's a good call. in fact, the state's hospitalization numbers are lower than predicted. just over 4400 people are in the hospital as of today. 1200 patients are in the icu. california's hospitas are treating over 500 people suspected of having covid-19 but they're still awaiting test results to confirm the diagnosis. joining me now dr. alok patel, abc7 news special correspondent and a member of our very own vaccine team. the good news is the numbers are coming down. and doc, you've heard the line, you can see the light at the end telephone tunnel. you just have to hope it's not another train. so what do we need to do to ensure that we see the right light in a few months? >> larry, i respect the analogy, and i'll give you another analogy i've been thinking about. based on the numbers we're speaking about and the lower rate, we're in the lead right

now. we're up by about 10 points in the end of the third quarter. but now is not the time to celebrate a victory, because if we get sleepy and we let the variants win, we could see more outbreaks. so we are doing a great job. this is proof that all the metrics have been working. we just have to stick with it as we get to herd immunity and finally get out of this mess. >> so with the third vaccine, now johnson & johnson, would you guess that rapid improvement is just around the corner with our numbers? >> well, we're certainly set up for that rapid improvement. and by numbers i assume you mean the amount of americans getting vaccinated. >> yeah. >> the biden administration just announced they should have enough vaccines for every american by the end of may. and you look at what's happening right now with mergers such as with merck and johnson & johnson. we could very easily see the supply being there. but what we all want the equitable dribistribution. i think it's great news that 45% will be reserved for the lower

income. places that really need them. these are places hit especially hard and we need them to get the economy up and running again because a lot of them are frontline workers. we need to make sure we have the supply there and it's going out in an even fashion so there are no pockets left, no high-risk individuals who are still searching for a vaccine. i've heard too many stories of people waiting hours trying to get shots or find appointments. >> we still have only 20% of americans who are vaccinated. any worries that some who are concerned about vaccine safety are going to say okay, all you guys, you go get your shots, and we won't get to herd immunity? >> i've been hearing that for years, even in my own medical practice. people saying things like well, i don't want to get the polio shot or diptheria. i'm not worried about it. no one around me has it. if people don't collectively get the vaccine, we don't collectively create that herd effect, prevent that person-to-person transmission we can create gaps in coverage. when you have too many of those

gaps it's really easy for covid to spread across state lines or even internationally. you can't have one pocket protected and leave a couple vunerable. everyone has to play a part here or we can see more surges, and i've said this a thousand times. if we let the virus replicate, it will mutate. >> all right. just as a refresher here, i want to go over this. people at home don't have this stuff memorized. the scale goes purple red, orange, yellow, with purple being the most restrictive tier, and the goal obviously is to try to get to yellow. how concerned are you moving purple to red or red to orange? are we going too fast, not fast enough? or just right? >> i want to be optimistic and say we're going just right because from what i read, from the statements put out by dr. ghaly, it looks like the change in criteria from 7 out a thousand to 10 out a thousand, which seems in line with what other states are doing. this movement is based on our projection for vaccine supply in california. so if we hit a bottleneck, if

dangerous to work but now still can't seem to get the vaccine. so how are you feeling? are you growing impatient waiting for your turn? well, spencer, you're not. but drew, what's your take? >> you know, when going into this pandemic, i'm young, i'm healthy. i knew when we reached this point where we had a vaccine, i would most likely be one of the last people to get it. so right now, no. i'm not anxious or jealous. i'm so happy that spencer got it. my parents just got it back on the east coast. but come back to me in about four months, you guys. i might be singing a different tune. if by the end of summer, i still don't have it by that time, it might be a little bit different. but right now i just at the beginning of getting people vaccinated, no, i am not jealous. >> yeah, supply is supposed to increase in the next two months, right, guys? >> but i think that's one of the frustrations is seeing all these stories about the supply issues. we had months to figure this
