lingering supply shortage and miscommunication from the state. blue shield has finalized a two-week plan with the health care system, but it doesn't cover everyone. abc7 news reporter stephanie sierra is following the latest developments. she is life in the newsroom. stephanie? >> reporter: well, dan, the state has allotted sutter health 30,000 doses, said to arrive by tuesday or thursday next week. it's a big cut compared to what they were expecting to get. now other counties facing the same issue are concerned it's tied to blue shield's transition. after four weeks of urgent request for more vaccine, blue shield has finalized a preliminary plan with sutter health. the state committing 30,000 doses to the health care system, set to arrive next week. another 30,000 the following week. that's only enough to vaccinate two-thirds of the current backlog. >> all of our health care providers, counties across the state are all feeling the need for greater transparency in the process. >> supervisor sydney chavez says

the same problem is impacting santa clara county. she is concerned the delay is tied to blue shield's transition. >> we received much less vaccine via the county than we were expecting, and we just were notified of that today. and one of the challenges is that we're notified about this information the week before we're planning for the following week. >> reporter: after a call with blue shield tuesday night, san mateo county didn't get any clarity as to how their vaccine dose allotment will change, and if that will impact operations at the county's two mass vaccination sites. >> candidly, it was very puzzling. you would hope that the vaccination supply would match up with the footprints that these different health care providers had in our state and there would be a proportional allocation. >> reporter: assemblyman kevin mullen is concerned about the lack of transparency surrounding blue shield's algorithm and how it will be impacting dose amounts to counties. >> there will definitely be an audit after the fact on what didn't work in terms of the

vaccine distribution beyond the very obvious supply issues. just the coordination among the different entities. >> reporter: now we reached out to blue shield for further comment. the company did confirm starting today, some select counties and providers will start receiving a three-week allocation plan to figure out how to schedule these appointments. now i want to make clear, this is separate from the transition most bay area counties will be making to the new system starting march 7th. stephanie sierra, abc7 news. >> stephanie, any updates from kaiser permanente? what are you hearing about the weekly dose supply being cut? >> dan, kaiser told us the state has actually increased their weekly vaccine supply. they would not release any specific numbers to us but did say they're better able to meet the demand of their membership. yet kaiser did point out they have not received any update from the state on when the johnson & johnson vaccine supply will arrive, and we'll of course keep a close eye on that. >> okay, great.

thanks very much, stephanie. as blue shield takes over california's covid vaccine distribution, many are wondering how it could impact some of the robust systems that county governments have already put in place. chris nguyen has that story from san jose. >> reporter: in the bay area's largest county, the push to get people vaccinated against covid-19 has hit a potential snag. >> we have a lot more capacity than the vaccine. just give us the vaccine and we'll get it out. >> reporter: a message to the state from dr. marty who told abc7 news that the county's most recent moderna vaccine allocation from the state fell short of expectations. because of this, the county is now working to ensure that people are able to get their second dose of the moderna vaccine on time. >> that may impact the amount of first vaccine appointments that we can make at this point. we're still working on those numbers. we're talking to the state to see if we can get additional vaccine. >> reporter: the shortfall comes as community health clinics are

ramping up efforts to reach areas that have been disproportionately hit by the virus. >> it is very important for us to work a lot on prevention and to work a lot on education. >> reporter: this afternoon, the consul general of mexico in san jose announced a new alliance with the community health partnership by opening a health resource center inside the consulate where the public can go to ask questions and schedule a vaccine appointment. >> one-stop shop, no cost. if you happen to have business with the consulate, great. but even if you don't, you can still come here. >> reporter: the latino community accounts for more than half of the covid-19 cases in santa clara county. san jose city council member sylvia arenas. >> hopefully our neighbors will refer each other to the consul just lucky they do with any other referral they trust. >> reporter: and while the uncertainty over the vaccine supply chain continues to loom, health officials say it won't deter them from trying to move forward. in san jose, chris nguyen, abc7 news.

hundreds of vaccine points at golden gate fields were canceled after four people got on the track to protest horse racing. the group direct action everywhere gave us this video. the protesters chained themselves together and used smoke flares to draw attention. they're demanding the track be shut down over recent horse deaths and said it wasn't their intention to disrupt vaccinations. >> we're in full support of vaccination site and we're here on the complete opposite side of the property. we pose no hazard at all to the vaccination site. that was 100% on the albany police department who made that decision. >> today's races were also canceled. on twitter, golden gate fields wrote, quote, we respectfully suggest to the activists that there is a better way to have this conversation and air their concerns. we welcome the opportunity to have this discussion in the appropriate format. there's been another change to california's vaccine distribution strategy, this time to close the equity gap, the

state is using metrics such as household income, education level and access to education to identify zip codes where people are most vulnerable. >> just consider low income households earning less than $40,000 a year have been impacted by two times those in households who's incomes are north of $120,000. >> some 400 california zip codes have been identified as places that will be prioritized for vaccine deliveries, getting 40% of the state's supply. dr. alok patel, a member of our abc7 news vaccine team commends the decision. >> these are neighborhoods that were hit especially hard during the actual pandemic, and we need them protected to get the economy up and running again, because a lot of them are front line workers. >> dr. alok patel. now starting today and continuing tomorrow, the two federal vaccination sites in california will focus on giving shots to just one group, educators. here is a live look at the site at the oakland coliseum from our

tower camera on 880. the other site is at cal state in los angeles. abc7 news reporter lyanne melendez is live in the newsroom with the stories of people who are newly vaccinated and much relieved about that. lyanne? >> everyone who got the vaccine today was happy to share with us how organized the process was, a well oiled machine, they said. but think about it. with all the teachers being online and the online class, most of them have become very tech savvy. so all they had to do was get a code from their school district, sign up on the internet, and just show up. as teachers walked this pedestrian tunnel towards the oakland coliseum, a light at the end came in the form of a vaccine. >> i feel liberated. i can do more. i can go back to work. >> reporter: today priority was given to school custodian, cafeteria worker, teacher, and principals from all over the bay area. the invitation is extended until tomorrow as promised by governor

gavin newsom, getting the needed vaccine related code became surprisingly easy. >> they give us a special code. because i tried with the previous code, and i was no, there is no appointments. and i typed that code in, and i was everything opened up. >> reporter: some got to the coliseum on bart and arrived at the walk-in gate. >> i'm glad they're opening it up and getting us in there. and i hope everybody else does it too. >> reporter: but most opted to drive in. inside fema supervised the delivery of the vaccine. in most cases, the waiting time was less than an hour. >> i've lost people close to the virus. so i just wanted to get out there and show the vaccine is safe and just do my part, be an example to the community. >> reporter: a few san francisco educators and staff have been going to moscone center. more than 2500 codes were given out to public school staff and teachers at san francisco unified. that district is expected to send out another 1500 codes tomorrow.

the codes are being given out to so-called priority staff who will be working at those elementary schools and early education sites that have been given permission to reopen. and back to the oakland coliseum. you should not go if you do not have an appointment. now, a few people, we saw them today showed up thinking because they fall under a certain tier, they can get the vaccine. now unfortunately, that is not the case. we saw some people being turned away. and dan, i can tell you, some were not happy when they were. >> well, i can understand. they've waited so long and then to have that problem. and obviously, lyanne, we want to make this process as easy as possible for everyone watching. some people showed up at the wrong entrance to the oakland coliseum. walk us through what you're supposed to do. >> thank you. thank you for asking me that. we noticed that a few people were being dropped off today at the main entrance at 66th avenue, thinking that they can just walk in.

for a regular sporting event, dan, you can, but not when you're getting the vaccine. fema will not allow that. if you do that, it's a long way from the entrance to the walk-in gate across the street from the bart coliseum station. trust me, it is a long walk. i saw people being dropped off and then they had to call a lyft or an uber. so please do not make that mistake. >> i know that walk. it's quit a little trek there. lyanne, thank you very much. an incredible benchmark in santa cruz county. by tomorrow, the county will have offered the vaccine to all of its education staff. every single one of the nearly 5,000 k through 12 teachers and staff who want the vaccine have gotten at least one dose. nearly all schools will resume in-class instruction by april. california lawmakers have approved a $6.6 billion plan designed to pressure school districts to return students to the classroom. governor newsom plans to sign it tomorrow. now the bill does not order school districts to resume in-person instruction. however, it does dangle $2

billion before cash-strapped school boards, offering them a share of that money only if they offer in-person instruction by the end of the month. the bill does not say how much time students need to spend in the classroom in order to get that money. school districts have until may 15th to decide. the state allowed outdoor school sports to resume last week, and now restrictions have also been lifted on basketball, volleyball and wrestling in a settlement to a san diego county lawsuit. the counties and districts can opt out. during a news conference today, the founder of let them play ca urged them not to. >> i would ask those local authorities that have the ability to let them play, please, let them play. it's time. these kids have had nothing for 11 months, and they truly, truly need this. >> the county must have fewer than 14 cases per 100,000 residents. there will be weekly testing provided for free by the 1111 covid project. masks will be required for

coaches and players tonight bench. abc7 news reporter wayne freedman spoke with bay area athletes and coaches today about the effort to get back in the game. >> reporter: when menlo school volleyballer stella book began this year, who would have known she would also be getting a legal education. did you know what a plaintiff was before you started this process? >> no, i did not. >> reporter: now she can say that by being a plaintiff in a suit against the state, she has helped bring back high school athletes in california, christmas has come early. >> reporter: the settlement for high school sports now includes basketball and volleyball with appropriate testing when necessary. >> all i want is to put on the jersey for my school and represent my school and be a part of that team. >> it's not a threat to society. at the end of the day, the kids are not the enemy anymore. >> reporter: coach patrick walsh of serra high school helped start the movement last december. >> it can be safe because the data and science proves that

a san anselmo man tried to do the right thing when edd accidentally overpaid his benefits. now his effort to return the money set off a chain of unfortunate events that he still is trying to unwind months later. 7 on your side's michael finney has his story tonight. michael? >> dan, this construction worker now regrets ever applying for

unemployment. once you see his story, you'll understand why. all matthew lombardi can do is laugh about his problem. like many other, he lost his job as a construction supervisor at this san francisco project back in march. it was the first time he's ever been out of work. he wasn't sure if the trouble of filing for benefits would be worth it. >> but when the federal government chipped in that other $600 per week, i felt that it was beneficial. >> reporter: he applied, but the backlog of applications meant a delay in receiving his first check. by that time, his construction project had resumed after a seven-week layoff. he ended up receiving an extra $2100 in benefits. he reported the overpayments to the state. that money would later be subtracted from his debit card, and more. >> i had gone back to check the balance, and it was zero. >> reporter: the state not only took the extra $2100, but

another $1600 on top of that, totally draining his account. he called bank of america, which told him and 7 on your side that edd handles resolving overpayments. he also tried contacting edd, but was unsuccessful. to make matters worse, he is now receiving a tax bill which included not only the overpayment, the money that's his that has been since taken away. >> this has gone from being an edd issue to potentially been irs problem that i might have down the road. >> reporter: the irs is advising him to ask the edd for a revised 1099. if he is unsuccessful, he should pay taxes only on the income he actually earned. rafael tolino of the irs says that should be the end of it. >> i'm not guaranteeing anything. the irs doesn't make any guarantees. what i'm saying is file a federal tax return that accurately reflects your

check this out. the ferris wheel in golden gate park has been closed more than it's open. but today that is starting to change. the sky star wheel reopened this morning. it's the first time since mid-november when the wheel shut down after operating for only 39 days. we got permission for droneview7 to appear over the top of the

wheel. 15 stories above golden gate park. that is an awesome look. the attraction is set to be here for four years, although the board of supervisors will vote next week on whether to shorten that stay to just one year. organizers are planning to hold the santa clara fair as a drive-through event this year. the fair will still offer all the traditional sites and sounds on the weekends of july 29th and august 8th. you'll still have to- you will have to see them from your car, though, instead. fair foods will be available for purchase such as cotton candy, kettle corn and funnel cakes. a virtual livestock show is also in the works. participants must buy tickets to the drive-through fair in advance. you got to find a way to still make things work. and dan, really the fair is the only time i ever have a corn dog. we have to have a fair every now and then. >> it isn't the fair without the corn dog or the elephant ears or the cotton candy. favorites of spencers, we know. >> oh, right. >> oh, yeah. >> i like fair food at a fair

price. i do like ice cream. that's true. we'll probably have fair weather. our weather is fair right now, but let me show you our storm brewing out at sea right now on our satellite radar composite. i've been showing the development of the storm over the last 12 hours. it's affecting our weather right now, our conditions i should say. it's whipping up elevated wave heights and rough surf. and the result is we have a beach hazard statement in effect 3:00 a.m. tomorrow as wave heights are up around 5, 6 feet right now. it could get higher. there is a chance of dangerous sneaker waves or rip currents, though. if you're down near the coastline, don't turn your back on the ocean. okay. conditions in the atmosphere are much calmer right now as we look at calm skies over the bay area. over san francisco, 54 degrees in the city. current temperature readings are in the upper 50s at oakland, mountain view and san jose. 55 in morgan hill. and 50 at half moon bay. here is the view of mainly clear skies over the golden gate. and another temperature readings right now. mid-50s at santa rosa, novato and napa.

upper 50s in fairfield, concord and livermore. and a lovely view of the western sky from emeryville. you see a few clouds developing there. these are forecast features. the skies will be dry overnight. but we have dangerous surf as i mentioned. so bear in mind. rain arrives tomorrow evening in the north bay and spreads to other parts of the bay area overnight into early saturday morning. then we get a dry break from midmorning saturday through the remainder of the weekend, and rain will return next week. overnight, partly cloudy skies. lots of clear skies, though, in the areas where there is clearing, low temperatures will drop into the upper 30s in the inland valleys. low 40s right around the bay shoreline and on the coast. and then tomorrow, my graphic got stuck for a second. high temperatures from mid-50s at the coast to mid-60s around the bay shoreline to upper 60s inland. and now we bring in the storm impact scale. the approaching storm for tomorrow night ranks 1. light intensity producing light rainfall. slick road waist and breezy at

times. notice tomorrow evening, the rain will arrive in the north bay, then it will spread quickly across other regions of the bay area. and it will be pretty much out of here by 7:00, 8:00 saturday morning, leaving behind rainfall totals ranging from about 0.2 to up to 0.4. that means snowfall in the sierra. winter weather advisory from 10:00 tomorrow night to 10:00 saturday morning. we expect about 3 to 8 inches of new snow above 5,000 feet. now the all important accuweather seven-day forecast. so we get the showers tomorrow night and into early saturday morning. a break from about mid morning saturday through sunday. it will be dry. a few clouds around. but lots of bright skies as well. and then our next storm will come in on monday evening with showers with rain continuing into tuesday and wednesday. notice how chilly it's going to be. high temperatures will only be in the 50s those three days, and it will finally get dryer and milder late next week. dan and ama?

building a better bay area for a safe and secure future, this is abc7 news. >> there is new fallout tonight stemming from the widening san francisco city hall corruption investigation. the city's trash hauler recology has agreed to repay customers $95 billion in overcharges total. city attorney dennis herrera accuses recology of leveraging its cozy relationship with former public works head mohammed nuru to improperly raise collection rates. today's revelations have further shaken public trust in the city's government. >> mohammed nuru has done more to undermine not only the people's faith in the government, but my own personal faith in the government as a public official who's been working in the public interests for the past 20 years. >> herera says average household

also see refunds of about $190. recology says garbage collection rates will go down 7% by next month. nuru, along with other city officials and former recology executive paul giusti all face federal charges stemming from these and other allegations. >> recology's ceo tells us in a statement we are reviewing our internal processes and working with the city to ensure an issue like this never reoccurs. as part of that repayment, recology will settle the city attorney's lawsuit for $7 billion without admitting liability. the company called the overcharges a mistake. now mayor london breed released a statement saying in part, quote, this is an appalling case for our residents and businesses who have been overpaying their trash rates for years. the good news is that thanks to the city attorney, they getting that getting that money back now. >> insider phil matier is here to discuss his take on all of this. san francisco residents overcharged for garbage, that seems to be the latest in a

string of issues related to corruption. what does that say about city government? >> it's not good, dan. what's really shocking about this is that the mistake was made in 2017 where recology was granted a 14% rate hike rather than a 7% rate hike because based on faulty revenue information they gave to the city. but the next year, recology went to the city. mohammed nuru, the head of the department of public works and said hey, there is a mistake made and it's costing more for the residents, but nobody did anything. recology didn't do anything and apparently mohammed nuru didn't do anything. so the charges kept going on and on. so we were paying for it. this is not a good look. if it hadn't been for city attorney dennis herrera and possibly the feds and cooperation from recology when they found out about it, we'd still be paying it. instead, we're going to be able to get that money back. that's a big step forward. but issue is there is still other city departments that are under investigation and don't be surprised if there is not more

findings like this. >> phil, this corruption case in particular, and investigation, how is it different from what we see in other parts of the country? >> well, am marks usually when we talk about bribes or things like that, you stalk about someone being hand and envelope full of cash. now mohammed nuru received a rolex watch from one contractor, got a free tractor delivered to his summer home to help build that from another one, took gifts and travels from people. but what also happened was that we have in san francisco this sort of cozy relationship that goes on between not only mohammed nuru, but other city officials as well with people doing business with the city. and rather than it being cash that's handed over, it's favors. it's favors. it's a history of let me do this for you, let me do that for you. your son is looking for a job, let me give you a little hand here, a little hand over there. there is not necessarily a quid pro quo happening right there. it happens over a period of years. and that's in part what we're seeing here.

recology gave about a million dollars to various nonprofits that were supposed to help the department of public works and other things, and they wound up going into parties for the department of public works and other events. so it's one of those things, ama, rather than being that cold hard cash that you cash on videotape, this is a tough investigation. and that's why it's copping out in drips and drabs, because this is favors and relationships that are being examined over periods of years rather than a quick back and forth. you get, this i got that. >> less obvious. >> yes. >> phil, the mayor talked about the need to restore public trust. clearly they need to do that in the city. how can the city really do that after something like this? it took a long time to get here. how do we get out of it? >> first of all, we start hiring people and promoting people that have a little more ethics. how about we just start with that. that's basic. you can change the rules, but you still have to hire people that followed. second of all, san francisco has to take a good look at what it calls basically we have this built into the city. if you want to do something in

san francisco, whether you're the garbage company or the electric company or you want to build a building, you're expected to give something to the quote/unquote community. a community benefits package. you're supposed to give something back. but who gets that and who benefits from the packages is the question that the city attorney and the feds are looking at. and i think san francisco needs to look at it itself. it's built into the system here. >> okay. phil matier. as always, phil, thank you. >> take care. the state's latest numbers on the coronavirus pandemic here in california continue to show improvement. the seven-day test positivity rate hit a new report low of 2.1%. it's dropped about a full percentage point in just the past week. the number of new cases and deaths are each below average in today's report. the number of hospitalized coronavirus patients is going down even faster than expected. listen to the prediction from california health and human services secretary dr. mark ghaly. here what's he said back on february 2nd. >> we're anticipating that 30 days from now so, on the 4th of

march that we'll see fewer than half the number of people with covid in our hospitals as we have today. >> he predicted hospitalizations would drop to about 6500. that number is actually below 4500. for comparison, when dr. ghaly made the prediction a month ago, there were more than 14,000 hospitalized patients. all right. if you're getting frustrated over the vaccine roll-out and seeing your place in line shift because of changing rules, you are certainly not alone. many who want the vaccine are feeling some degree of what you might call vaccine envy. in walnut creek today a nail salon owner says they can't build back their customer base without having a vaccine. a barbershop owner told us that for months they were deemed too dangerous to stay open, but now they aren't essential enough to get a vaccine. a psychologist says it's not just about business. you know what? it's personal too. >> incredibly stressful for people. and it brings up loft anxiety of when is it going to happen for me?

family, friends and community members rallied at the hall of justice in san francisco today, demanding justice be served for an 84-year-old grandfather who was fatally pushed to the ground. supporters of vicha held the rally as his accused killer made a court appearance upstairs. those who attended today's rally say they want to call attention to what's become a wave of violent crime targeting asian americans. >> it's that they are alert, that they are conscious about what's going on, that they are here because they care and

they're here because they want accountability. >> watson appeared for a pretrial hearing today. abc7 news anchor dion lim took part in an hour-long program tonight called stop the hate. it was a live town hall focused on the disturbing uptick in unprovoked attacks against asian americans. dion joined abc7 news anchor juju chang along with daniel dae kim and olivia munn and basketball player jeremy lin. she brought her own unique experience to the discussion and talked about why so many victims don't report these crimes to police. >> they're either scared. they don't think they'll be heard. they don't want retaliation. or like we heard from stefan and juju, they feel that sense culturally to keep their head down, keep their nose clean, don't cause trouble. >> the program was broadcast on abc7 news live and featured reporters and guests from around the country, including dion's appearance live from san francisco's chinatown.

[ closing bell ] stocks took a pretty good hit today amid inflation fears. jerome powell predicted strong job growth and price increases as the vaccine roll-out allows the economy to reopen fully. all indices ended in the red. the dow dropped more than 300 points. the nasdaq 274 and the s&p 500 was off by 51. now this is the third straight loss for the s&p. just four days ago, it notched its biggest gain since june. multiple earthquakes hit off the coast of new zealand today, triggering tsunami warnings. the water looks pretty calm from this video, and no major damage has been reported. the biggest earthquake was magnitude 8.1. the others measured 7.4 and 7.3, all north of new zealand in the ocean. tsunami warnings and watches were issued, but have since been downgraded or canceled. no alert was ever issued for

california. so it's nice to know that those have been downgraded or canceled. good news there, dan. >> absolutely, ama. that is a little unnerving when you hear those, obviously. spencer christian is here with the forecast as we get close to the weekend, spencer. >> okay, dan and ama. things are nice and waum right now. here is a nice live view from emeryville looking back towards san francisco. these are our forecast features. skies will remain dry tonight. we have dangerous surf, though, and a beach hazard statement in effect. rain tomorrow evening starts in the north bay. swings southward and eastward. a dry break beginning around midday saturday right through the weekend. but rain returns on monday. here is the beach hazard statement. only in effect until 3:00 a.m. but if you're down near the coastline, it's a good idea not to get too close to the water. don't turn your back on it because there is the risk of sneaker waves and rip currents. overnight, partly cloudy to mostly clear skies. low temperatures will range from upper 30s in the inland valleys to low 40s around the bay shoreline and on the coast. then tomorrow, we'll have some
