good morning and welcome to friday, march 5th. we're going to start with your accuweather forecast. hi, mike nicco. >> hi, reggie, kumasi, jobina. hi, everybody. yeah, on this friday we're anticipating some wet weather, but it is tonight, so during the day, we're going to enjoy some pretty comfortable weather. but it is a 1 on the storm impact scale, returning back to the rain which will be light to moderate at times, which will make it slippery outside and also a little breezy from time to time. here is a look at our very mature storm, very comma shaped storm that we're going to get the tail end of. it is a fast moving storm. we're waking up with clear conditions as you can see from the east bay hills, with increasing clouds today. and eventually some rain finally 7:00.th meanshe nor hours, from 6:30, what is that, 4:00 to 6:07, we're going to be dry. kumasi? >> thank you, mike. developing news any minute now the u.s. senate is expected to resume debate on the covid-19 relief bill. and we know jobina, lawmakers

worked until long into the morning after a marathon day. >> yes, kumasi. so the senate wasn't able to begin debating the $1.9 trillion covid relief bill pages were read aloud. it took more than 10 1/2 hours and we're going to take a live look right now at the u.s. capitol, where that senate meeting is just getting started. the marathon reading was a delay tactic by republican senator ron johnson of wisconsin. republicans argue the bill calls for too much spending and too little bipartisanship along the way. >> the only thing bipartisan about their bill was the opposition to it. >> the $1.9 trillion plan has good objectives. but it is massively misdirected. >> put the money into the economy, to make sure we can recover quickly. >> you've got to get the funding out there, and you've got to make sure our economy is strong. >> senate majority leader chuck schumer said he expects the

senate to finish the bill this week. if the senate approves the pill this weekend, it goes back to the house for approval and then to president biden. that means people waiting on the $1400 stimulus checks included in the bill could start to see the money as soon as march 13th, but it is important to note here unemployment benefits expire on march 14th, one day later. reggie? >> jobina, thank you. happening today, governor newsom plans to sign the $6.6 billion plan aimed at getting students back into classrooms. the bill lawmakers just approved does not force school districts to resume in person instruction, but it does offer $2 billion as an incentive itrti by the end of the month. the districts have until may 15th to decide, but they get less money every day they wait. san francisco unified is expected to send out 1500 more vaccine codes today for educators to use at the moscone center. ret. than 2500 the codes are being given to

so-called priority staff who will be working at elementary schools and early education sites that have been given permission to reopen. meantime, bay area school custodians, cafeteria workers, teachers and principals are being given vaccine priority at the oakland coliseum site today. >> they gave us a special code. i tried with the previous code and i was, like, no, there is no appointments. and i typed that code in and i was -- everything opened up. >> yesterday in most cases the waiting time was less than an hour. governor newsom announced a plan to set aside 40% of california's vaccine doses for vulnerable underserved communities and that includes ten bay area neighborhoods. according to the chronicle, four are in solano county, montezuma, fairfield and vallejo and vacaville. one in east oakland, two in san francisco, tenderloin and treasure island and one in contra costa county, the north richmond area. officials say the rate of infections are much higher in these areas and the vaccination

rates are low. community leaders hope that this will change that. >> we are on our way and governors just giving us a boost and a good shot in the arm, so to speak. >> reverend amos brown is the president of the san francisco chapter of the naacp. he says they're setting up vaccination clinics at baptist churches across the state and they're hopeful to have those up in the next two weeks. a new covid vaccine clinic opening in san jose this morning will address the issue of vaccine equity. amy hollyfield is live at gardner health center with more on the community it serves. amy? >> reporter: i just found out this clinic almost didn't happen today. they were told yesterday that they might not get any doses because of a county shortage. they just found out yesterday afternoon that they would b0set. theyer hoping for more. they say they do feel lucky at this point just to get the is

hard-hit hispanic community. they will be vaccinating people who live in the alveso neighborhood, 65 and older, and work in the food, education, emergency services, or healthcare industries. county officials say their recent shipment of the moderna vaccine fell short of expectations, so now there is a shortage all across santa clara county. >> that may impact the amount of first vaccine appointments we can make at this point, we're still working on those numbers. we're talking to the se g addit vaccine. >> reporter: today's clinic is just one of many efforts to reach communities who have been disproportionately impacted by covid. council general of mexico in san jose opened a health resource center inside the where people questions and schedule a vaccine appointment. this clinic is not -- does not require appointments. they're going to be handing out wristbands at 9:00 this morning for the vaccine.

they have 200. and they'll start giving the vaccinations at 10:00. they tell me they do expect a lot of teachers from the area to come to this clinic today. live in san jose, amy hollyfield, abc 7 news. >> thank you, amy. more than 9 million vaccine doses have been administered state wide, according to our abc 7 vaccine tracker. you can check the progress anytime on our vaccine tracker, it is available at abc7news.com. new this morning, pope francis arrived in baghdad to begin his historic trip to iraq. a red carpet rolled out on the tarmac today and the pope was greeted by iraq's prime minister. pope francis went to iraq to a rally the dwindling number of krinz a christians and urge them to help rebuild the country. iraqi leaders welcomed the global attention the visit is bringing. capital police are asking the national guard to stay in d.c. f there haven't been any details about why this request was made, but now the department of defense is reviewing it.

it comes as the department of homeland security and fbi are warning of threats posed by domestic extremists. right now there are more than 5,000 national guard members still in the city. the scheduled end of their mission is one week from today. east bay congressman eric swalwell is suing former president trump. the second lawsuit hoping to hold trump and his allies responsible for inciting the insurrection at the capitol on january 6th. the lawsuit claims trump, donald trump jr., rudy giuliani and republican congressman mo brooks broke an anti-terrorism act by inciting the riot. he also claims that they aided and abetted rioters and inflicted emotional distress on congress members. swalwell was locked down in the house chamber during the riot. vileg.ming up, help the new hot le to call. more movie theaters reopening in the bay area today. and a new flick to watch from our parent company disney.

uniform temperatures as we wake up in the east bay valleys from 38 to about 41 degrees. we do have a lone hold at pittsburgh at 46. it is clear just about everywhere right now. we have mid to upper 30s ba and mid to upps instfhe bay andt you can see the white, that's the increasing and the clouds as we head through the afternoon and evening hours. by 7:00, light to moderate steady rain moves into the north

or who need home care, personal assistance, maybe language interpretation or help arranging transportation to get to and from an appointment. the number for the call line is on your screen. it is the vaccination site at golden gate fields is back open after a protest forced the cancellation of hundreds of appointments. four people as you can see here got on the track to protest horse racing. the group direct action everywhere gave us this video. the protesters chained themselves together and used smoke flares to draw attention. they're demanding the tracks be shut down after recent horse deaths. >> we're in full support of vaccination site and we're here on the complete opposite side of the property. we pose no hazard at all to the vaccination site. so that was 100% on the albany police department who made that decision. >> yesterday's races were also

canceled. on twitter, golden gate fields wrote we respectfully suggest there is a better way to have this conversation and air their concerns. we welcome the opportunity to have this discussion in the appropriate format. san franciscans will be refunded nearly $100 million in overpaid garbage collection fees. this is the latest development in an expansive city hall corruption investigation. city attorney dennis herrera said mohammed nuru accepted bribes from recology and allowed the company to hike collection rates. >> nuru may have had his challenges keeping san francisco streets cleaned, but he clearly excelled at cronyism, sludge funds and indifferent oversight. >> the scandal involving nuru led to a number of crimina charges against other city officials and business owners. refunds will be given to residential customers by september and herrera says the average household will recoup about 190 bucks.

recology says trash collection rates will now go down by nearly 7% starting in april. recology ceo told abc 7 news in a statement, we are reviewing our internal processes and working with the city to ensure an issue like this never recurs. as part of that repayment, recology will settle the city attorney's lawsuit for $7 million without admitting liability. the company called the overcharges a mistake. happening today, several movie theaters will be back in business around the bay area with enhanced cleaning and safety protocols. amc will be opening five of its locations including the amc in san francisco, the amc mercado in santa clara and the amc diamond in sunnyvale. sin mark will reopen ten additional movie theaters. and those include the century 20 in daily city, san ttana row, s jose and the san francisco

we'll go coolest to warmest. we have 56 to 60 along the coast. 61 to 66 around the bay. low to mid-60s up in the north bay. but the east bay and south bay will hit the upper 60s for some warmer spots. tonight, the north bay will be the coolest as the clouds open up. drop into the 30s around santa rosa and lake port. everybody else in the mid to upper 40s. let's jump ahead to tomorrow morning, watch the gray disappear. that's the increasing sunshine. it is going to be blustery tomorrow, temperatures mainly in the 50s. be ready for that kind of chilly weather compare fod what we had most of this week. increasing clouds, especially across the north bay sunday, ahead of our system. the medium range models, we use these to show trends more than the finite details. and it is starting to trend with that storm track moving more over the ocean. so the rainfall amounts now are dropping considerably from what we saw yesterday. as we pick up on that, with the high resolution models this weekend, i hope that changes and of course i'll be back monday morning to get you on your way with that 1 that is possible.

we all heard stories families moving away from the bay area during the pandemic, now we're seeing data that shows where they're actually going. the california policy lab reports that san francisco experienced a unique and dramatic exodus. most people who left moved not that far away, to counties in the sierras. during the last three months of 2020, about 115,000 people left the bay area. that's up nearly 30% from the same period in 2019. the policy lab says significant population changes could affect rent and home values. the house of prime rib is making up for all of its canceled reservations. the san francisco steak house is now booked three months in

north bay coast and some slipping through the valleys and toward santa rosa. otherwise it is pretty quiet until this system comes in. it does tonight. it is light to moderate with burst of breezes when it comes through. it is going to keep things pretty slippery during the evening overnight and through early tomorrow morning. here is a gorgeous shot of the exploratorium, i want to show you that also. 40 to 44 at 7:00. we'll stay in the 50s at the coast. with a nice southerly breeze in the low 60s at noon. mid-60s 4:00. 7:00, that's when the rain moves into the north bay. only mid to upper 50s. reggie? >> mike, thank you. happening now, san jose police are investigating a shooting that left a man with life threatening injuries. this happened around 10:20 last night on alan rock avenue. you see in this video, several patrol cars and officers in the area near the bar and hair and nail salon. police set off flashbangs that could be heard saying they have a search warrant and at one point it looks like nearby residents got evacuated. now, officers have not released details on a suspect or motive for this shooting.

now the senate is debating the $1.9 trillion covid-19 relief bill. we want to take you live right now looking at capitol hill where senators are trying to reach an agreement on amendments to the bill. yesterday the senate wasn't able to begin debating the bill until all 628 pages of it were read out loud. and that took more than 10 1/2 hours. the bill includes -- >> it is not what i wanted. it is not what we voted on in the house. but if it gets, you know, a single penny more to someone who needs it, we should do it. >> so the bill includes $160 billion for testing and vaccinations, help for small businesses and $1400 checks for people who make up to $75,000 a year and for people making up to $80,000, a slightly smaller check. the senate could approve the bill this weekend and then it would return to the house for approval before president biden can sign it into law. also happening today, house

speaker nancy pelosi will be sedu discussing the covid relief bill in a town hall. they will be talking about the city's ongoing response to the coronavirus pandemic with the san francisco health officer. this will help get kids back in the classroom safely, hopefully. san jose unified school district says it secured vaccine appointments for all of its employees. education is part of our focus to build a better bay area and amy hollyfield is live at a vaccine clinic opening today in san jose. hi, amy. >> reporter: that's right. hi, reggie. we're at the health center in san jose. they are going to have a pop-up clinic, one day, just today, and they tell me they do expect a lot of teachers from this area to come here today, to get vaccinated. and that is what is happening in san jose. teachers are going to be given the priority. the school district just announced it has secured a vaccine appointment opportunity for all 4,000 employees. administerers say this will help them safely reach their goal of

getting kids back in the classrooms on april 21st. governor newsom is also announced teachers will be prioritized across the state starting next week. the state will set aside 10% of its vaccines for teachers. this clinic almost didn't happen. they tell me, because of a vaccine shortage here in this county. so they just found out yesterday afternoon that they will have 200 doses here today. they were hoping for more, but they're happy to have that. no appointment necessary if you want to come on out here. they're serving the alveso community, handing out wristbands at 9:00 this morning and then start giving shots at 10:00. live in san jose, amy hollyfield, abc 7 news. thank you, amy. indoor high school sports are allowed again in california starting today. this is the result of a settlement reached with a group in san diego county after it sued the state. so that means basketball, volleyball and wrestling can all resume as long as the county has fewer than 14 cases per 100,000 residents. there will be weekly testing,

that will be provided for free. required for everyone except athletes when they're actually playing. if they're sitting on the bench, they have to wear them. >> all i want is to put on the jersey for my school and represent my school and be a part of that team. >> it is not a threat to society, and, you know, at the end of the day, the kids are not the enemy anymore. >> teams can return to competition only ifst ruirement place for college teams. that includes testing around each competition and following contact tracing protocols. schools in contra costa county could be back open before the end of the month. adam clark says that a hybrid model of in person and online learning could start as early as march 22nd. the district's trustees will likely discuss and vote on that proposal on wednesday. contra costa county is expected to move into the red tier in the next few weeks. the state and county have already approved the district's plan. many counties are seeing

fewer vaccine doses because of the lingering supply shortage tied to the blue shield transition. sutter health was forced to cancel 40,000 appointments for a second shot so the covid-19 vaccine, 30,000 doses are set to arrive by middle of next week. but that's only enough to vaccinate two-thirds of the current backlog. santa clara county supervisor says their county is facing the same issue. >> we received much less vaccine than we were expecting and we just were notified of that today. and one of the challenges is that we're notified about this information the week before we're planning for the following week. >> many are concerned about the lack of transparency surrounding blue shield's algorithm. underserved populations will have access to more vaccines in the city of east palo alto. the city, san mateo county and the ymca teamed up to provide vaccines to seniors, essential workers and low income families.

the city council had a special session last night discuss the vaccine efforts. the city represents 5% of san mateo's county's population, but more than 10% of the covid-19 cases. >> as long as there is vaccine supply, which is being challenged right now because of the transition of vaccine distribution to blue shield health plan, it has affected all of our supply including the county. >> the new vaccine site for eligible east palo alto residents will open next week. another free vac secine clinic opens tomorrow in the east bay. it is at the center of hope community church for seniors. it is for essential workers and other eligible groups. drive through vaccinations start at 11:00 a.m. this church is on macarthur boulevard, near 82nd avenue and oakland. you do need an appointment and you can make one at united and health oakland.org or you can call

californians are now being encouraged to wear two cloth masks in public to help stop the spread of covid-19. governor newsom announced these new guidelines. >> encouraging people particularly those that use cloth masks to consider using an additional mask and double maskinotsi the cloth mask , that actually filter even more than n-95 masks, that's not the guideline recommendation. we are encouraging people basically to double down on mask wearing. >> the governor said this recommendation comes in light of, quote, bad information from at least four other states. earlier this week, texas governor greg abbott ended his state's state wide mask mandate. and govern are newsom called that move reckless. san francisco's safe sleeping villages for people experiencing homelessness are costing the city $16 million.

the chronicle is reporting 262 tents at six sites house more than 300 people. and that comes o than $61,000 per tent per year. the villages provide access to bathrooms, meals, they have 24 hour security, but they are not eligible for federal reimbur reimbursement because they are not considered to be a group shelter. the coalition on homelessness wants the city to invest in more stable housing options like housing subsidies. new this morning, the u.s. bureau of labor statistics released the february jobs report, which beat economists expectations. the employment rate, unemployment rate, i should say, it dropped slightly to 6.2% last month from 6.3% in january. 379,000 nonfarm payroll jobs were added. that's more than the 200,000 that were forecasted. they're causing eased restrictions in parts of the country for the uptick.
