7 with the system moving in looking at a little rain moving through around south bay with a little rain around south bay, but looking at campbell and sunnyvale, and low 40s in novato, due to the cloud cover and the south winds, we are milder. starting out with mostly cloudy skies and possible shower in the south bay, and then partly cloudy and sunny through the rest of the day. the numbers are cooler with breezy winds along the coast. we will talk about a wet start to the rest of the work week. liz. >> a deal has been reached for some san francisco unified students to go back to in-person learning starting april 12th. it starts with the youngest students and only at certain school sites. the district says additional students will be started with in-person option by the the end of april. and additional students will be

offered by the end of the year. and vaccinations will be started with personalized access codes by the end of the week. a tentative agreement has been reached for santa rosa schools as well. there is going to be a hybrid schedule with two days in school and then more students will be continuing in april 6th. the teachers union members will hold a ratification vote as early as next wednesday. and also some more exciting reopening school. we mentioned this as before, april, theme parks and outdoor ball parks and live performances will be able to welcome back visitor. we have team coverage, and kate larsson is going to start us off in san francisco on how the local ball parks are preparing. >> oracle park is empty now, but that is expected to change. >> it has been a year.

but now only california residents can make reservations. in santa clara, matt boone, abc7. >> and the relaxed restrictions will be welcomed for the people who love the santa cruz boardwalk. outdoor games and others will be allowed while the miniature golf will remain closed. and also, the return of live shows which could mean other outdoor venues will be allowed, and it will allow 20% attendance, and also limited to in-state visitors. the increase can begin as the counties move into the yellow and orange tiers. disneyland can open if orange county gets into the red tier. there is no rides or indoor dining allowed, but the attendance will be capped at 15% capacity and only california residents will be allowed to buy

were not there, and most were empty. this is my neighborhood dry cleaners and like many i talked to they merged from the lockdown and tried to go to the dry cl cleans and found signs like this one. the sign says thank you for the loyalty and we are sad to announce the closure of our dry cleans. >> i went looking for a dry cleaners and i went to find one and it was the fifth one i had to find. >> reporter: by the estimate 1 in 5 dry cleaners is out. >> we missed holiday parties and tablecloths and linens for the parties and all of those things. >> reporter: add to that linens and prom dresses and people are not dressing up from the waist down. >> they have increased the shirts because people are dressing from waist up because of the zoom meetings, so they still get the shirts but no pants.

building a better bay area for a safe and secure future, this is abc7 news. thank you for joining us. we will start this half hour with a look at the weather with meteorologist lisa argen. >> good morning. and the rain has moved through and maybe you slept through it, but the winds are gusty. we are left with cloud cover and maybe a leftover shower. as we move through, party cloudy and the winds are at the shoreline, and feeling cooler with 48 in san jose and 46 in concord and looking at the 24-hour temperature change, because of the cloud cover we are milder, but that is not the case for the sunday morning.

we are 58 in san ramon, and plenty of sunshine and upper 50s and lower 60s where we should be this time of the year, but the winds at the coast will keep it on the cooler side there, and maybe the upper elevations as well, but tonight, the winds will back off. we will talk about more rain in the extended outlook. >> and now after more than a week after the johnson & johnson authorization, another game-changer is entering the battle against covid. the t-cell test has enerred the. -- has entered the race. it can confirm a recent or prior infection with near perfect accuracy. it is designed by adaptive biotechnologies based in seattle and partnered with microsoft to map out the t-cell breakthrough. the average daily number of cases across the country is down 6%, but health experts are cautioning that it is too soon to drop our guard.

of coronavirus in san francisco. what are your thoughts seeing that video? >> well, i think that first of all, it has been such a challenging year and i think that at that time while we were taking a gres zif eing aggressis unfathomable to us that a year later we would be here with half a million people in this country alone having died from covid-19. unfortunately including over 420 san franciscans who have perished and acknowledging that and also acknowledging that because of the early actions that san franciscans took under the leadership of mayor breed that fortunately our death rate has been much lower than other comparable jurisdiction, and the other piece that stands out is how the virus has dramatically

evolved over these 12 months. understanding that how to slow the spread of the virus, and how to slow the spread through the masking, and the social distancing, and we got virtually no federal support to do testing, and i think that also looking back at this, the ppe supplies and the personal protection equipment for the front line workers and we were literally running out, because there were no supply chains, and different counties were competing with each other to get face shields, and face masks for people literally working in the hospitals, and that is what just pains me. so we need to acknowledge that it is something that was a failure on the federal side. >> i am always curious when each person realized that covid-19 was an emergency. some people say it is when the nba shutdown or when i went to the store and there was nothing there, and everyone has their own story, and for you, what was that moment?

>> well, it is really the moment of looking at how quickly this virus took off in wuhan, china, and in certain parts of italy very early on, and the fact that it is what we call the exponential spread, so once it takes off, it is incredibly hard to stop. if you had told me a year ago that we would have three incredibly effective and safe vaccines now, i would have thought that it was science fiction. so i think it is incredible how quickly we have advanced in that way. and the vaccines is may need to be adjusted and evolved as the variants come in, right, but we have the technology to potentially do that, so i am much more optimistic than i was just a few months ago and that day i woke up to read the news about the first vaccine study, and i am getting goose bumps now, because it is such a game-changer. >> fascinating conversation with jobina fortson there.
