and santa cruz is 46 degrees right now. as we get into the morning hours, more sunshine, and breezy coastline, and mid- to upper 50s there with the low 60s inland and that sun sets at 6:08, and next weekend, liz, we have been talk about how we spring ahead, and certainly feeling like spring, and spring showers are on the way for the week ahead. >> thank you, lisa. and a tentative deal has been reached for students to go back to in-person learning april 12th. the phased-in approach starts with the youngest students and certain school sites is. the school district says additional in-person options will be offered by the end of april. and distance learning will be offered through tend of the year. and they are working to expedite vaccinations for school personnel. more personnel will receive codes this week. and resuming classes in person for santa rosa, kindergarten through 6th grade will have two

days in person, and three distance, and 7th through 12th will return april 26th. this is going to guarantee two vaccine doses for teachers and staff, and the teachers union is going to hold a ratification vote as early as next wednesday. this morning, exciting reopening news starting in april, california theme parks, ball parks and outdoor live shows will be able to welcome back visitors. we have team coverage on this, and abc7 news reporter kate larsson is in san francisco with more on how the local ball parks are preparing. >> reporter: oracle park is empty now, but that is expected to change. >> it has been a year. >> giant ticket holders were elated to learn that starting april 1st right on time for baseball season fans are going to be allow back in stadiums if if covid cases fall. >> take me out to ball park. >> reporter: buy me some peanuts and cracker jacks. >> a beer, a dog, sun, action, you can't get any better than

open. matt boone continues coverage from santa clara and when you could get back on a roller coaster. >> reporter: california great america and santa clara was last open on new year's eve 2019. the season opening last march was postponed indefinitely as the coronavirus pandemic intensified, but with the new guy dance of the california public health, that is soon going to change. >> when the announcement came out, i couldn't believe it myself, and it was going to be in april. >> reporter: derrick perry is a member of the coaster enthusiasts and maybe he is biased, but he agrees it is time to open up the theme parks. he says that he went to some outside of california last year, and he felt safe. >> it is so nice to walk into a park knowing that everything has been wiped down and cleaned, and they do it on a regular basis and then walking on the ride, and you put your hands out, and they will give you hand sanitizer. >> alex and christina say they are more excited for the kids. >> we have four kids, and they

are teenagers and they deserve some freedom to get out. >> reporter: and angela says she is looking forward to the live events, but not the theme parks. >> the theme parks are more difficult to control how far apart you are. >> reporter: and the theme parks have announced a april opening date, but they are waiting for the specifics of the state to inform their plans on reopening. disneyland in vallejo said they will postpone a date for the opening of their roller coasters and the postponement for the counties in the red tier, and gradually increase as the cases go down, but for now, only california residents can make reservations. in santa clara, matt boone. the relax ed restrictions will be exciting for those who love the santa cruz boardwalk. dining outdoor and arcades are

allowed, but the miniature golf is not. and this could mean a return to outdoor performances at the shoreline, and capacity is limited to 20% if the county is in the red tier, and the attendance is limited to in-state visitors. the capacity can increase as the counties move into the orange and yellow tiers. and disneyland adventure and disneyland could also open with more than 15% capped capacity. only california residents can buy tickets. the president said they cannot wait to get guests back. >> it is not opening the floodgate, but it is more of the trickle that is going to be slowly growing into the stream. excited, yes. but not so excited that it is going back to normal overnight. >> they have been closed since march 14th of last year. they the parent company of disneyland resort of and abc7.

communication that we release on this guidance are clear and that the american public can act on them. >> reporter: meanwhile local doctors are still getting calls from patients like theresa and irma for the guidance. what is the recommendation for what people should and should not do after being fully vaccinated. >> those fully vaccinated should be together without restriction and i mean, masks, no they are fully vaccinated, but there is a social contract to be kept so that those are fully vaccinated, and keep a social contract to be distanced and masked because you don't know who is vaccinated or not. >> and if you are two weeks outt from the second vaccine, you are probably about a 95% chance that you are protected from the infection. >> reporter: and also this factor to keep in mind. so there is a chance that people

welcome back. developing news a deal has been reached in the senate paving the way forward for president biden's covid relief bill. they were on a nine-hour deadlock for the portion of the 1$1.9 trillion bill and the latest version calls for a 300/week through september 6th and $100 less than the previous package. but it was extended an extra week into september. it blocks an amendment from senator bernie sanders to raise the minimum wage to $15/hour. the relief bill is 1,400 direct payments to many americans and send $350 billion to state and local governments to fight covid. this morning, san francisco was announcing a new program of its own to get some of the struggling residents to work. mayor breed announced the building back stronger program, and $15 billion will go to

retraining and the focus is on the african-american community. these jobs are all within the fast-growing sectors of the pandemic like technology, health care, cannabis and transportation and more. and now, the next phase is 1c where the earlier sections were health care and food service and others, but now in the next phase, find out if you qualify. >> reporter: for someone who is not quite 65, but has a pre-existing condition, sherry is closer to getting a vaccine. >> i think it is important, because i had stage 4 cancer, so, yeah, i think it is important. i'm caretaking for my father-in-law who is 88. >> reporter: beginning march 15th, those aging 16 to 64 with a following severe health conditions would be eligible for

a vaccine. current cancer patients and someone with a chronic kidney disease stage 4 and above, and chronic pull nmonary disease an down syndrome, pregnancy, sickle cell disease, and diabetes type i ii and so far california does not have a form like florida is requesting which is called the covid-19 determination of extreme vulnerability, and also, california has people who are with a high risk disability, and broad term that may or may not include people with hiv. >> people who are immunocompromised but not because of the cancer diagnosis or the solid organ transplant and they say what about us as well? a lot of this is going to be coming down to the discretion and the judgment of health care

week on abc7 and on tv and online. now, golden gate ferry service from sausalito and san francisco has up that it is going to be temporarily suspended starting today. it is expected to last two months because of the maintenance including the blue and gold fleet weekend trips to and from pier 41. and bus rides will replace them on the transit routes 30 and 96. you can take the ferry from lar larkspur and tiberon. >> yes, you heard the rain last night or did you sleep through it? >> i heard it and went back to sleep and happy it was not going on when i was driving in. >> yes, and 50 to 60-mile-an-hour winds were common before the front pushed on through, and then with the front, anywhere from a few 0.10 to a inch in some of the lucky

locations. in the sierra nevada in some of the locations that take us through the early afternoon hours and going in closer, the temperatures are around freezing or below in and around south lake tahoe, and looking at the snowfall accumulations from this system anywhere from a couple of inches to about five inches at donner. so that is some good news. we are lagging behind of course with the rainfall and snowfall. as we are looking at the east bay, what a view. 6:33 is the official sunrise and 45 in san francisco as well as oakland. and good morning to you, and morganhill is in the mid-40s, and 40 in half moon bay and 44 at the bay here, and looking at no wind. we will be getting into a breezy coastline and pretty shot there, and temperatures 40 in napa, and livermore, and finally in santa cruz with numbers in and around 60, and the west winds up to around 20. and look at that pink sky.

this time next week, we will be falling -- not falling back, but springing ahead, and when we have that longer evening and longer day. clouds and sun this morning, and sunny skies, and today and tomorrow, and the winds are going to back off a little bit and feel warmer for the sunday, and the rainy and the cooler pattern begins for the first hat of the wo -- first half of the work week, and mount diablo and mount tam, and this is going to slowly subside, but it is also prior to the front moving through the southerly winds kept us mild. into monday night, and we will begin to see the beginning of the rainy pattern and takes through early tuesday into afternoon, and we will see the thunderstorms into wednesday as well, and it won't be raining the entire time, but we are looking at the rainfall amounts, and pretty good here in northern california and over an inch of rain in the five-day period in

from home lockdown reality, the dry cleaning business has been devastated. chris reyes learned how to support them even if you are wearing sweats all of the time. >> reporter: the clothes on the rack are keeping the town and country cleaners open barely, but just ask him how much business he has lost. >> right now, 80% and in the first three months about 90%. >> i called a dozen dry cleaners and most of them were not answering or dead. this is the reality when i went there in person. most that i talked to they emerged from the lockdown and went to their dry cleaners a found a sign like this. it says, thank you for your loyalty, and we are sad to announce the closure of our store. >> i tried to get to the dry cleaners and no exaggeration, i went to four dry cleaners before the fifth one was open.

with lisa argen. good morning, lisa. >> good morning. taking you the santa cruz where it is beautiful this morning. the colors of the sun voorise w the numbers are a little breezy and looking at mid-40s in san francisco, and oakland and san jose. there is a look at mount tam where the rain ended after midnight, and bringing .25 here, and it is 44 in napa and concord and warmer here this morning with the north winds in the upper elevations and keeping the atmosphere mixed but by the afternoon, the breezy winds by the coast are going to keep it seasonal, and upper 50s and lower 60s, and this is going to be 3:00 across the bay area, and as the winds lighten up across the day, it is going to be a cold night tonight, and we have a dry weekend and what we will get wet all over again for several days next week, and stay

tuned for the extended outlook. liz? >> a week after johnson & johnson's emergency authorization, a new game-changer is entering the battle against covid-19. t-cell is going to be able to find the t-cell detection with h near perfect accuracy. it is biotechnology based out of seattle. it can map out the immune system for the t-cell breakthrough. the average number of the coronavirus is down 6%, but the health experts say it is too soon to drop the guard. despite the warning, several states are easing the restrictions, including some who have lifted the mandates altogether. tai hernandez has the details. >> this morning, more concerns about the coronavirus as states are opening and vaccinations are

unfathomable that we would be sitting here a year later, nearly a year later with over half a million people in this country alone having died from covid-19, and unfortunately, over 420 san franciscans who have perished from covid-19, and acknowledging that, and also because of the early actions that san franciscans took under the leadership of mayor breed that fortunately the death rate has been lower than many other comparable jurisdictions, and the piece that stands out is also the way that the virus has evolved over the 12 months. and understanding that how to slow the spread of the virus through the masking, and the social distancing, and we have got virtually no federal support to do testing, and also looking back at this, the ppe supplies

and the personal protective equipment for the front line worker and we were literally running out, because there were no supply chains, and counties were literally competing with each other to get face shields and face masks for people literally working in the hospitals, and that is what pains me. we need to acknowledge that is something that was a failure on the federal side. >> i am always curious when each person realized that covid-19 was an emergency. some people say it is when the nba shutdown or when i went to the store and nothing was there, and everyone has their own story, and for you, what was that moment? >> well, it was really the moment of looking at how quickly this virus took off, and in wuhan china, and in certain parts of italy very early on and the fact that it is what we call the exponential spread, and so once it takes off, it is incredibly hard to stop. so if you had told me a year ago that we would have three

incredibly effective and safe vaccines now, i would have thought that it was science fiction. so i think that it is incredible how quickly we have advanced in that way. and the vaccines may need to be adjusted and evolved as the variants come in, but we have the technology to potentially do that. so i am much more optimistic than i was just a few months ago, and that day that i woke up and read the news about that first vaccine study was just one -- i am getting the goose bumps now, because it is a game changer. >> dr. koufax there with jobina fortson, and one year since the stay at home order in six counties. prince harry and duchess megman m meghan is breaking their silence about being a member of the

upper elevation winds are beginning to relax, but we saw the peak wind gusts and felt them or heard them as they zipped on through. monday night, we will look at the next system arriving in the north bay, and several opportunities for rain here even some thunderstorms. so we are going to be getting some colder air in place, and this is going to initiate some thunderstorms tuesday into wednesday. no snow perhaps in just the mountains, but hamilton here, and dry in the week, and adding up the windfall, and we could see an inch in san francisco and certainly welcomed news here, and looking at what to expect today, the breezy winds out of the northwest today, and right along the coast. so otherwise, it is typical with the temperatures in the upper 50s and the average highs in the low to mid-60s this time of year, and a few degrees shy of that, but with the breezy winds in spots.
