drop the next few hours before we get to that sunshine at about 6:30. it is 36 in. na. freezing in santa rosa. 37 in livermore and gilroy upper 30s palo alto, 39 in san jose. so we're 5-to-10 degrees colder than yesterday. it's a cold morning to the north of us as well. we are looking at frosty temperatures by clear lake and lake forth. we can see our own covered areas with frost. looking at 9:00. 40s to near 50. noontime, the 50s at the coast, upper 50s around the bay. a few high clouds today. temperatures will be seasonal. we'll get set for a wet pattern change over the next several days. we'll time it out coming up. >> thank you. this weekend is the first for five bay areas returning to the red tier. san francisco, santa clara and napa counties this past week. with it comes indoor activity, girls, movie theaters, restaurants.

we seen the industry gutted by the effects of the pandemic. but there is a chance of a new lifeline this morning under intense debate on capitol hill. abc 7 news reporter matt boone spoke to several restaurants, saying if the stimulus bill goes through, all they'll need is more customers. >> reporter: it wasn't the busiest night in san pedro's square, but kward to a month ago. >> where we stand now, we're doing great. >> reporter: the manager says most complers cautious to come inside. >> they will, once they feel more comfortable and people get vaccinated, business will thrive. >> reporter: this group came specifically to dine indoors. >> it feels comforting. >> we want to come inside, it's colder outside. >> reporter: not everyone has jumped at the chance to bring people back inside. >> we will probably do that next week. we will take our time and make sure the staff feels comfortable. >>. >> reporter: he runs flaherty's pub, he says they are waiting to

capitol, where they are look tact senate's newly approved $1.9 stimulus bill. we give out one-time checks up to $1,400 for most americans. ty hernandez has a look at what else is included. >> reporter: after a marathon session that went through the night into saturday, the senate passed the $1.9 trillion covid relief package bringing president biden closer to a legislative win. >> i promised american people help was on the way. we've taken one more giant step for delivering on that promise. >> reporter: the final vote 50-49, following along party lines. republicans united against the plan. >> the senate has never spent $2 trillion in a more haphazard way or through a less rigorous process. >> reporter: the bill includes billions of dollars in aid for states, schools and small business, plus direct $1,400

payments to many americans. the vote coming after the process was held up for nearly 12 hours. democrats worked to get moderate west virginia democrat joe manchin on board with a plan to extend expanded unemployment benefits through september 6, but agreeing to keep them at $300 a week instead of $400. some say that stimulus check will be a big help. >> to some people $1,400 is nothing to them. but to a family like mine right now that's struggling financially, it's everything. >> reporter: though others are concerned, it's just not enough. >> we can stay warm and not freeze to death or do you get food? >> we're supposed to be one of the best countries in the world and we have come so far. it's difficult to be proud when there's people hurting, when there's people without. >> reporter: the bill now heads back to the house for final approval before it lands on president biden's desk for his signature. ty hernandez, abc news, new

york, coming up on "this week" the final push to advance the covid relief bill. democratic senator joe manchin will talk about passing the bill. you can watch that at 8:00 this morning on george stephanopoulos right here on ac 7. happening today, a new vaccination site is opening up in the east bay at the fremont fire tactical training center. residents 65 and older and food and cultural workers in alameda county. now, in san francisco, some of the hardest-hit neighborhoods did not make the list to get vaccine priority under the state's new vaccine equity plan. the entire bay area only ten zip codes make the list. abc 7 news reporter liz penna spoke to san francisco officials who claim the state had good intention but missed the mark.

>> reporter: it's impossible to identify the rate of covid-19 cases impacting low-income communities in san francisco. for that we have to look closer. here's a map. what you see in dark green are the neighbourhoods with the highest rates of new covid-19 cases in the past month. among them the mission district. >> if you look at san francisco, yes, treasure island and the tenderloin may be need to be prioritized for access. i'm glad these neighborhoods are included. i'm also concerned some of the other neighborhoods are excluded. >> reporter: supervisors matt haney represents the tenderloin and treasure island. the only two san francisco zip codes chosen under the state's new equity plan that is setting aside 40% of the state's vaccine doses for communities hardest hit by covid-19. left out were some of the covid-19 hot spots. the mission and the bay view. >> we obviously are going to

reach out to the governor's office and let them know that we hope that we can change this. >> reporter: overall, ten bay areas have made the state's priority list, compared to over 70 in los angeles. community members telling me today this list cannot account for places like the mission district. the state's metric will stay on household income and education and healthcare in those zip codes. >> by take whatever metric you are taking as a state, you are visualizing the pain that has been existing here with positivity rates of covid by 45%. >> reporter: they hope the announcement results in a vaccination hub. >> i hope to see reaction from our county health department to demonstrate how they are going to get these doses that are now being put aside for this neighborhood into the arms of people who live here. because so far they haven't been able to do that effectively. >> reporter: and there is no date for that? >> no, nothing, no plan.

>> reporter: in san francisco, luis penna, abc 7 news. >> many are stepping up for the african-american community vaccine. they focus on vaccinating black seniors and essential workers. a ucf doctor who helped organizer the event says it's critical for racial and ethnic minorities to get vaccinated especially in alameda county. >> if it wasn't important, the governor wouldn't set aside a million vaccines for the hardest-hit nation. the reason it's important for everybody to get vaccinated is with each vaccination the community becomes safer. >> people who are vaccinated go back in four weeks to get their second and final dose of the mod san fernandoa shot. we are monitoring the rollout in california with our vaccine tracker. it shows you when you might be able to get the vaccine and how your county is doing. you can find this on our home

sunday. new this morning, president biden is expected to sign an executive order promoting voting access on the 56th anniversary of bloody sunday. on this day in 1965, some 600 civil rights activists including john lewis in selma. they will provide resources for voting. as we work through this pandemic, it's so important now as more schools reopen for in-person. well, san francisco unified just reached a tentative deal to have students in the classrooms next month. the phased-in approach will start with the youngest students and only at sen schools. but as abc 7 news reporter cornell bernard shows us, not all parent are ready to get back

to the classroom. >> i am very grateful to share with you that sfusd is on track for in-learning programs. >> reporter: she says it starts april 12th for pre-school and 2nd grade students. >> it's great they set a date a. lot of parents have been desperately asking the school district to do. >> reporter: he rallied for schools to reopen. he says remote learning has been a failure for his two sons 8 and 14. >> it's not because of the family, the access doesn't work. >> reporter: the teacher's union likes the return to access plan, which includes protocols and vaccinations for school staff. >> every morning for anybody that comes into the building, there will be a screening and ventilation as well. all of those including most recently and snuvthly vaccine nations for us. >> reporter: the tentative

that students suffered during the year. it's all this year here on ac 7 and online. the family of a was hit walking along macarthur boulevard in oakland last week. her sister says the driver involved took off, leaving courtney to die from her injuries. >> it was one second of their life that ended someone else's life and it's really hard to come to terms with that. >> flowers and balloons now line the road where courtney was killed. she leaves behind an 8-year-old daughter cayley. her family is bleeding for the driver to come forward, saying it is the only way they'll have some closure. >> we were really close. i picked on her a lot when we were little. but we grew to have a really good relationship as adults and

blackhawk look at 36 in dublin and san ramone. we get colder to the north bay. 32 in santa rosa. it's 42 in oakland with 37 on the peninsula. here's our roof camera. san francisco sun mixed in with high cloud, pretty much for everyone this afternoon. temperatures will be mild back into the low 60 but then light rain returns monday afternoon to monday evening through wednesday. it's going to drop our temperatures and highs will be stuck in the 50 for several days and that's going to allow for that mountain snow to pile up as well, too. as we look at the forecast for today, here are some high cloud, 4:00 on sunday. the there's the rain offshore 7:00 monday morning, we're still dry monday afternoon, a chance of showers. monday night, the rain becomes more widespread, tuesday afternoon, into wednesday, a chance of showers and thunderstorms both days.

new this morning, a dutch artist has launched installation he hopes to make public spaces better. it's called urban sun and uses uv light to kill covid. it's based on scientific articles that found airborne droplets were killed when connected to ultrasea light. the uv radiation the cdc says it may be effective but there is limited published data. they are reopening another piece of what makes san francisco, san francisco. art museums are back opened since november. they are bringing a sense of culture back to the city. for now, museums will limit indoor capacity to 25%.
