to avoid traveling in response and the university of california davis is offering to pay students $75 not to travel during spring break. >> abc's andrew dymburt joins us from washington with the latest. andrew, good morning. >> reporter: good morning, kenneth and deidre, after nearly a year, families are hopeful they may be able to embrace their loved ones if they're fully vaccinated for fully vaccinated people while reminding americans that covid-19 isn't over just yet. this morning, americans eager to restart their lives inch closer to normalcy. >> with more and more people getting vaccinated each day we are starting to turn a corner. >> reporter: the cdc issuing new guidelines for people fully vaccinated suggesting americans who received the full dose can get together indoors with family and friends without masks or social distancing and say if grandparents are fully vaccinated, they can visit and even hug family members who aren't vaccinated as long as no one is high risk. >> i'm so excited to hug my grandmas again and have a real family dinner. we haven't had in about a year

now. >> reporter: but health officials are also cautioning the nation not to get complacent. covid-19 is still here and millions still haven't been vaccinated. and with new variants of the virus here in the u.s. the cdc is urging even vaccinated americans to wear masks and social distance when in public. >> we can start getting back to some degree of normal especially for those people who have been vaccinated but we still need to be careful. >> reporter: on this road to recovery millions are getting closer to getting a financial lifeline too. lawmakers finally reaching a deal in the senate on president biden's $1.9 trillion stimulus package but with concessions, and the house is set to vote and likely pass the senate version in the next day or two then the white house says those $1400 stimulus checks could hit bank accounts and mailboxes by the end of the month, kenneth, deidre. >> andrew dymburt back there in washington, thank you, sir. more evidence of growing trouble at the southern border.

the number of unaccompanied minors at the border has reportedly tripled in the last two weeks. documents obtained by "the new york times" shows children are being held in jail-like facilities for longer than the maximum three days as the biden administration scrambles to find space in shelters. the white house monday acknowledged it needs to improve how it communicates with asylum seekers flocking to the u.s. >> it's clear we need to work more. on getting the message out and being very clear. now is not the time to come. yes, we have changed the policies of the last administration as it relates to unaccompanied children but the families are turned away at the border. >> the white house says a delegation visited a texas facility housing migrant children over the weekend but offered few details about the trip despite promising to be more transparent. the georgia senate restricted absentee voting. it calls for limiting absentee

denied any mental health support. >> i went to one of the most senior people just to get help. they said, my heart goes out to you because i see how bad it is, but there's nothing we can do to protect you because you're not a paid employee of the institution. >> reporter: this morning reports from london say the palace is reeling from the interview. but what are you hearing regarding any potential response from the palace? >> good morning, kenneth. nothing yet. i mean some royal commentators say there will be a dignified silece. that will be difficult for the palace to do nothing especially after these allegations ofci, er they launched an investigation into bullying. i don't think there will be any addressing the more personal claims or kate's relationship with meghan but some relating to the institution particularly the idea that the palace did not give mental health support to meghan when she requested it. remember, william and kate run a mental health charity. that's something they have be seen addressing. the queen last night refused to sign off a prepared statement that officials hoped might de-escalate tensions. she was believed to want more time to consider her response. >> julia, what's the overall sense of the public's reaction? i mean some people are saying this could be the worst thing to

university. the local sheriff now releasing the 911 call from last thursday. the night 20-year-old stone foltz fell unconscious. >> someone that we know is nonresponsive. he drank alcohol. like a lot of alcohol. >> 916 klotz road, apartment 12 for a 20-year-old male that is unresponsive. he has shallow breathing and has been drinking. >> reporter: the moments unfolding at an off campus party at the pi kappa alpha fraternity. >> do you see his chest rising up and down? >> no, not right now. >> and he's blue? >> yeah. >> reporter: foltz was air-lifted to the hospital and spent the weekend on life support. >> my stomach twisted just to see someone you loved so much and you've always seen so alive and so fun, it's just -- it's the hardest thing you'll ever go through. >> reporter: an attorney for the family calls it a tragedy and asks for privacy. the university now suspending all social activities in
