crossed the border without a guardian. the white house laid out a plan to combat the surge while stressing the border is not open. in a statement to "abc 7 news", nasa has confirmed the department of health and human services and nasa's ames research center are coordinating a site assessment of some currently vacant property at moffett field for hhs personnel to determine whether certain facilities at the site might be suitable to temporarily provide setter space in the future. luiz moreno is advocating for undocumented immigrants. he says an emergency shelter is a detention center. >> we are disappointed with all of this. we feel betrayed. i think what we are demanding just to stop all of this, because that's why legalization is really important. it is going to tackle all of these problems. >> reporter: texas governor greg abbott is calling the situation a crisis even as the white house insists it is not and that the

biden administration is trying to implement a much more compassionate immigration policy. >> they are completely unprepared for what is going on the border now and they will be even more unprepared for what will be happening in the coming months. >> they can call it, like, detention center so they can call it a facility, but the thing is that being inside of any facility like this is not like the solution for us. >> reporter: in san jose, kris reyes for "abc 7 news". we are on storm watch tonight. rain, hail and snow from the north bay to the south bay. we really did see it all today and we're not done yet with this unsettled weather. >> no, we aren't. let's check in with "abc 7 news" meteorologist sandhya patel who is tracking the current conditions with live doppler 7. sandhya. >> yeah, dan and ama, it is still active tonight on live doppler 7. we are seeing downpours. let me get you to street level radar where we are seeing some heavy rain at this hour.

so san francisco, bay view district, mission street, you will notice around daly city area, also down the peninsula, san mateo, foster city, san mateo area, east third avenue is battered by heavy rain. alamo in the east bay, stone valley road, you notice east of there, over mount diablo it is snowing. mount hamilton has been seeing snow with this level one storm. as it continues to work its way towards southern california, we are going to continue to see those showers, possibility of hail. we have already seen that. and the snowfall, so the hour-by-hour look will take you through tomorrow morning, showing you where those showers will be. i'll let you know if there's any more in store after 8:00 a.m. coming up. dan. >> okay, sandhya. uth bay to in easwe a weaay.re some of our "abc 7 news" viewers.

diablo when there's snow, and i'm blown away. >> the storm that brought snow to the bay area is also creating problems in the sierra. chains are required on i-80 but were lifted for highway 50 not long ago. caltrans is reminder drivers the speed limit is 30 miles per hour with those chain requirements. you can access the same live doppler 7 that sandhya uses every day. it is on our abc 7 bay area app, available for roku and other devices. moderna announced today that the first trial volunteers have received boosters of their vaccine, some of them modified for a variant. "abc 7 news" reporter kate larsen is part of the vaccine team and she spoke to one of the first trial participants. >> march 16th, 2020, i was the second human in the world to be given the experimental at the time moderna vaccine, which everyone is now getting in their arms. >> reporter: a year after his first two shots, seattle resident neal browning enrolled in another moderna trial and is

now recovering from a third moderna vaccine injection he got tuesday. how are you feeling today? >> not great earlier this morning but i'm actually doing really good right now. i had a slight fever and chills. earlier today i took a nap, popped ibuprofen and i'm great now. >> reporter: moderna is enrolling dozens of previously vaccinated people to test a third booster, a vaccine targeted for the variant in africa and the booster for the original formula. >> reporter: dr. dean winslow is an infectious disease specialist at stanford. i point out they're all working on second generation covid vaccines. >> it means maybe as soon as later this summer or early this fall that americans and other people around the world will be offered a booster dose. >> i hope the public is feeling really secure about the future with covid. all of the way out is vaccine and all of the technology now is

highly adaptable and fast. >> reporter: ucsf's dr. monica gandhi addressed why neal may have had a strong immune response after the third dose. >> i think it is a good sign if you get more sick after a booster. it is why there's increasing data now that you only need one dose if you have had covid-19. the fda hasn't made that prime time, but we're seeing very good data after one dose, if you have had covid-19, you get ten times the antibody responses than if you did if you had two doses and never had covid. >> reporter: kate larsen, "abc 7 news." tonight all but two counties in the greater bay area are now in the red tier. alameda, solano and santa cruz counties advanced this week. it allows for more reopenings, including limited indoor dining and gyms. that leaves sonoma and contra costa counties in the purple tier but it could change soon. health officialses pekt to move next week on this.

pleasanton unified will reopen all school grades tomorrow for in-person learning. it is the first district in alameda county to welcome back middle and high school students. the change is allowed because the county is in the red tier. parents at both foot hill and almador high schools plan to line the streets leading to the campuses to cheer on the students as they enter the schools for the first time in a long time tomorrow morning. after nearly four years at the helm of san francisco public schools, dr. vincent matthews is stepping down as superintendent at the end of the school year. the school district leader did not elaborate on his decision to retire, only to say that it was time. his departure comes as the district faces reopening challenges and a $100 million budget shortfall in the coming years. governor newsom says he expects california to hit its goal of administering 2 million shots to vulnerable communities by friday. that means most counties will advance into the red tier. he also teased a new green tier. >> we are working quite

candlelight vigil to honor anglo kinto on what would have been his 31st birthday. >> i want to up hold that his spirit and everything that he stood for. >> kinto's family claims he died because of illegal chokehold at the hands of antioch police in december. an investigation found the officers did not act illegally, but his family and friends have formed a coalition demanding police reform. kinto's stepfather says he wants to make sure his son's death wasn't in vain. >> i call on -- i call on california, i call on our nation, clearly and definitively ban the knee-to-neck restraint. no more deaths. >> the mothers of two bay area residents who died in police custody attended tonight's vigil to show support for the kinto's coalition. oscar grant was killed at fruitville b.a.r.t station in 2009, steven taylor was shot by

san leandro police inside a walmart last april. the city council has approved a plan to buy body cams and in-car cameras for the department. the council unanimously passed the agreement last night, including a $1.4 million with exxon enterprise. the company hopes to have all antioch officers and patrol cars equippedly august. they were one of the last departments without body cams. part of building a better bay area is fighting for racial and social justice. to find your ally go to abc7news.com/takeaction. new at 11:00, the campaign to recall the governor says it has enough signatures to put the governor's future on the ballot for you to decide. they say they have more than 2 million signatures, half a million more than they actually need but organizers want to account for any that might be invalidated. if certified a recall election would happen sometime over the summer or more likely in the fall. congress has passed

president biden's $1.9 trillion covid relief bill without a single republican vote. it is one of the biggest stimulus plans in u.s. history and includes billions of dollars for california. the president is expected to sign it friday. abc news reporter rachel scott explains what is in it. >> reporter: tonight a bitterly divided congress passing one of the most sweeping economic rescue packages in american history. >> the motion is adopted. >> reporter: a big win for democrats. >> this is the most consequential legislation many of us will ever be a party to. >> reporter: also for president biden, just 50 days into his term. >> this bill represents a historic, his totoric victory f the american people. >> reporter: his message, help is on the way. >> everything in the american rescue plan addresses a real need, including investments to fund our entire vaccination effort, more vaccines, more vaccinators and more vaccination sites. >> reporter: by the end of this month, most americans are

expected to receive their largest stimulus check yet, $1,400 per person. that means a family of four making u could get $5,600. plus, a $2,600 child tax credit for a total of $8,200. the bill includes billions for small businesses, extends federal unemployment benefits at $300 a week through september, and lowers health care premiums for millions of americans on obamacare. a 64-year-old making $58,000 would see their monthly premium payments drop from around $1,000 to $400. also included, $350 billion in aid to state and local governments, infuriating republicans. >> it is a laundry list of left wing priorities that predate the pandemic. >> and that bill passing without a single republican supporting it in congress. the white house now plans to take that package on the road and sell it directly to the american people. president joe biden plans to sign the bill by the end of the

week, and those stimulus checks should start going out by the end of the month. rachel scott, abc news, capitol hill. a big beneficiary of the already told 13,000 workers they can tear up the furlough notices sent out last month. united airlines is cancelling 14,000 furloughs. to receive a portion of the $15 billion in aid, airlines have to agree not to furlough workers before september 30th. bay area public transit is also a big winner. about $1.7 billion will go to the struggling agencies that have lost riders and revenue big time during the pandemic. san francisco will get $1.2 billion for muni and the central subway. cal train will receive $52 million to help with its upgrade to election trif indication. b.a.r.t is getting $87 million for a second trans bay sub. the b.a.r.t extension to santa

clara did not make the cut. president biden will deliver his first prime time address to the nation tomorrow night to mark the one-year anniversary of the covid shut down. you can see it on abc 7 at 5:00 p.m. hope you will tune in to that tomorrow. . let's move on to the weather forecast. ama, what a weird day. >> a crazy day, and it is still coming down pretty good in some places, sandhya. >> yes, it is indeed, ama and dan, coming down. it is pouring for parts of the peninsula and the east bay right now. on live doppler 7, i will show you what it looks like in the east bay. first as we look at alamo, 680 golf links n across 0, los is pouring. around daly city, the sunset district it is lighter rainfall. down the peninsula we are seeing moderate pockets of rain at this hour. in the higher elevations we have been seeing a mix of higher elevation rain and snow.

the snow was coming down over mount hamilton tonight, and that definitely was a welcome sight here in the bay area. along with this. look at these 48-hour rainfall totals. almost an inch there in kent field. san jose, you did not get left behind, three-quarters of an inch. .6 in oakland. san francisco, .44, and the same with livermore. here is a look at the temperatures. because of the cold nature of the storm it is definitely chilly. 30s, 40s, only going to get colder by morning. so a frost advisory for mendocino county and a freeze warning for lake county tomorrow morning. definitely could see some damage to sensitive plants, so protect the plants, pets and pipes. exploratorium camera showing raindrops right now. wintry mix wind down heading into overnight hours. cold with patchy frost the next few mornings, and rain returns on sunday. in the mountains in the sierra they've seen up to about 1 to 2 feet of snow over the last 24 hours and still counting.

it is a level one system for the bay area. overnight we will keep scattered showers in the forecast. thunder and hail chance. we had lightning earlier tonight in the east bay. it is still possible, snow over the highest peaks. at 1:00 in the morning, most of the activity is starting to wind down. 5:00 a.m., can't rule out an isolated shower, especially around the santa cruz mountains. that storm starts to move into southern california and the activity will pretty much go with it down to the south. first thing in the morning though, it is the heavy winter coat time. look at these temperatures. 29 at lakeport, down to about 36, san rafael. 33, santa rosa. 35, livermore. 38, san jose. 40, oakland. 42 in san francisco. so the chill in the air tomorrow afternoon. keep the extra layer handy because even though it is going to be mostly sunny with a few clouds passing through, it is still going to be on the cool side. mid 50s to the low 60s. a look at the accuweather seven-day forecast and you will notice isolated early drops followed by another couple of
