the day today. this as the congress passed the $1.9 trillion relief plan. >> help is on the way for millions of americans who are struggling during the covid-19 pandemic. last night. senate majority leader chuck schumer and house speaker nancy pelosi signed the covid relief bill marking its official passage through congress. no republicans voted for it. the $00 checks for americans, extends unemployment and sends billions in aid to states and cities. >> everything in this plan addresses a real need, including investments to fund our entire vaccination effort. >> biden plans to appoint someone to oversee the implementation of the rescue plan. tonight the president is expected to detail what the government will do in the next phase of the covid response.

line the streets as the kids arrive for their first day in the classroom in just about a year. these parents have been active in this debate. that is rally they held in january pushing for schools to reopen. and pleasanton got it done. the district is the first in the the county to welcome back middle and high school students. six campuses will be opening this morning. the elementary school kids returned last week. many teachers have received at least one dose of the vaccine and says they will have another opportunity this weekend to get vaccinated. the k neturning full time. in order to keep everyone spread out, half the kids will be here two days while the other half are at home watching on zoom and they will switch places for the other two days and then they will have one asynchronicity day of learneding.

experiencing across the ba area. thousands still are not back in class and here is a look at one of our stories coming up tonight. >> reporter: hospitals across the country and here in the bay area are reporting a significant increase in suicidal ideation and mental health crises in young people. join us for more on the learning loss happening across the bay area. new this morning, cvs is adding an additional 119 vaccination sites in california. they will start administering at those locations as early as sunday. appointments for the latest allocation of doses can start being booked saturday. the additional sites brings the total number of cvs pharmacies putting vaccines into arms at 286 throughout the state. rain, hail, snow. pretty much you name it, it was here. from the north bay to the south bay we saw it all. here is a look at some of the video from you our abc7 news

the nation, coineding with the one year anniversary >> reporter: this morning president biden is preparing for a primetime address, expected to talk about the sacrifices americans have made in the more than half million lives lost during the pandemic. he'll also lay out the next steps to get the virus under control and what is still required to defeat it. his speech coming exactly one year from this announcement. >> we have therefore made the assessment that covid-19 can be characterized as a ne comes ho approved biden's $1.9 trillion covid relief bill. >> the motion is adopted. >> reporter: biden expected to sign it tomorrow, meaning by the

amy hollyfield live outside foothill high school where they have quite the decorations. hi amy. >> reporter: i think they are a little bit excited. here is my first clue. b look at these signs spelling out welcome home to the kids as they arrive here at school today. the parents also plan to line the streets in front of the schools. and cheer for the kids. as they head into class. and they are going to make sure they get a worm welcome. we have seen these parents before in january they held this rally pushing for schools to reopen more inperson learning. well their pressure paid off. the school district says they are the first district in alameda county to open middle and high schools. and they were able to maybe this move now because the county is in the red tier. and that just happened this week. six schools here will be opening today. the elementary schools opened last week. this will be a hybrid schedule. half the kids will be at school. half will be at home. then they will switch. that way they can give everyone enough space here on co st sap but it has been a year since theye been here. so everyone is going to do what

they can to make it a very special day. reporting live here in pleasanton, amy hollyfield, abc7 news. thank you amy. in the south bay santa clara county officials say they have stopped scheduling first dose covid vaccination appointments. county health officials say they found out yesterday they were short nearly 12,000 doses they expected to get from the state. the county notified several thousand kaiser patients who had been scheduled for appointments march 11th through the 21st and they will be reaching oumt to reschedule those points as soon as they can. south bay, santa clara county leaders are resisting a plan that put blue shield in charge of the state vaccination efforts. this afternoon they will be holding a news conference with health clinic, ceos and city council members. officials oppose the plan because it requires them to hand over control of vaccination distribution to blue shield. instead, county executive jeff smith says the county wants to

use its current appointment system and get vaccine supply directly from the state. he is negotiating and hopes to have an agreement by tend of the week. >> moderna says the first trial volunteers have received boosters of the vaccine, some of them modify for a variant. >> slight fever and chills earlier today. took a nap. popped a couple ieb broechb and i'm great now. >> a year after his first two shots, seattle resident neil browning is now recovering from a third vaccine infection. moderna is testing a third booster of the original vaccine, a modified vaccination for the south african variant. currently moderna, pfizer and johnson and johnson are all working on second generation vaccines. >> hints that maybe as soon as as later this summer or early this fall that americans and other people around the world will be offered a booster dose. a strong immune response to

minute's ago the latest weekly jobs report for the country. jobina is live tracking those numbers. >> new jobless claims dropped to a three and a half month low. this is positive news here. the numbers 712,000 people applied for unemployment benefits last week. a decrease of 42,000. from the revised numbers from the week before. economists forecast at 725,000 more than 4.1 million people are still receiving state unemployment benefits, down more than nearly 220,000 from the prior week. that's the lowest figure since the pandemic shut down the country last march. we will see how wall street investors react to the news when the markets open which is in about 45 minutes. reggie? >> thanks jobina. the city of san jose is going to break ground on a fire training
