big changes. good evening. i am dan ashley. >> i'm ama daetz. starting on sunday, 36 hours from now, the entire bay area will be in the red tier because sonoma and contra costa will advance to the next restrictive tier. restaurants can open for indoor dining and museums and gyms can move inside. all of this because the state changed their blueprint to include a vaccine equity metric. 2 million covid-19 doses administered to under served communities. >> then there is this. in three days more than 4 million californians with high-risk medical conditions will be eligible to receive the vaccine. the updated guidance comes with concerns over an apparent loophole allowing anyone with a doctor's note to qualify as

well. stephanie. >> reporter: dan, the state lists 11 severe health conditions that will qualify people to be considered high risk. it is very specific. the problem is that the rest of the guidance is vague, vague enough to have some doctors concerned that people might take advantage. anyone ages 16-64 with severe health conditions or disabilities will be eligible for the vaccine. the state details a list of severe conditions cancer, chronic conditions to heart conditions. as the guidance expands, details become blurry. essentially any individual could qualify. >> if your health care provider is saying you are eligible for the vaccine, we will be complying with that order. >> reporter: some call it a loophole. >> we want to lower the access to the vaccine and don't want to create too much bureaucracy or too many forms.

>> reporter: he is considered about vulnerable people that don't have access to doctors or insurance to get that early approval to qualify. >> that is the concern. that we have a bit of a log jam in the next month when people who really need to be vaccinated are going to have trouble getting access to the vaccine. >> i am optimistic in terms of what we are hearing from the biden administration. i certainly hope that we will see an increase in april. >> reporter: until then mass vaccination sites are unable to meet the goal of administering 4,200 vaccines per day as supplies stay slim. that is why there will be more attention towards verifying eligibility at sites across the county. >> proof that they do fit the
