building a better bay area for a safe and secure future, this is abc7 news. two counties are catching up with the rest of the bay area. this time tomorrow, the entire region will be in the red tier. businesses are gearing up to welcome back visitors, indoor dining, movie theaters and gyms can operate at limited capacity. good morning, everybody. it's saturday, march 13th. i'm liz kreutz and all the details on the two counties moving up. we have francis with us today. good morning. >> a beautiful day in store although breezy. look outside and live shot and

downtown san francisco and low clouds to start off with and some areas in clear skies and sunrise at 6:23 tomorrow but change as day light savings start. by noon mostly sunny and temperatures will be a little bit cooler today compared to yesterday because we'll see that onshore breeze return inland areas in the mid to upper 60s around the bay, some low 60s and at the coast, low 50s. sun sets at 6:15. we have daylight saving that starts tomorrow, as well as a storm coming in and i'll tell you more about that coming up. liz. >> all right, francis, thank you. in less than 24 hours bay area will be as they move from the purple tier. both will move into the red tier at midnight. for sonoma county the first time it has been in the red since the state created the color tier assignments. matt boone has more on why it's

reopening. >> reporter: like every business in the pandemic, the walnut creek yacht club forced to adapt. >> in the parking lot we built an area we call the marina. >> reporter: three separate outdoor areas but looking forward to welcoming customers back inside. >> inside and dining room with people is really the heart and soul of a restaurant. >> reporter: in acondition to indoor dining, movie theaters will be allowed to reopen starting at 25% capacity or up to 100 people. >> a little bit excited but yet, you know, a little cautious because we went into red before and then we had to stop. >> reporter: derek owns the orinda theater which has only gotten by due the community. it will be a process bringing customers back in. >> we will open with one auditorium and maybe do private rentals. >> reporter: the announcement came several days earlier than

expected but weeks after other bay area counties made the transition. >> as a virus is as common as a community as ours no reason whee were behind others. >> reporter: contra county spokesperson says they're making good progress on the vaccine front. >> we're coming up on 400,000 vaccine doses administered in contra costa county. health officer says there's a reason they lagged behind other bay area counties. >> our demographics are different and more of anning a rutural society. we have vinyards and food production. >> reporter: the first time sunona county will get out of the purple tier since the blueprint was implemented in august. >> we had some really unique challenges through this pandemic and exciting we're finally moving into the red. >> reporter: matt boone, abc7 news. an estimated 4.4 million californians will become eligible for the vaccines

includes people with certain disabilities or underlying health conditions like canc, chronic disease and heart conditions. any individual whose health is deemed at risk by a health care provider could now qualify. >> if your health care provider is saying you're eligible for a vaccine, we will for the most part be compliant with that order. >> the vaccine will not be available for the majority of people making appointments on monday until the supply improves. the state says it's currently administering 1 to 2 million doses per week and soon go up to 4 million doses per week. on getting answers kristen i sze asked the department of public health what the state's vaccination plan is going forward. >> the current plan is before president biden's announcement is that we were going to move to just a pure age-based approach. we would go systematically down each age because that is, that is the quickest, easiest way to vaccinate folks. it's the easiest -- everybody

understands age and that one is easy, much easier to implement. >> and today is the return of a free drop-in vaccination clinic at zuckerberg general hospital. it's giving doses to anyone eligible 65 or older or who work in health care, child care, education, transit or the food and restaurant industry. the hospital is also focusing on vaccinating certain zip codes, as well. you can find more information on that clinic at sfhealthnetwork.org. no appointment needed regardless of insurance. and as reopenings in the u.s. pick up, a reality check from europe. parts of the continent are going back into lockdown mode because of spreading covid surges in several countries. half of italy willreter lo niffia warnin itshi beg begun. the new variant, premature

reopening all complicated efforts to manage the spread. meantime, high school sports are back. players will have to comply with the same rules as college athletes, which includes testing and contact tracing. a abc7 was in danville where they hosted a girls lacrosse game and tonight boys' varsity football. the team will only have 27 players to put on the field. one team member tested positive for covid forcing the team to quarantine 20 players. the friday night light were back on at half moon bay. kate larsen was there for the kickoff. >> one year and one day ago the world stopped due to the covid-19 pandemic. >> this is as close to normal as possible. >> these kids have gone without for 12 months. they've lost, lost, lost and things have been taken awai. this is a celebration of getting stuff back. >> make sure you can answer no to all these questions. >> we get our temperature taken, fill out a questionnaire.

we're socially distanced when f stunting. it's my senior year and i wish i was back at school with my friends but feels amazing to see my cheer squad after a long time. >> it's really fun to have people support you and just having everyone around you and motivating you to keep going and getting stuff done. >> important for the mental side of these students and also community. our communities haven't had events like this for 12 months. >> go cougars. >> my senior is on the field. my husband is a coach and both my husband and i went to half moon bay high school. i've noticed a complete difference in my son in the last three weeks. at the dinner table he's talking about football and he's talking about his teammates and he's still in remote learning so this is finally part of his senior year. this is his jacket. his name's tristan. >> i'm tristan hoffman, it's our

senior year. we get what we can get. six games is good enough for us. anything right now is good enough. i'm just really stoked. >> you are the coach. >> it's a big morale booster being back on the field. >> more than football, isn't it? >> life lessons, camaraderie and spending time with your friends. the in these young men just the way they carry themselves and just their confidence, their personalities it's like everyone has a little more pep in their step. everyone is a little more excited about just life in general. >> glad to see everyone back having a little sense of normalcy, isn't it. that was kate larsen reporting. half moon bay beat nof the independent music and performing arts venues will have an important message up this weekend. it's been a year since many have

been open. the group save our stages is highlighting just how dire the situation is for these venues, as well as for the local music and art scene. it's likely many will be the last businesses to reopen once it's saf so. still hard to believe one year since the outset of covid-19 in the u.s. this morning a new survey is giving us an idea on the impact it's had on our nurses. the san francisco-based health care hiring group incredible health put this out. they said 73% didn't feel their sacrifices were appreciated enough in their local communities. spikes in the pandemic caused extreme turnover of nurses in hospitals. 80% of lead nurses and hiring officers reported an increase. the good news, pay did go up slightly and incredible health found average salary on its platform went from 110 to $122,000. and this coming wednesday will mark one year officially since most bay area counties went into the lockdown. now the vaccination effort is in

book your annual eye exam now. lenscrafters. because sight. welcome back. santa clara county prosecutors upped the charges against a man who shouted an ethnic slur while assaulting an asian woman. it happened inside a passenger tunnel at san jose's station. prosecutors say 32-year-old grabbed the victim by the neck, flung her on her back and dragged her across the cement. hate crime enhancements were added to the assault charges because of the offensive things that he is accused of yelling during the attack. the attorney for the victim read her impact statement saying she is now afraid to ride the train

to work. >> the feeling of having to always be even more cautious than normal is frightening. to have the constant fear of walking through those tunnels. the constant feeling of me possibly getting followed and possibly attacked again. >> the judge denied bail. if he is convicted, the hate-crime enhancements could add an extra three years of prison time to each charge. happening today, state and local lawmakers are holding a stop hate rally in the south bay. partnering with san jose city council members for the event. the rally starts at 11:00 this morning at the san jose city hall rotunda. another protest calling for some answers in the reopening of san francisco schools. this one will see mayor london breed attend. the march ends with a noon rally at civic center plaza. down due to the escalating n

coronavirus crisis. after months of bitter debate and demonstrations, today's organizers are calling for the return of middle and high schoolers. thursday sfsud approved plans to return elementary in person by april 12th. the city college of san francisco is in the midst of a budget crisis. students, staff and county supervisors now all joining together to protect faculty jobs. low enrollment and covid shortages could spark layoffs of 60% of the counselors and librarians. yesterday san francisco supervisors and students and staff called for emergency funding. the labor union says 163 tenured and tenured track faculty were warned of layoffs. all week long, we are examining the learning lost with distance learning. it is a given, of course, when students eventually return to school. it will be a challenge for so many to make up the lost time from their class.

lyanne melendez is for the loss of learning. >> reporter: school districts still provided all the services offered in a normal school year. add to that thousands of chrome books and technical support beyond anyone's predictions. now, one year later, the road to academic recovery will far exceed what districts will have already spent. earlier this year, the nonprofit education resource strategies analyzed the cost of covid. >> we're not going to make that all up in one year. so, this is a multi-year challenge in terms of doing this. so, you know, somewhere between three and five years. >> reporter: the nonprofit which studies big urban districts like san francisco is suggesting two approaches to deal with the learning loss. small group tutoring for the most needed students and/or extended learning time which would mean adding an extra month of school or extending the school day.

they even estimated that adding an extra month would represent a 7% increase in annual operating costs. but keep in mind that san francisco unified already faces a budget deficit of $169 million over the next two years. >> leave it to public school moms to get together and get the ball rolling. >> reporter: meanwhile san francis francisco's board of supervisors just approved rise. recovery with inclusive and successful enrichment. a long name with a working group that hopes to address funding to address the learning loss. add more enrichment programs and attract additional kids to public schools. $2.5 billion over five years. >> we would be looking at our own general fund and we will be looking to the state andstate a lookinlooking s to the feds. >> reporter: if need be a budneo

residents. despite the urgency to remediate the educational loss, planning time was lost because the school board was busy renaming schools and changing lolowell's high school's policy. >> i am frustrated, extremely frustrated because all the delays had to do with all the drama that we've seen in our school district. >> reporter: the board of supervisors is also proposing an initiative called summer play to give kids in san francisco more access to extra curricular activities in the summer. in addition, the school district will come up with its own summer instruction plans. >> we are working really hard to plan for some other extended learning opportunities specifically targeting our elementary students and those who couldn't and didn't engage in distance launching and those who demonstrated early learning loss earlien o. >> reporter: the key is to do it quickly because the further behind they are, the harder it is to catch up. in the meantime, san francisco

unified say teachers continue to do assessments online and remember the younger students start next month so teachers will sit down with them to get a better sense of where students are in some of those core subjects. in the newsroom, lyanne melendez. bay area restaurants hit hard by the pandemic are getting help by thealameda,ll vote gschoend belereaurants wil and eat on socially distanced outdoor tables and some like the idea. >> restaurants have been struggling through this entire pandemic along with so many other businesses and residents in our area. it's a great feeling to come out today. >> many of the concessioneers have been hit hard by the pandemic. with fairs statewide canceled, this is one of the few venues

they have been able to sell fair food in the last year. mountain view police need your help to bring a beloved duck home safe. security camera video captured the moment that thieves abducted robu roberta from a family's front yard thursday night. you can see they knew what they were doing and even using wire cutters to free the lawn ornament from its ties. roberta has been a bright spot for kids to view on walks during the pandemic. why would someone do that, frances? >> i don't know. i think we've all gone crazy covid. even driving has been crazy. people stealing stuff off lawns. i don't know what's going on. i'm looking forward to a return to remember noal, liz. and kids back in school. we have a gorgeous day ahead of us. little bit cooler today and start off with live doppler 7. the return of an onshore flow and that will change things up a

little bit ahead of a system coming our way tomorrow. we have clouds coming in from the coast and then we have cloudy skies over parts of the peninsula and also in san jose. we'll take you live shot san jose airport. gray skies right there right now and currently in san jose 46 degrees. in san francisco 48 and oakland is at 52 and mountain view still pretty chilly at 39 degrees and morgan hill and half moon bay also in the 40s. and this time we're looking fro the bay bridge and san francisco and notice the camera moves a little bit and we've got a little bit of a breeze and this afternoon it will pick up to about 20 miles per hour. this onshore flow will mean cooler temperatures this afternoon. currently in santa rosa, it's 41 degrees and novato 37 and napa 37 and they also have thick fog reducing visibility to about a mile and we have some low to mid 40s and even upper 40s through fairfield, concord and in livermore. so, your highs for today. you'll notice it is cooler

because of that sea breeze. so, san francisco 56. half moon bay 52. we'll see upper 50s around the bay area. oakland 59 and san jose 62. mid 60s for some of the warmer locations and we will see a lot of sunshine this afternoon. don't forget, daylight savings starts tomorrow. turn your clocks forward an hour. i'm not looking forward to that. but tomorrow's sunrise 7:21 and sun set at 7:16. that's a big change. overnight lows with the extra cloud cover will mainly be in the mid 40s around the bay. d inla hilly ar mid 30s. for the system coming in tomorrow, we'll rank it one out of five and light storm and mainly hits tomorrow afternoon and evening through monday. rain turning into showers. it could be very gusty, as well. there is a slight chance of thunder and hail mainly on monday and even some snow on the peaks because this is a very cold system moving through.

so, sunday tomorrow 2:00. if you're south of santa rosa, you'll still be dry but ukiah to santa rosa some light rain and moderate rain will sweep through in the evening. notice the areas of yellow and slide south throughout the evening and into monday morning tapering off into showers. you saw that pink and white. that is the snow that we could see on some of our mountaintops. accuweather seven-day forecast. today we have gray skies during the morning and sunnier this afternoon but breezy, as well. gusts can even pick up to 35 miles per hour at the higher elevations and the peaks and then we turn our clocks forward an hour, we have our system moving in sunday afternoon and evening and continuing into monday. tuesday looks dry and it looks dry, as well, for st. patrick's day before our next chance of rain comes our way on thursday. >> certainly need that rain. thank you, frances. an antioch man is being

singal tire mark left behind. chris was there for all of it. >> shouting to see if any other people in the car or if he was hurt, could he swim. >> reporter: the man shouting back to chris that he couldn't swim at all. >> water's freezing, the current's really hard. so, i just decided to jump in. he was able to crawl on to the hood a little bit to get out of the car. it started to sink pretty quick. >> reporter: finally reaching the man, grabbing his arms and pulling him to safety. >> we barely made it. he was pretty close to drowning. >> reporter: chris says he almost wasn't there to help. >> looking back the little delays that i had in my day, it all made sense. i stopped at the store like on a whim. if i had not done that, i probably would have just drove right past it, you know. >> that was laura reporting. the driver's identity was not released was not inneried in the crash. he told police he would have died if it wasn't for him.

tears having gotten vaccine appointments for loved ones and family members. knowing that i had the ability to do this kind of thing, i would almost have felt guilty not putting it out there. >> reporter: all of this as 22 states ease restrictions. tennessee's governor making his pitch to spring breakers and tourists. >> open for business. >> reporter: meantime, the white house is hoping to have loved ones able to gather in small groups by the fourth of july. careana mitchell, abc news, new york. governor newsom's highly touted plan to have blue shield take over vaccine distribution continues to face criticism from santa clara county. in addition several bay area lawmakers say the state's metrics for vaccine allocation must be immediately. chris fight for equity. >> reporter: as california moves forward with plans to have blue shield manage vaccine distribution across the state, company officials say they're ready to take charge.

>> the ability to know where the vaccine is at all times and know what the inventory is with each provider allows for a much smoother, more predictable, manageable system that can optimize performance. >> reporter: so far half of the state's local health jurisdictions have signed on to the plan where i stated their intent to do so by next week. >> a county-by-county relationship. those counties that need blue shield to come in, absolutely. we just need the vaccines. >> reporter: santa clara county the bay area's largest county says it will continue to hold out. >> we have a county that put a lot of effort into taking care of our safety net population and the people that are most at risk. >> reporter: county executive dr. jeff smith says the county will only sign an agreement with the state if it allows them to maintain local control and the use of their own appointment system which they say is far superior to the one being provided by blue shield. >> the so-called equity plan

that the state has is really just a masqueraded plan to send more vaccine to southern california. >> reporter: county fl os were informed that the reason behind their low supply from the state this week was the result of vaccines being diverted to other providers such as the university of california and sutter health after an accounting error by the state. >> this is life and death and there's got to be a way to figure out a more equitable formula. >> reporter: the state recently set aside 40% of its doses for low-income zip codes based on the healthy places index which does not account for the cost of living. represents santa clara county in the state senate and asked a group of lawmakers in the state reconsidering its metrics. >> asking for a recalibration and asking for a fix. that's on the heels of several discussions with the administration including one late yesterday. we're still looking for relief. >> reporter: community leaders fighting for what they believe is right. in san jose, chris nguyen, abc7

news. the treasury department sent out the first of the $1,400 stimulus checks. 85% of americans will get them as part of president biden's historic covid relief bill. mary bruce has more. >> reporter: in the rose garden, president biden kicking off the campaign to promote his historic stimulus plan with a promise to millions of american families. >> to every american watching, help is here and we will not stop working for you. >> reporter: not a single republican present because none supported the bill. but outside washington, the law has broad support. 70% of americans back it, including 41% of republicans. the $1.9 trillion plan gives 85% of americans a $1,400 check. the law also extends unemployment benefits at $300 a week through early september and lowers health care premiums for millions of americans on obama care. the airlines also getting a boost.

justice movement in america. >> breonna taylor's life mattered. >> reporter: in louisville demonstrations planned to remember and honor taylor. >> raising awareness. they want it to be done in remembrance and they don't want a celebration because we have not gotten justice. >> reporter: the 26-year-old black emt was killed when louisville police executed a no knock narcotics warrant at her home when she and her boyfriend were already in bed. no drugs were found. >> keep walking backward. >> reporter: walker thought intruders were trying to enter and fired one shot striking an officer in the leg and the officers fired back killing taylor. >> breonna and i did not know who was knocking on the door. >> reporter: under threat of criminal charges but that case was permanently dismissed by a judge this week. back in october abc spoke with jonathan mattingly one of the police frs officers involved in raid. >> this is not a race thing. we gave too much time. when we go in i was shot and we

return fire. >> reporter: none of the officers involved were charged in taylor's death and one officer was indicted on wanted hb's artment. two other officers who fired shots during the raid were dismissed from the force. but some members of the grand jury say kentucky attorney general daniel cameron never presented them with homicide as a charge to consider against the officers and have now joined a group of other kentucky citizens for breach of public trust. meanwhile, breonna taylor's mother is still demanding justice calling on tom wine who previously recused himself to bring previous charges against the officers. abc news los angeles. still ahead on abc7 mornings. for young girls it's like magic. we're not talking dolls or fairytales but coding and the difference it could make in lives across the country. here is a live look outside as we head to break.

forecast with frances dinglasan. good to see you. >> good to be in the studio for a change. changes in the forecast because we have an onshore low returning spilled into parts of the bay and the peninsula and into the south bay. current temperatures right now we're starting to climb into the 50s in some spots but most of us right around the 40s. san francisco, san mateo at 48 and oakland at 52 and some of the cooler areas hanging into the 30s and parts of the north bay and napa where we had some fog and chilly in cloverdale at 33 degrees. check out this pretty shot from mt. tam as we look out towards the bay. so, sunrise today is at 6:23 but thatter are going to change tomorrow because of daylight savings. so, here's the forecast for today. we have some low clouds and even a little bit of fog. this afternoon we'll see sunshine but because of the sea breeze it will be cooler because
