building a better bay area for a safe and secure future. this is abc7 news. >> two counties are catching up with the rest of the bay area. this time tomorrow the entire region in the red tier. businesses are gearing up to welcome back visitors, indoor dining, movie theaters and gyms can operate at a limited capacity. goodern morning, everybody. it is saturday march 13th, im liz kreutz and all the details on the two counties moving up and let's get a look at the weather with frances. it's so good to see you, i love when you are able to join us. >> hopefully lisa is sleeping in this morning. we have a gorgeous day ahead of us right now. live shot from walnut creek where there are clear skies, sunrise at 6:23 today but tomorrow 7:21 with daylight saving started.

so, here is your day planner. temperatures will be in the 40s in the next hour. mostly sunny by lunchtime and then this afternoon we'll see plenty of sunshine, but the onshore breeze returns ahead of a system bringing us rain tomorrow. so temperatures will be cooler this afternoon inland areas in the mid 60s around the bay, and low 60s and at the coast pretty chilly. only low 50s this afternoon. sun sets at 6:15. so, i'll tell you more about the system and the storm coming our way and how much rain you can expect in your forecast, liz. >> all right, frances, thank you. in less than 24 hours all bay area counties in the same covid tier as contra costa and sonoma counties move from the purple tier. both will move into the red tier tonight at midnight. for sonoma county the first time it has been in the red since the state created the color coded tier assignments. abc7 news reporter matt boone has more on what is reopening and why these counties are behind the others. >> like every business in the pandemic, the walnut creek yacht

club has been forced to adapt. >> our parking lot we built an area called the marina. >> reporter: chef and co-owner kevin winebering say ty have three separate outdoor areas but looking forward to welcoming customers back inside. >> inside and dining room with people is really the heart and soul of a restaurant. >> reporter: in addition to indoor dining, movie theaters will be allowed to reopen starting at just 25% capacity or up to 100 people. >> a little bit excited but yet, you know, little bit cautious because we went into red before and then we had to stop. >> reporter: derek owns the orinda theater which has only gotten by through the support of the community through the fund me and custom marmarquises >> it will be a process to bring customers back in. >> open with one auditorium and maybe do private rentals. >> reporter: the announcement came several days earlier than expected but still weeks after other bay area counties made the transition. >> i think when the virus is as common in a community as it has

been in ours, no one reason why we're behind others. >> reporter: contra costa health spokesperson says they're making good progress on the vaccine front. >> we're coming up on 400,000 vaccine doses administered in contra costa county. >> reporter: sonoma will also move into red on sunday. health officer moss said there is a reason they lag behind other bay area counties. >> our demographics are different and we're more of an agricultural society and we have vineyards and food production. >> reporter: the first time sonoma county will get out of the purple tier since the blueprint was implemented in august. >> we had some really unique challenges through the pan emdeic and exciting that we're finally moving into the red. >> matt boone, abc7 news. an estimated 4.4 million californians will become eligible for the vaccine. it includes people with certain disabilities or underlying health conditions like cancer,

chronic disease and heart conditions. essentially any individual whose health is deemed to be at risk by a health care provider could now qualify. >> if your health care provider is saying you're eligible for a vaccine, we will for the most part be compliant with that order. >> the state says the vaccine will not be available for a majority of the people making appointments on monday until the supply improves. the state says it's currently administering 1.2 million doses per week and that will soon go up to 4 million doses per week. on getting answers kristen sze asked the director of the california department of public health what the state's vaccination plan is going forward. >> the current plan is before president biden's announcement is that we were going to move to just a pure age-based approach. we were going to go systematically down each age because that is, that is the quickest, easiest way to vaccinate folks. its are 's the easiest. everybody understands age and that one is much easier to

implement. >> today is the return of a free drop-in vaccination clinic at zuckerberg general hospital and gives doses to anyone eligible 65 or older or works or anyone who works in health care or child care, education, transit or the food and restaurant industry. the hospital is also focusing on vaccinating certain zip codes, as well. you can find more information on this clinic at sfhealthnetwork.org. no appointment is needed regardless of your insurance. it will be open from 9:00 a.m. to 3:00 p.m. today through monday. and reopenings in the u.s. picks up, a reality check from europe. parts of the continent are going covi surges i countieanculfta w venice. germany's top health official is warnineu lde saying the new variant, premature reopenings and the slow vaccination rollout

have complicated efforts to manage the spread. but back here at home, more good news. high school sports are back. players will have to comply with the same rules as college athletes, which includes testing and contact tracing. abc7 news was in danville last night where monta vista high school hosted a lacrosse game and today boys varsity football. the team will only have 27 players to put on the field. one team member tested positive for covid forcing the school to quarantine 20 players. the friday night lights were back on in half moon bay. more than a year after their last game. abc7 news reporter kate larsen was there for the kickoff. >> one year and one day ago, the world stopped due to the covid-19 pandemic. >> this is as close to normal as possible. these kids have gone without for 12 months. they have lost, lost, lost and things have been taken away. it's a celebration of getting stuff back >> we want to make sure that you can answer no to all these questions. >> we get our temperature taken

>> i'm tristan hoffman. it's our senior year. i mean, we get what we can get. i mean six games is good enough for us. i mean anything right now is good enough.ll stoked. >> it's been a big morale booster being back on the football. >> more about football, isn't it? >> life lessons, camaraderie and spending time with your friends. the difference i see in these young men and just the way they carry themselves and their confidence and personalities and everybody has more pep in their step and everyone is more excited about just life in general. >> and that was kate larsen reporting. happy to see them having a little sense of normalcy. half moon bay beat burling ham high school by the way 19-10 last night. they have six more games scheduled around the bay area will have an important message up this weekend.

a year since they have been open. save our stages are highlighting how dire the situation is for those venues, as well as the local music and art scene. likely many will be the last businesses to reopen once it is safe to do so. still one year since the outset of covid-19 in the u.s. this morning a new survey is giving us an idea on the impact that it had on nurses. the san francisco-based health care hiring group incredible health put this out and they say 73% of nurses did not feel that their sacrifices were appreciated enough in their local communities. spikes in the pandemic caused turnover of nurses and hospitals. 80% of lead nurses and hiring officers reported an increase. the good news, the pay went up slightly. incredible health on average salaries on its platform went from 112 to $122,000. this coming wednesday will mark one year since most bay area counties went into lockdown. now the vaccination effort is in full swing and the future is on

her impact statements saying she is now afraid to ride the train to work. >> the feeling of having to always be more cautious than normal is frightening. to have the constant fear of walking through those tunnels. the constant feeling of me possibly getting followed and possibly attacked again. >> the judge denied bail. if strydom is convicted the hate crime enhancements could add three years of prison time on to each charge. happening today, state and local lawmakers are holding a stop aaip hate rally in the south bay. assembly member low is partnering with city council members. in response to the hate crimes. the rally starts at 11:00 this morning at the san jose san joss hall rotunda. this one will see mayor london breed attend.

the march from alamo square park ends at civic plaza. today marks the one-year anniversary when california sir startlangor crisis. dete they're calling for the return of midal and high schoolers. sfusd approved plans to return in person by april 12th. the city college of san francisco is in the midst of a budget crisis. student, staff and county supervisors now all joining together to protect faculty jobs. low enrollment and shortages could spark layoffs of up to 60% of the colcolors and librarians well. yesterday san francisco supervisors and ccsf students and staff called for emergency funding. the labor union says 163 tenured and tenured track faculty were warned of layoffs. all week long, we are examining the learning loss with distance learning. it is a given when students eventually return to school. it will be a challenge to make

up for lost time in the classroom. abc7 news reporter lyanne melendez how one is looking to make up for the lost learning. >> reporter: school districts provided all the services still offered in a normal school year. add to that thousands of chrome books andalrt beyond anyone's predictions. now, one year later, the road to academic recovery will far exceed what districts will have already spent. earlier this year, the nonprofit education resource strategies analyzed the cost of covid. >> we will not make that all up in one year. this is a multi-year challenge in terms of doing this. so, you know, somewhere between three and five years. >> reporter: the nonprofit which studies big urban districts like san francisco is suggesting two approaches to deal with the learning loss. small group tutoring for the most needed students and/or extended learning time which would mean adding an extra month

of school or extending the school day. they even estimated that adding an extra month would represent a 7% increase in annual operating costs. but keep in mind that san francisco unified already faces a budget deficit of $169 million over the next two years. >> leave it to public school moms to get together and get the ball rolling. >> reporter: meanwhile, san francisco's board of supervisors just approved the creation of r.i.s.e. the recovery with inclusive and successful enrichment. a long name for a working group that hopes to create a plan and generate funding to address the covid learning loss. add more enrichment programs and attract additional kids to public schools. $2.5 billion over fooib years. >> we would be looking at our own general fund and we will be looking to the state and we will be looking to the feds with all the packages coming down and we're also going to look to philanthropy. >> reporter: if need be, a

ballot measure to generate funding from san francisco residents. despite thergremediate the educational loss, roanen says planning time was lost because the school board was busy renaming schools and changing admin statiistration policy. >> i'm frustrated, extremely frustrated because all the delays had to do with all the drama that we've seen in our school district. >> reporter: the board of supervisors is proposing an initiative called summer play to give kids in san francisco more access to extra curricular activities in the summer. in addition, the school district will come up with its own summer instruction plans. >> we are working really hard to plan for some extended learning opportunities specifically targeting our elementary students and those who couldn't andt e distance learning and those who demonstrated learning loss early on. >> the key education experts say is to do it quickly because the further behind they are, the harder it is to catch up.

and in the meantime, san francisco unified says teachers continue to do assessments online. remember the younger students start next month, so teachers will sit down with them to get a better sense of where students are in some of those core subjects. in the newsroom, lyanne melendez, abc7 news. bay area restaurants hit hard are getting help from the alameda county fair. they organized a fair fest on the fairgrounds this weekend and next. all your favorites, corn dogs, and restaurants will sell their well-known dishes. they can grab the grub and eat on outdoor socially distanced tables. >> restaurants have been struggling in this pandemic my. >> mof the concessionaires

hit hard by the pandemic. this is one of the few venues that we've been able to sell fair food in the last year. all right. mountain view police they need your help to bring a beloved duck home safely. security camera video captured the moment when thieves abducted roburt roberta from a family's front yard thursday night. they knew what they were doing even using wire cutters to free the lawn ornament from its ties. neighbors say roberta has been a bright spot for kids toed edadm on their walks during the pandemic. if you can identify anyone during this video call mountain view police. who would take roberta, frances, come on. >> we heard of people stealing packages and i had a friend whose orchids were stolen from her front porch. i don't know what is happening with people. just stop, just stop. >> just stop. >> okay. well, i do have a good forecast ahead for you. we have fog and low clouds this morning and you can see that

here with live doppler 7. the onshore flow returns today and that has brought in some of these gray skies on to the peninsula and into parts of the south bay. in fact, you can see some of those clouds with this live shot in san josic looing towards the shark tank there. in san francisco and in san jose, it's currently 48 degrees. oakland it's at 52. mountain view still chilly at 38 degrees. and morgan hill and half moon bay also in the mid to upper 40s. but check out this pretty shot so we can see some of those clear skies over parts of the bay area from mt. tam. sunrise in just a couple minutes at 6:23 this morning but tomorrow with daylight saving, it will be at 7:21. so, more temperatures for you in santa rosa, 43. novato 39 and napa 36 degrees and fog is a problem this morning. visibility is down to a fourth of a mile right now. mid to upper 40s through fairfield, concord and in livermore and we're looking at the golden gate bridge. a pretty shot here. here's what you need to know. low clouds and fog for the morning. sunshine this morning but it

will be breezy and cooler compared to yesterday. daylight savings starts tomorrow. a cold storm also arrives tomorrow afternoon bringing rain to everyone by the evening hours. highs today cooler than average in san francisco. only 56. half moon bay 52 and oakland, palo alto at 59 and mid to upper 60s in inland locations. we'll wake up to more cloud cover tomorrow ahead of the storm so temperatures will be a little bit milder in the mid 40s for the most part around the bay. 45 in san francisco, oakland and san mateo but still pretty chilly in parts of the north bay. 36 in lake port and also in santa rosa. for the system arriving, we're ranking it one out of five on our storm impact scale and we will see rain and moderate at times with gusty conditions. chance of thunder and hail as it continues into monday. and even some possible snow on the peaks because this system is so cold. so, by noon tomorrow most of us

dry and then 2:00 we'll start to see some rain north of santa rosa. some light rain up towards ukiah and the areas of yellow show moderate rain as it starts to sweep south throughout the evening hours and even the pink and white, that is some of the snow on our higher elevations. you see the system wraps around monday morning and then ut into afternoon and evening. rainfall amounts generally around a quarter of an inch around the bay or less than that, maybe up to half an inch in parts of the north bay and also some of the mountains. here's the accuweather seven-day forecast. so today we've got the gray skies during the morning and sunshine in the afternoon but cooler temperatures because of that sea breeze. don't forget to turn your clocks forward an hour for daylight saving tomorrow. not looking forward to that. and then we have a system arriving tomorrow afternoon and evening bringing us some gusty and wet conditions that continue into monday looking dry for tuesday and a pot of gold and a rainbow and dry weather for st.

welcome back, an antioch man being called a hero after pulling an oakland man out of r. reporter laura talked to the man who jumped in to save another man's life. >> he launched into the water like mission impossible or something. >> reporter: the 67-year-old man drove into the sacramento river after chp said he suffered a

medical emergency. >> there was no stop. he pretty much went full speed into the river. >> reporter: speeding down twin cities road crossing over river road at 50 miles per hour. moving so fast he cleared the embankment completely. not a single tire mark left behind. >> i ran down the bank. >> reporter: chris arias was right there for all of it. >> i was shouting to see if any other people in the car or if he was hurt. did he need help? could he swim? >> reporter: the man shouting back to chris that he couldn't swim at all. >> water is freezing and the current is really hard so i just decided to jump in. he was able to crawl on to the hood a little bit to get out of the car. it started to sink pretty iic. >> reporter: finally reaching the man, grabbing his arms and pulling him to safety. >> we barely made it. he's pretty close to drowning. >> reporter: chris says he almost wasn't there to help. >> looking back, the little delays that i had in my day, it all made sense. i stopped at the store like on a whim. if i had not done that, i

skies and a lot of sunshine this afternoon and emeryville and looking out towards the bay and san francisco in the background. sunrise was at 6:23 this morning and tomorrow at 7:21 with daylight saving and temperatures in the 40s in the next hour. this afternoon with the sunshine it will be cooler inland areas in the mid 60s around the bay only upper 50s and at the coast pretty cool in the low 50s. sun sets at 6:15 and i'll tell you more about a storm heading our way, which arrives tomorrow afternoon and evening coming up. liz. >> all right, frances, thank you. this morning, 25% of all adults in the u.s. have received at least one shot of the vaccine. 25%. abc news reporter careana mitchell has more on the roll out and when when things will get back to normal. >> reporter: president biden is directing states to make every adult eligible for the vaccine by may 1st aiming to reach every part of the u.s. plans are in the works for a national website and a new 1-800

number to help people find the vaccine. in iowa a programmer created a twitter account to help alert people about appointments. it's gained thousands of followers since going live wednesday. bri brian finley created vaccine alerts. >> i have had people who said they were in tears having gotten vaccine appointments for loved ones and family members and knowing that i had the ability to do this kind of thing, i would almost have felt guilty not putting it out there. >> reporter: all of this as 22 states ease restrictions. tennessee's governor making his pitch to spring breakers and tourists. >> tennessee is open for business. >> reporter: meantime, the white house is hoping to have loved ones able to gather in small groups by the fourth of july. carena mitchell, abc news, new york. the plan to have blue shield take over vaccine distribution continues to face criticism from santa clara county. in addition, several bay area metr vaccine allocation

must be revised immediately. spoke to some of the key players involved in this fight for equity. >> as california moves forward with plans to have blue shield manage vaccine distribution across the state, company officials say they're ready to take charge. >> the ability to know where the vaccine is at all times, know what the inventory is with each provider allows for a much smoother, more predictable, manageable system that can optimize performance. >> reporter: so far half of the state's local health juris ki jurisdictions have signed on to the plan or intent to do so by next week. >> a county-by-county relationship and those counties that need blue shield to come in, absolutely. in our case, county knows which neighborhoods and we just need the vaccines. >> reporter: the bay area says it will continue to hold out. >> we have a lot of effort into taking care of our safety net population and the people most at risk.

>> reporter: county executive dr. jeff smith says the countnle retaalonol of vaccine distribution and the use of their own appointment system which they say is far superior to the one being provided by blue shield. >> the so-called equity plan that the state has is really just a masqueraded plan to send more vaccine to southern california. >> reporter: county fl y offic the low supply is the result of vaccines being diverted to other suppliers university of southern california and sutter health after an accounting error by the state. >> life and death and there has to be a way for a more equitable formula. >> reporter: the state set aside 40% of its doses based on the healthy places index, which doesn't account for the bay area's high cost of living. dave cortezi represents in the state senate and joined a group of lawmakers in asking the state to reconsider its metrics. >> asking for a recalibration

and asking for a fix and, you know, that's on the heels of several discussions with the administration including one late yesterday. we're still looking for relief. >> reporter: community leaders fighting for what they believe is right. in san jose, chris nguyen, abc7 news. the treasury department sent out the first of those $1,400 stimulus checks. 85% of americans will get them as part of president biden's historic covid relief bill. mary bruce has more. >> in the rose garden, president biden kicking off a campaign to promote his historic stimulus plan with a promise to millions of american families. >> to every american watching, help is here and we will not stop working for you. >> reporter: not a single republican present because none supported the bill. but outside washington, the law has broad support. 70% of americans back it, including 41% of republicans. the $1.9 trillion plan gives 85%

of americans a $1,400 check. the law also extends unemployment benefits at $300 a week through early september and lowers health care premiums for millions of americans on obama care. the airlines also getting a boost. $15 billion, allowing american airlines and united to tear up fu furlough notices for 30,000 workers. for britney riley who was facing down possible bankruptcy, it's a game changer. >> i literally felt there were bricks lifted off my chest. the biggest sense of relief knowing that we could get back to work and focus on providing for our family and providing for ourselves. >> mary bruce, abc news, the white house. today marks one year since breonna taylor was shot and killed by police in her home in louisville, kentucky. the anniversary of her death comes amid renewed calls for justice. here's zohreen shah.

>> reporter: marking the one-year anniversary of breonna taylor. taylor and floyd's killing together formed the racial justice movement in america. >> breonna taylor's life mattered. >> reporter: in louisville, demonstrations planned to remember and honor taylor. >> raising awareness. they wanted to be done in remembrance and they don't want a celebration because we have not gotten justice. >> reporter: the 26-year-old black emt was killed when louisville police executed a no knock narcotics warrant at her home when she and her boyfriend were already in bed. no drugs were found. >> keep walking back. >> reporter: walker says he thought intruders were trying to enter and fired one shot striking an officer in the leg. the officers fired back killing taylor. >> breonna and i did not know who was banging on the door, but the police know what they did. >> reporter: kenneth walker under threat of crit minal chars

dropped in san francisco 56 and oakland 59, as well as fremont and palo alto. so sunshine but because of that onshore flow, temperatures won't be warming up as much as yesterday. and some inland areas fairfield at 66 and antioch at 65. santa cruz only 59. overnight lows mainly in the low 40s with a lot of extra cloud cover tomorrow morning ahead of this system. it's still chilly in the north bay. some areas dropping into the mid 30s like lake port and santa rosa at 36 degrees. so, for our system tomorrow, we're going to rank it a one out of five on our storm impact scale. a light storm and it will bring us some rain, moderate rain at times turning into showers for monday. gusty winds, as well. especially as it moves through tomorrow evening and we could even see a chance of thunder and hail, particularly on monday with even some snow on our peaks because the system is so cold.
