two counties are catching up with the rest of the bay area. this time tomorrow, the entire region will be in the red tier. businesses are gearing up to welcome back visitors, indoor dining, movie theaters and gyms can operate at limited capacity. good morning. i am liz kreutz. we'll have details on two counties moving up. first, a quick look at the weather with frances dinglasan. >> hi, everyone. we have a dry day today, you need to grab a jacket. still dealing with morning low clouds looking at the bay bridge and treasure island. temperatures are mainly in the 40s, few low 50s out there. mostly sunny by lunchtime. because the sea breeze kicks in

this afternoon at 15 to 20 miles per hour, temperatures will be cooler compared to yesterday. inland areas in the mid-60s. around the bay, upper 50s. at the coast, low 50s. increasing clouds tonight for a system headed our way, bringing wet and gusty weather tomorrow afternoon and evening. i have the details coming up. >> thank you. in less than 24 hours, all bay area counties are in the same covid tier. contra costa and sonoma counties move up from the purple tier, both in the red tier tonight at midnight. for sonoma county, first time in the red since they created the color coded tier assignments. matt boone has more on what's reopening, why the counties are behind the others. >> reporter: like every business in the pandemic, the walnut creek yacht club has been forced to adapt. >> in the parking lot, we built an area called marina. >> reporter: they now have three separate outdoor areas, but look

forward to welcoming customers back inside. >> inside in a dining room with people is really the heart and soul of a restaurant. >> reporter: in addition, movie theaters can reopen at 25% capacity. up to 100 people. >> excited but a little cautious. went into red before and then we had to stop. >> reporter: he owned the orinda theater that only got by through the support of the community through go fund me and custom marquise. >> we open with one auditorium and maybe do private rentals. >> reporter: the announcement came several days earlier than expected, but weeks after others made the transition. >> i think when the virus is as common in the community as it has been in ours, there's no one reason we were behind others. >> reporter: contra county spokesperson says they're making good progress on the vaccine front.

>> we are coming up on 400,000 vaccine doses administered. >> reporter: sonoma can move to red sunday. there's a reason they lagged behind other bay counties. >> demographics are different. we are more of an agricultural society. we have vineyards, food producti production. >> reporter: it will be the first time they're out of the purple tier since it was implemented in august. >> we had unique challenges through the pandemic. it is exciting that we're finally moving into the red. >> reporter: matt boone, abc7 news. >> starting monday, 4.4 million californians will be eligible for the vaccine. it includes people with certain disabilities or underlying health conditions like cancer, chronic disease, heart conditions. essentially any individual whose health is deemed to be at risk by a health care provider can now qualify. >> if your health care provider says you're eligible for a

vaccine, we will be complying with that order. >> the state says the vaccine will not be available for a majority of people making supply impro monday u the state says it is currently administering 1 to 2 million doses a week, that will go up to 4 million doses per week. and getting answers, anchor kristen sze asked the director of the california department of health what the vaccination plan is going forward. >> the current plan is before president biden's announcement is that we were going to move to pure age based approach. we would just go systematically down each age because that is the quickest, easiest way to vaccinate folks. everybody understands age and that one is easier to implement. >> today is the return of the free drop in clinic giving doses to anyone eligible 65 or older or anyone that works in health care, child care, education,

transit or the food and restaurant industry. the hospital is focusing on vaccinating certain zip codes as well. find more information on the clinic at sf health network.org. no appointment is needed regardless of your insurance. it will be open from 9:00 a.m. to 3:00 p.m. today through monday. as reopenings in the u.s. pick up, we have a reality check from europe. parts of the continent are going back in lockdown because of spreading surges. half of italy reenters lockdown, including rome and venice. germany's top health official warns the third wave has gun. eu leaders say the variant, premature reopenings and slow vaccination rollout complicated efforts to manage the spread. good news here at home. high school sports are back. players have to comply with the same rules as college athletes, which includes testing and contact tracing. abc7 was in danville, they

hosted a girls lacrosse game. tonight, boys varsity football. the team will have only 27 players to put on the field. one team member tested positive for covid, forcing the school to quarantine 20 players. and friday night lights are back on more than a year after the last game. kate larson is there for the kickoff. >> this is as close to normal as possible. these kids have gone without for 12 months. they've lost, lost, lost, things have been taken away. this is a celebration of getting stuff back. >> make sure you can answer no to all questions. >> we get our temperature taken, fill out a questionnaire, taed s back at school with my friends but it feels amazing to see the cheer squad after a long time. >> it is fun having people to support you and just having

nurses. san francisco bay health care hiring group, incredible health, put this out. they say 73% of nurses didn't feel their sacrifices were appreciated enough in the local community. spikes in the pandemic caused extreme turnover of nurses in hospitals. 80% of lead nurses and hiring officers reported an increase. good news, pay went up slightly. average salary went from 112 to $122,000. and this coming wednesday will be one year since most bay area counties went in lockdown. the vaccination effort is in full swing, the future is on everybody's mind. all next week we are sharing your stories of lessons learned and path forward to a better bay area. california breweries and wineries that don't serve food can operate outdoors starting today. the state easing restrictions as it slowly reopens the economy.

welcome back. santa clara prosecutors upped the charges against a man that used an ethnic slur while assaulting an asian woman. it happened in a passenger tunnel. prosecutors say the 32-year-old grabbed the victim by the neck, flung her on her back, dragged her across the cement. hate crime enhancements were

learning loss. it is a given when students return to scho, it will belee f maim in asoom. to make up for the learning. >> reporter: covid forced them to close last march. school districts provided all the services offered in a normal school year. add to that, thousands of chrome books, technical support beyond anyone's predictions. one year later, the road to academic recovery will exceed what districts will have already spent. earlier this year, the nonprofit education resource strategies analyzed the cost of covid. >> we're not going to make it up in one year. so this is a multi year challenge in terms of doing this. somewhere between 3 and 5 years. >> the nonprofit which studies districts like san francisco is suggesting two approaches to deal with learning loss. small group tutoring for most

needed students or extended learning time which would mean adding another month of school or extending the school day. they even estimated that adding another month would represent a 7% increase in annual operating costs. but keep in mind, san francisco unified already faces a budget deficit of $169 million in the next two years. >> leave it to public school moms to get together and get the ball rolling. >> reporter: san francisco's board of supervisors just approved the creation of rise, the recovery with inclusive and successful enrichment, a long name for a working group that hopes to create a plan and generate funding to address the covid learning loss. add more enrichment programs, attract additional kids to public schools. $2.5 billion over five years. >> we will be looking at our own general fund, looking to the state, to the feds with all of

the packages coming down. but we're also going to look to philanthropy. >> if need be, a ballot measure to generate funding from residents. despite urgency to remediate the educational loss, planning time was lost because the school board was busy renaming schools and changing lowell high school admissions policy. >> i am frustrated, extremely frustrated because all of the delays to getting this going had to do with all of the drama that we have seen in our school district. >> reporter: board of supervisors is proposing an initiative called summer play to give kids in san francisco more access to extracurricular activities in the summer. in addition, the school district will come up with its own summer instruction plans. >> we're working hard to plan unies, spe students.earning those that didn't engage in distance learning and that may have had loss early on. >> reporter: the key experts say

is to do it quickly because the further behind they are, the harder it is to catch up. >> san francisco unified says teachers continue to do assessments online. younger students start next month. teachers will sit down with them to get a better sense where students are in some of the core subjects. in the newsroom, lee ann melendez, abc7 news. mountain view police need help to bring a beloved duck home safe. security video captured a moment when thieves abducted roberta from the front yard. they knew what they were doing. they used wire cutters to free it from ties. roberta has been a bright spot for kids on walks through the pandemic. if you can identify anyone in the video, call the mountain view police. we keep saying what is going on with covid, why take the duck from someone's yard.

chris wynn spoke to some key players involved in the fight for equity. >> reporter: as california moves forward with plans to have blue shield manage vaccine distribution across the state, company officials say they're ready to take charge. >> the ability to know where the vaccine is at all times, know what inventory is with each provider allows for a smoother, more predictable, manageable system that can optimize performan performance. >> i think it should be county by county relationship. the counties that need blue shield to come in, absolutely. in our case, which neighborhoods are hard hit. >> reporter: the largest county, santa clara, will continue to hold out. >> we have a county that put a lot of effort into taking care of our safety net population and people that are most at risk. >> reporter: the county executive says the county will only sign an agreement with the

state if it allows them to retain local control of vaccine distribution and use of their own appointment system which they say is far superior to the one being provided by blue shield. >> so-called equity plan the state has is really just masqueraded plan to send more vaccine to southern california. >> reporter: county officials were informed the reason behind the low supply was the result of vaccines diverted to other providers like university of california and sutter health after an accounting error by the state. >> this is life and death. there has to be a way to figure out a more equitable formula. >> reporter: the state set aside 40% of doses based on the healthy places index, doesn't account for the high cost of living. p they asked the state to reconsider the metrics. >> asking for recalibration and fix. that's on the heels of several

the derrick chauvin trial. taylor and floyd's killing fueled the racial justice movement in america. >> breonna taylor's life matters. >> reporter: in louisville, demonstrations plan to remember and honor taylor. >> raising awareness. they want it done in remembrance, they don't want a celebration. we have not gotten justice. >> reporter: the 26-year-old black emt was killed when the louisville police executed a no knock narcotics warrant when she and her boyfriend were already in bed. no drugs were found. walker said he thought intruders were trying to enter, fired one shot, striking an officer in the leg. officers fired back, killing taylor. >> breonna and i did not know who was banging on the door, but the police know what they did. >> reporter: he was under threat of criminal charges, but that case was permanently dismissed by a judge this week. back in october, abc spoke with

jonathan mattingly, one of the officers involved in the raid. >> it is not a race thing like people want it to be. this is a point we were doing our job. we gave too much time, when we go in, i get shot, fired. >> no one was charged. one had charges for shooting into a neighbor's apartment. two others that fired shots in the raid were dismissed from the force. some members of the grand jury say kentucky attorney general daniel cameron never presented them with homicide as a charge to consider against the officers and have joined a group of citizens seeking to impeach him for breach of public trust. >> we got a job to do. >> reporter: her mother is demanding justice, calling on the local prosecutor, tom wine, who previously recused himself to bring criminal charges against the officers. still ahead on abc7
