late winter snowstorm blanketed parts of the west, the new threat today, and the bitter cold coming back for millions. and nfl legends stepping away from the game. how his children made the announcement. and history at the grammys. ♪ the big moments and biggest performances for music's biggest night. good monday morning, everyone. we begin with the growing crisis on the southern border. >> overnight, abc news learned there's been a dramatic increase in the number of migrant children detained by u.s. border officials in the last week. house speaker nancy pelosi is calling it a humanitarian crisis. >> the big question now is what will the biden administration do about it? >> reporter: this morning, the surge of migrant children crossing the u.s. border is swelling to record numbers. abc news has learned nearly 4,300 children are now in custody at border facilities without a parent or guardian.

that number increased 25% in just the last week with than 500 migrant minors each - day. >> right now, thousands of children are coming to the border after taking a long journey across many miles to seek freedom and opportunity in the united states of america. >> reporter: journalists have not been allowed to view conditions at the facilities, but lawyers who have spoken to the children inside call the overcrowding severe with children sleeping on the floor and some waiting five days or more just to shower. >> they're scared, confused about what was going on, not knowing where they were, where they would go next, when they would be released, not being >>te a source tells abc news all major border facilities are well over 100% capacity. one facility is at 363% capacity. >> this is a humanitarian

challenge to all of us. what the administration has inherited is a broken system at the border. >> reporter: the biden administration is now sending fema to the border to help manage the surge, stopping short of calling the situation a crisis. republicans blame biden after reversing some of the trump administration's immigration policies. republican leaders plan to tour the border today. >> we'll be traveling to the border myself with 12 other members to see first hand to come back with solutions, to make sure our border is secure, and to make sure we can end this crisis that biden has created. >> we learned overnight the government is opening a new facility in midland, texas to process some of those children. the cdc is preparing to lower the guidelines when it comes to social distancing. despite the good news, there is a rise of the variant, and hospitals overseas are overwhelmed with new cases. italy is impose a new lockdown.

spring break crowds are flocking to places like miami beach where about 100 arrests were errored over the weekend. abc's andrew dymburt has the new developments. andrew, good morning. >> reporter: good morning, kenneth. doctors are still trying to convince americans to get vaccinated and follow health and safety protocols even as the u.s. starts to trend in the right direction. now the white house is laying out a more hopeful benchmark. the fourth of july is a symbolic goal to help americans keep following the rules. as new york city marks one year since its first covid death with remembrances across the city, powerful images like the skyline, the faces of some victims projected onto the brooklyn bridge, a reminder of the real toll of the pandemic, and now health officials are warning about the spread of yet another variant of the virus, raising questins about thegains. >> there's a lot of reasons to be concerned about the trends in new york city. >> some scientists are calling this an escape mutation because it may enable the covid to

down new york's democratic governor. >> i think the investigation is under way, and we should see what it brings us. >> reporter: but top democrats in new york are refusing to wait. >> he should resign. he should resign. >> it's clear that governor cuomo has lost the confidence of his governing partners as well as the people of new york. >> reporter: a seventh woman has accused cuomo of inappropriate behavior. a former statehouse reporter writing in "new york" magazine that during a holiday party in 2014, the governor grabbed her hand and refused to let go, allegedly saying, am i making you uncomfortable? i thought we were going steady, and now cuomo's office faces even more scrutiny. "the washington post" reports larry schwarz, a long time aide allegedly pressured county officials across the state asking them about their loyalty to cuomo. schwartz asked if they could wait for the findings of that investigation before drawing any

conclusions, but "the post" reports at least one official has found notice of an ethics complaint saying vaccine supply might suffer if schwartz didn't like their answer. schwartz tells "the post" he was acting as a friend of cuomo's. he never mentioned vaccines and never did anything wrong. schwartz has been volunteering for the state for a year, and any suggest he acted in any way unethically is patently false. as for the claims against cuomo, he denies any misconduct or harassment, and apologizes for any comments that may have been misinterpreted. >> the governor should look pinside his heart. he loves new york, to see if he can govern effectively. >> and governor cuomo is also facing an impeachment investigation. senator ron johnson is being called a racist over his latest comments about the mob that stormed the u.s. capitol. in a radio interview, the response, the republican

described those people as people who love the country and respect law enforcement. he said it would have been different if they had been protesters from black lives matter. >> this could mean trouble. had the tables been turned and president trump won the election, and those were tens of thousands of black lives matter and antifa protesters, i might have been a little concerned. >> johnson says he made the comments because some of the protests last summer after the death of george floyd turned violent. all right. time now for a look at your monday weather forecast. >> good morning. we are keeping an eye on that storm system that brought a lot of snow to the rockies, now into the midwest, and southern parts of minnesota. northern iowa, you're getting significant snowfall. a good 6 to 12 inches. chicago, mostly a wintry mix, but do expect travel delays throughout the day. as for the northeast, get ready for a cold start in the morning. accuweather feels for new york city as low as zero. for accuweather, i'm meteorologist chris nallan.

orbit, and minutes later, the rocket was seen streaking across the sky over new jersey. it's the first spacex rocket to launch and land nine times. a pennsylvania woman has been charged with harassing girls on her daughter's cheerleading team. she allegedly threatened her daughter's rivals with fake videos. abc's megan tevrizian explains. >> reporter: this morning, a pennsylvania mother faces criminal charges, accused of creating fake videos of her daughter's cheerleading teammates. plice say 50-year-old raffaela spone made digital videos of three members of her cheerleading squad depicting them naked, and smoking from a vape pen and sent them to the girls and their coaches. >> if the essence was to knock them down essentially to try to shame them or get them knocked off the team, what appeared to be the motivation. >> reporter: one member of the squad says her coach pulled her aside over this video appearing to show her vaping. a violation of team rules.

>> i went in the car and started crying and was, like, that's not me on video. i thought if i said it, that no one would believe me because obviously, like, there's proof, like, it's a video, but the video was obviously manipulated. >> the suspect is alleged to have taken a real picture and edited it through some photoshopping app to make it look like this teenage girl had no clothes on. >> reporter: the d.a. says spone also sent anonymous messages to the victims urging them to kill themselves. police say they tracked the data from the images to an ip address linked to spone's home. she now faces multiple harassment charge. >> she categorically denies doing what the police are charging her of doing. her life has been turned upside down. so is her daughter's. this is very serious stuff. >> reporter: authorities say they do not believe spone's high school-aged daughter was involved in the harassment. the next step in the case is a
