restaurants and bars can reopen outdoors. we are live in berlg game with the changes. >> reporter: this is great news for restaurants. we've seen the outdoor areas but now we'll see more people inside as restaurants can allow more people in. this is also good news for bars. they can now open for outdoor service. a first for the bars this year. san mateo is the first to hit the orange tier and restaurants can fill up to half of the capacity. gyms can allow in 25% of the capacity. indoor entertainment like laser tag and bowling alleys and bouncy houses can open up to 25% capacity. business owners say the shut down has been tough and it will bring much needed relief to business and another step towards getting back to normal

as the number of covid cases in the county continue to go down. this map shows you what's open and closed in each tier and you can find the tracker at abc 7 news.com. developing news. authorities in atlanta are trying to figure out the motive for a string of deadly shootings at massage parlors. at least 8 people were killed in three shootings yesterday. investigators say six of the victims are asian american women. officers arrested the suspected gone man following a pursuit and identified him as 21-year-old robert long and police are increasing patrols around similar businesses. and here in the bay area there is a violate attack on an asian man. it happened in san francisco in the middle of the day. we spoke with the victim and we want to warn you that some of

this morning federal officials are joining an investigation into a huge explosion involving fireworks in southern california. well this blast caught several buildings including two homes on fire and two people were killed. neighbors described hearing a series of explosions that felt like small earthquakes. >> part of the house coming off and fireworks shooting anywhere. it was insane and largest explosion i've seen in my life. people were scrambling and running. >> fireworks started across the street and we heard a boom and every single window was blown out. glass everywhere. >> police say they could take up to four days to declare the area safe. we expect to hear from san jose new police chief in morning. he is holding a news conference with city council members. he's been with the department for 25 years.

and florida mom and ú17-year-old daughter are in trouble with the law over the title of homecoming queen. they're accused of stealing votes. >>reporter. in this morning's gma first look the mother-daughter duo accused of stealing the homecoming crown. >> the system is set up for people to have access not to allow the person to have it. there's a degree of trust there. >> the assistant rose principal and her daughter illegally accessed other students' accounts so she would be elected homecoming queen. the investigation started in november after the school district reported hundreds of students accounts at tate ■highh school had been hacked. those accounts containing sensitive information. school officials discovered 117 homecoming court votes cast from the same ip address. so what kind of consequence will

looking south on 680. 36 to 41 definitely a chilly morning and temperatures falling short of average levels this afternoon in the low to mid-60s. most of us in the upper 50s to low 60s for a couple of hours this afternoon. increasing clouds going to take away the warming sunshine. it's dry through 7:00. come tonight, rain is back in the forecast and i'll take a look at future radar coming up next. let's get over to the news. >> thank you, mike we're starting this half hour with the deadly shooting spray in atlanta. 18 people killed when gunman opened fire on massage parlors. authorities are trying to figure out if they were targeted because owned by asian americans. >> six of the eight victims are of asian descent. the fbi is working with local law enforcement to figure out a motive but shootings happened at massage parlors owned by asian americans. the shootings started around 5:00 local time yesterday. four people were killed in the

first shooting. an hour later four more people were killed at two other massage parlors. 21-year-old robert long was arrested and say he is the suspect in all the shootings. president biden has been briefed on the shootings and there have been an increasing number of attacks on asian americans across the country. many tied on the racist belief that asians are somehow responsible for the coronavirus. and abc news learned police across the country stepped up a trolls in asian communities in response to what happened in atlanta. >> thank you. happening today more businesses including bars can reopen in san mateo county. the first local county to reach the orange tier in recent months. abc 7 news reporter amy is live. >> reporter: great news for a lot of businesses but really good news for restaurants, especially as the rain is coming tomorrow and that outdoor area

can sit empty because restaurants can allow 50% of capacity now. that's big news. big news for bars. they have not been allowed to open at all. they can open outdoor service. san mateo county is the first in the bay area to hit the orange tier this year. restaurants can fill up half of the dining rooms and they say that is a big deal for them. and gyms can fill up to 25% of capacity. indoor entertainment like laser tag and bowling alleys and bounce centers, they can open up and can allow in 25% of capacity. business owners tell us the shutdown has been tough. this will bring much needed relief to business and be able to bring back employees and this is such great news and another step towards getting back to normal as the number of covid cases in the county continue go down. live in burlg game, abc nights. there is plans for hybrid

learning and distance learning will be move on for the rest of the school year. ralston middle school 6th graders will return to campus. following spring break all other middle school will return on monday, april 5. is a llano county is opening vaccinations to people 50 and up. it is already looked booked up. in oakland the coliseum vaccination site is giving out second doses. the coliseum is one of two federally supported mass vaccination sites in the state. and the other is in l.a. more than 170,000 people have been vaccinated at the coliseum. the vaccination site at san francisco city college is expected to reopen today. it closed yesterday because they ran out of vaccine. despite the short supply san francisco mare london breed is sharing words of optimism.

steadiest along the coast and north bay. by the time we get to 9:00, a lot of us having dealt with lighter rain ahead of the steadier line coming in at 9:00 and you can see yellow move into there and that's some of the moderate rain embedded in this as it slowly, very slowly. the last couple of storms fast moves. six hours tops from top to bottom, north to south across the bay. this one could take at least 12 hours that means healthier amount of rain is possible out of this and by the time we wake up friday morning, we're looking at scattered cold showers. remember the cold air is chasing the precipitation, the likelihood of us waking up with snow capped mount hamilton like yesterday is probably not as good friday morning. we can always hope. what's going on with the commute and hope for a nice one. here's jobie nah. >> good morning, everybody. grand new crash coming in on northbound 101 past grand avenue
