happening today joe biden and kamala harris will meet with asian american leaders in atlanta to discuss the rise in anti asian violence. this follows a shooting rampage that left eight people dead six of them asian women. now police say the suspect admitted to the shootings claiming he had a sex addiction and he was trying to eliminate a temptation. this morning abc news learned that investigators now believed there could be multiple motivators here. trying to figure out if the shooter was motivated by sex, race, other reasons or perhaps many reasons. >> we are hearing from a good samaritan who helped rescue an asian woman being attacked at a train station in san jose. he was transferring trains when he heard screaming and saw this woman on the floor. the victim's boyfriend had just left the station but was on the phone with her and he came back. both of them chased the suspect from the station to a sidewalk across from the sap center and

subdued him until police got there. >> i came in and asked them while i was there did you hit that girl and he said yes i did and the greatest sound was hearing those handcuffs click in the back. >> that suspect was identified as yohan stride and he's charged with assault with an intent to commit rape with a hate crime enhancement. new developments this morning a man under arrest after two assaults against asian seniors in san francisco. tuesday morning an 83-year-old man was knocked to the ground, a 77-year-old woman was attacked around the same time both near market street and police are investigating a possible motive. a uc san francisco study is linking the rise in online hate speech against asian americans directly to former president donald trump. >> we're rounding the term on this china virus. >> the study found just a week after trump tweeted the words chinese virus for the first

time. the number of covid related tweets with anti asian hashtags spiked. chinese virus were far more likely to pair with a racist hashtag. >> attaching locations or ethnicities to a disease can really stimulate this type of racist attitudes towards this particular group. >> dr. ocean says normal liesing this behavior can give rise to hate crimes. >> part of building a better bay area includes striving for racial justice and a change in the education system is aiming to do just that. california has approved the first ethnic curriculum with some of the lessons they'll be learning. good morning amy. >> good morning. it was not easy getting here to this moment. it took three years to develop the curriculum. that brought in 100,000 public comments with several groups arguing that they were being misrepresented in the curriculum.

finally this has been agreed upon and will be on its way to california high schools and it is a first. it will be the first statewide ethnic studies curriculum for high schools in the nation. the studies will focus on four groups, african americans, latinos, asian americans and pacific islanders and native americans and also include lessons on jews, arab americans and armanian americans. students for example may interview korean americans and black residents in los angeles during the 1992 riots or they could study poetry and art by japanese americans put in internment camps during world war ii just an example of the broad studies they'll focus on. the california state board of education voted unanimously to approve this plan after an eight hour long public meeting. that happened yesterday. it's now official and they're really hoping that it will be a model that other states will

teachers association reached a tentative agreement if this deal is ratified students will be able to return to hybrid learning in about three and a half weeks on april 12 continuing with distance learning will also be an option. students in santa rosa are heading back to class in less than two weeks. the press democrat reports 5000 elementary students return to classrooms on april 1 and 2. nearly 11,000 secondary students are slated to return to campuses on april 25, on april 26, excuse me, and april 29. now this is because of a deal approved by santa rosa schools and teachers union. coming up san jose's plan for police reform. the changes approved by the city council. also covid-19 and new borns. the vaccine, new information doctors hope will reassure moms who are getting the shot. and here's a look at san raphael where we've had nearly a half inch of rain in the last 24 hours or so. if you are going to be out and

it's mostly cloudy and a mild morning. let's go to the peninsula where we have 47 in red wood city to 53 in san mateo and san bruno. pretty much we have upper 40s to low 50s everywhere. the cut through the sonoma getting highway 12 you can see around the park a light shower there. most of of the showers in the north bay but the cold front sinks south a slight chance maybe some of those will move into the bay before they start to fall apart by 9 or 10:00. then we have a chance at a

random shower again mainly across the north bay mountains and monterey as we head into the afternoon and into the evening hours and the sunsets so does the life span on those showers. we've got 70s coming up in the accu weather seven day forecast. i'll see you in a few with that. here's our morning commute. >> good morning, mike. thank you. we are starting with an alert in san raphael right now so anyone hopping on the bridge and traveling westbound in particular i want to let you know that all lanes are blocked right now westbound 80 before the sir francis drake off ramp. according to the chp multiple cars are involved and major injuries are involved as well. they initially have the eastbound lanes blocked that has now reopened. as we take you to a live picture showing you our camera this part is clear. this is obviously on the westbound side. so once you make your way all the way over i should say or excuse me this is the eastbound side. once you make your way over to

france is back into lock down after its third coronavirus cases starting today including paris and more than a dozen other regions. all non essential businesses are closed and people have to stay within 10-kilometers of their home. however schools remain open. san francisco officials say the city is still on track to enter the orange tier on wednesday. last night officials hosted a webinar with specifics for businesses. >> the reopening we have

planned for the orange tier is more than we've ever reopened at one time since the beginning of this. >> that means that bars will be able to serve customers out doors without food. now while the state suggests offices and retail can reopen with modifications but doesn't actually put a number on it, san francisco will limit offices to 25% capacity. they will limit indoor retail and restaurants to 50% capacity or 200 people whichever is more or less i should say. orange tier also allows for out door performances. state guidelines allow for live sports events at one-third capacity starting in april. however the local health officials are still ironing out those details with the giants for their opening day. you can see where your county stands any time with our tracking tool. our team is constantly updating this as we learn new guidelines. head to abc news.com. reassuring news for pregnant women if they are not

sure if they should get the vaccine. a baby born had covid-19 anti bodies in its cord blood. the baby's mother received the first dose while 36 weeks pregnant. doctors aren't surprised. there have been three studies under review about the covid vaccine and pregnant mothers. >> we know there are anti bodies detected in breast milk after maternal vaccination and these types of anti bodies in general are protective to the baby and it's also possible that anti bodies can protect the baby not only against covid but other related viruses that cause common cold. >> the doctor hopes to share more of her research soon. look at this. a fiery amtrack crash caught on camera in oakland and remarkably no one was hurt. more than 100 passengers were

on this amtrack train when it hit this dump truck that got stuck on the tracks yesterday morning. the truck driver and passenger jumped out right before this crash. the driver said he was waving his arms but the train couldn't stop. >> all of a sudden i got stuck and that's when i saw the light. i said oh my god, man. i tried to back it up, go forward, back it up. no way. >> amtrack says the engineer saw the driver and tried to stop but it just wasn't possible as the train was going 55 miles per hour. >> i don't want to over hype this because it's not much but if you are really into the perseverance then you might like it. nasa released the first recording of the perseverance driving. see, what did i say. more than 16 minutes of sound

the proposal just passed up to two weeks of paid sick leave for covid related reasons. the rules would apply to companies with at least 25 employees. law makers approved a similar bill last year but expired without getting a signature from the governor. if the governor signs this bill it will be retroactive to january 1. back after a four year hiatus the epa released a to address climate change. the agency says it is critical for americans to have access to information about protecting the environment. facebook says it is planning to develop a new version of instagram but this one is just for kids according to a report from buzz feed. the app would be for kids under the age of 13 to safely use instagram for the first time. the new project is being led by a former google executive who over saw the creation of childrens products like youtube kids. the project is still in early

the nationwide vaccine roll out is more than a month ahead of schedule. president biden is expected to reach his goal by today. >> behind these 100 million shots are millions of lives changed when people receive that dose of hope. this is a time for optimism but it's not a time for relaxation. >> also happening today the cdc is expected to revise its six foot social distancing guidance down to three feet in schools. president biden is about to reach his vaccination goal for the nation many people in the bay area are still unable to get a shot. santa clara county has had to cancel thousands of appointments because of a lack of supply. amy is live at valley health center in san jose. amy? >> yeah reggie we started the week off strong, didn't we? millions of californians became eligible for the vaccine this week but sites like this one

are running low. they just don't have enough. a lot of people are going to have to wait. they descroans shots for them here. here in santa clara county officials are ready to administer them. they've got the facilities all set-up. they gist don't have them. they have notified thousands of kaiser patientses. their appointments have been canceled. they do think that things will pick up in april they hope. they say they have promises more vaccine coming. they don't havelot of details about that but they do have promises. until then they will use what little supply they have for people's second shots and for those affected by the virus. workers at food production facilities here in the south part of the county where they will put their focus. the county says it will do all it can to ensure equitable access to this vaccine and will continue to hope and wait for more supply. reporting live in san jose, amy holyfield abc 7 news. >> amy thank you.

going to get wetter on 37, 29, 12, 80 and possibly 680 and 780. here we are in san jose two tenths of an inch of rain. it's pretty dry. it's dpoag to be slippery early the later you leave the more likely the streets are going to be dry with increasing sunshine everywhere including our mass transit stops. in fact look at future radar and you can see most of the rain is almost gone by 9:00. a few flair ups possible this afternoon across the north bay mountains but for the most part we're going to see increasing sunshine as we head into the afternoon and decreasing clouds as we head into the evening. that means more fog for tomorrow morning. it won't stop us from warming up this weekend and next. a couple alerts this morning. let's see what's going on now with the commute. hi. a little foggy out there too. >> hi mike. it is so foggy. we still have an alert in effect in san raphael so that's what i want to bring you to. it's going to be hopping on the richmond san raphael bridge and

is partially responsible for his own death and asked to delay the trial. jury selection is set to resume today after two jurors were dismissed wednesday. opening statements are scheduled for march 29. he is charged with murder and manslaughter for pressing his knee against floyd's neck for eight minutes. the president is on leave. there's an investigation to his actions that may be inconsistent with established protocols and boundaries. the school's board of trustees put out a statement. they say the independence investigation is primarily about conversations that father kevin o'bryant had and notes that these happen in quote adult settings. the university will be serving as acting president. father o'brien officiated the mass for president joe biden. peloton is facing an accident involving a child and one of its products. the child died in an incident

involving a tread plus treadmill. peloton is warning customers to keep children away from its machines. it also urges users to take the safety key out of the tread and to hide it from children when not in use. the ceo wasn't specific about how this child died in this case. now to your morning money report sin mark is reopening more movie theaters in the bay area today after all of the counties moved into the red tier. officials say additional protocols including enhanced safety measures are in place. theaters reopening include century hill top 16 in richmond, walnut creek 14 and the black hawk in danville. standard tickets are available and you can also book the entire theater for a private showing. amazon is expanding healthcare service to all employees and even other companies nationwide. amazon cares which launched last year connects users via chat or video with medical professionals 24 hours a day. starting this summer amazon says all employees and other
