multiple reporters to stories about vaccine shortages that are happening in different parts of the bay area. in the south bay, kaiser permanente members are some of the most impacted by the latest round of cancellations, abc7 news reporter, chris, found ret are rescheduled. we will have his report in a moment. in san mateo county, the t al lotmhaenlf, ofis that related to plea shields management of the vaccine supply statewide? not every county is on board? >> stephanie is looking at that for us, she is in the newsroom tonight, what did you find out? >> reporter: learning more as the situatin continues to evolve. we did learn this week, the state pledged to direct blue shield to give some decision- making powers back to local cis better assess the vaccine dose allotments, but most of the bay area counties we have been talking to are still questioning what to do next.

deadline for all california counties, to fully transition to blue shield's n network, and only two bay vaioit counties have publicly announced their plans. santa clara county opting out, while sonoma county opting in. meaning blue shield has officially taken over distribution. the remaining seven other bay area counties still tell abc7 they are currently in discussions with the insurance giant, if they do, counties will be signing the memorandum of understanding or mo you. >> it is in the process of happening. úwe haven't yet sign the state, we expect to shortly. >> reporter: he says they are leaning towards opting in with blue shield, with hopes it will dose ofore clarity >> we need several weeks to plan for theserinope nsioatit week by week, it makes it very difficult. >> reporter: previously, san mateo county would administer

between 10 to 15,001st doses per week, now due to substantial supply cuts, that number is shrinking, the county only receiving 4001st doses per week. >> this number of first doses has been going down in the last couple weeks. >> reporter: the reduction is a result of the state committing 40% of all incoming doses to follow equity directives that are only prioritizing vulnerable communities. the governor confirmed today, bay area county should start to s, where we ase over the xtne wk can eliminate tearing so to speak, and make available vaccines to everybod ross the spectrum, because supply will exponentially increase. >> reporter: until that happens, mass vaccination sites at sfo e n teo coty in fairgrounds will only be administering second doses. e thispefrancisco county won't follow suit. doctor colfax is ill uncertain blue shield will make the process more efficient. >> i think the more we can cut out the bureaucracy and get more vaccine faster, that will be her choice. >> the governor says california should get 1.8 million doses

starting next week, and as far as when we wi signllificant impact from the supply increases, newsom says that is about three weeks away. stephanie, abc7 news. santa clara county officials have canceled thousands of covid-19vaccine appointment, dwindling supply from the state. there is growing concern that the situation might not improve for a few weeks. it appears kaiser permanente members are some of the most impacted by the latest round of cancellations. abc 7 news reporter, chris, has the story. has been equated to winning the lottery, but for those who end up having their appointments canceled beyond their control, feelings of dread and frustration seem to be the norm. >> there is probably no perfect way to do it. we have to do better than what we e doing now. sarah was days away from receiving her second dose through the santa clara county health system, but last night, she became one of the nearly 8700 who were told that their appointments were being transferred from the county to kaiser, due to the insufficient vaccine supply from the state.

ii am focused on teaching and giving my students the best i can give to them but now my mind is getting vaccinated. >> the county's allocation has gone down, as more vaccines are being directed to southern california, at the direction of the governor. >> the expectations were set at the state level that everybody who qualified and there just isn't enough vaccine to go around. >> a spokesperson for kaiser permanente released a statement, which read in part, we are identifying affected members and are reaching our starting today to confirm they will have access to the will have access to the vaccinations they expected. this will be followed providing instructions for the members how to schedule their appointments. no one got the email from kaiser this afternoon, but said the system wouldn't allow her to make a second appointment causing more uncertainty as she tries to be fully vaccinated beforers onreturninto

communities. the bay area healthy transit plan. a major shift today education, the cdc is saying that a distance of three feet is enough to keep teachers and students safe in the classroom, of the .sid inea that is certainly promising news for schools, and districts here in the bay area are cautiously optimistic, abc 7 , er r, epnneaortehar: schools pleasanton, recently reopened including middle and high schools, the hybrid mode, means some students are learning from home, online, while others are in the classrooproper protocols keeping a distance of six feet. this is the benefit of returning to in person learning. >> socializing is extremely important. she was really anxious to get back to school.

>> reporter: the cdc is now saying three feet apart, is just as safe. >> we have seen data demonstrating that this is safe, even in areas of high community spread. >> the cdc referenced three studies reporting that distancing of three feet between students showed no difference in the number of cases of covid-19mong students. but, the key, according to those studies, is that everyone must wear a mask, and take other preventative measures. schools are optimistic but are not ready to commit to the new three feet guidelines, when they start again in the fall. >> the guidance really will depend on what conditions are like, september. >> reporter: schools in oakland will reopen at the end of this month, any new requirements in the fall, will have to be negotiated between the school district and their labor unions. regardless of the cdc recommendations, the oakland education association already told us, they will demand the six feet distance requirement. >> while they may say it is

okay to be closer, we just you know, understand that we have multigenerational families at home, we talked many precautions as possible so as not to put students and families at risk. even with science leading this decision, some teachers are skeptical, last august, a udst foy does matter, kids are shorter, and their viral particles dropped to the floor, which means they can't spread upward toward the adults in the room. the county makes recommendations, but as we have seen, the districts and their labor partners can choose to follow them, or ignore them. earlier this week, the school superintendent celebrated getting all schools open for some form of in person learning. yone everway in sonoma county, back until the end of next month. parents are running out of patience, abc 7 news reporter, wayne, has their story. >> reporter: empty hoops, a

from the state, some testing sites are closing, or consolidating because of the la of however, as abc 7 news reporter, laura found experts say testing is still a vital part of fending off this deadly virus. once bustling with hundreds of cars, traffic at the pleasanton fairgrounds testing site has slowed to a trickle, so much so, that stanford health plans to close it on april 1. since april 2020, we have administered over 31,800 tests. with an average, 200 tests per day during peak months. as testing volume has decreased over the past two months, consolidating our covid-19 testing operation, to one location, allowing us to focus existing resources in livermore. the decline in demand for covid- 19 tests here mirrors a >> everybody is ready for coo tng reporter: according to testing in the u.s. dropped by 50% at just one month. from 2.2 million per day in day in february. 1 million per >> we are still looking at 12% of american being vaccinated

w is not the time to worry about testing. >> reporter: still some are wondering whether or when they should get a test. >> have you thought about getting a covid-19 test recently? >> no, i have not. i haven't been traveling, i don't have any reason to feel like i need to have a test. >> if you have been in contact with someone, if there is a reason to be screened, if you are traveling or if you have traveled and you want to, you know, you have been quarantined and you need to get out of quarantine, without serving the full 10 days, you can get tested at the seventh day. also sorts of things are important and they will remain important. >> reporter: by consolidating the testing here at their livermore sites, stanford health says they can better deploy and ramp up resources on the vaccine side. vaccines are here but the rollout is slow, which means testing can l ilbe lifesaver. laura anthony, abc 7 news.

asian american leaders, governor gavin newsom today denounced the recent rash of attacks against asian americans, the governor is vowing to address the wave of crimes and he expressed his dismay with what he has seen over the past several weeks.

>> it breaks your heart, it doesn't just break your heart, it actually infuriates you, i think all of us. the idea that people have to live in fear, because their race, their ethnicity, state lawmakers are pushing to -- pushing a bill and concerned that the shootings in georgia could lead to copycat incidents in the bay area as well. >> fighting for racial and social justice is a major part of building a better bay area, it is why we are investing time into stories like these. a bill proposed by setor,east revise the penal code, is getting a lot of attention. critics say it would essentially reclassify violent robberies, to misdemeanor petty theft. this has sparked outrage for members of the asian american community who say this is not their idea of justice. abc seven news anchor, dion, who has covered a number of riya -- robberies spoke with people on both sides of the

>> reporter: new video out of daily cities shows an older asian woman brutally knocked to the ground, and robbed thursday afternoon. during this wave of attacks on asian americans, there are concerns, if bill sb 82 passes, the offense and robbery cases like these reclassified as misdemeanors, which carries a maximum $1000 fine and one year behind bars. concerned citizens recently held a rally in oakland's chinatown in protest. i reached out to the senator of berkeley, who was championing the bill as part of a committee to revise penal code. she issued a statement to abc7 several weeks ago, saying the intent was so nonviolent cases of theft wouldn't be charged as violent felonies. her spokesperson friday, referred me to a video of her, along with senator scott of stanford's go. >> i have seen an enormous amount of inaccurate

information, about this bill. if you go up to a senior, and shove that senior to the ground, you have committed an assault against that senior, if you injure that senior, you can be charged with a felony. >> reporter: the asian american prosecutors association issued a statement, voicing their concerns over the bill. they cited my story of three men attacking and robbing an older asian man in san francisco. alameda county da, nancy, who has been a proponent of restorative justice for lower- level crimes, weighed in. >> it is a very big mistake in my opinion. so it wouldn't even qualify as great bodily injury. i don't think they understand that. that is a classic robbery where somebody is pushed to the ground or somebody is you know, grabbed and tussled. >> when asked about the laundromat case, senator skinner's office told me about

sb 82, elder abuse and assault would still be considered felonies. however, prosecutors tell me elder abuse and assault without a felony robbery significantly reduces prison time. a hearing on the bill is set for next month. in san francisco, dion, abc 7 news. now we do want you to know that dion's work will be part of a one hour and 2020 special tonight at murder in atlanta, about the aftermath of the atlanta shootings, this week and the overall issue of attacks against asian americans. that starts at 10:00 pm right here on abc7. president biden and vice president harris visited atlanta today and met with leaders of the asian american pacific islander community. the trip was originally going to be about the coronavirus relief bill, that changed with two states shooting that left eight people that. the president condemned the surge in attacks and once again said words have consequences. >> the conversations we had today with the leaders and that we are hearing all across the country is that hate and violence often hide in plain

>> this is abc 7 news. today, brings an end to our week of looking back and looking forward at the impact of the coronavirus on the bay area, and the year since the first case of covid-19 hit this country, or than half 1 million people have died from it, health and equities have surfaced, and there has been a great deal of racial reckoning as a result. news reporter, liz, spoke to community leaders who look back at how covid-19 impacted minorities and asked themselves , where do we go from here? >> reporter: these are some of the images from last year, half 1 million people lost their lives to covid-19. latinos and african-americans were disproportionally impacted by this virus. >> were you shocked to learn

the numbers and how proportionately this was impacting the community? >> never did i imagine that that first week would find the 95.5% of all the people that tested positive for from the latino community. >> reporter: asians are for targeted, simply for being asians. >> the anti-asian racism stuff is not new. it depends, whenever times get bad, then it comes out again. >> reporter: as we stayed home, protecting ourselves, from this virus, immunity leaders and activists point to racism, as the intangible virus that the pandemic enhancedand also the killing of george floyd was the tipping point for many. >> i would be lying if i said that the pandemic had nothing to do with how many people were at the time, months, everyone was just inside. >> reporter: to understand where we go from here, doctor

jennifer, in ethnic studies professor at east bay, beliefs lasting change will need to come from within these communities. >> we have to work together, otherwise our communities are going to continue to be overlooked. >> reporter: we are seeing this transformation now, in the midst of the pandemic, savior brown, reverend fong, and georgia, deterred their pain and love for their communities into fuel. >> i think that is a very unique moment in our history and we have an oprtity to truly bring equity to those communities that have been left behind. >> repoter: covid-19 highlighted the inequities the latino community had been facing. the reverend came out of retirement, after 30 years of service. >> norman, we are in your community, what do you see? >> i see a lot of history. this is our living room. all of the seniors used to hang out here. with no fear. now they can't.

>> reporter: the reverend continues to set meetings with ethnic groups, to find but say lack of education, that is playing a role in these attacks. >> on the one side, on a higher level, the black community, who get it, the latino community, the muslim leaders, they understand what the asians are going through. but, how do we get the youth you know, to understand that as well? because on the youth level, that is where a lot of the violence is tangki place. >> reporter: xavier brown and his friend, riley, mobilized 15,000 people to protest the death of george floyd and police brutality, today, he stands with the asian community. >> you know, my heart goes out to the asian community that is just being so unfairly discriminated, the work is

never done, we can always improve. you know, martin luther king and the black panthers and malcolm x., they did what they needed to do in their life span , so that we could improve on everything. >> reporter: he believes educating minorities on commonalities will be the key in changing stereotypes and ending racism. >> this is us, we are widening the circle of who encompasses and constitutes us. us meeting the african-american community, the asian community, the latinos, and everyone else as well. >> exactly, we are dismantling this false binary between us versus them and seeing that we cannot succeed, we cannot survive and thrive, until we come up with solutions

elevate all of our humanities. >> reporter: community leaders emphasized on what you and i can do every day, becoming an ally to those facing systemic racism, in our circles, workplaces, and communities, they say that individual work will make a difference. in san francisco, abc 7 news. and all week, we have been hearing reflections and predictions from the executive director of silicon valley's institute for the future, she says the topic we are tackling today influences everything else we have talked about this week, from health, to the economy. >> whether it is wealth and equality, health inequality, there is a huge racial difference, the yellow -- the wealth inequality is 10 times greater between white and black families. so, improving conditions of people who have been marginalized, improving the economic well-being

very difficult. the edd says about the call wait times and what many are actually making those calls say, can be two entirely different things. seven on your side, michael, is looking into that and joins us live. michael? >> at a recent media briefing, edd officials said the wait time for an edd call is now around 40 minutes. now, that would be a remarkable turnaround from where we were just a short while ago. but, here is the thing. there are two metrics to be measured here. time on hold, is just one of them. matthew, from san francisco, had an edd question, so he dialed the phone number. >> i was on hold for three hours, i got a message on the call saying that the center is closed now, so please call back again. >> calling, waiting, and never getting through is a common complaint. it is not the only gripe about the edd phone system. another is that the system hangs up on you, not long after you start your call.

>> we are unable to assist you at this time, please try again later. >> you just go through and you can't get through. >> seven on your side spot checked the system over the last couple of weeks, eight times we were disconnected, after a couple minutes. one call lasted more than 20 minutes, the one call that was answered, took less than a minute to get through. scott, is the state government reporter at cap radio in sacramento. >> at the beginning of the unemployment applications came through, there call response time, or their answering, was frankly pretty abysmal, it was 1% at times, less than 1% at times >> eventually, the edd hired more people, paid consultants tens of millions of dollars, and scott says it reported it had managed to answer about 10% of the incoming calls.

then, fraud concerns surfaced, and the answer rate dropped again. >> in recent weeks, it has improved a little bit, but still remaining under that 10% mark as of right now. >> so, why can't edd answer the phone, san francisco assembly member, david, still doesn't know why and he has been looking into the question for months. >> it has been a remarkable frustration, we have given to edd in the past year, the budget authority to hire over 5000 new staffers, who i had understood were being trained since the early part of this pandemic, so we are baffled as to why it is still taking so long for our constituents to get answers to their questions. >> reporter: i asked edd for an interview, that has not yet occurred, i will report back when i get some answers. now the best advice i can offer, is to just keep calling until you get through. and, if you have an online edd account, you can ask questions there. that is assuming you still have

finally denied a few thoughts about what really matters. a new season begins tomorrow, spring arrives, and brings with it that sense of renewal, and new beginnings. w need that. all this week, we have focused much of our reporting on the path forward as we begin to move beyond the grips of this pandemic. just as we begin to move past the terrible consequences of this virus on lives and livelihoods, atlanta, eight people killed by a gunman, six of them were asian americans. you're at home we have reported widely on the dramatic increase in the tax on asians in our communities. people have been killed, beaten, and terrorize. many in the asian community are scared to death, many are angry, and they should be. we all should be. it is disgusting, and cannot be tolerated, ever. this is not an asian american issue, just as black lives matter isn't just an african- american issue. this is a decent people everywhere issue. it is everyone's problem, and what really matters, is that
