building a better bay area for a safe and secure future, this is abc7 news. welcoming news on the vaccine front. governor newsom set a new timeline for when the covid vaccine is available to all californians, gets rid of the current tier system to get shots and millions of arms in a matter of weeks. good morning. we will have more on the details involving the governors timeline but first let's get a check on the weather with lisa argen. >> good morning. it is a chilly start with a lot of sunshine today anananananan

to spring. it arrived it to: 37 this morning. we are looking at areas much cooler this morning with temperatures dropping into that clear sky. we have that ridge of high pressure over the bay area with 37 in santa rosa, 40 in san jose and 40 downtown keeping us 4 to 14 degrees colder than yesterday. yesterday we had clouds that took a while to clear out. upper level wind out of the northwest. it will be breezy at the shoreline with the frost advisory at lakeport and clear lake with temperatures flirting at 32 degrees. 50s by noon, near 60 today. we will talk about the modest warming trend for sunday and more robust toward the middle of the week, in a few minutes. the san francisco school board vice president allison collins is accused of posting i racist tweets and called on to resign. it was a string of tweets from 2016 and she said asian

americans have used white supremacist thinking to assimilate and get ahead. the fellow board member tweeted a statement saying and part that the tweets left her shocked, dismayed and personally hurt by the remarks regarding asian-american students, parents and teachers. lamb is calling for collins to publicly apologize and resign from the board. a group of parents trying to recall collins and to other board members found the tweets and posted them online. the recall was issued after they voted to change the name of over 40 schools and the merit-based admissions to local high schools. allison collins did not respond to our call for comments. good news for millions of vaccination, available for all adults by mid april. part of our vaccine team spoke with the bay area experts if this is likely to happen.

>> reporter: the wait is almost over and in a matter of weeks this could be you. >> we anticipate within five and half weeks where we can eliminate all of the tier process. >> reporter: governor newsom announcing the tier system will disappear with the supplies increasing. >> we received 1.7 million last week for the entire week. >> reporter: nearly 24% of californians have received at least one dose of the vaccine and the doctor says this gets us closer to herd immunity. >> we need to probably have 75% or 80% of the population immune. >> reporter: but is it possible and is california equipped to provide vaccination for the entire population by the end of april? >> i hope that between the state and the counties that we

have developed the infrastructure and the plans to make that happen. that remains to be seen right now. the doctor is part of the state vaccine committee and says to accomplish the goal california needs to simplify accessibility. >> whether mobile clinics areclr bringing the vaccine to the people that need it, we have to have a broad approach to this. >> reporter: it is an aggressive goal but if accomplished california will be ahead with all adults eligible for the vaccine by april 1st. in the south bay the covid vaccine shortage has forced santa clara county to cancel thousands of appointmentsof appi county is concerned the situation may not improve for a couple of weeks and the allocation was cut after more vaccines were sent tosent toseno

california at the request of governor newsom. >> the expectations were set at the state level where everyone qualified would get a dose but there just isn't enough vaccine to go around. >> kaiser permanente members are among those impacted the most and they will send out instructions on how to reschedule the appointments. the prevaccination pop-up event comes to san francisco as part of an initiative to provide equitable access for members of the black community. the bent today's for public housing residents in the charo hills neighborhood taking place at 911 missouri streetmissouri t hours are 9:00 a.m. through 4:00 p.m. and given at no cost regardless of insurance. residents eligible include seniors over 65 years old, health care workers, educators, child care workers, and those in the food and agriculture industry. governor newsom signed a bill to extend the california emergency paid sick leave through september giving millions of workers up to two weeks of paid sick leave for

covid related reasons. however, the bill does not exempt businesses with 25 or fewer employees. the sutter health summit hospital in oakland is being fined $155,000 after the death of a nurse from covid-19 last year. our abc news reporter matt boone spoke with nurses on the front lines about their experience over the past year not only fighting the virus but pushing for their own protection. >> reporter: at the summit hospital in oakland the nurse remembers not thinking much about the mask and protective gear as the pandemic began. >> i don't think anybody foresaw we would not have enough ppe available. >> reporter: it became a defining issue at this hospital and across the country. at summit last july one of his colleagues died after contracting covid-19. >> at that time we were not allowed to wear a mask in the

hallway and only in the patient room so the patient kept running out of the room and nurses kept getting exposed. >> reporter: cal osha has issued citations to the hospital after the death revealed safety violations but even more distressing with the loss of their own was dealing with daily patient death. >> a lot of nurses have ptsd because they saw so many patients died. >> reporter: this nurse works in the er at san leandro, at a public hospital and said over the winter surge they were inundated daily. >> it led to a lot of stress and patients coming for. they were either sitting in the emergency room for an extremely long time because we were backed up. >> reporter: as the mother of a young daughter it also transformed her home life. >> i turned my entire garage into a decontamination center. i would come home and i had

spray everywhere. i would wipe down everything before i would walk into my house to touch my family. >> reporter: there are few silver linings from the nursing perspective but he'll said there is one. >> if ever this pandemic life comes again we will be prepared. the cdc is making a major change to get more kids back in the classrooms sooner. they issued new guidance on social distancing and our abc news reporter kate larsen spoke with doctors leading the charge here in california. >> reporter: over 800 california doctors and health care providers signing is any this letter to governor newsom and the doctor recommending a change in school distancing guidelines >> we asked a change from the 4 to sick mandate to the 3 foot recommendation. >> reporter: dr. noble helped to draft the letter and rules prevent many schools from

reopening due to space limitations. the letter and cdc recommendation to reduce the spacing from 6 feet to 3 feet is based on a study out of massachusetts following k-12 students and teachers. they found no difference in covid transmissions between schools using distance versus three feet of distance. >> the collateral damage from these policies is much worse than covid itself for our population of children. we know we can keep the teacher safe in the majority are now in the process of being vaccinated. >> reporter: many teachers unions are pushing back regardless of the cdc recommendations. the oakland association said they demand six feet of distance. >> while they say it is okay to be closer we understand we have multigenerational families at home so we want to take as many precautions as possible. >> they are wrapping themselves in the flag of equity and that is so bad.

this is the least equitable thing to do the kids. >> reporter: the disease specialist for kids also signed the letter. >> minority parents, black and brown families, they want their kids to go back to school. >> reporter: newsom said they would update school guidance distancing soon. this is the final date for oakland teachers to vote on the tentative agreement with the school district and they aim to have an estimated 13,000 students returned to classrooms in april. this requires the approval of the school board and union members. the group of oakland teachers stage a protest earlier this week calling the agreement reckless unless the staff, students and families are vaccinated. the school board will cast their vote on march 31st we check in with lisa very quickly. >> good morning. it is chilly with upper 30s and the north bay as we take a live look outside with good visibility so the ball is not a factor. we start the drying trend over the weekend even though

governor newsom is condemning the recent attacks against asian americans during a recent meeting with bay leaders and calling it out by's name. here is dan ashley with the words of the governor. >> hate, violence and bigotry, we call it out to demand ends. >> reporter: the governor's vowing to address the wave of crime against asian americans and expressing dismay over what he's seen over the last several

weeks. >> it breaks your heart and it actually infuriates i think all of us, the idea that people have to live in. because of their race or ethnicity. >> reporter: state lawmakers are pushing a bill to askto askk department of justice to track hate incidents across the state. >> it's important not to just address hate crimes but to track it and address it at root level hate incidents to stamp it out. >> reporter: there also concerned that the shooting in georgia could lead to copycat crimes in the bay area. >> we are very concerned. what happened in the atlanta area is a reminder that all of us are vulnerable at this time. >> part of building a better bay area is fighting for rafighg and social justice. we don't have all of the answers but we have a lot of resources to help you and defined your ally go to abc7news.com/take action . the seven-day test

positivity rate in california is holding steady atsteady atstt record low. the number getting tested is down and you can see the line clearly on this graph from the state. the testing site at the alameda county fairgrounds will be closed on april 1st and stanford health said the testing volume has decreased dramatically over the last two month and as a result a result focus existing resources in livermore. experts say that testing remains an important tool. >> remember we are still looking at 12% of americans being fully vaccinated main 88% of americans can still absently catch the coronavirus and spread it on to others. now was not the time to forget about testing we expect stamper said by consolidating testing they can better deploy and ramp up resources on the vaccine side. remote workers have enjoyed the benefit of not commuting during the pandemic the pandemi

look at monday with highs more in the upper 60s, more widespread. here come the 70s on tuesday and wednesday with those offshore winds. we still anticipate pretty good conditions with no issuesno isss the foreseeable future. we continue to dry out and we will watch that as the trends look very dry through the month. 60 in santa clara, 59 in sunnyvale with upper 50s in san mateo. pacifica in the low 50s, downtown. in the north bay we will see 61 in santa rosa, vallejo and napa. you should see over 30 inches of rain in santa rosa, way below average by about 41% of the average. the trend continues to the spring with 59 in hayward, 60 in fremont. inland we have low 60s and not

welcome back. for californians getting unemployment money is one of the biggest frustrations during the pandemic. getting through on the phone is very difficult and what edd says about the wait time and many making those calls, two entirely different stories. 7 on your side michael finney looks into. >> reporter: he had an edd question and dialed the phone number. >> i was on hold for three hours and got a message on the call saying that closed now and please call back again. >> reporter: calling, waiting and never getting through is a common complaint but not the only gripe about the edd phone system. another said the system hangs up on you not long after you

start the call. >> we are unable to assist you at this time. please try again later. >> you don't even get on hold. you go through the phone tree and i cannot get through. >> reporter: 7 on your side spot checked the system over the last couple of weeks and eight times we were disconnected after couple of minutes. one call lasted more than 20 minutes and that yeah that was answered, it took less than one minute to get through. the state government reporter in sacramento. >> at the beginning of the penny when the wave of unemployment applications can through the answering time was frankly pretty dismal, about 1% and at times less than 1% that they were answering the phones. >> reporter: eventually edd hard more people paying consultants tens of millions of dollars, and scott said they reported that they managed to answer about 10% of incoming calls. in the fraud concerns surfaced in the answering rate dropped

brutally knocked to the ground and robbed thursday afternoon. during the wave of attacks on asian americans there are concerns if the bill will pass, robbery cases like these without using deadly weapon or causing great bodily harm would be reclassified as misdemeanors. that carries a maximum of a $1000 fine and one year behind bars. concerned citizens recently held a rally in the chinatown in oakland in protest. i reached out to senator nancy skinner of berkeley champion the bill as part of a committee to revise the penal code. she issued a statement to abc7 several weeks ago said the intent is nonviolent cases of theft not being charged as felonies. her spokesperson friday referred me to a video of her and scott weiner of san francisco at a committee meeting earlier this week. >> i've seen an enormous amount of inaccurate information about this bill. if you go up to a seniora senior

shove that senior to the ground you have committed assault against that senior. if you injure that senior you could be charged with a felony. >> reporter: the asian american prosecutors association issued a statement voicing their concerns over the bill, citing my story of three men attacking and robbing an older asian man in san francisco. nancy o'malley has been a proponent of restored justice for lower-level crimes and weighing in. >> it is a mistake and would not even qualifies great bodily injury. i don't think they understand that. that is classic robbery where someone is pushed to the ground or someone is grabbed and tussled. >> reporter: when asked about the laundromat case, the senator skinner office said under 80 to the elder abuse and assault would still be considered felonies but prosecutors tell me that elder abuse and assault without

felony robbery significantly reduces prison time. the hearing on the bill is set for next month. in san francisco, diom lim, abc7 news. there has never been in san francisco to show solidarity with asians americans at portsmouth square and chinatown. organizers with the chinese progressive association call it a safe space to mourn the eight victims murdered in georgia, and to show support for those attacked in the bay area. anyone is welcome to attend and the event will be socially distant and family friendly. to the crisis at the southern border, hundreds of migrant children and teenagers are being held at the border patrol facilities for 10 days or longer, beyond the legal limit. abc news chief national correspondent has more. >> reporter: with border patrol facilities dangerous overcrowded, abc news learned

500 migrant children and teenagers has spent over 10 days in custody, well beyond the three day legal limit. many crossing like this 17-year- old and south texas says we are here searching for the american dream because in our country the violence is really bad. the homeland security secretary mac and bipartisan group of senators visited facilities here in el paso after acknowledging earlier this week the challenges ahead. >> the situation is undoubtedly difficult and we are working around the clock to manage it. >> reporter: bss bracing for surge of migrants not seen in 20 years with many going right over the wall. >> this is what's left of the rickety makeshift ladders that migrants used to get over the wall. >> reporter: most of the children in the overwhelmed order patrol facilities are forced to wait for days to transfer to the hhs shelters and texas governor greg abbott blasting that even though shelters were supposed to be designed for children.

>> we see very dangerous conditions these migrants are forced to be and whether it's lack of running water or exposure and spread of covid. >> reporter: they are deploying forces to the southern border to try to stem the flow of migrants crossing illegally. the mexican government says they're doing it primarily to try to protect the large number of children crossing into pepsico mexico and most are from central america. a major cruise liner setting selling time for the summer. where caribbean will resume cruises departing from bahamas in june and anyone under 18 must test negative for covid-19 in adults must be vaccinated. they have offered cruises to singapore and the cdc did not say when the cruises would resume in the u.s.. organizers of the
