string of tweets from 2016 and one she says was asian- americans using "white supremacists thinking to assimilate and get ahead." the fellow board member jenny lam treated tweeted that it left her shock and dismayed by the remarks. parents and teachers,and teache, calling for collins to publicly apologize at the board meeting and to resign from the board. a group of parents trying to recall collins and two other board members found the tweets and posted them online. the recall effort was organized after the board moved to change the names of 44 schools and the vote to end the merit-based admissions to high schools. allison collins did not respond to our calls for comment. welcomed news for millions of californians waiting to get a vaccination. governor newsom said the shots could be available to all adults by the end of april.

we spoke with bay area leaders to find out what this could look like. >> reporter: the wait is almost over. in a matter of weeks this could be you. >> we anticipate within five and half weeks that we can eliminate all of the tier process. >> reporter: governor newsom announced the tier system would disappear with the vaccine supply increasing. >> we received 1.7 million last week for the entire week. >> reporter: according to the cdc nearly 24% of californians have received at least one dose of the vaccine. dr. mark ghaly said this gets us closer to herd immunity. >> based on how transmissible the viruses we probably need to have 85% or 80% of the population immune. >> reporter: but is it possible and is california equipped to provide vaccinations for the entire population by the end of april? >> i hope that between the

state, blue shield and the counties that we have developed the infrastructure and the plans to make that happen. it remains to be seen right now. >> reporter: part of the state vaccine advisory committee, the doctor says in order to accomplish the goal california needs to simplify accessibility . >> whether mobile clinics or bringing the vaccine to the people that need it we will have to have a broader approach to this. >> reporter: it is an aggressive goal but if accomplish california would be head of the president biting goal for all to be eligible for the vaccine by april 1st. in the south bay the covid vaccines shortage forced santa clara county to cancel thousands of appointments. the county is concerned the situation may not improve for a few weeks. the allocation was cut after more vaccines were sent to

southern california >> the expectation was said at the state level that everybody that qualified would get it does but there just isn't enough of the vaccine to go around. >> it appears kaiser permanente members are among those impacted the most. they will send out instructions on how to reschedule appointments. a freak vaccination pop-up event is coming to san francisco as part of an initiative to provide equitable access to the vaccine for the black community and today the event is for public housing residents in the potrero hill neighborhood taking place at 23rd street from 9:00 a.m. for 4:00 p.m. vaccinations are given at no cost regardless of insurance and this includes seniors over 65 years old, health care workers, educators, child care workers, and those in the food and agriculture industry. governor newsom extending the pay emergency sickly through september to give millions of workers up to two weeks of paid sick leave for

covid reasons but that exempts businesses with 25 or fewer employees. the federal health summit hospital in oakland is fined $155,000 by cal osha after the death of a nurse from covid vaccine last year and we spoke with nurses on the front line about the experience over the past year, not only fighting the virus but pushing for their own protection. >> reporter: at the summit hospital in oakland nurse michael hill remembers not thinking much about the mask and protective gear as the pandemic began. >> i don't think anybody foresaw the fact we would not have enough vaccine available. that was a huge failure for the nurses and the patient. >> reporter: at summit lake july one of his colleagues, nurse janine pays ponder died after getting

house to touch my family. >> reporter: there are few silver linings from the nursing perspective but hill said there is one. >> if ever the pandemic like this comes again we will be prepared. >> reporter: in oakland, matt boone, abc7 news. the cdc making a change to get more children back in the classroom sooner by issuing new guidance on social distancing. kate larsen spoke to doctors leading the charge in california. >> reporter: over 800 california doctors and health care providers signed and sent a letter to governor dr. mark ghaly recommending new distancing guidelines. >> we asked to change from six foot mandate to three feet recommendation. >> reporter: she points out the six foot rule will prevent many schools from reopening due to the space limitation.

>> these rules are harming children. >> reporter: the letter and cdc new recommendation to reduce distancing from six feet to three feet inside classrooms with universal masking is based on a study out of massachusetts. it followed k-12 students and teachers and found no difference in transmission in schools versus three feet of distance and six feet of distance. >> the calamitycalamitycalamityy policies is much worse than covid itself for the population of children. we know we can keep the teachers safe. the majority are now in the process of being vaccinated. >> reporter: many teachers unions are pushing back. the oakland education association told abc7 they demand six feet distancing . >> they may say it's okay to be closer but we understand we have multigenerational families at home so we want to take as many precautions as poss >> they are wrapping themselves in a flag of equity which is so bad. this is the least equitable thing to do to the kids. >> reporter: the disease specialist also signed the letter. >> the minority parents, black

frustration during the pandemic. getting through to edd on phond can be very difficult. what the edd says about the call wait times and making the calls say can be two entirely different stories. 7 on your side michael finney looks into that. >> reporter: matthew is from san francisco and had an edd question. he dialed the phone number. >> i was on hold for three hours. i got a message on the saying that our closed, please call back again. >> reporter: calling, waiting and never getting through is a common complaint. that is not the only gripe about the edd phone system. another is that if the system hangs up on you, and that happens not long after you start the call. >> we are unable to assist you at this time. please try again later. >> you don't even get on hold. you just go through the phone ringing and cannot get through.

tuesday deadly rampage of three metro atlanta spas. >> hate can have no say for america. it must stop. this is on all of us together to make it stop. >> harm against anyone of us is a harm against all of us. >> reporter: and all eight victims were killed, six of them were asian women. among them was this korean immigrant, brandt, a 51-year- old single mother of two signs and a fundraiser already garnering over $2 million for the family. in a show of support the mourners paid their respects with flowers, letters and candles. >> reporter: do you believe this was a hate crime? >> yes, i think it was a hate crime against women and against asians. >> reporter: the murders have not been classified as a hate crime which is outraging many. >> in the history of this country there is a reluctance and inability, unwillingness to

admit to systemic racism. >> reporter: authorities say it is still early in the investigation. the newly released surveillance video appears to show the 21- year-old suspect, robert aaron long, walking into one of the spas were this first shooting took place and moments later the police were rushing in. >> everyone has the right to go to work, to go to school, to walk down the street and be safe. >> reporter: christineb sloan, abc news new york. fighting for racial and social justice is part of building a better bay area and why we are investing time into stories like these. the space senator proposing a bill with intent to revise the penal code and it's getting a lot of attention here. critics say that would reclassify violent robbery to misdemeanor petty theft meaning it would spark outrage at the members of the asian american

community. they say this is not their idea of justice. our abc news anchor diom lim that has covered a number of robberies targeting agent to spoke to both sides on the debate. >> reporter: this video shows the older asian woman rudely knocked to the ground and robbed thursday afternoon. during the wave of attacks on asian americans there is concern that if bill 82 passes, offense on robbery cases like these without the use of deadly weapon or causing bodily harm would be classified as a misdemeanor carrying a maximum of a $1000 fine and one year behind bars. concerned citizens recently held a rally in the oakland chinatown in protests. i reached out to skinner of berkeley, champion the bill as part of the committee to revise the penal code. she issued a statement

several weeks ago saying it was intended for nonviolent cases of theft that would not be charges violent felonies. her spokesperson friday referred me to a video per along with scott wiener of san francisco at committee earlier this week. >> i've seen an enormous amount of inaccurate information about this bill. if you go up to a senior and shove that senior to the ground you have committed an assault against that senior. if you injure that senijure thae could be charged with felony. >> reporter: the asian american prosecutors association issued a statement voicing their concerns over the bill. they cited my story of three men attacking and robbing of older asian or asian-ian or man in san francisco. >> this is a very big mistake in my opinion.my opinion.my opi. it would not even qualify as grave bodily injury and i don't think they understand that. that is a classic robbery where somebody is pushed to the ground or somebody is grabbed and tussled. >> reporter: when asked

the law case, senator skinner's office said that under bill 82 the elder abuse assault would still be considered a felony. however prosecutors tell me elder abuse and assault without felony robbery significantly reduces the prison time. the hearing on the bill is set for next month. in san francisco,san francisco,n abc7 news. the community is invited to attend an event in san francisco to show solidarity with asian americans at portsmouth square. they call it a safe space to mourn the eight victims that were murdered in georgia, and show support for those attacked in the bay area. any ally is welcome to attend. event will be socially distant and family-friendly. at the border hundreds of migrant children and teenagers held at the facilities 10 days or longer, beyond the legal limit. our abc news national

border patrol facilities are forced to wait for days to transfer to the hhs shelters. texas governor greg abbott blasting, saying even though shelters were supposed to be designed for children. >> we see veveveve conditions that these migrants are forced to be and whether it is lack of running water, or exposure and spread of covid. >> reporter: texas authorities are deploying sources to the southern border to try to stem the flow of migrants crossing illegally. the mexican government says they're doing it primarily to try to protect the large number of children crossing into mexico, most of them from central america. abc news, el paso. the major cruise liner set sales in time for summer with royal caribbean planning toplano depart from the bahamas in june. adult passengers must be fully vaccinated, and anyone under 18 must test negative royal caribbean has been offering trips from singapore since last year and avoided outbreaks completely.

the cdc is not said could resume in the u.s. tokyo olympics have decided to banned spectators from overseas at the games this summer. it was just announced this morning. japanese leaders are concerned because the vaccine rolloutvacc over there has been slow. the olympics have been delayed a year due to the pandemic and now rescheduled for july. the international olympic committee is encouraging countries to secure vaccinations for the athletes. the recall governor newsom on the verge of qualifying for the ballot with 1.2 million signatures counted so far. far.. 1.5 million signatures are needed to put the issue on the ballot. officials have until april 29 to verify the signatures. even if there are enough to qualify governor newsom would get six weeks to try to persuade voters to withdraw their support. if that does not happen californians could vote come november. public safety that does not involve the police and the city of oakland is making changes to

with badges and guns. >> a large number of 911 calls that get sent to the police involve nonviolent manners and matters better handled by those trained in expertise on mental health. >> reporter: the ocon city council voted unanimously monday night to move forward with the civilian crisis response pilot program called macro, standing for mobile assistance community responders of oakland. medical health experts and emt from alameda county will be contracted and the program is run by the oakland fire department using the existing 911 dispatch system. that frees the police up to respond to emergency 911 calls and potentially less time to make the calls. they have already seen the work in action and launching a community led program last summer, mental health first, offering free mental health
