right now on "america this morning," supermarket rampage. >> we just kept running, and there was a guy laying out in the street. >> a gunman opens fire on shoppers and police in boulder, colorado. >> the shooter is inside. he just shot at us twice. >> at least ten people are dead. >> what we're learning about the victims, the survivors and the suspect and a closer look at violence in america as we emerge from coronavirus lockdowns. the white house considers a massive $3 trillion plan to boost the economy from roads and bridges to free community college. what the historic plan could mean for america and who would pay for it. mexico vows to help stop the flow of migrants traveling from central america to the u.s. but this morning we'll see what our reporter found on the road in mexico. plus, pandemic pounds.

the toll quarantines have taken on american waistlines. caught on camera, a massive dust storm as severe weather slams texas. and later high-tech tattoo, people who fear regretting their decision to getting inked up have a new option. and on this somber tuesday morning once again the nation is mourning the victims of a mass shooting. this time in boulder, colorado. >> less than one week after a gunman targeted spa workers in georgia, a shooter opened fire at a supermarket in colorado. >> among the ten people killed was a police officer who was also a father of seven. fellow officers paid tribute during a procession as his body was transported from the scene last night. >> we'll hear from his sister in a moment, but first what we're learning from investigators. >> there's a shooter, active shooter. get away. >> reporter: this morning witnesses are describing the moments the shooting rampage began at the king soopers supermarket.

>> i probably heard 30 shots. it was just pop, pop, pop, pop. >> we just kept running, and there was a guy laying out in the street. >> reporter: police confirming late last night that ten people are dead including boulder police officer eric talley. police vehicles holding a procession overnight escorting officer talley's body from the scene. the 51-year-old had been an officer with the department since 2010. >> officer talley responded to the scene, was the first on the scene, and he was fatally shot. >> reporter: the chaos began around 2:30 p.m. when a gunman armed with a rifle started shooting in the parking lot. police and s.w.a.t. teams rushed to the scene. >> shooter is inside. he just shot at us twice. >> reporter: the shooter opening fire on the officers making his way into the store where shoppers and employees huddled inside a storage room. >> i was just checking out at the self-checkout on i think the south side of the store, and all of a sudden i started hearing

shots, and glass broke above my head, so i turned to run, and there was a lady laying down next to me. >> reporter: witnesses say the grocery store was more crowded than a typical monday because of looming bad weather, and the pharmacy was filled with people waiting for covid vaccines. >> my grandchildren and my son-in-law walked into the pharmacy for him to get a covid-19 shot, and the shooter came in, shot the woman in front of them. >> reporter: as shots rang out store employees directed customers to the back where they could safely exit. >> we were like sitting ducks, you know, and that's one thing that -- i'm reliving it. i'm looking at it in my head. >> reporter: officers tried to communicate with the shooter barricaded inside and used a bucket truck to get a better view as thousands of people watched this live stream posted by zfg video as it all unfolded. >> the entire building is surrounded. you need to surrender. >> reporter: about one hour later police escorted this man from the store shirtless and

bleeding down his leg, apparently in handcuffs being led to a stretcher. authorities have not called him the suspect or released a possible motive in the shooting. >> one is that it has some sort of philosophical, ethnic, white supremacist, islamic, extremist overlay to it, so if you eliminate that for a second and think about what are the other possibilities is that it's workplace violence, that he used to work there and he's mad, or it's personal. he went in there, an estranged girlfriend, a domestic dispute hours before. >> reporter: store customers who escaped the rampage say they never imagined it could happen in boulder. >> in boulder it feels like a bubble, and the bubble burst. it doesn't feel like there's anywhere safe anymore sometimes so -- and this feels like the safest spot in america, and i just nearly got killed for getting a soda, you know, and a bag of chips. >> as we mentioned, the officer killed in the shooting was a

father of seven. his sister tweeted this overnight saying, quote, officer eric talley is my big brother. he died today in the boulder shooting. my heart is broken. i cannot explain how beautiful he was and what a devastating loss this is to so many. fly high, my sweet brother. you always wanted to be a pilot. soar. we'll have more on the investigation later this half hour. >> so tragic. all right, we turn now to the other story breaking overnight, the white house is putting together a massive $3 trillion spending plan aimed at boosting the economy. the money would be used to rebuild highways and bridges and also pay for education programs. abc's faith abubey is in washington with the latest details on this one. faith, good morning. >> reporter: hey, good morning to you, kenneth. this is the next big priority for the white house after that massive $1.9 trillion covid relief package passed in congress earlier this month, and now white house officials are getting ready to present president biden with this combined $3 trillion in spending. some of it will be for infrastructure like roads, airports, schools and clean

energy programs. the other funding will be for a series of other domestic priorities, which could include everything from universal pre-kindergarten to free community college to a national paid leave program and it's all under this umbrella of the president's build back better program, which you might remember he discussed on the campaign trail to rebuild after this pandemic, and because the size and the scope of this plan will be historic, administration officials are expected to divide the proposal into two separate bills, and sources are telling us they're insisting that we're in the early stages of this plan, which will face fierce opposition among republicans on capitol hill. the white house wants to pay for it with tax increases on corporations and the wealthy. the question this morning, whether democrats will be able to move it through the house and the senate all on their own as they did with the covid relief package. of course, we'll be watching as that plays out here on capitol hill kenneth. >> faith there in washington,

thank you. turning now to the pandemic, health officials are growing more concerned about a new surge in coronavirus cases. overnight germany reversed course and imposed a strict new lockdown through easter. back in this country, 21 states are seeing cases rise. some states like new jersey are pausing their re-opening plans. the cdc is pleading with americans to avoid traveling. >> the continued relaxation of prevention measures while concerning variants are spreading rapidly throughout the united states is a serious threat to the progress we have made as a nation. >> meanwhile, we're learning more about the so-called long haulers who suffer covid symptoms for months. most experience neurological symptoms, which include strange dreams and visions. we have new video of more migrants heading towards the united states as the white house rejects critics who call it a border crisis. the biden administration officials insist they have a plan to address it. this morning it appears mexico's plan to beef up security at the border is off to a slow start.

the mexican government insists it's boosting efforts along its border with guatemala to slow the tide of central american migrants heading toward the u.s. but abc's marcus moore, who is on mexico's southern border, reports migrants arrived from guatemala by the boatload monday before getting into a waiting fleet of taxis. >> this is the river that separates southern mexico from northern guatemala. authorities have said that they were going to step up patrols and enforcement. i haven't seen that here. >> reporter: meanwhile, the hite house is under pressure over conditions at border facilities in the u.s. some filled well over capacity. the administration is not allowing journalists in, but these pictures released by congressman henry cuellar shows one tent facility severely overcrowded. >> the administration has all the good intentions. they want to treat the kids in a human way, very different from president trump. what president trump did, that was wrong, but in trying to do this, their good intentions

are being overwhelmed by numbers. >> reporter: the san diego convention center is now preparing to house unaccompanied migrant children just like the dallas convention center as the number of children in federal custody without a parent swells to more than 15,000. unlike former president trump the biden administration is not sending unaccompanied minors back across the border alone. critics argue that policy change caused this current surge at the border. the white house refuses to call it a crisis suggesting the real crisis is what's happening in the migrants' home countries. >> children presenting at our border who are fleeing violence, fleeing prosecution, fleeing terrible situations is not a crisis. >> reporter: the white house says it's now broadcasting thousands of radio ads in countries migrants are coming from urging them not to come to the u.s. white house officials also plan to visit those countries to discuss the root causes of the problem including the drug trade and lack of economic opportunity. all right. time now for a look at your tuesday weather.

a possible tornado caused this damage north of austin, texas. at least two buildings were destroyed. several others were damaged. people around lubbock, texas, experienced this dust storm monday, which turned the sky orange. some areas saw hail and 70-mile-per-hour winds. looking at the radar, rain is expected today from the upper midwest to the gulf coast. three inches of rain are possible in the ohio valley and possible tornadoes on the gulf coast. 43 degrees in denver today. warm in the northeast. 50s in the plains. coming up, the nfl quarterback facing even more sexual misconduct allegations. also ahead, the terrifying crash on the ski slopes, a chairlift dropped sending a family plunging to the ground. we'll hear from a witness. and why harry and meghan are clarifying something they told oprah.

back now with a massive fire at this assisted living facility north of new york city. the building has collapsed. several injuries reported including a firefighter. no word on the cause. we're learning more about an accident involving a ski lift in pennsylvania, which sent a family plummeting to the ground. it's the third recent scare involving a chairlift. here's abc's megan tevrizian. >> reporter: this morning a terrifying ordeal for a father and two children after their chair detached from a ski lift in pennsylvania. a witness says the lift at camelback resort in the poconos made a sudden stop then the chair started swaying. >> their chair started really going bad, and it went up almost vertical. it gets me every time. >> reporter: doug mackey describing the scene to our philadelphia station. he was supposed to be on that chair but allowed the family to

go ahead of him. he later watched them plummet 15 feet to the ground. >> the chair fell. i saw the dad reach for his kids and just grab his kids as they fell this way. >> reporter: the father and two children were immediately rushed to the hospital. camelback resort now investigating the incident saying, the health and safety of our guests and associates is and remains our number one priority. it comes on the heels of two recent close calls involving chairlifts at other resorts. >> it's okay. >> reporter: in maine an 8-year-old girl fell 25 feet off this chairlift. her mother says her daughter never got onto the lift properly. >> i just grabbed her and tried to keep pulling her, and so it was just like, all of a sudden, you're like, oh, no, no, no. >> hang on, buddy. just about there. >> reporter: and in canada this video showed a 12-year-old snowboarder dangling off a chairlift climbing a mountain.

>> keep on going. don't stop. go. >> reporter: he says he slipped off the chair after raising the safety bar too early. as for the dad and two kids in pennsylvania, still no word on the extent of their injuries an. kenneth, mona. >> meghan, thank you. nfl quarterback deshaun watson is facing 14 lawsuits from women claiming sexual assault or inappropriate conduct. six of those suits were filed yesterday. one claims an assault this month. watson denies any wrongdoing. an olympic hopeful from el salvador is dead after being hit by lightning. 22-year-old surfer katherine diaz was struck while practicing and she was hoping to surf in this summer's games. prince harry and meghan markle are clarifying something said during that interview with oprah. meghan said they secretly got married three days before their royal wedding in 2018, but a spokesperson now acknowledges those vows were not legal. something personal between the two. coming up, a new incentive to get the covid vaccine. but first we talk to two experts about the shooting

developments coming out of colorado as we speak. i want to know, what are your initial thoughts on what you're seeing in boulder? >> it is a fluid and active scene. things are changing extremely rapidly. what we're hearing as far as we know is ten people were killed. doesn't seem there's any other injuries besides the shooter or the suspect, i should say. you know, but right now i think everybody is trying to still process what's going on. >> typically in other shootings that might be similar, the shooter clearly has a motive. either the store is an issue, the people that shop at the store are an issue, he got fired from the store, he has an issue with them, or it's personal. i don't think this is a robbery that went bad. it does not have the elements. a robber is typically not going to shoot this many people. >> and what's the difficulty, do you believe, in responding to a scene like this given it is a supermarket? >> when you think of a supermarket in terms of all the different aisles there's a lot

of tactical disadvantage for law enforcement coming in. a lot of corners they have to check around, a lot of different spaces where people, either survivors or potential threats could be hiding. >> it's ad enough going into a house. i've done that a number of times, and you can still get shot if the person is intent on shooting you, but a store like this, the shooter could be 50 feet from the front door, and you wouldn't see them when you walked in. >> this is the second mass shooting in one week after the atlanta area spa shootings that we saw last tuesday. what are your thoughts on whether could this be related or do you spot any potential patterns perhaps? >> mass shootings do have a copycat effect, and the reason why is there are x number of people out there that have thought about committing a mass shooting, and so when we have one, it sort of comes to the forefront of their mind, well, this guy pulled it off. i bet i can do it and i can do it better so 24e8's use it as a
