there. we are starting off with the breezes in the hills, 30-40 miles per hour. for most of us it has not translated to where we live except for along the coast and up around santa rosa where we are up from 15 to 26 miles hour. this will bring us sunshine and temperatures above average, mid- 60s along the coast with the rest of us flirting to near 70 this afternoon. it will get even warmer tomorrow. not as warm as this weekend. i will show you that >> we will get to the latest in the deadly mass shooting at the boulder colorado supermarket. it is the second mass shooting in this country in less than a week. >> reporter: detectives are refusing to speculate on a motive saying that there investigation is beginning. the gunman is in custody and receiving medical treatment. police expect to give an update at 7:30 our time this morning.

overnight, video shows a procession for police officer eric talley, a father of seven with the department since 2010. he was the first officer on the scene. one of 10 people killed at the king soopers grocery store yesterday. the gunman started firing in the parking lot before going inside with a rifle. one survivor spoke to gma this morning about escaping with her son. >> when we had gotten out of the store, there were people laying in the street. i tried to run for them. my son pulled me back and said that we had to get away. i just tried to focus on my son. >> reporter: the shooter has not been identified as of this morning. helicopter video shows police taking a blood he shirtless man out of the store in handcuffs. we expected update at 7:30. abc news will air it live as a special report. you can watch it here on abc 7

and on our streaming apps, roku, apple tv, fire tv and android tv. happening today, oakland community leaders are holding a visual for last week deadly shooting. they sent out this tweet the vigil start that 5:30 tonight at madison park. last tuesday a white gunman shot and killed eight people, six were women of asian descent at three different atlanta area spots. before that, it was a year since the u. s. saw a mass shooting. new questions about the safety of astrazeneca's covid- 19 vaccine. federal officials say that the company's trial may have relied on outdated information. that could give an incomplete that could giew of the efficacy shot. the highly unusual statemen from the national institute of biology and infectious diseases came less than a year after astrazeneca said that there vaccine is 79% effective in preventing prevention and 100% effective in preventing severe disease and hospitalization.

several european countries briefly halted the use over concerns that it caused blood clots. the u. s. trial found no increased risk for serious side effects. astrazeneca plans to ask the fda for emergency authorization nxt month. if everything goes according to plan, state health officials will allow three bay area counties to move into the next tier of reopening. san francisco, and san mateo counties will join the orange tier. >> reporter: orange tier means that businesses could open up a little bit more than when they were in red tier . restaurants, gyms. they can fill up to 25% of their capacity in the orange tier. restaurants can fill up half of their dining rooms in the orange tier.

there update is set for 11:00 this morning. the san francisco unified school district may have no choice in reopening. a local judge says he will decide within a week or so to issue a preliminary court order to force in person learning as soon as possible. that came as part of an ongoing lawsuit arguing the district is stopping students right to attend public school. april 12th is the current target date to phase back elementary schools. no time yet for middle and high schools. deer valley high school in antioch will be decided tomorrow if they will move to a hybrid, in person model. this came as the school held a special operation for students excelling on online learning. >> more than 700 deer valley students made the honor roll with a gpa of 3.0 or better. 2/3 of the student body are

black or hispanic and many from disadvantage backgrounds. >> i have done better at home than at school. >> why do you think that is? when i am in school i did not pay attention. now i have time to do it myself. if i can go through a pandemic, i can go through anything. >> online learning has not been easy for everyone. this year's honor roll has 200 fewer students than last year. santa clara county is starting to schedule vaccine appointment for kaiser patients who were bumped because there was not enough supply. kaiser blames the county for mismanaging the vaccine allocation. they filed a federal complaint accusing the county of violating cdc rules. the county says that is just not true. the back-and-forth is playing out, more than 7500 kaiser members were left in limbo. now, they are being confirmed for a second shot. it was like a weight was lifted off of my shoulders. one less thing i have to stress

stop it. >> reporter: san francisco is exploring a similar program. kate larson, abc 7 news. >> we're going to talk life to the mayor at 11:30. and illinois city started the first of a kind program to pay black cici they will distribute $400,000 to eligible black households. each household will receive $25,000 for home repairs or down payment on property. tax revenue from recreational marijuana will pay for the program. lawmakers hope this becomes a national model. several volunteers spent the last year of the pandemic collecting data released by health agencies and the white house. it is called the cobra tracing project. the group was made up of 900 people, most in their 20s, working remotely across the country. abc news focused on the bay area volunteers.
