progress is being made in reducing pandemic restrictions. it is affecting one third of the bay area. our most iconic county and a part of the north bay are advancing to the next stage of reopening. a week after san mateo county became the first to move to the orange tier it is being joined by three more counties san francisco, rent marin and santa clara. the rest remain in the red tier. what is the difference between orange and red?and red?and red?? >> indoor entertainment centers like bowling alleys can reopen for the first time indoor swimming pools are allowed to open at places like gyms hotels. >> bars can provide outside service without having to serve food. wineries, breweries and distilleries can welcome customers inside. after a year of remote work, employees are allowed back into the office. >> that news has london breed

area. >> the san francisco board of education is meeting right now in the midst of a controversy surrounding commissioner allison collins. she is being criticized for posting an array of disparaging tweets toward the asian american community. the public is expected to weigh in. we have some new information and we are in the newsroom with that. the public was allowed to speak. 20 minutes for those asking collins to resign and of course 20 minutes for those who support her. after that session, commissioner collins did offer her apologies. i have to say i think people who spoke today on both sides of the aisle agree this issue has become a huge distraction for the board at a time when there is so much work to be done including reopening schools. several sources have confirmed shortly after donald trump won the presidential election in 2016, a group of asian-american students in the afterschool program at san francisco middle school began taunting a

student. allison collins was a parent and not a member of the school board. those sources tell us she was outraged posting the now well- known controversy all 2016 tweets. "my mixed-race black daughter heard a voice teasing a latino about trump. it was also about mexicans and the . the boys were asian american. she later tweeted where are the vocal american speaking against trump. don't asian americans know they are on his list as well?" amos brown said that alone should not be reason to ask commissioner collins to resign. >> she felt pain! the same as asians have felt pain. >> brown made those comments at a rally where a member of the san francisco democratic party said collins should step down. >> i am offering a resolution coming forward to call for vice president allison collins removal or her resignation from the san francisco school board. >> the then principal of

francisco middle school, patricia teal, told us the school addressed the issue of racism and bullying but collins was relentless. eventually, the principal's contract was not renewed. she told me it could have been anybody. she built her campaign on my back. >> it is like cultural. some staff members told abc 7 that she is known for being brash at school board meetings. last april she put the deputy superintendent in an embarrassing position by asking who in the district was the highest-paid employee knowing it is the superintendence. the board also sets his salary. >> what is the salary? what is the amount of money we are talking about? >> so, i may ask dr. matthews if he wishes me to proceed. >> 325,000. >> 325,000. that is at the very top, right? >> yes. >> we are not saying collins will step down but if she does, it will be

more pigeons eating lunch in union square then people. looked on every street around the square. with the clothes stores and boarded-up storefronts. they have lined up they have lined up the blocks. >> going into the pandemic had a lot of discussions about the future of brick-and-mortar retail. we see it all through here whether it is big department stores or specialty stores. saks fifth avenue and all of these. if they were going to continue on with the competition of the internet, what has the pandemic done for these stories? >> the pandemic has been awful for these stores. you need bodies. you need customers when they can't go outside and they are under government mandates shut down. and has been devastating. >> what has that done to the retail market? >> what it has done to the retail market is it has taken brick-and-mortar sales to a grinding halt. it is at zero. if you look at any business that is effectively shut down and out of business

disaster. >> disaster is how you could describe powell street. it is one of the city's biggest tourist attractions. at least, it used to be. the cable car runs down this is street. in a normal year, 26 million tourists mingle with shoppers in the financial district. mst of the businesses the cable cars roll past have come to a screeching halt. h&m gone. the gap, gone. >> what does that do to a downtown city core like san francisco's if you -- if you start seeing boarded- up stores. >> for all of the city centers, not just san francisco it has become a very quiet area. it affects everybody. >> what is the domino effect? >> the domino effect is that without customers there is no sales. no sales, tenants struggle to pay rents. there is more than just that. it is the fabric.

retail in the restaurants are the dna of every city. when it is very quiet and shutdown you lose the vibrancy. >> not olive union squares issues can be blamed on the pandemic. even before the virus construction made it hard for cars to get around. it also reduced foot traffic to stores. the city's homeless made it uncomfortable for locals and tourists alike and the rise of online shopping made brick-and- mortar locations less appealing. the has been a rise in crime in the neighborhood as well. >> we have retail space empty there. we have retail space empty there. we have this placethis placethip boarded-up. there has been a lot of problems with thefts and break- ins in the last couple of months. how does that play in? >> we have had a huge huge step back. people are breaking in. there breaking in all of the time. in some cases the police will

not even come very quickly. it is something we struggled with. this is our sacred our sacred francisco. all the tourists come here. this is our livelihood for retail. it really needs to be the most protected part of the city in my opinion for the commercial district. any little thing should have full-blown attention and be fixed immediately so we don't have these problems. >> retailers do not want to return to the old normal. they want a new normal. they want when with clean streets, police patrols and financial support to keep businesses open. >> do you think this area has been neglected by the city? >> i wouldn't call it out as neglected. i know lot of other cities are having the same issues.

it is something that needs to be made top priority. if you want recovery you needs to go out of your way and above and beyond like some other cities have done. they have recognized that it is a revenue. you want to come visit our beautiful city and see it like this? >> this is what josh's tailoring and design looks over.'s business has been there for 40 years. and has seen san francisco boom and it has seen it go bust. >> the owner been vaccinated and felt comfortable taking off our masks for a talk. >> you do custom tailoring and alterations and a lot of your clients are lawyers, financiers, and people that work in downtown. how has the pandemic affected you? >> it affected us like everybody else. our business is slow. we do have a lot of great followers for so many years.

land lease because we have been around for over 20 years. we have a restaurant every other block. there are so many people serve. >> how many now? >> right now we only have one restaurant open in the financial district. >> this is the one open at the galleria. we are glad we have this open. we want to open the rest of them. >> what do you need to open them? >> we need people. we need people in the financial district. >> for a business built to cater for downtown, they were be what would happen if all of the people that used to fill the towers don't come back. >> what happens if the crowd doesn't come back in the numbers? >> we are really concerned office workers will not come back in anywhere near the nmbers we had beforehad beforehe that is a big problem. it is a big problem for the energy of san francisco, the vibrancy of downtown. there are a lot of businesses, a lot of small family-owned businesses a downtown that i don't know how they are going to be able to survive. >> what is the solution?

the owner of our lunch chain says what we need is a level of civic pride and to downtown. in other words, rather than the ceos of these tech and financial firms saying it is okay for people to work away for a couple of days a week he needs the reverse to happen. for the big businesses to say no we want everyone coming back as often as possible. get back into the offices. to get back into the money flow. that is the will survive this economic crisis. the question is whether those ceos will listen. >> you and whether that happens. let's go back. retail as we know and as you have discussed with the struggling before the pandemic in a lot of ways. what could they do to feel all of those buildings? >> when option is putting housing or hotels on the upper floors. in other words he would have the retail and stores on the ground floor and then have housing. it may be a nice place to have a condo if you are overlooking something as picturesque as
