controversy and impassioned public comment embroiling the san francisco unified school district tonight. good evening. abc 7 news reporter kate larson has more on tonight's school board meeting filled with tension and emotion. >> i would like to reemphasize my sincere and heartfelt apologies. >> reporter: allison collins did not mention the asian american community in her one minute statement to the school board and 1,000 listening parents and students. >> i am engaging with my colleagues and working with community for the good of all children in our district. and especially black children who are often left behind. >> reporter: calls for her to resign have intensified after tweets she wrote in 2016 before elected to the school board surfaced. stereo typed language and slurs to describe the asian american community collins said they were taken out of context. the commissioners called for her to step down. >> i am not alone when i say i

a decision is not expected this evening. help is coming to low income families in oakland. later this spring residents living below the poverty line can be part of a lottery-style guaranteed income program. 600 of the applicants will be randomly selected to receive $500 a month for 18 months. >> the majority of people who are struggling in poverty are working, are trying to do better. what we hope it will help them to sustain it long-term. >> the city is targets low income families specifically people of color. the recipients can be employed or unemployed and it is all financed by private donors. a similar program was approve inside marin county today as well. we are now learning much more about the 10 people shot and killed at this super market in boulder, colorado, i'm marcy gonzalez with the latest on the investigation and what law enforcement is now sharing about the suspect, coming up. traffic snarled for hours

>> reporter: the magnitude of the loss here in boulder setting in. 10 people shot and killed at this grocery store. among them 25-year-old rikki olds, 25, also denny stong. suzanne fountain and jody waters and a police officer eric talley. >> my son gave his wife to save people. he gave it all. and then he still continues. >> reporter: he was the first to respond to the chaos unfolding monday afternoon here at the king soopers. the gunman described as relentless as he started shooting in the parking lot and made his way inside. >> he went in the store. >> right down there. >> oh, my god. guys, we got people down inside of king soopers. [gunfire] >> there is an active shooter, get away. >> the police say that shooter

was 21ahmad al alivi alissa, seen here bleeding after being shot in the leg. >> he has been charged with 10 counts of first-degree murder. >> he came to this country when he was three had prior convictions for assault in 2017 and 2018. investigators say nothing explains why he did this. they are scouring social media posts and investigating if alissa suffer friday mental health issues, his brother telling the daily beast he believed he was paranoid. >> reporter: we are told the suspect bought an ar-style weapon a week ago. he had two guns with him during the attack here and after he finally surrendered here at the store investigators say he refused to answer any of their questions. instead, asking to speak to his mother. marcy gonzalez, abc news, boulder, colorado. and one of the

lynn murry was at king soopers working as an instashopper. we reached out to the shopper's family to offer our support resources during this unimaginably difficult time. in the north bay a report of a woman with a gun led to a lockdown at the veterans home. they spent three hours searching for her. highway patrol confirms there was no threat and the only witness was the person who called it in. three years ago a gunman entered the property and killed three people before turning the gun on himself. a bizarre incident ended with the police having to climb into a dump truck on highway 101 near the highway 92 interchange to arrest a man. a viewer shared video of this man standing on top of some sort of pile in the back of the truck. the police surrounded the truck ask it appeared he was going to give up. he then started throwing out what looks like gravel or asphalt at the officers.

they then move inside and took the man into custody. a member of the royal family is taking on a new role and right here in the bay area. prince harry was just named the new chief impact officer for san francisco bay start up. abc 7 news reporter learns that harry is focusing on advocacy and awareness for mental health. >> reporter: he stepped down from being a working member of the royal family. now prince harry is taking on a role at "better up" the san francisco-based start up, he will push the importance of mental fitness and human potential. >> we really do need a lot of help on the mental health front. we have a mental health tsunami going on right now. >> reporter: college professor and licensed psychiatrist pointing to the pandemic ongoing political divisiveness and racism and violence, services are needed and those seeking help may be drawn by harry's celebrity. >> wherever you have someone
