very active seen on highway 84 near the fremont and newark border. the chp has taken over the investigation of the shooting near arden wood boulevard involving a police officer. >> we have morean, ve u learned >> reporter: details are still coming in very slowly at this hour. we know that it is a shooting involving an officer. it happened just before 3:00 this afternoon. it is still very active and i want to toss it up to a live look at the scene from overhead. you can see it is a very large seeing as well. we did see what appeared to be a body back on the roadway but there has been no clarification or confirmation from chp about any death. they are the investigative agency. there is still a very heavy police presence. this is eastbound 84. on our

way here we noticed that they are shut down and that is still the case. one lane traveling westbound has opened up. the police are only saying that this is a very active seen. major roadways have been closed. they are continuing to ask people to avoid the area. on our way here we saw a couple standing outside of their white sedan. the sedan did have some fun and damage. i asked if they were involved or they could tell me what happened because they were speaking with police officers. the client to speak on camera, but here we are at the freeway entrance of 84 eastbound. in the distance you can still see plenty of officers on scene. the agencies involved in newark police department, fremont police department, and chp hayward. we are expecting to connect with them in just a moment right after i get off of this report and hopefully we can

learn exactly what happened. still very active and of they are asking everybody to avoid the area at the newark and fremont border eastbound 84. >> thank you. thank you for joining us. we will move to our other top story. today's the first day in the orange tear from marin, san francisco, and santa clara counties. we are learning about the joys and the risks that go along with it. we are asking experts whether they would eat indoors, good one or a bar now that health officials say it is okay to do so. >> there answers may surprise you. >> me and my family were ready. ready for movies.

>> reporter: one by one these counties are moving into the orange tear which means more people can go to the movies. along with taking the family bowling or swimming indoors and even dining indoors at a restaurant that is 50% full. just because we can do it, should we? >> it would depend on my risk factors. if i was 84 and had chronic disease i would be careful about situations like that. fiber 25 and had something or nothing wrong with me and managed to get fully vaccinated i would have no hesitancy to do that. >> i do think it is okay to go to some of these restaurants and other indoor settings that we are allowing to open. if we did not feel like it was safe from a public health standpoint, we would not move ahead with these types of changes. >> reporter: perhaps the biggest factor is whether somebody that has been fully vaccinated which is something that most californians have yet to achieves.

>> not everybody around you is necessarily going to be vaccinated. you have to understand your own level of comfort with risk as it relates to being around others that may not be vaccinated. >> reporter: bottom line, anything that is happening outdoors will be safer than an indoor activity, but still. >> it would depend on the venue. if you are talking woodstock, no. if you are talking the philharmonic or something at the hollywood bowl, possibly. >> bay area counties have a new deal with the state that will allow them to retain local control of vaccine distribution. this comes after weeks of tense negotiations in the wake of the governor's decision to hire blue shield as an administrator. >> this was such a call and a very stressful call. for mac a number of local

counties will retain control of distributing vaccines to local community clinics such as gardener health services which is currently running a pop up site in east san jose. they call the announcement a major win. >> we look at it as the census track as opposed to just the zip code. this allows us to respond quickly. >> reporter: this allows them to not turn over to the state program which has had technical difficulties. this allows them to ensure that these areas are distributed to areas hit hard by the virus without having to deal with blue shield as a middleman. >> if they had to end up with the agreement on their own it would be a bunch of silos.

if you could picture that without having any communication across these providers, then everybody would have it on their own. >> reporter: county officials are hoping that more doses will be made available by april and say that they are ready to utilize the infrastructure that is in place. >> this will create the flexibility that we need to make sure that we get every person in the community access to a vaccine quickly and safely. for mac it's a more unified approach to fighting this deadly disease. the governor announced his choice for the next attorney general. it is a historic choice as he is the first filipino american to serve in the legislature. he is a big proponent of civil rights and racial equality. >> reporter: he hugged his family after he was presented as the nominee for state attorney general. the announcement took place at the san francisco international

hotel manila town center. in the 1970s, protesters fought to keep the city from evicting filipinos living in the area. his mother was one of those protesters. >> now my mother, cynthia, and my father one cannot make it today. they will see a governor nominate their son to be the first filipino american attorney general in the history of california. >> reporter: he was born in the philippines, but his family moved to california when he was only two months old. his family lived in a trailer and worked with united farmworkers. a year lost to worked for the aclu to prevent racial profiling by the highway patrol. in 2012, he won the election to california assembly. his legislations have focused on

inequality and other issues that are relevant in these times. >> he is a decent human being. a person of character, a person of honor, and a person that as i noted is a fierce advocate of justice. >> reporter: he pushed to end the use of for-profit private prisons and following the incident of a woman in newark central park calling 911 to falsely report a black man, he made it a crime in california for anybody to knowingly make a false call to police based on somebody's race. with regard to the recent anti- asian racist incidents, he said that there is much work to be done. >> i will do everything in my power to make sure that everybody continues to belong and i fight for them. >> reporter: he is expected to be easily confirmed to the legislator but by democrats.

asian communities in san francisco will get more protection under a new city program. >> by showing respect and honoring our seniors just staying home is not the solution. >> the last thing that i want us to do is to let these violent attacks divide our communities. >> they will focus on areas in the valley and several streets in the tenderloin. the teams are expected to be on the streets by this summer. santa rosa police are still looking for some and then a specific space suspected of deliberately using his car in and attack that killed a homeless woman. as it was explained this leaves homeless advocates frustrated. >> reporter: it was already a

disaster scene before the tragedy. this homeless encampment on rogers avenue in santa rosa where a woman died last night. >> she was a wonderful woman. >> reporter: after two men got into an argument she was dead beneath the car driven by a suspect who tried to hit another man but ran her over as well. >> if you are going to fight, you've got a fight. >> reporter: the suspect escaped on foot. santa rosa police spent last night and today searching for him. >> we are looking at him for a homicide it is the latest chapter in the ongoing chapter to reduce homelessness. last year, the county relocated hundreds of people living there. this space a few blocks away is where many of them, including the victim wound up. that is a source of frustration to mental health workers. >> every time we clean the camp, where did they go.

several elementary schools are moving to all in learning on monday. they made the change because marin county is in the orange tier. there will be four and a half hours of in person learning every day. they are asking parents not to engage in high- risk behavior on spring break like going out a state were attending the gathering of more than three households. san leandro announced that students can return to class on april 12 under a hybrid model. the district says that families have the option of keeping the kids at home. 45% of families to the district that they do plan to return. teachers recently ratified a tentative agreement to reopen campuses for the rest of the

school year. the san francisco unified school district said that they will work with the genetic testing company to offer weekly on-site coronavirus test at schools that reopen. this will start on april 5. they will be optional. researchers at the san francisco gladstone institute are focusing in on a deadly but little understood effect of covid. >> it is the potential in extreme cases to damage the patient's heart and in a newly reviewed study they point to the challenges that may lie ahead. >> reporter: the threat appeared at the very beginning. early last year, a santa clara county woman became the first known covid-19 fatality in the united states. the victim of a massive heart attack triggered by the virus. even though she was otherwise healthy. >> even today, because she did not have a cough, even when we knew about it, people would have sent her home. >> reporter: dr. bruce conkli

is revealing more about the disturbing effects of covid-19 on the human heart. the team was able to actually image that damage. they say that the virus prime target is on the muscle fiber that allows the heart to beat. in the image on the right some of those same strands are essentially chopped into pieces by the virus. >> you can see that there is the opportunity for the virus to wreak havoc. >> reporter: now they are trying to understand the process. they were able to use stem cells to create living and beating heart tissue and then infected with covid-19. while they have been able to observe the damage, they say getting the complete story could take years. >> we have not seen the movie. we have seen snapshots of the process that is very dynamic and putting that story together in an accurate way so we can understand it the question such as one would be the time to

treat people. >> reporter: finding these answers has become more urgent since the heart is typically not able to repair itself. researchers worry about the effects of the damage showing up years in the future. >> if you were going to get heart failure when you were 90 but now you get it when you're 60 that makes a big difference. >> reporter: this is a threat that emerged in the earliest days of the pandemic. the cases of severe heart damage with verified in a subset of patients that succumbed to the disease. researchers are now hoping that this could also help identify potential treatments as they learn more about how the damage actually happens. still ahead, we will have details of an event coming up.

fog is developing. here is what is bringing about the change. we have a system moving in and as it is sliding into the north, it is actually bringing us onshore winds and that is what is setting about the changes that are coming for tomorrow. we are already seeing a lot of hardcover. here is a look at the wind. not nearly as strong as what we experienced yesterday, but picking up slightly in san francisco. we have a breeze here in the afternoon. the golden gate ridge? we see some sunshine and clouds. temperatures are 67 in san jose. the high so far in the 60s and 70s. speaking of san jose here is a lovely view. around 65 degrees in livermore. hour by hour we go showing you what is going to happen tomorrow morning even though this is showing a little bit of drizzle in the south bay i think that we will see it along the coast so be prepared for

some slippery roadways that commute time. for the afternoon and evening, clouds will begin to thin out and we will see some sunshine but you will notice that this temperatures do come down. first thing in the morning, temperatures ranging from the upper 30s to the low 50s. we will certainly see some mid and high-level clouds as well in addition to the fog. in the afternoon here is what you can expect. don't get me wrong. even though it will be cooler it will be comfortable. 59 degrees in san francisco and 63 in san jose and palo alto 64 in oakland and 66 in santa rosa. we will see a mix of sun and clouds. the wind will begin to pick up once again and that is as this fire comes for through. it will just be some drizzle and cooler weather but the wind will begin to pick up. it will be breezy along the coastline as we head into the afternoon and evening hours you will notice the wind is coming up along the coast.

it will be breezy but not nearly as strong as the coastal areas. that will bring someone back to the forecast. for those of you that like the warm weather, this will be your week after tomorrow. check out the forecast. breezy tomorrow morning with drizzle followed by a cooler afternoon. warming begins on friday with temperatures continuing to climb for the weekend. i would not be surprised if we see a low 80 in their. low to mid 60s and then some warmth coming your way. we will see those temperatures rebound again tuesday and wednesday. in the rainfall department we are about 40 to 43% of average so we can use some rain but i am obviously not the person bringing the weather. all i can say is it looks good for outdoor activities and that's all that i can tell you so enjoy. >> thank you.
