it'll be cooler today. we have a mix of clear to mostly cloudy conditions this morning. that will continue through seven and then the dry air moves in. it'll be mostly sunny, maybe partly cloudy around san jose. look at these temperatures. 40's this morning. only 50's at noon. 50 at the coast. the rest of us barely into the 60's by four and back to the 50's by seven. this is just a small blip. >> thank you. several bay area school districts are planning to bring students back to the classroom, not just for hybrid learning but for full days. education of course part of our focus of building a area. amy live outside sycamore valley high school. good morning, amy. >> good morning. this is a conversation that's happening in school districts all round the bay area. is it time to bring kids back to school, to the classroom

full time. in san rafael they have decided yes, it is time. at least for the elementary school children and so, nearly 2700 of the will be going back five days a week starting monday. administrators there say that elementary schools have been open since the fall and it has been safe, now they will be bringing back all kids back on campus at the same time. they have been in a hybrid model up to this point. they say they will space them four feet apart instead of six. the cdc has said three feet of space is safe. the larger 4th and 5th grade classes will be moved outside of the class so they can spread out. >> some of them are meeting in the library. some of them are expanding the room. elementary has been back since november and we have had no transmissions. >> so they will be using the library, doing some class time outside. they will be getting creative. nearly 90% of the students

there will becoming back to the classroom. the other 10% will continue with distance learning. here, valley school district they will have a meeting tonight about if it's time to bring those elementary school kids back full time so we will keep you posted on that decision which we are expectig later this evening. reporting live in danville. abc7 news. >> thank you. the san francisco school district said it is going to work with the genetic testing color to offer weekly on site coronavirus testing at schools that reopen. the tests will be optional. oxford released updated data about the effectiveness of its vaccine after a rare rebuke from united states health officials. the drug makeern said results from trials show it's 76% effective against preventing symptoms. that's slightly lower than the 79% number released earlier

this week. they said that its vaccine provides 100% protection against severe or critical cases or the need for hospitalization. and no safety concerns were identified during the trial. the new data strengthens the case for the vaccine. united states health officials say it may not repair damage to the credibility of the company. bay area counties will be able to retain local control of vaccine distribution because of a new deal with the state. this after weeks of negotiations over the governor's decision to hire blue shield as a third party administrator. santa clara was the first to oppose that plan over fears it would lead to other bay area co raised concerns. santa clara officials say the new deal ensures that vaccines are being fairly distributed. >> we look at data from a census track perspective instead of just a zip code. that lets us really respond quickly. >> santa clara will also

continue to use it's own vaccine appointment system instead of the state's my turn system. other counties have been offered the same agreement and san mateo plans to sign the agreement. others have not announced a decision. you can track the vaccine roll out and get updated information on the website. woe have a full page of resources at abc7 news.com/vaccine. and just a few hours, a 21- year-old accused of shooting and killing ten people at a boulder colorado store is set to make a court appearance. we are learning more about the victims as that community mourns. >> two days after the community was traumatized boulder honored the victims of monday's mass shooting. last night vigils were held to remember the ten victims, a process was held

officer who died. one survivor managed the cheese counter at the store and crawled in to a cabinet when the shooting started. >> i was into a little ball. we were just waiting for a gunman to come around the corner and end it and shoot us. i just said to myself, if this is the world that i live in just take me. just take me. i don't want to live in this world. >> the 21-year-old suspect is a united states citizen who came here from syria when he was three, sources say investigators are learning about his quick temper and possible mental issues. police say that he has refused to cooperate with them. they are still trying to figure out why the store was targeted. >> thank you. a shooter scare at a grocery store in atlanta. police say they arrested a man carrying at least five guns and had on body armor. he now faces reckless conduct charges. police are working to determine why he had so many guns. they say that he did have a

license to legally carry a firearm. happening today the president will hold the first formal news conference of his administration. is he expected to highlight his administration's response to the pandemic. including his goal of 100 million doses of vaccines and passing a pandemic relief bill. we are planning to air a special report around 10:15 when the president speaks. you can watch it live here or our news app. the president has assigned the vice president to manage the crisis at the border. the vice president said she will use her experience as the california attorney general and a senator to confront the surge of people illegally crossing in to the united states. they are arriving at the border at increased levels, many of them under the age of 18. the vice president will be challenged with coming up with a long term solution to a problem that is expected to get worse in the short term.

>> while we are clear that people should not come to the border now. we understand that we enforce the law and that we also -- because we can walk at the same time, must address the root causes. >> officials say harris will aim to build a strategic partnership with central american countries where they have left. east bay member is the governor's pick to be the next california attorney general. he just made that announcement yesterday afternoon. the 48-year-old will be the first filipino to hold the post. he said he will continue a lifelong pursuit of seeking justice for all. >> it made me want to become an attorney. to fight for people who have been wronged, hurt, harmed. who have been mistreated and to be their champion. it's that fight for justice for all that continues to motivate

me. >> the state and senate have to confirm his nomination with in the next 90 days. is he it's windy on the peninsula. you can see the temperatures are up because of the winds, mainly in the upper 40's to low 50's. 47 to about 51. not what we are used to during this time of the year. temperatures in the mid-40s's to around 50 just about everywhere. we have52 in antioch and several cities in the north and east bay. you can see the winds haven't quite reached the east bay hills yet. southwest at about 6 to 16 miles an hour. they will and they will kick up some pollen. outside today besides the winds being aggressive the pollen will be aggressive also. here is a look at it. it'll be high tree pollen. we have that cedar, oak and pine that will remain high

but for some reason it's dark. let me get through the highlights and show you what is going on. partly cloudy, windy and cooler. breezy in the hills but clear and cool america the valleys. mainly sunny in the warmest highs this weekend. you can see the -- difference between the north bay where it's cloudy and the south bay where it's cloudy but in between it's partly cloudy. there is nothing consistent about our cloud cover this morning. here is a look at that cold front that blew through while we were sleeping and that will bring in the breezy conditions and the cooler weather. look at the mid to upper 50's with very gusty winds. the fastest winds will be along the coast, 40, 50 miles an hour. some of that will leak into san francisco, 59, low to mid-60s's around the bay and mid to upper 60's inland. looking around the state and you can see that cold front will eventually kick up a few showers along the central coast. it'll be windy down there also.

more than two weeks ago with her boyfriend in the united states virgin islands. her friends and family desperate for answers. according to the police the british woman and a 44-year-old had dinner together on the island on march 7th and returned to his yacht for the night. around 2:30 a.m. he called the police to report her missing when he woke up and she was nowhere to be found. officers told him to contact the united states coast guard which he eventually did. if you thought she has fallen overboard then you would have called straight away or i wouldv. >> police immediately searched the land nearby but say that he denied requests to search the vessel. we will have more on this search coming up at 7:00 a.m. with your gma first look. i'm kenneth moton. coming the seven things to know. >> and three celebrities rolling up their sleeves to get vaccinated on camera. >> the lesson happening in the east bay. also a live look outside,

>> good morning. hi. on this thursday, we see live doppler 7 is pretty quiet other than the gray which is some of the cloud cover. when the cold front rolled through at the higher elevations it left a little drizzle. in the santa cruz mountains, that's it. that's sad. unfortunately. we could have used a lot more rain. here is what it's doing. look at winds. 20 to 35 miles an hour. sfo its gusting 26 to 35. its been a very noisy night. the winds will spread to other neighborhoods as we head throughout the day. we are starting in the 40's. mid to upper 50's at noon. the rest of us in the low 60's. the winds will take the temperatures down. it's just a one day event. much warmer weather is coming up. happening tonight a east bay school district will discuss bringing some students back to the class for full

days. the district currently allows students to opt in for hybrid learning. amy is live with the changes that may becoming soon because of new cdc guidelines. good morning. big meeting here in the school district tonight. they will decide whether to bring kids back to the classroom for four full days a week instead of the current two. those are just for a few hours a day. this would be a big change and this is because the cdc now says it's safe for the classroom to bring more kids back on the same day. the school district will decide on the plan tonight. they would bring students back for full days in person, tuesday through friday. monday would still be a remote learning day. this is a conversation that's playing out at school districts all over the bay area as teachers get vaccinated and with these new cdc regulations.

if approved tonight this would start next week. tuesday, would be the first day that kids would be back full time in the classroom. they would be welcome back for a full day. those who still want to opt into a distance learning would be allowed to stay home and do that. reporting live in danville. abc7 news. >> thank you. later state superintendent of public instruction tony furman is hosting a webinar for educators around california on keeping classrooms safe. this as many schools reopen to students. participants will hear from school districts, experts and education leaders on successful strategies for safe in person learning in the months ahead. topics include ventilation upgrades, and testing. the united states has passed yet another unwanted milestone. more than 30 million americans have now been infected with coronavirus. this as the president is expected to announce a plan to expand vaccine access and

confidence in hard hit areas. >> so far 84 million americans have now received at least one dose of the coronavirus vaccine. today the biden administration is expected to announce that it's investing $10 billion toward vaccine access. that is coming the coronavirus relief package. in addition to building confidence in vaccines in some of the hardest hit area itself will also direct health departments to expand eligibility to frontline workers and people 16 and up who have high risk medical conditions. the white house is also expected to announce that vaccines will now be sent straight to dialysis clinics but it comes as at least 16 states see new infections grow by 10% in the past seven days. >> we are at the corner, whether or not we will turn that corner remains to be seen. >> oxford is still hoping to add its vaccine to the stock after it updated its data

good morning. here is a look at our current temperatures in our inland east bay. we have upper 40's to low 50's, pleasant hill and lafayette. the cool spots at 46 and 44 degrees. elsewhere, we have mid-40s's to right around 50 degrees in nevado, oakland, san carlos. the 880 because it's breezy. they have a west wind at 21 miles an hour. little unusual for that area. we are going to have windy bridges today which i now we have been talking about and we will probably talk more about. small craft advisory on the water. cooler if you are taking mass transit. air quality continues to be very good and though it'll be good to moderate that is fine for all of us. there's no spare the air in the future even with the warmer than average temperatures coming this weekend. here is a look at the winds. they are very fast around the bay and along the coast but they will spread to other

neighborhoods in to the afternoon and evening. they will be pretty aggressive. tonight they will move back to the hills. you can see and tomorrow they will kick up but won't be as fast as today. tomorrow will be last windy day until monday. without the winds, that warm weekend is on the way and i will have that coming up next. let's talk about the morning commute. the chp is still sticking with their same two wind advisories. we will bring in the live camera that mike showed you of 880 at the coliseum there in oakland. the headlights making their way south. also want to show you san jose and 280 is very clear and at the limit in the south bay. also pretty much everywhere else the one spot where i'm seeing a slow down is for the super commuters out of tracy. that ride westbound tracy to dublin will be about 45 minutes now. with opening day just a week away bart has announced it's adding extended tram service

. a community is mourning the loss of a school board trustee. she was killed while volunteering at a food give away. according to police the 48-year- old died after she was hit and was pinned between two cars in the parking lot of fallon middle school. she was volunteering at a food distribution on campus. she was a mother of two. she was elected to the school board in 2019. the district's interim superintendent released a statement reading there is a
