can get a vaccine. >> it is the biggest news yet when it comes to protecting californians from coronavirus. within weeks, everyone in the state can get a vaccinated. the question remains, when will we all get vaccinated? >> thank you for joining us. california started administering vaccines in december. we have gone from phase one a to our current phase one b+. only about 5 1/2 million people are fully vaccinated but soon millions more will become eligible. as he heard the governor say, on april 1st anyone over the age of 50 can sign up for a vaccine. two weeks later that expense to anyone over the age of 16. there are no medical condition requirements. >> we have been hearing for months that there isn't enough vaccine supply. is that problem going away? stephanie sierra is here with the look at the solution and

the situation we are in this moment. >> reporter: if you asked a man that moment a few months ago i would say no way. for the first time since this rollout we finally got one of the most promising updates from the governor giving us hope supply concerns may soon be behind us. those advising us say i will believe it when i see at. >> california is addressing eligibility. >> >> by mid april everyone ages 16 and older will be eligible for the vaccine as the expected weekly supply will ramp up to more than 3 million doses. the state is receiving 1.8 million doses per week. >> in a few weeks there will be no world and no limitations as it relates to the ability to get a vaccine administered. >> the loosening of loosening o began first to pay any and estate. providers will be able to vaccinate anyone living in the

with the brazilian and south african variance. certainly promising signs but the overall message is to stay mindful and keep the mask on. >> absolutely! that in. thank you, stephanie. >> meantime, solano and contra costa are the two bay area counties vaccinating anyone ages 50 and up. today, a new mass vaccination site in concorde is being set up and it will open next week. leslie brinkley investigates the vaccine rollout and contra costa county. >> this shuttered shuttered shu flags hurricane harbor will become a mass vaccination site next tuesday, march 30th. it is a joint effort between the city of concorde, contra costa county and kaiser with the staff on site mapping out the drive-through set up that will eventually vaccinate 15,000 people a week with the help of the national guard.

>> everything is changing minute to minute our to our day today. i can tell you contra costa county we were able to issue 25,000 tickets forgetting to set appointments for folks yesterday. we have about 15,000 waiting. >> contra costa county opened up a vaccine appointments to anyone over 50 50 50 50 50 50 days ago ahead of other counties in the state. how did they do a? >> because contra costa county runs 11 community health based clinics that are federally qualified health centers, we are eligible for a direct allocation from the federal government's. in addition to what we are getting from the states. >> we are halfway to our goal are ready. what we send out is an invitation to scheduleto schedue appointment to people in our waitlist every day. we are working through the waitlist. most people who sign up are able to schedule an appointment

with that week. >> contra costa county says as they monitor increasing supply, it is entirely possible they could open up a vaccination to all adults over age 16 even one week before the state does on april 15. they say stay tuned and keep checking on the county website. officials in the bay area's largest county say they are still waiting for to fully utilize the capacity. chris when is in san jose with the story. >> this afternoon santa clara county officials are reacting to the states vaccine eligibility announcement with cautious optimism. >> we want to

please continue to be patient. >> the county has the capacity to vaccinate within 200,000 people per week but can only do one third of that because of limited supply from the state. with millions of doses expected t be added to california's inventory, officials are hoping the bay area will receive its fair share. >> it has been a production issue. >> this week county officials announced a new deal with the state. it is important to note that the states doses are being set aside for low income zip codes based on theon theon theon theoe doesn't account for the high cost of living. this means the majority of doses will go to southern california emphasizing the need for the county to set real expectations. >> we don't want anymore variance. we want to make sure our vaccines that we have and are utilizing are effective. so far all of them are effective. >> the brazil variancebrazil vaa been detected in santa clara county. infectious disease experts say it is important for the community to remain vigilant as they await their turn to be vaccinated.

>> very important that we maintain discipline with the physical mitigating measures that we know reduce the transmission until we getwe gett the point where at least 75 or 80% or more of the united states population is immunized. >> the race to get a vaccine now expected to become even more competitive despite the announcements. today on our 3:00 p.m. newscast we brought in a group of experts to discuss equity. talked about what she has noticed about running a vaccine clinic there. >> for certain portions of the population we are trying to reach they may not have email. something as simple as that. they may not have a computer in the home. they may not have a smart phone. they cannot get the email confirmation for the appointment. what is required is a targeted outreach going back almost to word-of-mouth picking up

working to build a better bay area means fighting for social justice. our stories are getting noticed and people in charge are taking action. today, state leaders held a hearing on the appraisals following an exclusive story here. now, we are learning what lawmakers may do. abc 7 news race and culture reporter julian glover continues his exclusive reporting. >> why do people have to masquerade and put a friend to masquerade as them in order to create some fair opportunities for them to get homeownership? >> california lawmakers referring to our exclusive report on the austin slant family in marin city whose home appraised for $500,000 more to a white friend posed as the homeowner. >> recently there has been a lot of attention to racial bias

building a better bay area moving forward finding solutions. this is abc7 for bay area counties including san francisco are now in the orange tier. that means offices can reopen and workers can come back in. they can but will they? how will they? >> those are the questions. abc 7 news is working on the answers to the questions as a part of our efforts to build a better bay area. phil joins us live from the newsroom with more on this. >> hello! before the pandemic, hundreds of thousands of people would get in their cars or pack onto bart and anyway to get across even ferries to the financial district. not so much these days. downtown commute doesn't exist for most people because they are working from home. employers tell me they are

already hearing people want to come back to the office. the question is, how will they get there? how are we going to find a path forward that will get them there safely and in a way they can afford? >> at the offices of the metropolitan transportation commission one gets the feeling time has stopped. it has. everything is just where it was when the workers left when the pandemic send them home. of the employees at the commission have all been working from home since last march. >> it looks like people basically walked out about one year ago and nothing has changed ever since. >> right. here and a letter of other offices around san francisco and it has affected the transportation system and our lives in just a big way. are coming back to the movie that stopped at one thing over one year ago. >> that movie looks like it is on the verge of starting up again. with so many people not

commuting, how will people choose to get around? will they feel safe packing back onto bart trains or buses as they did before the pandemic? randy is with the metropolitan transportation commission. that is the agency that oversees the region's transit needs. >> the question is what is it going to take to bring them back? how are they going to get back? what is bart going to look like? what does valley transit look like? are people going to be wearing masks? are they going to be distanced? how are they going to do it? >> we will come back to different, for sure. what that difference is uncertain. the best estimate is employers will allow their employees to work from home a lot more than they were used to. obviously covid is speeding a lot of things up. transferring from the office to a homework environment is one of those things. >> even if they come back there is a good chance it will only be a quarter or a half of the number before. what impacts cannot have on

transit? will it be easier to drive around the bay area? does it mean you're going to have a seat on that car? >> the rose will fill up first. >> for those commuting into the city with relative ease and speed every day during the pandemic, your commute is about to get worse. the reason is the mtc believes that downtown in order to avoid contact with other people on bart or muni, traffic will get worse. they say that is when people will start taking public transit again. >> the catch on that is in order for it to be a functioning system it has to be full of people that are paying the wave >> for bart, that is factually true. for other systems, the underlying public support through sales taxes or property taxes or other things is going to create a system maybe not the size we had before or maybe not as full as it was before but we are still going to have functioning public transit.

>> the idea was to bring thousands of commuters into the city from all over the region's. >> lots of people going on buses and train for the same time you have to be at a safe distance. >> it is great we are here. as you see the buses are running about every 90 seconds to two minutes. one of the reasons we have had the transit lines in san francisco is we are delivering faster, more frequent and more reliable service on mainlines than we have ever done in

history. >> because people are allowed on a 60 foot bus. >> how many people would be on a 60 foot bus? >> they would be 120 people. >> you are getting about one fourth of the people per bus? >> that is right. >> that means you have to run more buses. >> >> how many writersmany writerss have is an open-ended question. employers big and small are telling workers they can stay home even after the pandemic ends. salesforce just canceled a lease for 325,000 square feet of office space. it was going to be built next door to the center. no need for that now. >> these buildings now are telling their workers they don't have to come into work. they can work from home. in the past, that thousands of people that worked here had to take a bus or a train to get to

work whatever the comfort level they had. now, it is going to be an option. they don't need to get on a bus to go to work because they can work from homefrom homefrom homr week probably. that changes the dynamic doesn't it? >> advises time for recovery. we are operating about 70% of the covid service thanks to federal relief we can go to about 85% time for recovery. >> that means muni and other transit agencies have to look for ways to convince people that public transit is safer and more convenient than sitting in your car. when we talked to tom and here in 2019 he was about to take his muni job. at the time there was a strong push of charging people a toll to drive downtown in part to make them think about taking public transit instead. >> are you still wanting to

charge more forre forre forre fr >> when we look at solutions there are only two. we can destroy the original economy. we can use price supply and demand. >> is that yes or no? >> up we want to solve congestin the only thing that works is price. >> if you are talking about everybody wants to sit with their cars and their tunes they will have to to to to to to to footage. do you think that is the way we are thinking or are we saying we need to invite it and make it more car friendly because many of those people in dwntown? >> i think all cities are basically a real estate geometry game. cities are all about proxy proximity and efficiency. it is our job to welcome as many people as we can get to

san francisco as will fit an hour space. >> do you think congestion pricing and a toll is in the future? >> it is about charging the lowest price to make sure traffic can flow smoothly. >> one transit line many people want to see up and running as fast as possible are the cable cars. >> we talked to the visitors in the convention -- and the convention and hotel people and one of the retail people and i have got to tell you each and every one of them said the thing. how fast can we get the cable cars back because that is a symbol of san francisco and san francisco coming back. >> we were looking at having to do 1200 layoffs. that is how bad things were. layoffs are off the table. we have shifted from shrinking to expanding. as a result we feel confident we can move forward with restarting cable car service in

the fall. what has to happen first -- not until the fall? >> cable car we operate under this very strange regulated environment been operating cable car trains for a year all of the operators have to go through a retraining and recertification process with the california public utilities commission. we have to start training which is something we have not been able to do for a year because there are certain types of training. >> you mean someone who has been driving cable cars has to get retrained? >> welcome to the world that i operate. >> you heard that right. that bell is not going to be ringing until the fall. that is one more thing we are going to need to wait for as we follow this path forward back to whatever normal is going to be. it is going to be a time. >> unwinding the past year is such an interesting process.

what will happen to public transit if employers decide work from home should be every day? >> it depends on how many people. that is a very good question. places like bart and need the body and the fares to keep operating. if people don't have to come in the rush hour leaves and the money doesn't come. it is going to be some hard decisions. they can run on subsidies only for so long and eventually it is going to have to turn around and back to the taxpayers. >> somebody has got to come from somewhere. thank you. >> tomorrow phil meets up with mayor london breed for an exclusive interview. one of the first she has done in person and months. what does she have to say about the path forward? you will hear more on that tomorrow. >> you can find all of the stories phil has done this week about the path forward for san francisco on our news bay area
