full-time. others are returning to find substitute teacher, as not all educators are volunteering to go back at this point. now, in berkeley, teachers are required to turn to the classroom unless they have an underlying health condition. unlike some districts, that is five days a week, obviously, our reporter, laura anthony begins our coverage. >> reporter: the long wait is over for berkeley unified's youngest elementary students as the first day of in person school finally came.lly came.ll -- at the end of march. >> today is an exciting day. it has been the result of a lot of work and collaboration with teachers and the community both to understand what everybody wants, and to make that happen. >> you are going to take these and figure out ways to fit all seven -- charlotte -- >> reporter: the students are back five days a week. >> these are tricky. >> reporter: 83% of the elementary students are returning to teachers who are mostly vaccinated. >> thank you. >> teachers who are returning, today, are required to be here. we have a process through human resources that allowed staff to be accommodated for underlying health conditions. >> as exciting as this day is,

it took a lot of negotiation and angst to get here. that includes protests and a controversy involving the president of the teachers union taking his child to to to to to in person preschool while advocating for other schools to stay remote. now, students are back with a majority of their teachers. >> we wanted to make sure everyone was safe when opening and had a lot of precautions in order. >> reporter: one teacher happens to be the parent of a kindergartner who just finished the first day of in person school. >> what was your favorite part? >> recess. >> anything else you like? >> recess. >> reporter: in berkeley, and -- laura anthony, abc news. in san rafael, the mentor schoolchildren were dropped off for the first day of in person, five day a week classes. inside the classrooms, desks have been rearranged to

accommodate distancing with students faced 4 feet apart, doors and windows open, and air filters placed in the front. students and teachers will wear masks. the castro stro stro stro s district reopened to 3rd to 5th grade students. students will be split up into two groups. one will arrive in the morning, a second will arrive in the afternoon. students have to complete a daily health screening. parents have to show up at specific pickup and drop-off locations. kindergartners through second graders have gone back to school on the hybrid schedule for a couple of weeks, there. the san ramon valley school district is welcoming back students as well, about 30% of all students are coming back, depending on the schothe schotho includes monta vista high school in danville. they will be in class four days a week. elementary schools reopen, tomorrow. oakland schools will begin reopening, tomorrow.

only younger kids will be allowed in the classrooms. it will be a different experience for them and their families. our news reporter is here to explain what is different. >> reporter: the school district and some teachers are teaching this as a trial run, if you will. nobody has been in the classroom since last march. oakland is a large urban school district. we will only see pre-k to second-grade students returning, tomorrow. this is only a fraction of the entire student student >> reporter: oakland unified says close to 50% of families with the youngest students said they were returning to in person learning. >> duly expected to be quite that high? probably not. >> tomorrow, not every teacher will be there.be there.be there.

in fact, the school district told us, because this week is optional for teachers, only 38% of them opted to return. but all teachers must come back by april 19th. >> we had no soap in our classrooms. >> reporter: that is one reason this teacher decided to delay her return. she was allowed to do an inspection of her school and found the support staff won't all be there. >> parents can't come on campus or walk their kids to the classroom. who's going to do that? who's going to help a kid who is scared and upset and having separation anxiety? >> reporter: i asked this oakland mother if she was sending her first-grade daughter to school, tomorrow. they, too, will wait until their third grade son will be allowed to return. they attend the same school. >> i'm excited because, like, teachers are getting vaccinated. >> reporter: the school says it will be a different experience for students because of all the protocols in place due to covid. oakland parents were sent information on the return to in person learning. >> it's about socialization. it's about getting in person learning going on, in person instruction. it is about reminding everybody what it's like to be around people again, honestly. >> reporter: those who go back will be in hybrid mode, two days in person, and three days online. >> reporter: if your child's teacher has decided to not

return, tomorrow, there will likely be a susu that makes some parents uncomfortable because all this time, the student had been working online with the teacher they know, right? well, that might be another reason why parents have decided to wait until april until all teachers are there. >> that makes sense. we want to remind parents, of course, the children have to have a health screening every day before they get to school. so, walk folks through what that entails. >> reporter: you have to do the health screening for each one of your children. your that has to be done before you leave the home, then you upload that information. then you will get a green check, which means you are good to go. the problem, dan, is not everyone will know how to do this, and i could tell you as a mother of three, i can't imagine doing this as i am trying to rush out the door. that means, some parents will

have to get that information in person once they they they they school. i will tell you, that's going to take some time. >> it is a hassle, but at the cost for doing business. thank you. alameda and napa counties are expected to move from the red to the orange tear. here is where the counties currently stand. san francisco, marin, san mateo county's are in the orange tear. that means more businesses can reopen with restrictions and indoor capacity limits. california's coronavirus corona remain steady with the state reporting 2300 newly diagnosed cases, today. the seven-day positivity rate is at 1.6%, which is as low as it's been since the pandemic started. more than 6.2 million californians are fully vaccinated. the state is averaging more than 306,000 doses administered, daily. the cdc director is really worried about the recent jump in covid cases. she says, it is a racing most

of america's progress against the virus. >> we don't have the luxury of an action for the health of our country, we must work to prevent a fourth surge. >> cases are climbing in at least 27 states according to johns hopkins university. dr. wolinsky says that is because of restrictions being eased and travel increasing. coming up in the next half hour, abc 7 news special correspondent will talk about what we can all do to prevent a spring surge. as california gears up to begin vaccinating those 50 and older on thursday, there is a county that has vaccinated the majority of this group already. abc7 reporter louis peña has has spoken with contra costa county's health officer who says they could be opening a vaccination for those 16 and older as soon as tomorrow. >> reporter: located in the east bay with 1.2 million residents, contra costa county is leading the way. this week that there are

officially two weeks ahead of the state vaccine eligibility schedule. >> what is the secret? >> reporter: really, the secret to working with communities, because they are an important partner -- they help us get shots in arms faster. >> reporter: on december 15th, they vaccinated a worker 45% of the population has received at least one dose of the vaccine. >> do you get more vaccine allotment from the federal government? >> we have been fortunate to receive an allotment sooner than other counties, because we run 11 federal health centers. >> reporter: the health officer says, those health centers plus the state supply made a difference. >> we have given over 625,000 doses of vaccine in contra costa county. >> reporter: with a large

senior population, contra costa county has contributed its success to community advocates. >> we have reached over 90% of the people who are 75 and older, those at greatest risk of bad outcomes from covid-19, they have also had a huge chunk, a large percentage -- i want to say it's over 75% of those were 75 and older. >> reporter: the state gears up to vaccinate those 16 and older, on april 15th, contra costa county says they can do that even sooner. >> it could be as early as tomorrow, could be as late as sometime next week. so we are opening up more slots. >> reporter: these two are turning 16 tomorrow, the perfect day to get a shot. >> i did not know we would be offered at this early. >> i just found out, today. >> reporter: and tomorrow could be your day. >> reporter: in contra costa county, luis pena, abc 7 news. santa clara county is bringing vaccines to the doorsteps of most communities vulnerable residents.

today, the mayor joined leaders to announce funding for a new mobile vaccine unit. it will focus on long-term care facilities and the homes of seniors and people with disabilities. officials say mobile vaccine units are crucial in providing all residents with shots. >> we have a lot of people to vaccinate. while we are moving quickly in our county, we cannot miss anybody who wants to be vaccinated. mobile units like this are going to allow us to make sure that everybody in our community gets across the finish line. >> reporter: silicon valley companies and organizations raised $200,000 to create the mobile vaccine unit. today, we are learning more of the effectiveness of the pfizer and moderna covid vaccines. the cdc studied 4000 fully vaccinated healthcare workers. it found the vaccine was 80% effective after one shot, and 90% effective after the second dose. these findings are important because they show how infective

the huge container ship that blocks the suez canal like a cork in a bottle has finally been dislodged. the impact will be felt for days as other ships that are being delayed are now allowed to proceed through the single channel. this incident will become an important lesson for students training to be shipped happens in the bay area. david louis has the story. >> reporter: the next generation of ship captains are training at this university. the stern and val were stuck in the mud for a week. this will in time become a teaching lesson. >> we look at some of the major maritime accidents over a century, ever since the titanic -- to look at what happened, what went wrong, what could we

street for some time. >> it is all part of the job of shipping. >> reporter: david louis, abc 7 news. air travel is new record was set yesterday with one and a half million people passing through airport security. it is probably because of students traveling for spring break. it is a trend causing concern among health experts, only 15% of americans are fully vaccinated. a year ago, only 180,000 people boarded the plane on the same date. people are also getting out on the highway. they are doing it more frequently and for longer distances. in the bay area, the passenger vehicle miles are at 88% of the pre-pandemic levels. that is the highest it has been since march of last year. the transportation analytics found that we can traffic has rebounded higher than weekday traffic. however, bart ridership is atist 10% of pre-pandemic levels. ⌞>> meanwhile, free rides come to an end on thursday. fair collection had been suspended during the pandemic so that people did not have to

potential fourth wave. vaccines are picking up rapidly, every day. it is giving people a lot of confidence -- may be false confidence. how worried are you about a fourth wave? >> i'm worried about the concoction we have that could cause a fourth wave as outlined by dr. wilensky. we have these rising variants whch might be more contagious, maybe even be less effective against them. we have loosening restrictions, we have young people traveling. remember, even though the vaccines are making problems, this large country has not vaccinated yet. we definitely have the setup to cause a fourth wave.fourth wave. we have the tools needed to prevent it. >> even though vaccines are picking up, most people have not been vaccinated. almost after every holiday they can think of, christmas, thanksgiving, there has been a spike. are you concerned about a spike as a result of easter? what are your recommendations? >> i have to say, it is crazy to me. just yesterday, we were talking about easter last year in 2020.

we know, you and i have had the song and dance on air before, there is the setup for any holiday. not only do we havehaveha hindus are celebrating holy. i have friends who are celebrating passover. unfortunately, a year later, the same rules applyrules applyy of being safe when you have a family gathering. you know what to do when it comes to isolating, getting tested if you want to meet up with friends and family, and we have new cdc guidelines where you can do it if you are vaccinated. now is not the time to give up those restrictions and celebrate. we are almost there. >> don't trip at the finish line is what i like to say. vaccines are clearly helping. the eligibility goes down. obviously, that doesn't mean everyone has been vaccinated. you touched on this a little bit. despite what is happening with the vaccines, three of them widely available now, we are not quite at the point where we can relax. >> we are not, but i will start by giving good news.

we have yet another piece of data showing us the vaccines work. a recent study shows that they are 90% effective. -- not only preventing hospitalizations and death,and , effects of all kinds. the supply is there. we will turn out more vaccines, the distribution will be a challenge. we need to make sure there is equitable distribution across the country. 93 million americans have gotten one dose. 50 million americans are fully vaccinated. in order to get to herd immunity, to get to 80% levels, we need more than a couple hundred million americans to get vaccinated. hopefully, we will be able to get there. on paper, by this summer. if we loosen up, fall asleep at the finish line -- fall asleep and let the tortoise pass us -- we might push the goal line further away. >>

19th, he intends 90% of americans will be eligible to be vaccinated. that's only three weeks from now. 75% of americans over the age of 65 will have received at least one shot. certainly, we are moving towards herd immunity. you suggest, maybe by summer, the only thing that would derail that surge? >> you know, a search would derail this if people don't go get the vaccine, that would turn us away from herd immunity. if people are worried while scientists are studying, they can write their own story and become the dominant strain -- we see vaccines being less effective. one thing i want to echo regarding a fourth wave, a large portion of americans the age of 65 have gotten the vaccine. fingers crossed we will not see hospitalizations or debts as we saw in the first three waves. that is at least a little bit of a cushion, but not one we should rely on. we can have sickness and

crowding of the healthcare system, basically we are moving backwards if we act like we are out of the mess. >> we are not out of the mess yet. on the encouraging side, at least we are having this kind of conversation, where six or eight months ago, it was a different conversation. we are starting to have a more positive conversation, a light at the end of the tunnel. >> i agree with you. it's i am robert strickler. i've been involved in communications in the media for 45 years.

all right, time now for the four at 4:00. chris and spencer are with us. people are beginning to travel on the highway and in the air. more than 1,000,000 1/2 people passed through security. the airlines are ready to accommodate the comes they are adding routes to coastal destinations for memorial day weekend. health experts are concerned because only 15% of us are fully vaccinated, referring back to what a local hotel just talked about, here, the concern is that we act too quickly. spencer, i know you just flew back to see your grandkids. what was that experience like? >> of course, i was excited, couldn't wait to see them, but i felt very safe on my flight because it was less than half full going out and coming back, and i have been fully vaccinated, as he pointed out, everyone was wearing a mask. the airport seemed immaculately
