we still have windy conditions in our hills. it's clear at 47 degrees. temperatures in the upper 40s near 7:00. look at that 64, to 67, very close even at the coast at noon. the coast will stay in the 60s, while the rest of us surge into the mid-70s by 4:00. look at that, at 7:00, we're60s on the coast, but still in the 70s for our bay area neighborhoods. let's get back to you for the news. developing news out of san francisco this morning, police are investigating a shooting in the mission district that left one person dead, and sent another to the hospital. this happened just after 9:00 last at an detailabout >>th morning, there is encouraging news about two of the three covid-19 vaccines here in the u.s. the pfizer and moderna vaccines have found to prevent 90% of covid

by two weeks after the shot. this is coming as the cdc warns of a possible fourth surge. the states that are seeing an increase in cases. >> reporter: cdc director, dr. michelle walensky said she's scared there could be an increase in cases. 13 states are reporting an increase in deaths. new york is expanding vaccine eligibility to everyone 30 years and older, starting today. all those 16 and up can start scheduling appointments one week from today. >> there are some 80-year-olds still waiting for a vaccine. in some places, we have 50-year- olds getting the vaccine. so it's all calculated at the national level based on census data. census data it that uses an it a ought automated rithm.

>> president biden is urging states to reinstate mask mandates, but at least two states are pushing back. new jersey is easing restrictions on outdoor gatherings, and alabama says it will move forward with lifting its mask order next week. three more bay area counties are moving into the less restrictive orange zone today. the state's colored safety tier system. we expect alameda, napa, and sonoma to advance to the orange tier. that means only solano, contra costa will remain in the red ren churches can increase their capacity to 50%. >> i would not go to a gym indoors right now. i would go to certain restaurants. probably not every restaurant. >> counties moving into the

orange tier can start making changes starting tomorrow. contra costa county could begin vaccinating everybody 16 and up as soon as dathis is acc deputy health officer. and abc news reporter, matt boone is live with the county's secret roll out that's been faster than the state. >> reporter: good morning. contra costa getting a lot of attention for their very quick roll out. the site here at diablo valley college has the capacity to administer 15,000 doses per week. one of the points that has made this so successful as we've been hearing is that the county also has 11 federally approved health centers that have been getting their own allocation of the vaccine. contra costa county as well was one of the first counties actually the second county in the bay area to expand eligibility to those 50 and older. that started last week. the county vaccinated 100,000

people last week alone. in total, some 45% of the county's 1.2 million residents have received at least 1 shot, and the overall allocation is only expected to increase in the coming weeks. so looking at the number of appointment as they headed into yesterday. health officials say they may actual continue to expand eligibility to those over 16 quite soon. >> i think it could be as early as tomorrow. could be as late as some time next week. >> reporter: by tomorrow, he was actually referring to today. at this early hour, we've not had an official announcement of that yet. they're building another vaccination site at six flags hurricane harbor. that is expected to open in the next few r anybody in the county who is 50 and older, they're urging you to sign up for your vaccine as soon as pop, before they move into that

next year. statewide, they plan on moving into that next tier by april 15th. reporting live in pleasant hill, matt boone. efforts are underway to provide vulnerable people with vaccinations. new mobile vaccine units will make a difference. >> reporter: the goal is to get covid-19 vaccinations to those who need protection most. in santa clara county, it's the same population able to get around the least. house-bound residents. >> being able to really reach them adequately is important. this will help kind of capture that last piece of the group that we really want to reach. >> reporter: in an effort expected to launch says the department will use their own equipment to get doses out for in-home vaccination delivery. the mobile teams will be taking direction from the county public health department. >> it definitely takes some effort for public health to

kind of identify those groups and those individuals, and then get a list in place, and then get us out there. >> reporter: in another approach announced monday, san jose mayor, sam liccardo, and county leaders pointed to $200,000 in funding for a new, and separate mobile separate unit. this unit would similarly serve house bound, elderly, and underserved residents in other areas. >> we have a lot of people to vaccinate. while we're moving quickly in our county, we can't miss anybody who wants to be vaccinated. mobile units like this are going to allow us to make sure that everybody in our community gets across the finish line. >> reporter: of course in both efforts, vaccine distribution is completely dependent on supply. in san jose, abc 7 news. >> if you have questions about vaccines, we have resources for you. we've grouped all of our stories together on one page.

just head to abc7news.com/vaccine. after more than a year in y distanced learning, oakland unified districts will welcome students back this morning. about 60% of families have said that they will return to on learning. al the district ma week optional for teachers. just under 40% are opting to come back. a teacher we spoke with was concerned that the support staff won't all be there today. >> if parents can't come on campus, and can't walk their kid to the classroom, who is going to do that? who is going to help a kid who's scared and upset, and having separation anxiety. >> students who are going back will be in hybrid mode with two days of in-person instruction, nd three days online. ruction, kindergarten through second graders are back in class in berkely. students are getting in-person learning five days a week. the classrooms are pretty full with plenty of plexiglass, and

possible fourth wave of covid- 19. as abc news vaccine team member kate larsen spoke to bay area doctors, they have a different perspective. >> i'm going to lose the script, and i'm going to reflect on the recurring feeling i have of impending doom. >> reporter: an emotional plea from the cdc director, asking americans to hold on a little longer, amid fears of a fourth covid wave. hospital admissionsare up more than 10% across 17 states in the last week. the number of deaths are also rising. >> so much reason for hope. but right now i'm scared. >> reporter: dr. gandhi, are you as concerned about this possible fourth surge as the cdc director? >> no, i really am not concerned as the cdc director. i'm hopeful and optimistic that we're going in the right direction. so i think it was a little alarmist. >> reporter: dr. monica gandhi says there's evidence to support optimism. in california, covid cases and

deaths are down. the only number that's going up right now is vaccines administered. >> in san francisco, 42% of us have received one dose. we had 29% antibody prevalence as estimated by the atof cafoh ago. we're getting to herd immunity. that's why our cases are so low. >> is there a difference between california and these midwest state that are seeing a difference right now. >> yes, i do see a difference. we're doing it carefully. we have a lot of immunity, sadly, from our last surge, because it was so bad. and some of these places like michigan didn't have a lot of immunity. >> reporter: if there is a fourth wave, we should now have >> a large propotion of americans about the age of 65 who are high risk, they should have gotten a vaccine.

>> reporter: of course, more good news as we get closer to opening up vaccine eligibility here in california. on thursday, the state is allowing anyone 50 and older to get their covid vaccine. and two weeks later, eligibility expands to anyone 16 and older. kate larsen, abc7 news, back to you. >> contra costa says it is ready to open up vaccine appointments to all adults soon. right now, they're already two weeks ahead of the state's eligibility schedule. matt boone is at a vaccine site in pleasant hills this morning. >> reporter: good morning, reggie. yeah, yesterday, contra costa county health officials revealed they have a lot of open vaccine appointments, which means they may be considering expanding eligibility to the next tier, which is, of course, those 16 and older. when will this happen? we don't quite know that yet. they suggested it could happen as early as today, though we haven't gotten that announcement quite yet.

possibly next week. either way, well ahead of the state's plan to move into that tier by april 15th. contra costa county has been ahead of the game at every step of the way. they were the second county in the bay area to expand and older. this expansion has also been allowed in part because there are 11 health centers that allowed a very robust vaccination program here. the county has also been partnering with churches and housing support services. because of all of this. health officials say they're on their 1 vaccinations goal by may 1st. >> we've given over 625,000 doses of vaccine in contra ra costa county. >> reporter: the county is also

about to launch another mass vaccination site in the parking lot of six flags, run by kaiser which will be able to administer another 15,000 doses per week, in addition to the 15,000 dose per week capacity here at the site at diablo valley college. overall, they say about 45% of the county's 1.2 million residents have received at least one dose. but they're still urging everyone 50 and older, you're eligible now. sign up before that eligibility expires. san francisco's musconi center is going to open. the american society for surgery of the hand is booked for september 30th, through october 2nd. organizers say they expect just about everyone who attends will be vaccinated by then. the last conference held there was in february of 2020. more reopenings will be coming soon in three bay area

dozens of migrant girls at a san diego shelter have tested positive for covid-19. 27 tested positive before arriving. six more tested positive after arriving. all 33 are now staying in a separate area away from those who tested negative. none of the cases is considered dangerous. the covid dorm is separated. it actually is on a different floor from the dome. they do everything separately. >> there you remember that these, they're little girls in the end. so we have to do whatever we can to make sure that they're safe. >> a total of 500 girls ages 13 to 17 arrived at the convention center over the weekend, and they're going to stay there until mid-july. oakland firefighters are looking into what sparked a fire that burned the junior center of arts and science at

lake merritt. flameserupted just before 9:00 sunday night. this video shows the aftermath. investigators say the damage might be more than $200,000. thankfully nobody was hurt. the center's executive director says it will continue with virtual programming that was already underway because of this pandemic. a group trying to help asian seniors protect themselves from the recent spike in crimes is now dealing with a setback. somebody stole hundreds of whistles from them. dozens of volunteers have been busy packaging up whistles. organizers say someone left them out in sunset for people to pick up, and that's when someone swiped them. >> we were sad, because we wanted to help the community, and help our elders feel safe, and for someone to come by during the day, and just steal whistles that wouldn't benefit them in any way is kind of heartbreaking. >> the whistle project is still
