day forecast. back to you. developing this morning, police are investigating a shooting in the mission district but left one person dead and send another to the hospital. this happened just after 9:00 last night at a very busy intersection, 24th admission, right near the bart station. the condition of the injured victim isn't known and police have not released details about a suspect. this morning, encouraging news about two of the three covid-19 vaccines here in the u.s. the pfizer and moderna vaccines have been found to prevent 90% of covid infections by two weeks after the second shot. president biden is promising 90% of americans will be eligible for the vaccine by april 19th. this also comes as the cdc warns of a possible fourth surge. jobina has more on the states that are seeing an increase in cases, jobina? >> thank you. dr. rochelle walensky said she is scared there could be another wave of covid-19 cases. they are reporting an increase in infections. 13 states are reporting an increase in deaths. new york is expanding

college has the capacity to do 15,000 doses a week. that has led to an interesting e of having a lot of open vaccine appointments. that's creating the situation where the county is considering whether or not to open that up to people 60 and over in the coming days. contra costa was the second county in the bay area to expand eligibility to people 50 and older a week ago. according to health officials come after that move, the county vaccinated 100,000 people last week alone. in total, some 45% of the county's 1.2 million residents have received at least one shot. part of that success also has to do with the fact that 11 federally approved health centers in the county have received doses directly from the federal government. the overall allocation is only expected to increase in the coming weeks, so looking at those numbers, that they had as of yesterday, health officials say they could move that eligibility down to 16 and over soon. >> i think it could be as early as tomorrow. could be as late as sometime

matt? >> reporter: kumasi, yesterday, contra costa health officials announced they have a lot of open vaccine appointments , which is why they are considering possibly moving into the next t■ier, which woul include people over the age of 16. exactly when that will happen, we are not quite sure yet. they said maybe as early as today. we haven't gotten that announced yet but possibly early into next week, still well ahead of the state plan to move into that phase by april 15th. now contra costa county has been kind of on the forefront here locally at administering vaccines. part of that is due to the fact that there are 11 federal health centers that have all received separate allocations from the federal government. the county has also been aggressive at partnering with churches, eldercare dercare der housing support services, targeting older and underserved populations. because of all this, health officials say, they are well on their way to hitting their million vaccinations goal by
