are trying to determine how many people were the adult care home. and restaurant owners admitting their biggest problem getting employers to come back to work. >> reporter: due to the amount of covid vaccines given out here, it might be in the coming weeks. in the east bay, contra costa county is opening up a new mass vaccination site at six flags in concord. once the site is running at full speed it will be able to give shots to 15,000 people per week. >> because we have unfilled

appointment slots, we want to get shots in arms as quick as possible. we don't want these variants to outrun us. so the county is making it available now for those 16 and over basically no restrictions to get vaccinated. currently about 25% of contra costa conty's adults are fully vaccinated. on thursday, anyone 50 years or older in california is eligible to get vaccinated and on april 15th it expands to anyone 16 and older. as the state ramps up supply remains a critical factor. one bay area health officer says getting a shot could be difficult since there's a reasonable chance there won't be enough doses right away. and doses aren't the only issue. you have to find an appointment first. the best piece of advice is check websites regularly and look beyond a county run website. pharmacies also book appointments online and you

the mount diablo district may get a recall. over the last week the district reopened campuses for a hybrid model of in person and distance learning. full in class instruction is scheduled to start next school year. in the south bay, san jose city leaders voted today to keep restaurants operating outdoors through the the end of the year. the city's al fresco dining program is expected to expire march 31st. the move offers them a lifeline. >> cash boren spent his tuesday afternoon putting out shade outside of haberdash in downtown san jose. his business is booming in this week's warm weather. permitted businesses have been allowed to operate in outdoor spaces. >> it is giving us a new look at 6 to a year of no revenue at

permanent. in san jose, abc 7 news. and tonight we're working to build a better bay area by tackling racial and social injustice. two business partners reached out with a story of discrimination in the home appraisal process. julian shows you tonight how they beat the system. >> i was just like, wait, something is not adding up. >> reporter: bronze courtney and his long time friend and business partner jamar mears were stunned when an appraisal for this home came in at $575,000 in december 2020. >> i was initially shocked and i thought i was seeing something different than what i was seeing. >> reporter: bronze purchased the fixer upper at the low price of $305,000. he added a second bathroom to, updated floors and appliances and in 2019 he got it appraised so he could take out money to start an even larger project.

>> it was appraised at 600,000 without an adu. >> reporter: an adu is an additional dwelling unit. he built a space in his backyard with the money he took out. he now rents the space out on air b & b. the home then appraised for lower after the massive renovation. kn sng was wrong. e homeand you tell me a year later that it's $25,000 less. >> reporter: jamar started investigating the homes and found the homes were in worse shape and the inlaw unit was only valued at $10,000. that's when they asked what could be done. >> what makes you feel as though there was something discriminatory happen. >> he was supposed to be an appraiser and this is what you say is a comp. so for me that definitely was like this is some discrimination going on. >> he's like i don't like it so let me give you the bottom of
