looking forward to. we found businesses that are cautiously optimistic but first let's hear from stephanie sierra to walk us through exactly what we need to see things really change. >> this is the first time we have heard governors speak freely with phrases like "getting back to business as usual." while it is reassuring, newsome was quick to point out that we have to remain vigilant as these variants are still a deadly threat. >> as california reaches a significant milestone of reaching 20 million vaccine doses, the governor shared a glimmer of hope. >> we can confidently say by june 15 we can start to open up as business as usual. >> in 10 weeks the state will be eliminating the colored tiered system to fully reopen the economy. this means large-scale inventory events like conventions could resume of testing or vaccinations are verified. most capacity limits would also be lifted assuming there is

sufficient vaccine supply and hospitalizations remain low and safety measures are followed. >> it is imperative and important a lot not letting your guard down, not taking off your masks, maintaining your vigilance and accessing one's eligibility comes up. >> the governor is confident anyone who wants a vaccine will get it by early to mid may as vaccine supply expects to significantly ramp up from the 2.4 million doses received this week. >> i anticipate the numbers to continue to go up. one variable remains, j and j. destabilization on pfizer and moderna we have more confidence in. >> health and human services secretary stressed the june 15 reopening date is subject to change.

>> if that is the case and we see a number of people hospitalized at that have received the vaccine that is a different level of concern. we will be talking about that like the governor said with local partners. >> while the state has seen no evidence of that, governor newsome made it clear, it is still a race between vaccines and these evolving variants. >> it is still prevalent, still deadly, still a challenge that we need to tackle. >> the state has received an additional 600,000 doses over the past two weeks. governor newsome expect that will wrap up once the state received a new allotment of johnson and johnson doses by early to mid may. we will be checking that. stephanie sierra, abc7 news. do we know how the state will verify vaccinations once the big indoor venues reopen? is there any guidance? >> not yet. i did ask dr. galli about that today. he says they do plan to release specific guidance that would detail ways the venue or business owner should verify vaccinations or testing results

to keep the environment safe. it is also possible that these events may have capacity limits depending on how large the indoor gathering is. the state is sorting through all of those details, now. today's announcement is something businesses have been waiting for. lose peña spoke to the san francisco chamber of commerce and business owners. she continues team coverage and joins us live with their reaction. >> about 42% of california's over 16 population has received at least one dose of the vaccine. business owners reflect on the past year and how many survived on a month-to-month basis. having the june 15th date is what they needed in order to plan ahead. >> 69 days from today. >> on june 15 we will be beyond the blueprint. >> after a year and a month of an empty venue, the general manager of san francisco, the

>> we are confident. those are a part of critical mass. we need them to come on in. >> with indoor and outdoor dining picking up, they are staying hopeful the summer we will finally be able to breathe. >> we have enough help from the government until august. in my head, that gives us about a six week gap. the san francisco chamber of commerce is keeping track on their website of all of the sectors taking the longest to recover from this pandemic. on the top of this list is hospitality. they say what the city needs the most are people to come back and conventions to book san francisco once again. we know the first convention is scheduled for september.

we heard from governor newsome that 20 million vaccinations have been administered so far. that is more than any other u.s. state. california is the most populous state. what medical experts are telling me is this will be a race against the variance and the only way to win is to vaccinate as many people as possible fast. reopening is not a problem if the majority of the population is vaccinated or on their way there. >> thank you so much. we learned tomorrow bay area counties will move from the red to the orange tier which loosens business restrictions. contra costa, napa, sonoma will transition to the tier. that means solano county. the name changes and are the opening up >> is california ready to

heading toward normalcy. >> dr. rutherford added that the state will be able to closely monitor instances where vaccines do not work and people get infected. on a day like today we asked for your opinion about the state reopening. the majority voted california should wait for the fall. about 20% want to keep the current tier system of reopening in place. about 10% think it is way too soon. >> the bay area's most productive vaccination site will stay open. you can see the oakland coliseum on the riririririri in the parking lot a vaccination site run in partnership with the federal government has been giving more than 6000 shots per day since mid february. the partnership will and on sunday but the site will continue. >> the only change is we are not going to get the

as we speak, the san francisco school board is meeting to resend the controversy resolution of renaming schools. the matter have gained a lot of attention across the country and leah melendez is listening to the meeting. she joined us live from the newsroom. >> right now you are seeing a discussion on reopening schools. the school board is not giving up on this issue of renaming certain schools. they will eventually revise the idea that matter with a different group of people and with more input from the community. >> it is fair to say that this somewhat new school board was following a resolution to dismantle symbols of racism and white supremacy when they

decided to rename some 44 san francisco schools. they were said to be associated with slavery, oppression, etc. it is how an advisory committee went about it and caused a lot of criticism. >> i found it on history.com which is pretty credible. >> no historians or professors were consulted and the committee in charge is not always accurate. >> again this is another colonizer who basically -- >> colonizer, california mission it is in the >> they had the wrong sanchez. now, the school board says they will revisit the matter but only after all san francisco schools reopen for full in person learning. the committee will also see a welcoming addition. >> we do want to use the expertise from professorsfrom ps

universities to support the work we have been doing. we have heard from families and their interest in being involved in the process. >> paul scott is the to attorney who sued the district to resend of the vote and dissolve the committee. >> this is having a top-down process where a group of unelected people are dictating to schools throughout the city what the school name should be and whether or not consistent with san francisco values and it is not a good approach. >> it is clear that the issue became a distraction to prove they are focused entirely on reopening schools. the commissioner will introduce a resolution pledging tpledgingt back all students in the fall. >> we have the data and science to help us do this correctly and safely for our students, staff and families.

police approach to take him into custody and some officers appear to kick and hit the man. police say the internal affairs unit is looking into incident. the city of danville has a legal fight ahead after the shooting death of a homeless man. today a lawyer for the family announced a federal civil rights lawsuit against the city. is leslie brinkley shows you, they will be using never before seen video that encounter with police. this is a disturbing video of a danville police officer pointing his gun at a homeless man. officer said he suspected the man, 32-year-old tyrell wilson had thrown rocks at cars on interstate 680. wilson was shot once in the face and collapsed and died.
