joining us. >> here is a breakdown of what the governor called the state's next step in pandemic recovery today. on june 15th helfman it will fully reopen its economy of two materia are met. the state must have sufficient vaccine supply and hospital rates must stay low. it will mean an end to the color-coded tier system in place. it allows for large-scale indoor events, including conventions, with testing or vaccination requirements. >> this is a big day, in terms of the pandemic and the journey we've been on. >> reporter: optimism was abound today as governor newsom made an announcement many californians have been waiting to hear. >> we can confidently say by june 15th we can start to open up as business as usual. >> reporter: the state is essentially waiving goodbye to the tier system that has regulated how we live during the pandemic for 31 weeks. everything hinges on the

an improvement. >> great news. now people can finally come out. >> reporter: san francisco motel owner marques patel is reacting to news from california governor gavin newsom over his announcement tuesday of fully reopening the state by june 15th. patel says he has seen business on the uptake here at the alpha inn and suites. >> this last couple of weeks we are getting busy a lot. almost 100% occupancy. >> reporter: conventions in california will be allowed come april 15th. news of a full state reopening is a difference maker when it comes to bringing conventions to san francisco, says joe dalessandro of san francisco travel. >> a lot of planners have been telling us we would love to meet in san francisco in the fall. but they aren't comfortable making the commitment. this is a big deal. >> reporter: in hayes valley, owners and managers tell us when theater and city hall business picks up, they pick up your conventions will help.

county as the bay area's only redneck tier. indoor pools and bowling alleys can open under the orange tier. on vaccine watch we have several major developments. sonoma county says it has received a significant increase in covid vaccines for the state, due to an appeal by county supervisors. some major vaccination milestones were reached as well. san francisco says, as of today, 50% of san franciscans over the age of 16 have received at least one dose of vaccine. the city of berkeley reports it has reached the same milestone. in the east bay governor newsom reiterated today that math alameda and contra costa counties. abc7 has been tracking all vaccine updates for you. you can count on us for the

very latest developments as new information comes in. san francisco supervisors passed new protections today for workers laid off during the pandemic. the right to reemployment ordinance requires some employers to offer jobs back to people laid off during the pandemic when the employer is hiring for the same, or similar, position. it covers grocery stores, hotels and restaurants that employ more than 200 people. moments ago after mounting public pressure and the desire to avoid a lawsuit, the san francisco unified school district board voted to postpone the renaming of schools , which has been so controversial. abc7 reporter matt boone is live in the newsroom with more. the board also voted to fully reopen the schools. >> reporter: good evening, lots on the agenda tonight. all of it connected to the district's struggles to reopen

in person learning while pushing through the plan to rename schools, due to the concerns of connections to slavery and oppression. while it has been tabled for now, the vote did not dismantle the plan entirely. talked at the end of the meeting the board just decided to put the brakes on a plan that has been in discussion since 2018. they intended to purchase the district with school names with connections to slavery and genocide. the plan became the target of parents and alumni groups who criticized him for being a inexpensive and distracting plan while students remain out of school classrooms. with the filing of the lawsuit, the board has agreed to table the matter, at least until all grade levels are back in the classroom five days a week. the question to when that will happen was also on the agenda tonight. commissioner jenny lam introduced a resolution in which the board would commit to offering in-person instruction for all grade levels when school returns in august. >> in person instruction will remain the primary and majority offering of the district. remote learning shall be considered an option for any student who cannot respond in

person learning for medical reasons. as well as for exceptional students who may benefit from remote or learning for social, emotional or academic reasons. or because of other factors. >> the resolution passed unanimously. students will finally return to campus starting next week, with precancer second-grade, followed by grades three through five faced in. middle and high schoolers will not return until the fall, except for special education and select high risk students, such as homeless students, students who have had low attendance during distance learning. some high school sports will be able to return next week. the board discussed hearing reports in the coming weeks on whether or not they will be able to hold in-person graduation ceremonies. so far there is no plan set for that quite yet. >> a lot to cover. hayward police are reviewing the circumstances

>> please get off of our zoom. >> grace baptist is fundraising for physical on-site security. google and the city of san jose released a long way to development plan for the city of san jose. the mixed-use campus could have more than 6 million square feet of office space, 4000 new housing units, hotels and retail space. google has proposed almost $1 billion in infrastructure improvements. including new parks and open spaces. there also pledging $200 million in committee benefits that google says will focus on homelessness, services for the homeless and small business assistance. >> they have been an honest poker with the community and with the city. they are paying all of their fees, getting no brakes at all and making huge commitments. >> the san jose city council is

expected to vote on the plan by the end of june. element could start as soon as next year. concord is relaunching its plan to redevelop the naval weapons station for bargain housing use. city council discussed the selection of a new master developer for the $6 million project. the project has been on hold for almost 4 years because of a labor dispute with the previous master developer. the city is currently considering concord- based discovery builders for the development. we know it's dry and we need rain, but it is so dry and santa cruz is on the verge of asking people to conserve water already. the santa cruz sentinel reports they recommend the city councilman forward with a plan that would have cutting back 10%. city council will vote on april 13th. in the north be c in high school play its final game on saturday. abc7 news report about ongoing
