marine layer clouds and it is blanketing all of us. the winds will not go away. expect temperatures to pull back from yesterday. look at the mid to upper 50s along the coast from half moon bay into san francisco into richmond. low to mid 60s for most of the bay. the 70s for most of us, gone but they're coming back and there will be even some 80s possible the back half of the forecast. i will have your full forecast coming up. lane lane la closed after a deputy hit and killed a dui suspect who was trying to run away. the chp says they stopped the black honda civic around 10:00 last night. officers today dy test on the driver. when they tried to arrest him, he took off. officials say he ran across southbound lanes, jumped across the median and while trying to cross northbound lanes, a san mateo sheriff's deputy hit him. the suspect died at the scene and an investigation is underway. three more bay area

counties will be able to reopen with higher capacity. contra costa, napa, sonoma county's mackerel transitioning from the rent here to the stricter orange tier. >> we won't be talking about tiers for very much longer. california is about to take a huge step forward when it comes to our reopening process. on june 15, all of california will reopen its economy if two criteria are met. the state should have a sufficient vaccine supply and hospital rates have to stay low. it allows for large-scale indoor events including conventions with testing or vaccination requirements. dan ashley has a breakdown of what governor newsom calls the next step of the pandemic recovery. >> this is a big day in terms of the pandemic and the journey that we have been on. >> reporter: optimism was abound as governor newsom made the announcement that americans

have been waiting to hear. >> by june 15, we can start to open up business as usual. >> reporter: the state is essentially waving goodbye to the tier system that has regulated how we live during the pandemic for 31 weeks. everything hinges on the vaccine supply and hospitalizations. the ball is in our court, we just need to keep doing what we have been doing. >> with the way we are going right now, with what public behavior looks like and people adhering to masks and restrictions, or may scientific and data standpoint, we will be ready. >> reporter: the governor had this reminder with 10 weeks until that magic date. >> it is incumbent upon all of us not to put down our guard. >> repoter: for those thinking we are headed back to pre- pandemic times, not so fast. >> we don't have any short-term goals as it relates to lifting the mask mandate.

>> the move to reopen the economy is exactly what struggling businesses need. amy hollifield is live in walnut creek. we know that announcement from the governor is what businesses have been waiting for. >> reporter: no kidding, kumasi , especially when you look at how many businesses did not make it during this pandemic. there are empty buildings like this, retail buildings all throughout here in walnut creek. the businesses that did make it are very relieved that they now have something to look forward to. they have a date for foley reopening. some motels and restaurants and stores are saying they are already to see an uptick in business. people seem to get ready and be out spending. they say they really need that domino effect, the business that comes their way when city halls and theaters open again, when conventions return to the area. many say this announcement from

the governor allows for businesses to start planning on looking ahead with confidence. >> a lot of people have been telling us they would love to meet in san francisco but they were uncomfortable making the commitment. this is a big deal. >> reporter: the economy does have a ways to go. one motel owner says he used to rent rooms in the san francisco for $700 a night during the salesforce convention. now his rooms are going for $50. it is a start. this is the news businesses have been waiting for. live in walnut creek, amy hollyfield, abc 7 news. in the east bay, governor newsom reiterated the mass vaccination site at the coliseum will stay open. the partnership with the federal government will end on sunday but now the state will match the vaccine allocations made by alameda and contra costa counties. abc 7 news has assembled a team to truckle vexing updates.

if you have questions, send them to us and we will get you answers. visit www.abcnews7.com to get that information. we have two information on san francisco public schools. after mounting public pressure and the desire to avoid a lawsuit, the board decided to postpone its plan to rename schools. >> major news coming out of the board who voted unanimously to open all schools in the fall for all students for full-time in person learning. students who choose not to return for medical or academic reasons can still learn remotely. ward member jenny lam cited a declining covid-19 infections and the increase of vaccines. >> in person instruction will remain the primary and majority offering of the district. remote learning shall be considered an option for any student who cannot return to in person learning for medical reasons. as well as for exceptional students may benefit from remote learning for social, emotional, or academic reasons.

>> reporter: the school board voted to hold off on a plan that has been in discussion since 2018. connections to slavery, oppression, and genocide will stay for now until after all schools reopen for full, in person learning. the plan became the target of parents and alumni groups that criticized it for being an expensive and distracting plan while students remain out of the classroom. >> we do want to use the expertise from professors to support the work that we have been doing. we have heard from families, their interest in being involved in this process. >> some pre-k through second grade students will finally return to campus on monday. middle and high schoolers will return until the fall except for special education and some high risk students. high school sports will return next week. the board also talked about the possibility of holding in- person graduation ceremonies. so far, there have been no plans for that yet. santa cruz is on the verge

of asking people to conserve water because of a lack of rain. the santa cruz sentinel reports the water commission is recommending the city council move forward with a plan that would have residents cutting back by 10%. larger households would need to apply to get an increased allotment. the city council will vote on tuesday. we have been talking about this for weeks, this stripe pattern that won't let up. we talked about it before going into the rain season. last rain season was so dry and then we duplicaed it this rainy season. what you will see over the next couple of weeks or so are the reservoir levels will temporarily rise a little bit as the snowmelt starts but then they will lower rapidly as we head through the summer. we will need to conserve as much water as we need. we need to watch the reservoir levels. here is a look at the drought. on the left side is where we started, october 1. on the right side is where we are now. look at that. we have much more color on the right side where we are now.

we will have some more high clouds as the low clouds retreat. temperatures won't be quite as comfortable as yesterday. the blanket of gray comes back tonight. the springs spread as the coast stays school this weekend. we have an area of low and high right next to each other. look at the high clouds funneling. they are also increasing the seabreeze. the closer the high and low get together, the greater the pressure difference. that is why temperatures stay barely in the low 50s through most of the south bay. 59 to 62 on the peninsula. mid-50s along the coast. upper 50s downtown in the south san francisco. mid to upper 60s to the northbay valleys. along the east bay shore, 59 to 63. as you head inland, 64 to about

>> thank you. the winds are picking up. look at that, gusting to 33 in fairfield. that is a summer breeze. we have the morning marine layer, clouds out there. we have a strong onshore breeze. we have clouds reaching all the way into walnut creek which is what we are looking at right now. today is going to be cooler than yesterday. kind of raw along the coast. 53 at half moon bay. it is going to be windy at the coast. for us it will be breezy. mid-60s to upper 60s for most of our inland neighborhood. now we will place seesaw for the next couple of days before a warming trend brings some 80s into our forecast. california is poised to take a major step forward on the road to pandemic recovery. >> governor newsom has just

announced that june 15 he is aiming to release restrictions across the state made possible by the progress he has been singing and people being vaccinated. 20 million vaccine doses have been given in califoria. 4 million of those have gone to communities that needed the most. june 15 is two months away and the governor says the economy can reopen on that date if vaccine supply is sufficient for every adult who wants to get a shot and of hospitalization rates remain low. >> the governor's announcement is something that businesses have been waiting for. we just talked about that june 15 day. until then, we still deal with the color-coded system. today, three more bay area counties will move from the red tier to the orange tier. contra costa, napa, and sonoma will transition to the less restrictive tier . that leaves solano county as the only bay area county and the red. abc 7's amy hollyfield is live in walnut creek. >> reporter: good news for

businesses like restaurants can now welcome more people inside. here in contra costa county, they are asking that you do something for these businesses. they are saying this good news needs to come with action. anyone over the age of 16 needs to do what they can to get the vaccine so we can keep heading in this direction. the orange tier does mean that businesses like restaurants and gyms and movie theaters, places of worship, they can now allow more people inside. bars can now open to customers outside. there is no longer a neil requirement in the orange tier for bars. health officials say residents should feel good about the progress they have made but they should not let down their guard. contra costa says their case rate has plateaued and sonoma says the number of cases there has started to creep back up. the feeling today is to

celebrate the openings which is good news for these businesses. there should be room for you inside if you don't want to eat outside. keep your guard up, keep doing what we are doing so we can continue to get these businesses open. live in walnut creek, amy hollyfield, abc 7 news. astrazeneca has paused its covid-19 vaccine trial on children over concerns of rare cases of blood clots in adults. >> the pediatric trial for the oxford astrazeneca vaccine has been paused pending a review by the uk medicine regulator. a spokesperson for the university of oxford said the trial in children has not raised any safety concerns but it will still be paused while regulators reveal. lastly, astrazeneca said at least 30 adults in the country experienced

clots after getting the shot. astrazeneca says it is too early to know whether the vaccine itself trigger the clots. regulators have advised the uk to continue administering the vaccine, arguing the incidents are very rare and the benefit still greatly outweighs the risks. the astrazeneca vaccine is not being used in the u.s. but the company is repairing to submit it for emergency use authorization from the fda. president biden has announced he is moving up the vaccine eligibility deadline. the president is telling states to make all adults eligible for a vaccine by april 19 previous deadline was may 1. many states have already done that. california is set to open up everything next thursday, april 15. the push to get covid-19 vaccine's and one of san francisco's hardest hit neighborhoods. city and community leaders are opening a new site in excelsior district that will operate at 20 norton street. this will happen wednesday through saturday. an appointment is required. this new site is part of the city's effort to provide all residents equitable access to

the vaccine. developing news in hayward. police are reviewing the circumstances surrounding an incident that was caught on video. a man posted it on instagram two days ago. he says it happened outside of a mountain mike's pizza. you can see the man on the ground with his hands behind his head. police approach him to take him into custody and some officers appeared to kick and hit the man. police say the internal affairs unit is looking into it happened. the city of danville has a legal fight after the shooting death of a homeless man. a lawyer for that man's family announced a federal civil rights lawsuit against the city. abc 7 reporter leslie brinkley shows us they will be using new video of the encounter with police to make the case. >> reporter: this is a disturbing video of a danville police officer pointing his gun at a homeless man that he suspected the man, 32-

year-old tyrell wilson, had thrown rocks at cars on interstate 680. a witness driving by the intersection at sycamore valley road recorded the encounter on march 11. wilson was shot once in the face and collapsed and died. >> this video was somehow the police just waved the people who took a. he said he had video and they waved him on by, told them to submit it. well, they submitted it to us. >> what we are doing here from a civil rights case is just the beginning. it is just the beginning. at the end of the day, this officer should be criminally prosecuted. this man is a menace and has been a menace to dark people in this town. >> reporter: john burris claims the officer shot and killed another filipino man in danville 2 1/2 years ago. now, this. the federal lawsuit was filed against the city of danville. they referred us to the contra costa county sheriff's department and today, they said no comment on the case.

financial records show that san franciscans against the recall raised $160,000. committee supporting the recall raised nearly $140,000. boudin has faced heavy criticism for his handling of several high-profile crimes including a deadly hit and run on new year's eve. recall supporters muscat the signatures of 10% of registered voters in in san francisco that equates to a little more than 50,000 people. the deadline is august 11 for the campaign to qualify for a special election. this morning, an abc news exclusive. we are hearing from san mateo native tom brady in his first sitdown interview since winning his seventh super bowl. this past season was his first with the tampa bay buccaneers. all six of his super bowl wins were with his former team, the patriots. brady talked about how different this season was and how different it was being the new guy. >> everyone would come to me and introduce themselves to me.
