but no fog. put the winds over this and the fog will drift south along 101 and could spill across the san pablo bay and into the san francisco bay through the morning. that is something we will keep an eye on. here is a look at today's temperatures. more sunshine, still breezy. it will be milder away from the coast. 55 at half moon bay. 60 in san francisco. we will dip down again tomorrow before the warm surges through the weekend forecast. back to you. it is now one week away from the state opening backs ineligibility to everyone 16 and up this morning there are major questions about how to get shots to underserved communities. this morning, abc 7 reporter matt boone is live in alameda county . >> reporter: good morning. this county is now going to

open up vaccinations to those who are 16 and older but not the entire county. they have selected just a few zip codes of people. if you are 16 and older and live there, you can get vaccinated. the county has decided 12 zip codes that have been hard-hit by would. all californians will be eligible in a week. there is no time to wait in these zip codes so they are taking action now. we have a list of all of them so take a look and see if yours is on this list. it includes area in oakland, hayward, san leandro and san lorenzo. this is where many front-line workers live, people who have not been able to work from home and it is essential to get those people vaccinated. contra costa county is the of the county in the area that has opened up vaccinations to everyone who is 16 and up . that county did not select zip codes, they just opened it up

to the entire county. in alameda here they are targeting zip codes. everyone 16 and up in california will be eligible in a week. live in berkeley, amy hollyfield, abc 7 news. the european union and the united kingdom will both still allow the use of the astrazeneca vaccine despite a possible link to a rare blood clotting disorder. most of the clotting cases occurred in women under 60 within two weeks of vaccination but the uk's advising adults under 30 to get another vaccine. both health groups say the blood clot disorder is extremely rare and the astrazeneca vaccine benefits still far outweigh the risks. it has not yet been authorized for use in the united states. the giants return to san francisco for their home opener tomorrow. the team shared a video showing what you can expect as you get to the ballpark this season. today, fans with tickets can

get tested at no charge at the public house from 9:00 until 5:00. results are expected to be available in less than 30 minutes. negative test or if you have a vaccine card will be for entry into games this season. for vaccinations, fans must have all doses at least two weeks before the game. the giants will have the capacity of 22%. that is just under 9000 fans. first pitch between the giants and the rockies is set for 1:35 tomorrow. there are concerns about the covid-19 variant first discovered in the uk. the cdc says it is now the most dominant strain of the virus here in the u.s. jobina fortson is at the live desk with more. >> the uk variant is believed to be more contagious than previous strains and is likely more deadly. health expert spirit is fueling a new surge. covid hospitalizations are on the rise in at least 16 states. nearly half of the nation's new cases are in five states.

health officials say relaxed restrictions and increased travel could be responsible for the surge. brown university doctor tells gma vaccines alone will not stop the spread. >> this was predicted. we expected the uk variant to become dominant. we are doing a great job on vaccinations but vaccinations alone will be the difficult to manage his pandemic. it would be helpful to have some public health restrictions still for a few more weeks. >> the country will be in much better shape as we head into may. despite the rise in cases, the cdc says covid-19 deaths are down 20%. that is likely due to the vaccine. a newly released study is giving us a better idea about the effectiveness of these vaccines against the newest variants. duke university just released its findings. and found moderna's vaccine works against what is known as the california variant. the novavax vaccine also did well but that vaccine has not been authorized in the u.s.. researchers did not test pfizer

's vaccine. california's top epidemiologists are cautiously optimistic that there will avoid a fourth wave but they say the next two weeks are critical in stopping the slow rise in cases. every bay area county is showing a small increase in cases over the past week. in most regions, that is a rise of a fraction of a percent. only napa and solano counties maxalt transmission rates over 2%. >> there is 2500 cases a day in california. we want it to be at zero. >> the next two weeks are critical as the state is between vaccine shipments. they are hopeful more vaccines and the easing of eligibility restrictions can stop a fourth wave. we've got a broken deck of clouds over most of our neighborhoods and that is the same on the peninsula where 51 in san bruno is the warm spot. 38 in menlo park. redwood city, 41.

there are still unanswered questions this morning after an officer shot and killed a man in daly city. yesterday afternoon, the officer approached people in a car on niantic avenue. at some point, the officer shot the man and he died. another officer was hurt but he will be okay. police have not said how that officer was hurt or what led up to the shooting. san mateo county district attorney's office is now investigating. in the east bay, oakland police announce a new community trust police officer. the goal is to help bridge the gap between the police and the community. chief laurent armstrong introduced officer daniel mullins on social media. officer mullins will work with chinatown and fruitville officers to bring community concerns to the chief's office. opd says they hope this new trust officer will help build stronger relationships with the community. to the northbay. a potentially life-saving tool in the fight against wildfires.

the city of santa rosa handed out 12,000 emergency weather radios. these battery-operated devices will warn people of dangerous conditions like high winds and fast-moving flames. it is a much-needed tool in santa rosa where wildfires have destroyed nearly 4000 homes since 2017. >> we lost our house in the grass fire. >> is there a need for this? >> absolutely. >> they are preprogrammed. you got to put the batteries in, plug them in and they are ready to run. >> emergency weather radios are used in other parts of the country for tornado alerts. for the first time ever, fema is funding them on the west coast for wildfire protection. anything to help. >> we want to make sure you have everything charged. aps ps may be issued and you

may not have electricity if a fire is coming your way. here is the reason why we are so concerned. our rainfall only 41% of averages since the beginning of the rain season. our drought, which is supposed to go away during the rainy season has remained the same. it has gotten worse across the southern half of the state. we are not in fire season yet but we are inching closer and there is no rain in the forecast. we repeat last night and this morning's weather last night and tomorrow morning. bay and inland neighborhoods will be warmer than average. we still have the same two players on the map. that is why we have those breezy conditions. there is slightly milder air being pumped our way. that is why we have mid-60s tenure 70 degrees across the south bay.

we have low to mid 60s. still kind of cool along the coast. near 60 in downtown san francisco with about 68 to 72 through the northbay valleys. here we look around the east bay, one of our more homogenized areas. as you move inland, we will have around 68 in san ramon to 74 in pittsburgh and brentwood. as far as the fog, you can see how quickly it is going away today but we still have that persistent onshore breeze. that is why the coast will remain cool while the rest of us warm up a little bit. you can see the broken deck of cloud cover with a little bit of fog in the northbay valleys. the rest of us are in the mid to upper 40s. here is my accuweather 7-day forecast. we drop back down. monday, down. tuesday, up. when say, down. thursday, down. everybody is up for the weekend

. how about that forecast? researchers at usc seven have found an effective way to test kids for covid-19 as they return to in-person learning. a new study focused on rapid antigen testing. researchers found the rapid tests were 90% effective in detecting high viral loads in asymptomatic kids. the kids were also tested using the more sensitive pcr test. a study found half of the kids who tested positive with the pcr did not test positive on the antigen test. by using the antigen test every day despite being less effective could affect more cases. >> four days later, when your viral load rises, you can do another test. then the test will catch the kid as being infected. that is likely when the kid is most infectious. >> essentially, the 15 minute rapid test is less sensitive but it will be the fastest way to find the most contagious students. the rides are back in

that is pretty dangerous especially when you are driving highway speeds. this will sink to the south and to the east and spread through the morning commute. now, as far as the afternoon goes, we are looking at sunny conditions. still breezy. san francisco and the bay, 6266. inland, 68 to 73 degrees. i will show you that coming up. at the very moment, we need more vaccines. california is about to see a major drop in doses from johnson & johnson. a few hundred or even a few thousand doses, we are talking about a nearly 90% drop. abc 7 reporter amy hollyfield is live in berkeley this morning. >> reporter: what timing. just as sites like this will be

needing to serve more people, there will be a drop in the supply. we will see about an 85% drop 8 across the country in johnson & johnson vaccine doses next week. instead of the nearly 5 million doses of j&j that the government shipped to the country this week, next week they will only send out 785,500 doses, less than 1 million. j&j said last week in a statement that one of their batches did not meet their standards. the new york times reported that workers at the facility mixed up ingredients and ruined 15 millioruined 15 mu if you do try to get appointments next week when eligibility opens up for all californians over the age of 16 . if you have trouble, this could explain why. now at least you will know what is going on. this will settle itself out. the governor did say when he was managing eligibility would be opening up that getting the

vaccine could take several weeks with an expectation that more doses will be arriving in may. live in berkeley, amy hollyfield, abc 7 news. nationwide, the country is close to a major vaccine milestone. the white house says by the end of this weekend, nearly half of all adults will have received their first shot. the cdc says as of this morning, more than 40% of the adult population has gotten at least one dose. santa clara county will host a covid-19 vaccine clinic for special olympic athletes. special olympic athletes, their families, and volunteers will be able to get the vaccine at the by stadium. this is an effort between the county and 49ers to get the most vulnerable vaccinated. people with intellectual disabilities are 2.5 times more likely to be affected with covid-19 then numbers of the general population and six times more likely to die. you can keep track of california's progress on our

rates but of course they still spread the virus. we expect to find out more information about a mass shooting that left five people dead in south carolina. two children are among the victims. the shooting happened at the home and victims identified as a local doctor, his 69-year69 wife and their two grandkids. also, a 39-year-old man who was working at the house. authorities say a sixth person was also shot. that suspect is in custody found at a nearby house. no word yet on what the motive is. after three mass shootings in three weeks, president biden is taking aim at gun violence. the president is unveiling a series of actions. jobina fortson is at the live desk . >> reporter: president biden

will be following through on his promise to take on gun violence. he is expected to announce six executive orders on guns. úthey include asking the justic department to crackdown on so- called ghost guns. those are firearms assembled with a 3-d printer from parts purchased online. >> i don't need to wait another minute, let alone an hour to take common sense steps that will save the lives future. >> reporter: the president will also ask for investments in community violence intervention programs. a new annual report on firearms tracking, which hadn't been compiled since 2000, will encourage states to adopt red flag laws that allow police and family members to petition forward to temporarily remove guns to people in crisis. there will be no legislative proposal from biden today. gun-control advocates and some democrats pushing for more regulations will join the president. racism against the aapi community is

buses. this is an issue we are committed to solving as we work to build a better bay area. transportation officials say targeted attacks against asian american riders has increased at an alarming rate over the last year. assaults against asian bus drivers jumped more than 50% in two years. officials say pandemic related issues are partially to blame but that the violence began well before covid-19. san francisco police are adding more security to high risk bus lines. volunteers have been showing up to help protect the asian community in san francisco's chinatown. a group called united piece collaborative has been patrolling the streets for the past year but since the recent violence, more people are signing up. the volunteers are trained by professional security guards to de-escalate potentially violent situations, watch for suspicious activity, and quickly contact authorities. >> asians are stressed out. they are in despair. they are wondering why the country that they love does not love them back. >> we are all minding our own business. we are not going out there to hurt anybody. we don't understand why people
