making news now 6:00 a.m. vaccine open season. some bay area counties already stepping forward and opening the floodgates for the 16 and older. the state weight data ahead this week. questions of fair access looming large. one county showing us how they are meeting the mission this morning. in morning, everybody at sunday, april 11. thank you, for joining us. we have a big step forward in the coronavirus pandemic. we will get to that in a moment. first let's get another look at the weather. >> reporter: good morning. another beautiful day on the way. we are looking at slightly warmer conditions in the north bay. cooler conditions in the south bay. overall we have this to look forward to. clear conditions in parts of the east bay. we are up 47 in san francisco. 50 in oakland. 40s mountain view. upper 30s morgan hill. on the coast some fog. 43 degrees. 37 in santa rosa. 40 in napa.

15 in concord. wind is keeping mild. numbers will be in the 50s by 9:00. we will increase with cloud cover. it will be partly cloudy at times today. low 60s around the bay by noontime. we are already near 70 inland. if you are in the inland valley it's going to be a warm one from the mid to upper 70s. it could be around 70 around san ramon today. we will keep it breezy at the shoreline. happening today a free vaccination pop-up opens in the east bay. they have been hosting vaccine clinics. today will will administer first shots of the modern vaccine at the baptist church in oakland. it starts at 9:30 this morning. second shots will be given out me eighth. to make an appointment go to united in-house oakland. california will expand covid vaccination access to 16 and up. in most counties right

now eligibility is limited to people 50 or older or those in certain health or employment categories. we are are of the vaccine team. speaking to health officials from three bay area counties moving ahead of schedule. >> reporter: we are four days away from the vaccine eligibility expansion. san francisco, alameda, contra costa are getting ahead of the state opening up vaccinations now. on wednesday, they expanded vaccine eligibility in 12 zip codes are the hardest hit by the pandemic starting monday, they are opening up to residents in the entire county 16 and older. >> right now alameda county residents can go to my turn, to make an appointment to be vaccinated at the coliseum. >> san francisco getting ahead of the state expanding eligibility to everyone 16 and older if they live in one of

these seven neighborhoods. what's concerning is supply. >> unfortunately as we expand there is less vaccine coming in. part of this is due to johnson & johnson having a delay giving issues that have gone on with its manufacturing. the hope in the next couple of weeks vaccine will start to flow more freely. >> alameda county struggling with supply last week they gathered 40,000 doses and next week getting 26 thousand. contra costa is the opposite. they are expecting 120,000 doses . that's 29,000 more than last week. >> a large part of the reason we've been able to do so well is contra costa county has federally qualified health clinics. there is federally qualified health clinics in all kinds of counties however, ours is

mostly run by the county. >> contra costa has been ahead of the state since march 31st in san francisco. >> san francisco is getting a jumpstart offering free vaccinations to those in priority zip codes. thousands were turned down due to supply this week. we were at zuckerberg general hospital breaking down the vaccine crunch. >> we came to check it out. i did not expect this long line. >> thousands of people showed up early. the wait was painful for some. >> we have been waiting for 3 1/2 hours. >> san francisco open covid eligibility early ahead of the expansion to those living in eight priority zip codes and underserved communities. reservation walk-in appointments are available. nobody knew how big it would be

. >> we had over 6000 individuals show up today before 9:00 pit >> only 2000 allotted doses per day upwards of thousand people got turned away. >> i was surprised. i had friends tell me they'd been scouting it out the last week or so and saying the end of the time was the best time to come in. i came at two. i guess they were wrong. >> we can't vaccinate everyone who shows up. >> lake west isn't giving up on getting the shot. officials hope people return, sunday, or any time over the next few weeks 8:00 a.m. to 3:00 p.m. get here early to make sure you get the vaccine. facebook is opening and location for vaccinations. hundreds lined up for the first

test a day. we spoke with the county testing officer about the possibility vaccines are driving numbers down. >> people are looking towards vaccine and are excited about vaccine which is fine while you wait your turn. we don't have enough. it's going to take several weeks to get everybody vaccinated as long as it comes in. while you are waiting go get tested. the emergence of the variant is another reason people should continue to get tested. part of building a better area is focusing on how the pandemic changed education. the college of san francisco will hold a march against layoffs. they are on zoom talking about keeping classes, faculty, and staff safe. they will mark available funds from the state rebuilding

another shock this morning in windsor the mayor is responding at length for the first time after several women are stepping for accusing him of assault. the former mayor is behind bars accused of crimes against a child. that former mayor is still in jail this morning. he was booked on saturday in

suspicion of having sex with a minor. he spoke to police about where they stand with new developments. >> police say they received a tip on march 30th and quickly began the investigation finding enough evidence to arrest former mayor robert jacob earlier this morning. the 44-year-old has been booked on five felony accounts and one misdemeanor related to alleged sexual assault crimes against a minor under 15 years old. the tip came in last month. they believe the crimes may have become in december, 2019. police say they've only heard from one victim. they are asking anyone with information to come forward given the victims age cannot release more information about them, are details about alleged crimes. the investigation has sent shockwaves through the small northbay town. >> it's dramatic for the survivor. it's dramatic for everyone. it plays a toll on our community. >> he was the mayor from 2012,

2016. according to his linkedin profile, he now works as a consultant in the cannabis industry. he's been booked in the sonoma county adult attention facility and being held without bail. a rally planned at the sonoma county winery owned by the windsor mayor. a fifth woman is coming forward with sexual assault at stations. a 38-year-old woman told the chronicle she was sexually abused during a three-year relationship in the early 2000's . the chronicle first published allegations from farther women on, thursday. a statement released last night saying, i believe anyone who believes they been victimized should have the opportunity to be heard. i didn't want to cloud my accusers stories with an immediate response and decided to give them time to be heard. now is the appropriate time for me to address this matter. i'm completely innocent of the

conduct alleged in not violated any of these women. he is fighting back for the sonoma county sheriff's department is investigating the matter. service at a san jose church is turning into a community town hall today. one week after easter morning worship service held over zoom was infiltrated by people spewing racist homophobic slurs. the church is inviting the community to attend in person or over zoom for today's town hall. it starts at 11:00 this morning. the pastor's concern last week's hack could further harm the congregation that still healing after a deadly stabbing in november. two people died and three others were hurt. the church is fundraising for physical on-site security. initially focused on is race and social justice. the archbishop of san francisco calling for an end to violence and racism against asians.

the archbishop said he decided yesterday, one of the best things he could do was come together to pray. >> i love the asian community. i want them to know how much i steam them. they are great blessing in our city and our bay area. they've been an integral part of our life here since the very beginning. >> reporter: as they belong to a global faith community that is the most diverse and multicultural institution in the world. happening today we will see a no anti-asian hate march rally in mountain view starting from the transit center which did serve once is a processing point for japanese american internment during world war ii. it's going to end at city hall. this follows a similar rally, saturday, in san mateo. >> for anyone supposed drowned out, i ask you tell your story loud. >> reporter: asian uplift called a rally to raise awareness about crimes against asian women attacked more than twice as much as asian men.

we don't have all the answers for issues surrounding race and social justice we do have a lot of added resource is there to find out more about how you can take action and be an ally go to abc7news.com/ take action. we are going to return to the northbay were dozens of people gather at seashore protesting the death of more than 100 rare elk. the national park service had 152 elk die in a fenced area overpopulation and drought conditions. it severely reduced the amount of water in the area leading to limited access and malnutrition. >> this fence has been here since, 1978. for the last 25 years it's been going up and down. >> reporter: yesterday's protesters blame the park service saying they mismanaged the situation where they demand the fence be removed for this elk herd is considered the largest remaining population of their species in the world. 250

elk died from similar drought conditions. the dry areas hitting the northbay especially hard. experts are saying it's not a matter of if, but when, they will but mandatory conservation orders in place. we went to one ranch where the owner has contended with droughts for decades. he's not optimistic about where we are heading. >> in the dairy belt people find comfort in seasonal predictability. flowers bloom, cows come home, that's how it's supposed to be. this is, 2021. >> what's one thing you haven't got? >> rain. we need it bad. >> reporter: this year they've already abandoned spring gardens . >> my roses were so beautiful last year. >> reporter: that's just the start of it. >> five inches. normally we should be a 18. >> how could that be?

camera at mount diablo the wind is out of the north northeast. it's bringing in warm air. it's a chilly start in the north bay. morgan hill typically cool spot at 39. it's 59. 41 in mountain view with mid 40s . cool for you this morning in san jose. here is our roof camera looking at a clear start. you can see the cloud deck out over the area on the bay bridge. 36 in novato. it's been really cold in the northbay. we certainly need the heat. in livermore some cold air is draining into the valley. there is a look at the north easterly wind. mount diablo has been in the upper 50s all night long. due to that breeze, and as we continue to see the winds blow we have warm air above. the inversion blows cold air near the surface.

today should be a nice day for san jose. mild to warm around the bay. looking at cooler temperatures tomorrow into, wednesday. breezy wind arriving later tonight into, tuesday and, monday. we are looking at a drive pattern through the week ahead and into next weekend. here's what we should expect for the rest of april and may. over two and half inches in santa rosa of rainfall. san francisco over an inch and a half. more than an inch in sfo. oakland could see 1.61. the usual is not what it has been. whether or not we see that it's been a tough year. 73 san jose today. four degrees above average. checking in at 67. downtown low 60s and upper 50s. 73 petaluma. alejo 70. upper 60s to lower 70s from newark to fremont today.

sheltering in place after a man with a firearm barricaded himself into a hotel room at the resort. honolulu police negotiators are working to get the man out of the room where they say he shot through the door. no injuries have been reported. the suspect is believed to be in the military and maybe stationed on a wahoo. from a cases of covid-19 are creeping back up across the u.s. americans are bracing for a major drop in supply of the single-dose johnson & johnson. supply is expected to fall 85% this coming week. a number not expected to rise until federal regulators approved manufacturing at a baltimore plant where millions of doses were contaminated but at the same time for states temporarily held at the johnson & johnson vaccine after a small number of people experienced minor reactions. the cdc insists it safe. >> it's individualized. we are going to have people with different effects from it. >> reporter: this comes after the expansion of availability

attempts to stop him for a missing plate on the suv. he pulled over at a gas station 100 seconds later starting his camera. he picked a well lit place to stop for safety. he does have a play. a temporary plate taped to the back window of his brand-new car. as seen in the video the situation go south quickly as a second officer arrived on the scene. >> put your hands out the window and turned the vehicle off. >> 20 times they wanted him out of the car. >> get out of the car now! >> i am honestly afraid to get out. >> you should be. >> you think he had a reasonable right to fear for his life? >> absolutely. i think officer gutierrez back set up. >> one officer pepper sprays him and forcibly removes him. >> it out of the car but >> he was released with no charges. police have not responded to a

battle at the hospital. >> i feel like i'm in prison. >> he was not expecting that to happen. none of us were. >> this dr. says staff and ruben's family worked to keep his spirits up well doctors worked on his condition. as weeks turned into months the weight of his struggle group. he text his family at one point saying he told his doctors if necessary he wanted to go peacefully. >> the text put me into -- i never felt the feeling like that ever before. >> while communicating daily he asked doctors to add something to his room. the cd player. >> i asked the nurse please play the cd far away from him so he's not able to turn it off. they said for some reason his oxygen has gotten really good. i believe it was from listening to his own music. >> slowly ruben began to regain

his strength building one now on top of the other. doctors told him returning to instruments like the saxophone might be a difficult challenge. >> i think that was a defining moment. he pulled in all of his qualities as a survivor, as a fighter for his family not for music. >> after total of 114 days ruben, returned home to his family in san jose. they say it's important to rebuild his endurance with the strain on his lung from the virus. the man who entertained around the country is determined to find a way to keep going with his craft. >> absolutely. >> give me a little chance to feel that i'm ready to play for you.
