quick, which was awesome. i don't want to get sick. >> reporter: alameda county's services director was determined by the influx. they say what they need now, is supply. >> if there isn't enough vaccine supply already -- i think that's a challenge we are all facing. people in the interim will have to be patient. we ask people to be patient and register with the site so we can contact you when more vaccine supply becomes available. >> reporter: from the sky, you can see hundreds lined up outside the hospital hoping to get one of 2000 doses available for residents who live in one of the seven hardest hit neighborhoods. some are comparing this to the long lines many are used to for black friday. the only difference now, they are hoping to get vaccines, not tv screens. >> we knew there would be demand when we opened up. i didn't know it would be that high. now, you know, as soon as we can get more vaccine, we hope to deliver those doses.
4:02 pm

4:04 pm
back to what is referred to as the base supply. >> it is going to be frustrating. everyone who i talked to is frustrated. these are logistical problems that happen when you are working on making a vaccine for the entire world, essentially. >> reporter: the state confirms that due to a shortage of vaccines, only 1 million doses will be available for a californian who still needs their first shot. that's a 33% drop from last week. next week, another 4% drop is expected. >> by april 15th, if millions of people try to get a vaccine, it will take some time. it will take a number of weeks. it will extend perhaps over one month. >> reporter: the 65 and older population is vaccinated with at least one dose -- for the 16 and overpopulation, they are at 43%. >> it is not time yet to claim victory. >> reporter: this dr. sits on

california's vaccine advisory committee. >> reporter: we have heard that by may the vaccine supply will be substantially increasing. how confident are you that that will really happen? >> i am very confident that in the next month or two, we will have ample supply of vaccine. i am less confident that we are doing everything in our power to get the vaccine to the people who need it the most, and the people who are falling by the wayside not getting vaccinated. >> reporter: despite the backlog that has been attributed to the vaccine plant in baltimore, doctors are confident that once vaccine supply increases, the nation is still on track to reaching herd immunity by sometime this summer. >> that is good to hear. let's turn to our vaccine team. thanks for coming on, as always. >> thank you.ank you.ank you.an.
4:06 pm
>> let's start with the vaccine supply issue. are you concerned at all? >> of course i'm concerned, for the reasons outlined, there are people who are excited to get out there and get their shots. now with another barrier to get that, i worry people are going to lose steam. we already have an issue with supply. now we have an issue we have known about with respect to getting the vaccines to people, vaccination sites, signing up online -- it's just another barrier. we have to make sure people know to be patient and make sure vaccine supply issue is going to be addressed as soon and as safely as public health officials can. >> it seems becoming big spreaders, here. could that be a worry to students? what are you concerned about? >> i'm definitely concerned about that. students have always potentially been spreaders. it just so happens that they are among groups who are back out in the real world, out in youth sports, in in person learning, which are good things, i might add, but also, this variant poses a ground for them to be more contagious than they were
4:07 pm
you know, according to polls, a lot of teens are really resistant towards getting the vaccine. one thing i will say is that people in the country are socially responsible. i think if the messaging comes out that they have a responsibility to prevent the virus from catching other people, that we might be able to get some ground rather than constantly saying young people are at risk -- that message doesn't always resonate with them. i think they need to understand a play a pivotal role in getting us out of the pandemic. >> okay. cases are up by 13% in some states. the highest number of cases since the start of the pandemic was reported last week. vaccines are being rolled out. it seems like we have been turning a corner. what's going on, here? >> vaccines are being rolled out. they're not being rolled out faxed -- fast enough. there still parts of the country that are unvaccinated. are still vaccine hesitancy. we have these more contagious more transitional -- transmissible variants. variant
4:08 pm
all of this creates the set up where there could be a fourth wave. people need to understand that hopefully, this won't look like the first three waves. michigan is showing us what could happen. that's what we want to prevent. >> thank you very much. dr. alok patel is part of our vaccine team, thank you. our vaccine tracker is at abc7news.com/vaccine. it is back to school for more students students students through third grade students returned. more schools will continue to reopen through the end of the month. abc 7 news reporter amy hollyfield has more on this. >> reporter: you couldn't see whether they were smiling because of their masks, but the jumping up and down gave it away. kids seemed happy about returning to class in san francisco. their parents are pretty thrilled, too. >> this has been like a dream
4:09 pm
come true. >> reporter: returning to class after more than a year is a good occasion. the superintendent and the mayor showed up to greet kids in san francisco's ba district. there are plenty of parents sitting at home, watching this moment on tv, their kids still on zoom. 22 of the 64 elementary schools opened, today. >> today, we started with schools. by the end by the end month, it will be 107 schools, 22,000 students, so your time is coming. if you are elementary -- >> reporter: middle and high schools won't fully be reopening before the fall. the mayor says, while she appreciates this moment and all the work that went into this day, she will keep fighting to open all schools. >> over 50% of our residents have been vaccinated, at least, with their first dose. 85% of those over the age of 65 have been vaccinated. we are in a really good place.
4:10 pm
at this time, there is time, ths reason why we can't open our schools, safely. >> they have been out of school for too long. this is the sponge years where they need to learn certain things. i'm not a teacher. i'm just a mom. >> reporter: today was preschool through third grade. the principle here says he had a good turnout. about 80% of students chose to return to the classroom rather than the option of distance learning. there will be another reopening soon in san francisco, indoor pools. the martin luther king jr. pool is opening on april 20th for 20 hours -- for swimmers ages 20 and older. san francisco respects -- expects all pools to reopen by the middle of salesforce announces plans
