everyone 16 up in california can make a covid vaccine appointment. how officials are preparing for a flood of new bookings. good morning, it is thursday, april 15th. we are going to start off by checking with meteorologist mike nico. hey, mike. >> i'm going to show you what is going on with the winds they are not very aggressive except for one place. that usually means the seabreeze is going to be more aggressive today. right now, the thickest clouds are across the north bay. as you look south, you can see a little bit of low cloudiness trying to develop. look for varying conditions in the north pay for sure. as we head into the afternoon, temperatures will be slightly cooler. mid to upper 50s along the coast. 62 to 67 into the north bay. low to mid 70s inland east bay. we still have that big surge of

warmth this weekend. i will surely the numbers coming up. breaking news, a shooting last night has turned into a stand up this morning with the suspect believed to be armed in san jose. officers have surrounded a home. negotiators have been asking the man to surrender peacefully. neighboring homes have been evacuated. officers were first called to the home just after 5:00 last night. they found a person shot with life-threatening injuries. police are asking everyone to avoid the area. we will bring you updates as soon as we get them. as abc7 works to build a better bay area, we are tracking every step of the push to get people vaccinated. everyone 16 and older in the state is now eligible to get the covid-19 vaccine. abc7 news reporter amy hollyfield joining us with how everything is going. >> reporter: clinics like this one in fremont need to be ready for high demand.

we talked to a teenager who was ready to go online, the second she became eligible to try to poke an appointment. starting today, all californians 16 to 49 are now eligible to get the vaccine. those under the hg are only able to get pfizer. the others aren't approved yet. vaccine sites will have to organize appointments accordingly. the team that runs the my turn website had to prepare the system for a flood of traffic. >> we have upgraded the system to make sure we can handle the capacity up to 300,000 transactions per hour which should be sufficient for the influx of people seeking registration. i know we can do it. >> reporter: if your team doesn't see eligibility at a certain clinic, it means they probably don't have the vaccine.

on the coronavirus today. they are going to give the update on the biden administration effort to slow the spread of dangerous variants. that hearing starts at 7:00 a.m. a pausing the johnson & johnson vaccine remains in place. the cdc says a boat to recommend that would be per richard. we are learning more about the women who suffered a blood clot disorder. of the known cases, the women are white, from 18 to 48, three of them are in the hospital. one died. the cdc panel is discussing the specific risks that apply to those that are more susceptible to the syndrome. dr. philip grant expects a warning will be issued for women. >> they will try to look at if these women had other risk factors for clotting like being

jobina. good morning to everyone in the backup at the bay bridge toll plaza. metering lights came on at 5:53. it is going to be slow. mrs. earlier than usual for the metering lights, not to have any crashes or issues on the bridge itself. walnut creek now, that southbound traffic is beginning to pick up. the tail lights are moving at the limits. giving you a look at the bay area, mostly green but a slight slowdown in fairfield from a crash before a brace parkway. chp is reporting injuries. at least one lane is blocked. also, very important news if you're planning to ride caltrain next weekend. there will be no train service to either the fourth and king our the 22nd street station in san francisco. free shuttle buses will take riders between those stations. this is very important if you plan on taking transit to giants or warriors games on those days.

the city of oakland homeless indirection plan lacked an adequate budget to deal with the crisis according to a new report from the city auditor's office. the audit says being called meant management team was overwhelmed and under resourced. workers responded to hundreds of closures and cleanings. the auditors said staff faced dangerous and traumatic experiences on the job. here are some of the 26 recommendations the city needs to establish a strategic plan. there also needs to be a budget and a way to track how much each response costs and staff means better training. talk of making their their opening. social media has been buzzing about the first golf based

is been working hard. it can now handle 300,000 transactions an hour. that rush could have started right at midnight. we talked to one teenager about her plan. she was ready to get an appointment as soon as possible. >> i'm going to stay up until midnight so i can get it right when it turns to the 15th. my mom is going to look in the morning. >> i think we will probably do some prep work tonight. i think my turn is always good. these bigger sites tend to have more appointments available. >> reporter: tori is 17. she can't wait to hang out with her friends indoors once all vaccinated. teens might find clinics say they don't have appointments available. that's because only the pfizer vaccine is approved for minors. clinics without pfizer won't be allowing those under 18 to book

police officer in minnesota today. today, that officer is set to face a judge. jobina fortson has the details. >> reporter: kim potter is expected to be charged. last night, violence erupted for the fourth night outside the police department in brooklyn center, minnesota, admit outrage over the death of daunte wright. demonstrators tried to climb the fence. officers returned fire with flash bangs and rubber bullets. the unrest came just hours after the former police officer was released from jail, after posting a $100,000 bond. family members and immunity activists have called for potter to be charged with murder. >> that's a murder! >> what the family really wants is him back. they will never get justice. all they can pray for now is accountability. they want her to be held to the full extent of the law.

a new study says airplane passengers further apart, like blocking the middle seeds, can reduce exposure to viruses like covid-19 from 23% to 57%. it relies on simulations that were done in 2017 using aerosol droplets. mannequins were used but they were not masked as all flyers are now required to be. the results phone physical distancing to the extent possible on an airplane helped reduce the risk of catching virus. >> the cdc found it even without the masks.

into some trouble with some members of the lgbtq community. they are saying his timing is coming out with this netflix show and that is unsavory. i don't think anyone is saying they don't support him, at least i haven't heard it. that's a very brave thing to do publicly and very hard to do in front of a national audience but to time it with a netflix series that is also paired with a so-called guide that is another white mask acting chemistry passing person -- in some people's mind is not what we need right now. there are a lot of comments about that. there is also a thing where he had a restraining order against him which was dropped. so, there is a lot there. >> well, we will see. >> kumasi, life is complicated. >> yes, indeed.
