1.4%. every state in the u.s. has open vaccination appointments to everyone 16 and older. the cdc says 33% of the population is fully vaccinated, and use of the johnson & johnson vaccine is still suspended. but dr. anthony fauci thinks that could be listed by friday. he says the vaccine could come with a restriction or even a warning. we have team coverage now on the ongoing fight to keep covid-19 at bay. liz is looking at the mask mandate, but let's begin with the abc7 news team, lose pay now, who is talking about vaccine side effects. >> reporter: having side effects according to to to a normal thing that everyone can go through. he says it is basically an immune response that your body is having to the vaccine. what is interesting, several people who had covid are having side effects from the vaccine after the first shot. >> reporter: for 2 weeks,

the question is, when when when be able to do it, too? >> reporter: as california makes progress in the fight against covid-19, discussion is going about if or when it is time to lift the outdoor mask mandate. in israel where 50% of the population is fully vaccinated, the outdoor mask mandate was lifted over the weekend. in recent columns, the atlantic asked if it is time to do same thing here. local health experts are conflicted. >> no, absolutely not. there is too much going on. >> reporter: and infectious disease specialist says it is premature for california 32% of people are fully vaccinated to even be having this conversation. >> at this point in time, we have a lot of people

unvaccinated, there is still 2500 cases a day in california -- new cases a day in california -- it seems to be a prudent thing to continue. >> reporter: dr. monica gandhi has a different perspective. she thinks it is time to reconsider outdoor mask mandates even low transmission rates for outside activities. >> there is a lot of data, especially -- you have to be fair over the last six months to show the risk of outdoor transmission is very low. in fact, there was a study china s atonin tr00 ansmissions franpeople we toiditis e tomandthese friendwhoswe >> if you are in a place crowded, you should wear a mask. >> yeah, i think they should keep it for a while, maybe a month or two, we will get more people vaccinated. >> reporter: so when might dr. rutherford feel comfortable out lifting the mask mandate? >> once we get to 60% fully vaccinated, we can start to consider it. we have to see how it goes with the big push to get done by

june 15th. >> reporter: and we did reach out to the california department of public health to ask if they are considering lifting the mask mandate. a spokesperson didn't answer the specific question, but did seem to suggest that no changes will be made to any mask mandate until june 15th when the state reopens, so keep on wearing those masks even outside. live in san francisco, abc7 news. that's a good reminder because some of us want to rip those masks off. we also have another member of the vaccine team. he is live with us, today. let's start with those masks. how do you think we should continue wary them, like i mentioned, mask fatigue israel? >> it is real. once again, i am right in the middle of the two previous infectious disease experts

that i do not think that it is time to completely lift the outdoor mask mandate, you know, kind of leading what torts dr. gandhi was mentioning, i think it's about evaluating, to add transparency and a goal for people out there saying hey, when we reach a certain number, go ahead and take those masks off when we are outdoors. there's a little bit of an inconsistency which i dimension. we can go to an outdoor restaurant and sit on the patio and you can potentially be around eight other tables filled with people who are not wearing masks and are all kind of in close proximity to one another but then as we just saw, you know, you can be on the embarcadero and there is still a requirement to wear masks so what would you do -- tell people not to wear a mask that if you happen to go to the farmers market or go to a crowded outdoor work area and go back on? there's a little bit of inconsistency i see, there, but i did get a little premature right now given rates, given the fact that we need to post -- boost vaccination numbers -- we need to have a conversation about what we are doing. >> you bring up a good point. the incentivizing of wearing masks can be really effective. i do want to talk to you quickly about vaccines as well because there has been a lot of chatter about this, are side effects really worse in women

and younger people? >> well, that's kind of what the data is showing. i can't give you a biophysical description and say this is the rule and they always will be worse, but according to data from the cdc, they reporting side effects in women and younger individuals and this is likely because of a more robust immune response in these people. your immune system gets a little weaker -- not to a detriment, but a little weaker as you get older, and you know what, people need to understand is that it's totally expected. if you imagine your first shot being your immune system building up your rna, the second shot is putting on more troops and getting ready for the frontline which is why you have a bigger immune response after the second shot, that may also be why people who previously had covid-19 the experience side effects after their first shot but i think the important thing is that they are expected, we call this vaccine reactioncity, we call this to prepare for fatigue if

only on abc7 news, new video shows the moment at asian father is held up at gunpoint in his own driveway in concord. police say the suspect appeared to follow the family home from lunch. you can take a look, the surveillance video, the black sedan pulls up behind the blue truck around 2:00 in the afternoon. after the man's sons and wife go inside, moments later, you see a man with what appears to be a sizable firearmsizable firm to the father and demands his watch. i spoke with the man's son, today, who said he never expected this to happen in concorde where he grew up and has some words of warning for the community. >> aware of the surroundings, you know, i think i told my mom -- i told the whole family, make sure you are not being followed, and like it's kind of crazy --

building a better bay area, moving forward, finding solutions, this is abc7 in our efforts to build a better bay area, we are focusing on education, race and social justice. this is an intersetion of both issues. many of you are familiar with allison collins tweets, some of them have been called anti- asian. >> reporter: the san francisco unified school district has been under heavy scrutiny with the most recent focus on its board member, allison collins. to recap, the group working to recall collins and other board members circulated a series of offensive tweets where she wrote that many asian americans use, quote, white supremacist thinking to assimilate and

ahead. she was not a board member at the time, and says the tweets were in response to asian-american kids at san francisco middle school harassing a latino student. many believe that was anti- asian rhetoric. the board voted to strip her of her title and committee assignments, then she sued the district and her colleagues. >> was -- the messages were not racist. i think they could've been worded more tactfully, but she was in such a position of pain, and i could see exactly where she was coming from. she was right. a lot of us in the asian community don't speak up enough. >> reporter: she is a of a local high school and says she has seen discrimination directed at black and brown students, there have been rallies in the past addressing this. we talked on zoom with other supporters of collins who say she was not offered supportive justice. she has put four children through sfd schools.

>> there was times when i was so frustrated because race relations were not addressed, that i could understand, and actually i identified -- her tweets resonated with me. this screenshot is really taking advantage of the pain of asian americans right now and using it as a political tool to get what they want. >> reporter: diane is also an alum. >> it was interesting that they didn't surface -- at least, i didn't see them in the media, you know, throughout the community during her election, so it is very suspect to me that it is showing up now. >> reporter: the elite law high school is at the center. in february, the school board voted to remove the merit-based admissions process for a lottery system to increase diversity. collins, who is the only black female board member is a vocal supporter. asian students make up the majority of the student body

while one .9% is black. black people make up 5.2% of the population in san francisco. >> this high school is not a private school. it belongs to every citizen in san francisco. >> reporter: her tweets were dug up by diane, the vice president of the foundation. she says she heard this from another alum. >> she says she might have heard the board or someone on the board say that she thought there were too many asians. >> reporter: so she said she started looking up all the board members, but this is where collins supporters call her out, they say the commentary online has anti- blackness, that's why she doesn't want it to change. >> what is your response to people who believe you have anti-black sentiments that are driving this whole argument for you? >> i don't know whether to be flabbergasted or flattered. i -- i am nobody. i have no power over over over

and all that i did, you know, i found some tweets. >> you have here, all minorities have faced systemic racism in the country, yet some minority groups are outperforming white students academically while some are not. this indicates that systemic racism does not have a consistent or causal effect on academic performance. do you see how that message could be offensive toto >> in what sense? >> one could argue that this is veiled with anti-blackness. if we want to go the route, we can attribute slavery, segregation, jim crow -- >> reporter: i went on to show her how her words could not -- >> i guess my only point is to say, systemic racism does not necessarily cause a group to perform worse than the benchmark of white students.
