we have a slight chance of an isolated shower across the north bay. i'll show you future rater coming up your 50s and the coast in san francisco, 60s around the bay and 70s inland, breathing cooler today. reggie? for my thank you. this morning, minneapolis and the state of emergency as the world awaits a verdict in the trial over george floyd's death. the jury announced, as they prepare to start date two of deliberations. jobina is shocking from the live desk. >> cities across the country are preparing for unrest this morning ahead of a verdict that could come at any time now pick yesterday, the prosecution closed by emphasizing , george floyd was not a threat when former officer chauvin was kneeling on his neck for more than 9 minutes. chauvin's defense arguing the cause of death was drug use and heart disease. during the trial, five different medical experts took the stand to explain floyd died from a lack of oxygen. this morning, abc news chief legal analyst dan abrams is on gma, breaking down how effective each argument was. >> you have to understand, what he had been dealing with up to that point, to understand why he did what he did. the problem is, that that doesn't answer the question of

of doses. this comes less than a week after the vaccine was pause, to investigate possible links to a rare blood clotting disorder. but we need a booster shot after we are fully vaccinated? that is a question that our vaccine team went to experts to get answers. ucsf infectious disease dr. monica gandhi says the key to deciding whether a booster shot is needed is to monitor people who are vaccinated. researchers need to determine if a variant can penetrate the vaccine. >> anyone who received the vaccine shot in the vaccine trials actually receive them in the summer. july 2020. we are not seeing breakthrough infections, even in the setting of surges and persistent cases in the united states. >> dr. gandhi says it's not looking like boosters will be necessary, both pfizer and moderna plan to have them on the market by the end of the year. researchers at stanford are working on a new covid-19 vaccine. the hoping it'll help fight

the pandemic in the world. abc9 7 news reporter liz peña a start of the vaccine team get she explains how this vaccine would work. >> reporter: the war against covid-19 has unleashed a new generation of cutting-edge vaccines. some, using generic code to turn our own self into tiny vaccine factories. but in the years to come, some researchers believe an old- school approach may help get more vaccines applies to countries that need them. >> many developing countries have yet to see a single dose. that reflects the inequity. >> to help ridge the gap, colleagues of the university of washington have begun experimenting with what's known as a subunit vaccine. platform implores a fragment or antigen, from a dead sample of the virus, to trigger an immune response. he says, the technique is one of the most common in the world. >> vaccines have been administered to hundreds and millions, if not billions of people worldwide.

questions, just go to abc7news.com/vaccine , and you will find a spot to submit questions to the abc7 team. water restrictions could be on the way in marin county. today, the water agency is to become the first in the bay area to enact mandatory water restrictions amid worsening drought conditions. abc7 news reporter amy hollyfield joining us more on this. good morning, amy. >> reporter: hi, good morning, kumasi. these residence at marin county could be first in the bay area to be told to use less water. that would include only being allowed to water outdoor areas once a week. here is what the situation looks like. up in the north bay, lake sonoma, the water level is already down 40 feet. the water should be near the top of the concrete pilings under the bridge. locals say, they have never seen at this low, this early in the season. water officials think this will probably surprise some bay area residents who have been focused on other issues this past year. >> last year was a very low

sunday afternoon. moments after the man's son and wife go inside, a man with what appears to be a gun walks up to the father and demand his watch. howard dion lynn spoke with the sun. he said he never expected this to happen in concord. he shared this warning for the community. >> being aware of surroundings, i think i told my mom, and told my whole family, like make sure you are not being followed. and like it's kind of crazy because, kind of our neighborhood, our area, it's not something we usually have to worry about. >> concord police confirmed the same vehicle was used in a similar incident, targeting women in oakley earlier that same day. they don't believe that this incident is racially investigators are asking anyone with information to please reach out. happening today, the green new deal, making it return to the congressional floor. democratic senator ed markey of massachusetts and representative alexandria cosco cortez of new york say they are

let's take a look at what's going on. we are looking at walnut creek. you can see as we look south, there are low clouds pushing across, looks like they are trying to reach into the east bay. they won't last very long, about 50 there. south southeast wind up to 10 miles per hour. here's a look at oakland. you can see the whole low cloud and high clouds will be dominant as we head into the afternoon hours. a little breeze blowing out of the southwest up to 14 and about 51 near the colosseum. there is a double huddle header today, 3:30 and the second game is at 7:00. partly cloudy, breezy cooling continues today. that the change in the forecast, possible across the north bay. rain looking more likely sunday. here's a look at an area of high pressure and low pressure. as long as they are that close to each other and the breezes are going to ramp up, and it'll import cooler air mass. before mid to upper 60s for most of us. same thing, low to mid 60s, below average on the peninsula. mid 50s along the coast, upper

when it comes to customers wanting to be inside.be inside.. that morning, everybody. it is today, april 20th. before we get to those stories, we want to check in with mike for a look at the forecast. hi, mike. >> hi, kumasi. glad you are back. hi, ready. hi, everybody. there's a slight difference in our forecast for today, and that's a small chance of some thunderstorms in lake, northern napa, and northern solano counties. that is during the afternoon hours. a rogue thunderstorm as possible, otherwise, the big story is even faster breezes today, and even cooler conditions. look at this, 15 to 25 miles per hour from places like oakland and hayward to concord, fairfield, sfo, and also half moon bay. you can see the camera bouncing there on mount tam. temperatures, look at this, barely 70s in the north and inland east bay. the rest of us in the 50s and 60s, a little bit cooler than average. we will take a look at future radar for today, and a better

chance of a soaking storm sunday, coming up in the accuweather seven-day forecast. kumasi? developing news this morning, day two of jury deliberations have just started in the trial of derek chauvin. the national guard has been deployed in minneapolis in anticipation of a verdict. abc news reporter in minneapolis with what we are expecting to see today. >> reporter: good morning. this is the moment. the jury has all the information they will ever need and now we wait. but as we're waiting, right here in minneapolis, and cities all across the country preparing for possible unrest. the prosecution made their closing argument clear. >> this wasn't policing. this was murder. >> reporter: prosecutor steve slicer telling jurors, george floyd was not a threat. >> just a human, just a man. lying on the pavement, being pressed upon, desperately crying out. >> reporter: defense attorney eric nelson taking nearly 3 hours for his closing arguments. >> a reasonable police officer would in fact take into consideration the previous 16 minutes and 59 seconds.

designated space for demonstrations. we will bring you a complete live coverage of the trial, including the delivery of the verdict. you can watch it right here on abc7 news and on our abc7 bay area connected tv out. download it now on your roku, fire tv, apple tv, or android tv. congressman kevin mccarthy says he plans to introduce a resolution to california representative maxine waters pickets over comments that the congresswoman made last weekend. waters was in minnesota, protesting the death of daunte wright, who was shot and killed by police. she told reporters, quote, we've got to get more confrontational. we've got to make sure that they know we mean business. mccarthy, a republican, says that is breaking the law and inciting violence. there are new details this morning about how a u.s. capitol police officer died, one day after the january insurrection. the washington dc medical examiner says officer brian sick nick suffered two strokes and died of natural causes. he was sprayed with a chemical

substance during the riot, but there were no signs of an allergic reaction. this ruling will make it difficult for prosecutors to pursue homicide charges in the officer's death. today, marin county could change colors into the only bay area county in the yellow tier. that is big news, symbolically. in practice, it might be more. abc7 news reporter amy hollyfield is in mill valley this morning. >> reporter: i know, i think you've got a good point there, ready. it's not a question of can you go inside these businesses anymore, it's the question of, do you want to? some businesses finding even in that year they are in, they are not filling up. people just aren't going inside. businesses are telling us, they are finding that people like to be outside for now. the big winner in the yellow tier will be bars they will finally be allowed to let people inside, and not be required to serve them food. but the concern i■s, this ounds better than it is, that people

won't be rushing in, to get a drink inside a bar. some bars that serve food have already been allowed to let in some people and they are finding that it hasn't lived up to their surpby how limited people desire to come inside was. >> people get close to each other in a bar.a bar.a bar. >> reporter: now the yellow tier will also let jim's welcome and more people, going from 25% capacity to 50%, but many gems that we have visited throughout this time period have not been seen the 25% capacity yet. people to start rushing back indoors, they like to be outside. they just feel safer outside. restaurant capacity will not change in the yellow, it'll stay at 50%at 50%at 50%at 50% announcement is expected later this afternoon. reporting live in mill valley, amy hollyfield, abc7 news. >> we will be watching, amy, thank you.

in north bay, several groups have come together to open a covid-19 vaccination center, to serve latino residents. the clinic is at the law loose the center, off gregor street and highway 12 in sonoma. it'll target latino residents who make up a disproportionate number of the counties covid-19 cases. that clinic is open from 1:00 to 7:00 on tuesdays, thursdays, and sundays. you can contact them for appointment. happening today, a california court will hear arguments in a lawsuit, claiming governor newsom abused his powers during the pandemic. republican assembly members james gallagher of yuba city and kevin kiley of rockland will make their case, before the court of appeals. they are hoping for the same rolling that a lower court made in november. that court determined that governor newsom overstepped his authority by changing state law through executive order. today's arguments start a 9:00. with more people in the state becoming fully vaccinated, there's questions now about how ally

need to wear masks, should that mandate really stick around in the state? right now, you are required to wear a mask. if you are outdoors, not able to socially distance. more than 30% of californians are fully vaccinated. even bay area health experts are divided about whether we should still be wearing masks outside. >> i think as we get up into the 60% of people fully vaccinated, we can start to consider it. >> there's been a lot of data, especially over, to be fair, over the last six months, that show is the risk of outdoor transmission is very low. >> we reached out to the states department of public health. they seem to indicate, there won't be any masked changes until the june 15th scheduled reopening date. coming up, a staffing shortage in the bay area, restaurants looking to hire as we bounce back from the extra incentive many are offering, in hopes of attracting new employees. you are taking alive look at the big board at the new york stock exchange. another update on how the markets are doing, next. it's a vaccination vacation. one country offering torres a covid-19 shot as an extra bonus for visiting. >> this is an interesting

story. before we get to that, we want to check in on our commute now with jobina. hi, thank you so much. good morning, reggie and kumasi. we will begin with alive look at the bay bridge toll plaza. metering lights came on at 6:28. is packed, high wind advisory for the bay bridge, venetia bridge and san mateo bridge. moving over now, south bay, checking out san completely air-conditioned in the south bay, but we do have a couple of problem spots to talk about. first in bay point, the cross we were following on westbound 4 at willow pass road has cleared. you can see the class traffic is backed up past pittsburgh. speeds down to 27 miles per hour. that's all because it's in the commute direction. and also again, bringing you an overall look of the plot toll plaza, because who doesn't want to see that backup, mike, that gives me anxiety just seen that, jobina. oh, my goodness.

on my side of town, it's definitely getting worse, traffic in the afternoon. we have fewer low cloud but more high clouds over san francisco, their uniform. 47 to 49 if you are stepping out right now. most of us in the mid to upper 40s, we have 42 apollo also and 55 in pittsburgh, 58 union city for some slightly warmer temperatures. they won't change between now and 7:00. dress the kids accordingly, plus know there's a little bit of a wind chill in the air, because of the breeze. look at those temperatures, in the 50s at 11:00, 50s and 60s, that is it i 3:00. definitely cooler for outdoor activities after school. as far as the commute goes, it'll be breezy all day on the water and some of our bridges. but for the most part, it's going to be in okay commute, weather-wise, other than a few stray thunderstorms possible up north bay. pollan will be running high and it will be blowing around cedar, juniper, open oak sycamore. lakeport, clear lake, middleton, all the way down to vacaville and north any sort, that is where we have the best chance of an isolated

paul florez is charged with killing smart during an attempted tran13. his father is accused of helping hide her body. both men pleaded not guilty in court yesterday. a judge ordered paul florez held without bail, his father's bell will be determined at a later hearing. smart remains have not been found. president biden will be meeting with the congressional hispanic caucus today. the lawmakers are expected to confront biden directly, on immigration and hispanic representation in the administration. will also be addressing vaccine distribution in hispanic communities. the meeting comes days after the menstruation said the president does not feel the situation of the southern border is a crisis. a caravan of bay area activists took their mission to san diego. they are raising awareness about the crisis at the southern border. over 1400 migrant children are being housed at the san diego convention center. that is where a rally with speeches, songs, and prayers took place yesterday.

now is a preview of what you will hear. silver background, collins was not a board member when she tweeted that many asian americans use, quote, white supremacist thinking to assimilate and get ahead.". she said the tweets were in response to asian american kids at san francisco middle school harassing a latino student. she was stripped of her vice president position and committee assignments, then she sued the district and her colleagues. i talked with some of her asian american supporters who say, changes at lowell high school are why the tweets were circulated by the group, working to recall collins and other board members. in february, the school board voted to removed the process, for a lottery system to increase diversity. collins is a vocal supporter. >> there several times i was so frustrated, because race relations were not addressed. >> they were not racist. i think they could've been worded more tactfully, but she was in such a, such a of pain and i could see exactly where she's coming from. >> just the screenshots, it's
