this morning, a late april blast of winter-like weather shattering low temperature records and creating deadly conditions on the roads. this dash cam video showing a 22-vehicle pileup in wisconsin on icy interstate 41. a semi truck swerves to avoid another jackknifed truck on the left. on the right other cars are seen crashing. the semi then hits a plow truck flipping it over. police say at least one person was killed in the wreck. one driver reported whiteout conditions at the time. >> everything just, you know, it all happened so fast, you know, i was slowing way down and that, but you couldn't see nothing. it was just completely white like a big whiteout. to spring, the blast of bitter cold stretches from the midwest up into the northeast. hail and rain pounded the pavement in new york city where the feel like temperatures were in the 20s this morning and in the 30s as far south as birmingham, alabama.

at churchill downs in louisville horse trainers were preparing for the kentucky derby in just nine days with snow on the iconic twin spires. >> kind of rare, right? >> this pandemic era is weird. everything changes and is different. >> for most a warm-up on the way. we'll have a closer look at the forecast in just a few minutes. in ohio police released new video showing the moments leading up to the police shooting of a 16-year-old girl tuesday. crowds honored ma'khia bryant t. e'shee lu in the last five months. the investigation comes as congress tackles a police reform bill and there's word this morning that some progress is being made. abc's andrew dymburt is here with more. andrew, good morning. >> reporter: good morning. so many are hopeful the conviction of derek chauvin will actually spark some real change, but with this new police shooting in ohio, some say that's only adding to the urgency. >> say her name.

[ crowd chanting "ma'khia bryant" ] >> reporter: in columbus, ohio, a vigil for 16-year-old ma'khia bryant who was fatally shot by police tuesday. >> that could have been you, your daughter, your sister or your friend. >> reporter: protesters gathering at the statehouse demanding answers. [ crowd chanting ] police have released new body camera video of the deadly confrontation. officer nicholas riordan is seen approaching several people involved in an altercation. ma'khia bryant in the black t-shirt and jeans can be seen swinging a knife at the girl in pick. officer riordan then fires. >> she had a knife. >> reporter: as an independent investigation gets under way critics question whether deadly force was even necessary or if officer riordan could have used a taser to subdue her instead. >> if there's not deadly force being perpetrated on someone else at that time, an officer may have the opportunity to have cover, distance and time to use

a taser, but if those things aren't present and there is an active assault going on in which someone could lose their life, the officer can use their firearm to protect that third person. >> reporter: the ma'khia bryant case comes amid a new push for police reform in washington where democrats hope to use momentum from derek chauvin's conviction to pass the george floyd justice in policing act that would ban chokeholds and no-knock warrants and end qualified immunity which protects most from civil lawsuits. that's a major sticking point for republicans who argue police need that protection. one potential compromise on the table would allow police departments to be sued but not individual officers. >> i think it's important that we examine it, but what's most important to me is that police officers have to be held accountable, and qualified immunity in section 242, which is lowering the standard to prosecute officers, which is why they're so rarely prosecuted, those are real key components to the bill.

and we have to make sure that that's there. >> reporter: the derek chauvin conviction tuesday is also promising the justice department to launch what's called a pattern and practice investigation into the minneapolispolice department. >> pattern or practice investigations are powerful tools and they look into every aspect of a police department's actions and policies. it's essentially an audit that can examine who is being arrested and why. >> reporter: one such investigation during the obama administration looked at the police department in ferguson, missouri, after the shooting death of michael brown in 2014. >> one thing they found the police department was engaging in a pattern and practice of basically using traffic violations and other such methods to target black people to fill the city coffers. that was the allegation. >> reporter: and democratic senators cory booker and republican tim scott are spearheading those efforts.

scott says he hopes they wrap up in the next few weeks. >> andrew, thank you. the death of another black man isthrolindreds gathered in andrew brown was shot by a sheriff's deputy while serving a search warrant. witnesses say brown was trying to drive away. body camera video has not yet been released. today president biden is kicking off a global summit on climate. he'll deliver remarks during a virtual event with 40 other world leaders. it's aimed at sending a message that is the u.s. aree joining efforts to fight climate change. biden is expected to pledge that the u.s. will cut greenhouse gas emissions in half by the end of the decade. meanwhile, 12 states have sent a letter to the president urging him to ban gas and diesel cars by 2035. turning to the pandemic demand for the covid vaccine is dropping across the country. a new study claims the u.s. is now reaching a tipping point when vaccine supply will exceed demand. doctors say it could make achieving herd immunity more difficult. the biden administration is now offering tax credits to companies so that they can give their employees paid time off to get the vaccine.

>> getting to the harder stages of vaccination here. for the most part people who were excited about getting the vaccine have gotten it, so we have left people who have a little hesitancy or who are willing to get the vaccine but have logistical barriers, and things like the biden administration put in place can be helpful. some can't take a day off for work for the vaccine for the possible side effects. >> tax credits being offered by the white house were part of the president's covid relief plan. good news for pregnant women. a new study finds the moderna and pfizer vaccine pose no serious risk during pregnancy. cdc research says pregnant women appear to likely suffer the same side effects as everyone else. next month's indianapolis 500 will be the biggest sporting %-pl

wires in brunswick, ohio. it caused a power pole to snap and fault barely missing a passing car. no one was hurt. the legal battle over whether cruise ships can set sail from the u.s. again is ramping up. another state is suing the government, but it seems americans determined to cruise are finding other options. this morning another state is joining the legal battle over the cruise industry shutdown. now, alaska is suing the cdc demanding ships be allowed to set sail from its ports again. >> i'm fighting to ensure our tourism business and communities have a chance. >> reporter: in a letter to the white house governor mike dunleavy says his state lost $3 billion due to the cruise industry stoppage in 2020. the cdc's order requires cruise lines to first submit detailed plans and conduct test cruises with volunteer passengers. alaska is joining a lawsuit already filed by florida governor ron desantis who says cruise ships should be allowed to sail immediately. >> we don't believe the federal

government has the right to mothball a major industry for over a year based on very little evidence and very little data. >> reporter: desantis argues americans will get on cruises anyway at ports in other countries. >> they're going to fly to the bahamas and they're going to spend the money in the bahamas so how does that make. >> reporter: andrina carroll is one of those americans. she's flying to london for an 11-night cruise. >> we chose london for a european port because we obviously cannot sail out of the u.s. >> reporter: the cruise industry is steaming forward in other countries. royal caribbean now unveiling what will be the world's largest cruise ship holding nearly 7,000 passengers when it sails from china. back in this country alaska's governor is criticizing the cdc for not takeing into account vaccination rates in certain areas. he says 40% of alaska residents have now received at least one shot. new surveillance video shows a brazen heist at a car dealership in florida. police say the group of suspects

two migrant boys rescued from the rio grande by border patrol agents. the boys were found clinging to an island in the river after they were abandoned by a man who promised to help. the 7-year-old is now in a shelter, and the health department has taken into custody the 13-year-old. will travel to central america in june as she leads the effort to address the root cause of immigration. and there's a new way to pay for your groceries courtesy of amazon. all you have to do is scan the palm of your hand at the checkout counter. the pay by palm scanner is being installed at a whole foods store in seattle with plans to expand that system. customers just have to link their palm print with a credit card to be able to use it. the technology is already being used at amazon brick and mortar stores. we turn now to the story of a wedding that was no what it seemed. it turns out the wedding crashers were the bride and groom because there was a

problem with their plans. here's abc's andrea fujii. >> reporter: it was expected to be a beautiful and lavish afternoon wedding on this sprawling estate near ft. lauderdale, florida, that is, until the plans were abruptly called off by police. >> i have people trespassing on my property. >> reporter: courtney wilson and shenita jones had invited their family and friends to watch them exchange vows at their dream home. the problem was, they didn't own the home or get permission to be there, so the surprised real owner, nathan finkel, called police saying people were trying to enter his gate to set out for >> they keep harassing me, calling me, and they say they're having a wedding here, and it's god's message, and i don't know what's going on. all i want is to stop. >> reporter: the house is for sale by the owner, who is an heir to the ihop restaurant fortune. it's on the market for more than $5 million. the nine-bedroom, 16,000-square-foot mansion is

complete with a bowling alley, swimming pool, 800-foot bar and a gazebo. "the florida sun sentinel" reports wilson had posed as a potential tour and asked if he could use the home for his wedding. the owner said no. still the couple sent out invitations for the big event detailing the ceremony at the house which they called the wilsons' estate along with a red carpet cocktail hour and even brunch the next day. instead, police were called and told wilson to leave. he did, and no charges were filed. county records show a marriage license was issued to the couple last week, but as of yet they haven't registered as married. mona, faith. >> andrea, thank you. next a frightening scene. a bear tracking a man through grand teton national park. the man was jogging when he noticed the bear following him, and he didn't run, though. instead he kept talking to that bear to show the bear that he was not prey. it comes one day after we saw
