>> i am dan ashley. so many families have reached out to julian glover with stories of racially biased appraisals and how they have managed to beat the system. >> i want what everybody else gets. i want to be treated as is, you know, less them. why do i have to fight so hard for what should have just been given to me? >> that is the question a viewer brought to julian. >> he joins us with the question of how it paid off to push back. julian? >> reporter: dan, alma, good evening. it has been a through line for the families and their stories of discrimination they have shared with me so far, and the blinds, they saw this coming so they wasted no time pushing back. >> how could the other >> how could the other appraisal be so off?

>> stephanie and her husband knew something was wrong when the appraisal came in at $750,000 flat. she had a hunch something was up because she had seen my ongoing coverage of racially biased appraisals across the area. the boston family, a family and west oakland, and a family in east oakland. she also realized something wasn't right because she got an appraisal on the home just two months earlier. >> with their appraisal, i knew we were still good. it was 849,000. >> reporter: after receiving the $849,000 appraisal in january, the "felt confident that they could find better rates elsewhere. that's when they found home depot. they ordered an appraisal. >> i'm not concerned. we are ready had one.had one.ha. she gave me an appraisal for $750,000. >> reporter: your initial

reaction? >> i was shocked. i like how did she miss a whole hundred thousand dollars? >> reporter: that is when barnes reach out it -- reach out to me. i asked for a reconsideration of value and filing a complaint with the the the the the the th they were feeling wronged, solely based on the color of their skin. >> she is discriminating. she came to the neighborhood. she has an idea of what the neighborhood is supposed to be. she came into the house, and she saw who the residence was, and she had an idea of what the value of the home should be. >> reporter: after two weeks, they were sent an updated appraisal. the same appraiser adjusted the value which is standard from $750,000-$820,000, a $70,000 difference. the appraised value went up, but so did the fees. >> okay, i will take the knife out, but on the twisted on my way out, you know? so the 820, it was better, but

it still wasn't enough to meet 70%. i am at 72%. >> reporter: she is referring to the alone to that means more fees to close the deal. she is fighting the fees but tells me she plans to go with this lender because the rates have gone up. it is a small victory in a battle that should not happen in the first place. >> we are just tired. we know we have been redlined. we know we have been relegated to neighborhoods. we know we have been discriminated against. and we have accepted it for a long time. we are not accepting it anymore. >> there were avenues like channel 7 that can help them navigate through these murky waters sometimes. >> reporter: and we are here help families navigate these murky waters in what can be really upsetting situations.

this is now the fourth family story of discrimination i have shared. dozens more have reached out since 4:30 this morning. two more families have reached out with appraisal discrimination. this is a systemic issue and one we will keep on until there is a fix. i did reach out to the lender for a comment, and they responded saying they plan on conducting a thorough review of the customers concern. for now, reporting live, julian glover, abc 7 news. >> thank you so much. like those folks reached out to julian since his story aired, if you have a story to share, you can contact him as well on twitter and facebook. you can find him as julian glover tv. >> let's turn your attention to the pandemic. johnson & johnson vaccinations could resume as early as tomorrow morning after vaccine, today. stephanie sierra has been following the story for us all day long. she is in the newsroom, steph.

>> reporter: the cdc and the fda approved a recommendation to uphold any use of the johnson & johnson vaccine for anyone 18 and older. there will be no specific warnings to women under the age of 50, which was extensively talked about, today, but a list of risks with treatment options will be provided to any recipient. >> the potential benefits outweigh the known potential risks. >> reporter: the positive the johnson & johnson vaccine was lifted on friday after a cdc advisory panel decided the benefits far outweigh the risks. the decision comes 10 days after a report of a handful of severe but rare blood clotting conditions called on the senate pdf syndrome, where clots form in the legs, lungs or brain. >> the risk is extremely low, there are vaccines that people feel there is a concern, women over 50, the risk is extremely low. >> reporter: stamford infection

disease specialist, yvonne, believes providing a list of vaccines to recipients is important. >> we have dealt with aaphylaxis. the risk is the same. >> reporter: 8 million johnson & johnson doses administered, there have been 15 blood clotting cases in women under the age of 50. only two women were older than 50. here's what we know about them. of the 15 cases, to see vsd, indicating blood clots were in the brain. seven women are being hospitalized. three have died. initial symptoms noticed within two weeks including chills, fever and abdominal pain. >> what would you tell women who are hesitant? >> i would be hesitant at all. i would just think about whether i feel that the risks of having an event which is about seven per million is

pretty low. >> for the vast majority of the public, i don't think this will shake their confidence in vaccines. you know, people who are hesitant about vaccines my need to get an explanation from the doctor about what this means. >> reporter: our analysis of data shows johnson & johnson vaccines only make up 4.4% of the total percentage of doses administered in the bay area. state records show at least 90,000 johnson & johnson doses were paused since around mid april, not including incoming doses expected from the federal government. >> reporter: as we speak, the state is working on how j&j appointments will be added to their website. d napa meantime, san francisco

counties said they will follow state guidance, which means they could use j&j shots again as soon as this weekend. we will keep monitoring that closely. stephanie sierra, abc 7 news. stephanie, thank you. while finding a vaccine appointment has been a challenge all along, that appears to be changing in some counties across the bay area. our news reporter looks at supply and demand. >> reporter: there are no longer big crowds along winding lines at levi's stadium in the south bay, same at the coliseum in oakland, way more laid-back than it was earlier this month. >> reporter: just how hard is it to get a vaccine appointment in the bay area? let's give it a try. let's log on to my turn and find an appointment. let's search a walnut creek zip code. it looks like there are appointments in the o.co coliseum drive-through. when we look at what pops up, there are plenty of appointments for today, and it looks like plenty of appointments for sunday, and on my turn, let's search francisco. and there is musk only. it looks like lots of appointments for next week on wednesday, thursday and friday. >> reporter: across the bay area, there is a limited supply

of vaccine in san mateo, and certain locations, sonoma and solano counties report a balance between supply and demand. contra costa and napa counties have swung into surplus mode. there is lots of vaccine availability. that point was illustrated at the final day of this vaccine drive-through clinic in simone. >> we have 1600 points available yesterday and 1600 today. as far as registration, we have only received 500 or 600 registration for those appointments. >> reporter: those driving through said that they were surprised at how appointments open up this week. >> until recently, nothing was available. recently, we checked the site and it was available. >> reporter: here you are. >> you i am. >> reporter:

refreshing, keep checking, access is changing, daily. i am leslie brinkley, abc 7 news. >> reporter: you might remember this, the first vaccination in santa clara county, since then, the bay area's largest county has made tremendous progress. santa clara county has administered 1 million doses. officials say there's more work to do. chris wynn has more. >> reporter: in santa clara county this afternoon, a major milestone has been reached in the fight against covid-19. >> to all the folks have been working to get people vaccinated, a sincere thank you, and to all of you who got vaccinated, a sincere thank you. >> reporter: 1 million residents countywide have received one dose of vaccine. that is more than 60% of residents 16 and older who are eligible. >> we are celebrating, today, but we still have a ways to go. >> reporter: nearly a third of the county has been vaccinated.

we are getting a new look at the pandemics effect on public schools. california has lost 160,000 students. that is a 2.6% decline that the state calls concerning. abc 7 news reporter mia melendez says which districts suffered the greatest losses. >> reporter: much of the decline in the overallthe overal enrollment came from kindergarten, down by 61,000 students, a drop of 12% from the year before. >> it is definitely kindergarten. given the circumstances we are living under right now, some families decided to delay putting their kids in school. >> i decided to keep my 5-year- old and an extra year of preschool instead of sending her to kindergarten. >> reporter: the data collected by the state also showed that

the vast majority, 80% of this drop came from kindergarten to 6th grade. among the districts in the bay area, san francisco showed the greatest losses, 3.8%, followed by santa clara and san mateo. oakland unified had -1.8%. san francisco unified told us that during the pandemic, some families moved away, or some may have chosen other schools. while we do demographic projections to help us plan for predicted enrollment, none of those projections accounted for this pandemic and its reverberations. last month, abc 7 news had a conversation with one of its deputy superintendents about the same issue. >> it's a reality then, and it's a reality now is other families look for solutions. >> once we reopen fully to in person instruction for all students which will happen fall, we expect everyone to start coming back. >> reporter: the department of

education said in the coming weeks it will work closely with school districts to improve their community outreach to try to fill in the void. leanne melendez, abc 7 news. a stretch of scenic highway 1 that washed out last summer has reopened. in january, three straight days of heavy rain caused a hill slide to give way, taking the roadway with it. it cost more than $11 million to fix. governor newsom was in attendance for today's reopening ceremony. >> this is not just another highly on the highway system. it's not just another this is highly one. there ain't anything like this anywhere else in the world. >> he is right about that. also, the governor announced he is taking executive action and will ban fracking in california effective in 2024. this comes after a failed measure in the legislature. it is harmful not only to the environment, but to people as

hollywood's biggest night is this sunday, the academy awards will air on abc7. >> our reporter is in los angeles where final preparations are underway. >> reporter: that is right. we are two days away from the big day. you can see the 10th getting set up right behind me. the excitement is building. this year's oscars will look different from any we have previously seen. >> reporter: operations are nearly done for hollywood's biggest night. the 93rd annual academy awards will look different, this year. >> they are not going to be the standard oscars. i think that's okay. it's okay that it doesn't look like that, you know? the world doesn't look like it did when parasite one picture. >> reporter: they promised viewers they will feel like they are watching a movie.

solutions, this is abc7 the former police officer convicted of murdering george floyd is under investigation by the doj for another use of force incident. chauvin allegedly used his need to hold down a black teenager for 17 minutes. sources tell abc news that the incident happened in september 2017. >> he was dispatched on a home to a domestic call between a mother and son. after the 14-year-old son refused to lie on the ground, sheldon hit him in the head and grabbed him by the throat, causing him to lose consciousness and fall to the ground. that's when he allegedly pinned him down. the video wasn't shown during the floyd trial, it could come up in sentencing. >> ascendancy, you have a broader opportunity to present evidence about who the person is. >> today, court records show that he is scheduled to be sentenced on june 16th. >> tonight, be sure to tune in

eight detailed video when they shot a suspect on april 1st. the suspect left the hotel. police say they were waiting to arrest him, but when they spotted him, he began running. officers released a canine, and you can see it chase the suspect. once he was down on the parking lot, officers say he had a gun, and they yelled at him to put it down. when they say he pointed it at him, they fired. emberley peterson says the canine wouldn't stop attacking the suspect, even after using verbal commands and the use of an electronic collar. the canine will have to be retrained, but she believes it saved the officers lives, the victim died at the scene. as tourism picks up in san francisco, a distrusting incident for 18 from the

midwest, the attempted robbery happened in a popular spot along the embarcadero, and the suspect has a lengthy criminal history. dion lim has the story you will only see on abc7 news. >> i heard them saying, they have a gun. >> reporter: cell phone video shows the chaos that broke out along fisherman's wharf. patrick elliott and his wife from the philippines and 16 other family members who live in wisconsin were approached by a man with a gun. >> my family members or anyone of my family -- you know -- it would've been catastrophic. >> reporter: documents i obtained show a 22-year-old man along with two other suspects attempted to take the family's cell phones, all while relatives as young as six years old looked on. >> there was more fear for your own family. >> reporter: that is when patrick stepped in and recalls what he said. he sped -- you asians -- that he spit towards their di >> reporter: authorities

responded quickly. the family saw him throw a gun under a vehicle. he was arrested for a number of charges. i discovered that he has an extensive criminal history, including drug possession and possession of a stolen car. he had involvement in a strong armed robbery spree in 2018, spanning multiple neighborhoods. he was on probation during the fisherman's wharf incident. >> stupid follows stupid. i understand that he has a record like that. >> reporter: i reached out to an attorney to ask why the charges were dropped. he was out on probation. the das office wouldn't answer because of the pending case. >> you hear about the three strikes rules, if you are hurting people, there's no reason to be around anymore. >> reporter: he hopes by speaking out it will cause more awareness. >> nobody came over and helped. it's emarrassing to society that no one will help anymore. >> reporter: dion lim, abc7 news. caitlyn jenner wants to

take on gavin newsom in the states recall election. as reporter john haskel from los angeles explains, she announced her candidacy, today. >> reporter: caitlyn jenner says she is in, even though the newsom recall election isn't a done deal, the republican just got some star power from an olympic gold medalist and reality tv star. >> you cannot count out someone with as much rate recognition as caitlyn jenner. the fact that she consulted with people involved in the trump campaign, she appears to do things you would do to put together what constitutes a serious campaign. >> reporter: she said, as californians, we face a now or never opportunity to fix our state before it's too late. she is hoping for an honored schwarzenegger type of campaign boosted by her celebrity, although, many questions remain about her politics and whether she still supports former

but so many people are struggling. an estimated 42 million americans are expected to experience food insecurity this year. keith oslin of the financial planning in alameda thinks too many americans live on the edge. >> three out of four americans are living paycheck to paycheck. another study said three out of five americans have trouble maintaining a monthly budget. >> reporter: pam williams úcoun fortunate ones. the nonprofit youth program director is on the path to achieve her financial dream. >> one thing i have always lived by, if i can't afford it, i'm not going to spend it. >> reporter: she afforded the occasional vacation while saving up enough money to buy a condominium. >> people dream of things, but to get to the dream, you have to get to the plan. you have to make a plan. >> reporter: she says it applies to people who are out

of work. seven on your side has talked to so many people who have drained their 401(k)s as a way to survive. congress passed the cares act which waived the 10% penalty for withdrawing money from retirement plans prematurely. >> it's going to have repercussions down the road, for sure, especially, you know, if you don't have a plan to recoup that and pay it back. >> reporter: if you are in your 20s, 30s, 40s, you have time. make putting money into your 401(k) a priority, however, if you have accumulated huge credit card debt, paying that down is the immediate priority. pay off the cards that charge the highest interest rates first. consider transferring that date to a credit card that charges less or no interest at all. same if you are in your 50s are older -- once you pay off your credit card debt, max out your 401(k). >> there is a catch up cause in
