finding solutions, this is abc7 news. hollywood's biggest night is a wrap, the glamour and fashion that took center stage at an oscars we have never seen before. we have coverage all morning long. and the bay area is set to resume giving out johnson & johnson vaccines. but sobering news that a logue man is dealing with a blood clot after getting his shot. and this weekend's rain was a welcomed sight but it will not put a dent in the drought. good morning on this april 26th. >> let's start with a look at the forecast with lisa. >> we are looking at maybe 100 of the storms making an impact. it was nice to see some rain. the system is off to the east oe us. the ridge of high pressure will build in for the week ahead. we have a wind chill factor in

on satellite. frances mcdormand took on best actress, the third time she has won the award. the biggest surprise was anthony hopkins winning best actor for his role in the drama, the father. many believeded the award would go to chadwick boseman for his performance in marainy's black bottom. daniel culieua took home a supporting role oscar. and yuh-jung youn won for playing a grandmother in manary. >> finally, nice to meet you, mr. pitt. >> reporter: song nominees performed during a preceremony, not during the telecast. the coronavirus meant no crowds, physical distancing rules and fewer cameras.

it meant no official oscar parties this year. in hollywood, hernandez, abc7 news. >> can we talk about the ending? it was not the way they thought it would ccle. >> reporter: breaking from tradition, usually it ends with best picture but it ended with best actor and best actress. and the winner of best actor was sir anthony hopkins and he was not there. so the ceremony just abruptly ended right after they announced that the academy was going to take his oscar on his behalf. it was not the way that producers probably wanted it to end, but of course, it is live tv and a live ceremony. >> talent from the bay area

amy hollyfield is live with more on what researchers are saying. >> reporter: good morning. ucsf issying this is the first known case in a man in the united states. this is according to the chronicle. the man is in the 30s, has a clot in his leg and is in the hospital. the chronicle quotes his doctor as saying he is doing well and he is expected to leave the hospital in the next few days. this comes as the johnson & johnson vaccine has been cleared to be used again in the united states. the doctor is quoted as saying this should not discourage people from getting the johnson & johnson shot. eight bay area counties and the city of berkeley released a joint statement saying the risk of blood clots is low and the johnson & johnson vaccine can be sifly given again. the federal government paused the use of the vaccine for two weeks after 15 women reported getting blood clots. 7 million johnson & johnson

shots have been given. the cdc cleared the use of johnson & johnson on friday. reporting live, amy hollyfield, abc7. millions of americans are not getting their second doses of the covid-19 vaccine. new numbers from the cdc show about 8% of americans have missed their second shot. that is about 5 million people which is more than double the rate among people who got vaccinated in the first several weeks of the nationwide campaign. the cdc says their research shows the reasons vary from people who are afraid of side effects to someone feel they are protected enough after getting one shot even though that goes against recommended guidance. for more information about the race to vaccinate, go to abc7.com/vaccine. we have a tracker that shows you how many people have gotten the shot where you live. several deadly police shootings since derek chauvin was convicted of murder last week. this morning a virginia man is

in critical condition after being shot by police during a domestic disturbance call. here is what the man's family is saying. >> the family of isaiah brown say people mistook a cordless house phone for a gun. a warning, some of the video may be hard to watch. brown placed a call to 911 in the midst of an argument with his brother over his car. he walked outside when a sheriff's deputy arrived. body cam footage captured part of the action. >> show me your hands now. show me your hands. drop the gun. he has a gun to his head. >> drop the gun now. stop by the door. stop, stop. >> the deputy fired several shots at brown, then performed live saving measures before brown was taken to the hospital in critical condition. this is an incident that clearly should have been de-escalated. it was not a situation that needed to result in another

shooting of an unarmed black male. >> the attorney is also asking for dispatch audio with the deputy before the shooting to be released. he says there was a failure of communication between the dispatch and the officer. badly needed rain, finally returned to the bay area over the weekend. it made for a soggy few hours but really, it wasn't enough to help the drought. we spoke with fire and water officials who could be imposing restrictions as soon as this week. >> if you blinked on sunday, it is possible you missed the rain or drizzle. bad news as places like santa rosa had been expected half an inch of rain. >> the reality is we ended up with quite a bit less. we are faced with a long, dry summer. >> assistant fire marshal paul loenthal shez their agency is likely to declare an early start

to fire season in a matter of weeks. those who crunch the numbers say the outlook is not a good one. >> i looked at the numbers, 85% of california is in severe, extreme or exceptional drought. compare that to last year, only 12% of the state was at that same level. >> numbers that haven't been seen since 2015. those with the water agency, east bay mud, say they board will vote on tuesday on declaring a state one drought. that would ask for a 10% voluntary reduction of water use but would not impact the cost of your water. >> in the east bay, it is looking like the driest year ever for us. right now, there is no added financial burden to our customers. >> much of the water supply comes from the sierra foothills where we are at about 50% of average yearly precipitation. some of the recent bay area fires have cleared fire fuels but in locations where past

with more on this unusual case. >> reporter: doctors are saying this should not discourage people from getting the johnson & johnson vaccine which is now cleared to be used again. this is according to the san francisco chronicle. a bay area man in his 30s got a clot in his leg and is in the hospital after getting the johnson & johnson vaccine. the chronicle quotes his doctor as saying he is doing well and is expected to get out of the hospital in a few days. the bay area will be using the johnson & johnson vaccine again. 8 counties and the city of berkeley put out a statement over the weekend saying the risk of blood clots is low and the vaccine can safely be given. the cdc paused the use for two weeks after 15 women developed blood clots. the chronicles are claiming this is the first known man to get a blood clot after the vaccine. the vaccine was cleared to be used again this friday.

amy hollyfield, abc7 news. the seven day 1.3%. california did report a slight increase in cases yesterday with more than 1700. the number of fully vaccinated people jumpeded substantially and is now at more than 11.5 million. the state reports having a 17 day inventory of vaccine. if you are ready and you can pack your bags for europe again as long as you are fully vaccinated. here is what the head of the european union is telling travelers this morning it has been more than a year since nonessential travel was allowed in the european union. americans who have been fully vaccinated against covid-19 should be able to travel to europe by summer. according to the new york times, talks between the u.s. and e.u.f covid-19 vaccinations in america. ired out. many specifics to be the main one is how you prove
