skyrocketing and the vehicle in highest demand. apple's new move to protect your privacy. the decision iphone users can now make about their personal data. later the return of some of the most popular sitcoms from the '80s and '90s. ♪ we got each other ♪ good tuesday morning, everyone. i'm kenneth moton. >> i'm deidre bolton. mona is off. we begin with the breaking news. one of the largest police departments in the country has been the victim of a cyberattack and is facing an apparent extortion attempt. >> washington, d.c.'s police department just announced that hackers breached its computer networks stealing sensitive data including intelligence reports, jail records and other files. d.c. metro police say hackers obtained information on informants, and they're threateninging to share that information with local gangs unless the city pays an unspecified ransom within three days. >> the department says

the cyberattack was carried out using russian-speaking ransomware. the fbi is now investigating. this is the third police department in the u.s. to be hit by cybercriminals in the last six weeks. we are going to bring you more details as soon as we get them. now to north carolina and new details about the police shooting of andrew brown. his family was shown only 20 seconds of body camera video of the shooting. they insist he was shot with his hands on the steering wheel. this morning, outrage growing in elizabeth city, north carolina, over the deadly deputy involved shooting of andrew brown. >> say his name. [ crowd chanting "andrew brown" ] >> say his name. [ crowd chanting "andrew brown" ] >> the city under a state of emergency as the sheriff's department pasvideof t s >> my dad got executed just by trying to save his own life. the officers was not in no marm of him at all. >> reporter: brown's family and their legal team watched video of the deadly encounter "yesterday," five days after it happened but say they were only shown 20 seconds of video from one body camera even though several deputies were involved.

>> what a spit in the face. what a slap in the face. >> they just want to see what happened. it's humane. it's a humane ask. >> we do not feel that we got transparency. >> reporter: according to the family, in the video they did see deputies already shooting when the video begins and they say they lost count of how many shots were fired. the family also claims brown had his hands on the steering wheel as deputies were shooting and that brown was shot in the back of the head. >> was he shot in the back of the head? >> yes. >> yes. >> in the back of the head. >> reporter: brown was killed last wednesday when deputies tried to execute warrants related to felony drug charges. authorities say they believed brown was using his home to store, package and distribute narcotics and was using two vehicles to store, traffic and distribute them. few details have been released publicly about the shooting. the sheriff is asking people to hold off on judgment until all the evidence is weighed. >> this tragic incident was quick and over in less than 30 seconds, and body cameras are shaky and sometimes hard to decipher. they only tell part of the

story. >> reporter: in north carolina police body camera footage can only be released publicly through a court order. on monday pasquotank attorney michael cox said officials are efforting that order. but brown's family's attorney accuses cox and other local authorities of trying to hide something. >> for andrew brown's family certainly think it's a cover-up. they think that the reason they aren't showing that video to the public is because they're trying to conspire to conceal this unjustifiable killing, but the truth is going to come out. >> reporter: this all comes as u.s. attorney general merrick garland launches another investigation into a major city's police force. federal authorities are now looking into the louisville police department where officers used a no knock warrant to raid the home of breonna taylor shooting and killing the 26-year-old last year. a similar federal investigation was launched in minneapolis last week after the conviction of former police officer derek chauvin. and back in north carolina, seven sheriff's deputies are on administrative leave.

an attorney for the brown family says investigators told them no drugs or weapons were found at the scene. another developing story overnight, seven women have now filed a class action lawsuit against louisiana state university accusing school officials and coaches of conspiring to cover up sexual misconduct by student athletes. the women including three former tennis players accuse male students of sexual assault, harassment, stalking and discrimination. they claim the school discouraged or kept them from reporting title 9 complaints and retaliated when they tried to speak up. the women are seeking more than $5 million in damages. lsu says it has not yet reviewed the lawsuit. turning to the pandemic president biden is expected to announce new mask guidelines today. it comes as we see a sharp decrease in the number of americans getting vaccinated. that is compared to last month. one vaccination site in florida now reports 90% of its johnson & johnson shots have gone unused. meanwhile, overseas india is

desperate for more vaccine. it's reporting 300,000 new covid cases every day, and one expert warns the real number could be three times higher. let's get to washington where abc's ike ejiochi has the latest. ike, good morning. >> reporter: good morning, kenneth. we've reached the point where over half of adults have received at least one vaccine dose, and it's coming as new covid guidelines are expected to be announced. this morning, the new milestone in the fight against the coronavirus. nearly 96 million americans are now fully vaccinated. the cdc is expected to announce new guidelines for outdoor mask wearing for those fully vaccinated. >> we've learned a lot about the virus in the last year, and, you know, recent research really shows that a very small proportion of infections, really less than 10%, happen outdoors. >> everyone is kind of ready for this. we're getting back to normalcy. >> reporter: a growing number of states across the country are lifting their outdoor mask mandates, this as vaccination sites begin to once again offer johnson & johnson's one-shot vaccine.

the cdc claims the vaccine's benefits outweigh the risks. out of the 8 million j&j doses given, 15 women suffered rare blood clots. and this morning doctors in california reporting the case of a man in his 30s now recovering from a clot in his leg. the man received a j&j shot. the cdc has not confirmed any connection. a new abc news poll taken reveals the pause may have caused lowered trust in the vaccine. less than half of americans see the j&j vaccine as safe, and 73% of those not yet vaccinated say they wouldn't take the shot. >> and then them also putting the johnson & johnson on pause, it really made me think more than twice about going back and getting the second one. >> reporter: daily vaccinations dropping to an average of 2.75 million doses. 24% of americans are not inclined to get a covid-19 vaccine, yet efforts continue around the country to fight vaccine hesitancy. in west virginia, governor jim justice offering a $100 savings bond for any 16 to 35-year-old willing to get a shot.

>> i'm telling you, it's time, west virginia, to shut this thing down. >> reporter: and in minnesota a walk-in vaccination site geared towards teens ahead of prom. now, the biden administration announcing a plan to send ppe and millions of doses of the astrazeneca vaccine to india where they've seen nearly 1 million new covid cases in just the last three days. kenneth. >> all right, ike there in washington, thank you. a state lawmaker in alaska has been banned from alaska airlines for refusing to wear a mask. republican state senator lora reinbold seen arguing with airline workers calling flight attendants mask bullies. she now faces a 19-hour drive to work. new census results could soon change the balance of power in washington, d.c. growing population means these states will gain seats in the u.s. house, montana, florida, texas, states that typically vote republican. as for states losing seats in the house because of population loss, california, pennsylvania,

michigan and new york were just 89 more resident cost have prevented that loss. states that president biden won last year will lose a net three seats in the house, significant because democrats currently only hold on to a six-seat majority. california governor gavin newsom will face a recall vote after 1.6 million people signed a petition to remove him from office. he's vowing to fight the effort which he describes as a republican power grab. the recall campaign picked up momentum after newsom was seen dining at an upscale restaurant defying coronavirus restrictions. there appears to be an explanation for the ufo caught on camera just after friday's spacex launch. video of the falcon 9 rocket separating from the spacex crew dragon shows an object flying right between them 12 minutes after liftoff. sources say it is likely ice from the rocket's liquid oxygen and it posed no danger. all right. time now for a look at your tuesday weather.

back now with video from near dallas, texas, an explosion that looked like a hollywood movie scene. a car on fire on the side of the highway near south lake all of a sudden bursting into flames engulfing the roadway. luckily no one was hurt, and no word on what caused the fire. people looking for a new car are running into sticker shock thanks to the current shortage of computer chips. automakers have scaled back production of new cars and trucks so people are turning to used vehicles, and that means prices are surging, especially for used trucks like the ford f- 150. in some cases up 40% from last year. we turn now to a high stakes legal battle involving a high

school cheerleader and what she said on social media about her school. the supreme court will now decide whether her free speech rights were violated when the school decided to punish her. this morning, the supreme court is preparing to hear a potentially groundbreaking case involving a cheerleader and her rant on social media. >> i said f school, f cheer, f softball, f everything. >> reporter: brandi levy tried out for the varsity cheerleader squad but didn't make the cut. she then expressed her anger about being delegated to jv posting a rant on snapchat while she was off school property. the public school then suspended levy from cheerleading saying she violated their code of conduct. >> i feel like when i signed this code of conduct i didn't sign away my first amendment rights, so i feel that i should be able to say what i want out of school hours and if it's not during the school activity. >> reporter: after filing a lawsuit, two lower courts ruled in levy's favor ordering she be allowed to rejoin the team. a federal appeals court agreed.

now four years later the case is headed to the supreme court testing the boundaries of school discipline and students' free speech. >> students do not lose their free speech rights when they enter the schoolhouse gate, but the court has never decided whether those rules that they've applied inside of school also apply to students when they're outside of school. >> the school district says the case threatens to handcuff coaches, principals and teachers nationwide saying schools must be able to discipline students for inappropriate conduct online. >> if you're going to be involved in an extracurricular activity and you sign that code of conduct, you're held to a higher standard. you have respect for your teammates, respect for the school. you're supposed to be an ambassador of the school. >> the justices will hear the case tomorrow. a ruling is expected in june. all right. coming up, the tiger that was on the loose terrorizing a small town. also ahead, the new privacy feature for your phone that can prevent your data from being shared.

runs, but it's also sold to advertisers, which is why targeted ads have become so popular and lucrative. >> digital has made it easy to track exactly who is watching your ad age what else are they doing and what are they buying and how are they behaving. >> reporter: experts say this new feature may be a double-edged sword and places power in the customers' hands in terms of privacy but may hurt facebook and the small businesses that benefit from ads on facebook and instagram. >> it's really difficult for people to find out about what you're selling. by leveraging facebook services a small business owner can pay for advertising, and it's actually priced pretty well, and you can target that to the specific type of buyer you're looking for, and for those folk, they're going to be really concerned because they have potential customers that could turn this off. >> reporter: the new privacy feature is part of an update to apple's operating system. next time iphone users an app they'll receive a pop-up asking for consent to share their data. kenneth, deidre.
