chilly start for most. and then with temperatures warming today, we'll be looking at numbers well into the 70s. even about 80 as we get out toward the delta. details on your neighborhood coming up. >> lisa, thank you. developing news now. the effort to recall governor newsom has qualified for the ballot. supporters of the recall collected 1.6 million verified signatures. and now they have until wednesday to submit them to the state. >> reporter: california governor gavin newsom is in the spotlight again as the states office confirms there are a rec to get a recall election of thre governor, 1.4 million signatures are needed. that has been exceeded by 200,000 according to the state. >> big box, corporate america was able to stay open but mom and pop was shut down. >> reporter: as also opens back

up, the governor is touting the states exceptional covid rates. right now the best in the country with positivity rate of 1.2%. other numbers are on the rise too. >> business is doing well. the state government is doing well. it's running ahead of forecast in terms of tax receipts. so it's not like we are in the midsts of an economic catastrophe beyond of what the rest of the nation has. we are better off than the rest of the nation. >> reporter: former san francisco mayor and democrat willie brown weighed in on monday. >> at moment, i do not believe that anybody who said they are thinking about running would have a chance of defeating gavin newsom. >> gray davis was recalled in 2003 but brown and brady both say there were differences. brady saying newsom's approval ra is more than double what dais' was at 53%. brown also referencing the opponent back then. >> you got to be household

school in santa clara county, you can go right in. >> reporter: we are at at santa clara county fairgrounds where you can walk in for an appointment. the county has 20,000 doses of vaccine. they just need people who want them. so they will make it a bit easier. santa clara county is going to let people walk in without appointments and get vaccinated at most sites. this does not apply to levi stadium or east ridge mall. a a though those sites are now allowing people to make same day appointments. the county's health officer likes the momentum he has seen to far. he wants to keep 9:going. >> our percentages are pretty good. we are 65% of our counties had at least one dose of vaccine. over a third of people have had the two doses for the moderna or the pfizer. so we are doing very well. but we want to keep the pace and keep people getting, coming in to be vaccinated so we can

get through all of our community. >> reporter: and county officials have noticed a drop off in the number of people making appointments to get the vaccine. so that is why they want to start making it easier. they are encouraging everyone to go out and get the shot. now anyone over the age of 16 can drop in now through sunday. they hope everyone will take advantage of this and get it done. reporting live, amy hollyfield abc 7 news. santa clara county is lending a hand to older residents that still need to get the vaccine. they are offering transit rides to get to and from vaccination sites. 75% of senior age 75 and up are fully vaccinated in santa clara county. and now the focus is on that remaining 25% and eliminating any barriers to them getting a shot. we have new developments on a story we told you about yesterday on abc 7 mornings.

we know the bay area man with a blood clot is from san francisco. he is the first known man in the u.s. to suffer that complication from the shot. ucsf says the man in his 30s was diagnosed last wednesday after experiencing pain in his lower back and leg. he was admitted to ucsf health 13 days after getting the shot. >> the guy knew enough to go seek care. the er figured it out right away. he got appropriate treatment. and he will come out of this fine. >> the johnson & johnson vaccine makes up 4% of doses administered across california. except in three bay area counties. alameda and san francisco counties have percentages closer to 5%. state health officials say the blood clot risk is low. they are still reviewing the data. today president biden is expected to make a big announcement over something we have gotten used to during this

pandemic. wearing masks. jobina is at the live desk. >> reporter: president biden is set to take the lead in releasing these updated guidelines for outdoor mask wearing. the cdc says 96 million americans are fully vaccinated. more than half of adults have gotten one shot. coming up on gma at 7:00, dr. jaw is live with his diagnosis of the likely change. so this also comes as states across the country fight back. the vaccine hesitancy. a new abc news poll shows 24% of americans say they are not inclined to get any of the vaccines. down from 32% a month ago. less than half say the johnson & johnson vaccine as safe. the cdc continues to stress those related blood clots and that is referring to the j & j vaccine. they are extreme little rare with the benefits of the shot far out weighing the risks. happening tonight in the

east bay, the newark unified school district is hosting a town hall to give parents the very latest information about its reopening plan. in person instruction is expected to begin on thursday. officials say it's part of a phased in hybrid plan for students that want to return to classrooms. teachers are not thrilled with this idea. according to the east bay times, the teachers union reluctantly approved the reopening agreement with the school district. they are worried about safety and working conditions. the virtual town hall with the superintendent starts at 7:00 p.m.. new developments the effort to recall the mayor of windsor. supporters filed paper work to start the process of removing dominic foppoli. the campaign has 120 days to get signatures from 20% of windsor's nearly 17,000 residents. and that is to put the recall on the ballot. foppoli faces multiple sexual assault allegations. he denies it and has refused to

step down. east bay mud roll will vote on whether or not to call a -- it's not going to impact potentially the price of water for now. east bay mud spokesperson says this is shaping up to be the driest year ever for the district. we are expected to learn more about santa clara county's water supply today too. valley waters board of directors will receive an update at its meeting tonight. during the last historic drought in 2013, the board implemented a call for 20% reduction in water usage throughout santa clara county. members haven't said yet whether that can happen this year. but they are preparing by upgrading water treatment plants and expanding the use of recycled water. the bay area certainly either in a severe or extreme situation here in terms of drought. the entire state is. as we look at the red here,

the city is overing prayer rooms at mist cone knee center. this is to prevent a vaccination appointment from hindering prayer during the muslim holy month of ramadan. people can leave their place in line to pray without leaving their spot. the prior rooms are open to people of all faiths. today president biden is expected to release updated cdc guidance when it comes to mask wearing outdoors for those that are filly vaccinated. jobina is at the live desk with new guidance. >> reporter: more than 96 million americans are fully vaccinated. the cdc says more than half of adults have received at least one shot. the officials say it will involve guidance about unmasking outdoors for fully vaccinated people. it's also expected to include several other recommendations for fully vaccinated people. this all comes as a growing number of states are choosing

including record numbers in india. the astrazeneca vaccine hasn't yet been authorized by the food and drug administration, but federal officials are confident about the supply of three vaccines that are authorized here in the u.s. so they are expecting to shift as many as 60 million doses of the astrazeneca vaccine to countries over the next six months. evacuations are under way on mount everest after climbers tested positive for covid-19 at a base camp. this comes weeks after the world's tallest peak reopened. nepal has not said how many climb climbers are infected. but there has been rescues by helicopter from the mountain. the virus outbreak is prompting nepal to clamp down on restrictions. mandating those from other countries have a mandatory ten day quarantine.

newsom's campaign spokesman tells politico reporters saying our donations have come through. this is the third such attack on the u.s. police department in just six weeks. the group called babook claimed responsibility for the leak of hacked data. yesterday it appeared to release chiefs reports, lists of arrests, analysts of people of interest. the group ware attacks. d.c. police say they are aware of unauthorized access on its server. the sheriff's office says north carolina faces wide spread questioning in the shooting death of andrew brown, jr. the family for the father of seven says they were only shown 20 seconds of one body cam video yesterday. multiple deputies were involved in the felony drug search warrant last week. in the video, the family says

happening today convicted killer scott peterson could find out if he will get a new penalty phase trial. peterson is set to make a virtual court appearance. in 2005 the jury sentenced him to death for murdering his wife and unborn son. last year the california supreme court cited errors in the jury selection process and ordered a san mateo county judge to examine whether peterson should get a new trial. frustration is growing in petaluma following the release of a homeless man suspected of vandalizing homes. he is accused of going on a rampage in one neighborhood. and the situation is exacerbated by the fact of covid-19 on the jail system. >> reporter: this is the home
