like secretary of state office said they had enough verified signatures to qualify for an election. governor newsom tweeting about the news shortly after it was announced yesterday, only a simple majority vote is needed to recall the governor. political experts have meant that is unlikely given the state's exceptional colored rates, and strong democratic leaning. >> state governments are doing well, businesses are doing well. it ahead of forecast, in terms of tax receipts. so it's not like we are in the midst of an economic catastrophe. beyond what the net rest of the nation has. in fact, we are better off than the rest of the nation. >> gray davis remains the only california governor to ever be recalled. governor newsom's approval rating is more than double what davises was. a recall election is likely to happen in late summer or fall. we are also looking back at the 2003 recall of governor davis, the only successful one and see history. our abc7 original documentary , total recalled, looks at everything from the surprise candidates to the rise of the

likes the momentum. the momentum he has seen so far in this county. he wants to keep it going. >> our percentages are pretty good. we are at 65% of the county has at least one dose of vaccine. over one third of people have had two doses. for the moderna or pfizer. we are doing very well. we want to keep the pace and keep people coming in to be vaccinated, so we can get through all of our communities. >> reporter: county officials noticed something they don't really like so much, and that is a drop off in the number of people making a point to get the vaccine, so they want that to change. they want to get people in here. so they are going to try to make it easier and let people just walk in. they are encouraging everyone to go out and get the shot, but also want to make sure people show up for their second shot. a big push here in the south bay. anyone over the age of 16 can walk in and get a shot. they are really hoping everyone will take advantage of this. now through sunday, got today,

get that shot. live in san jose, amy hollyfield, abc7 news. >> thank you, amy. santa clara county is also lending a helping hand older residents that need to get a vaccine. they are offering free paratransit rides to get to and from vaccination appointments. 75% of seniors age 75 and up are already vaccinated in santa clara county. another focus is on that remaining 25%, and eliminating any barriers to them getting a shot. new developments we told you about yesterday on abc7 mornings. we now know that a bay area man with a blood clot that is linked to the johnson & johnson vaccine is from san francisco. he is the first known man in the u.s. to suffer that complication from that shot. ucsf said the man who is in his 30s, was diagnosed last wednesday after experiencing pain in his lower back and leg. she was admitted to ucsf health 30 days after receiving the shot. >> if the guy knew enough to go seek care, and the er figured

it out right away, they got appropriate treatment, now he's going to be able to, you know, he will come out of this fine. >> the johnson & johnson vaccine makes up about 4% of doses administered across the state. but in three bay area counties, it is a higher percentage. alameda, santa clara, and san francisco counties all have percentages that are closer to 5%. state health officials say, the blood clot risk is low, but they are still reviewing the data. today, president biden is expected to make a big announcement about something we have all just gone used to doing during this pandemic. we are talking about wearing a mask. jobina is at the live desk tracking details about new guidance coming in and just hours. >> president biden is that to take the lead in releasing these updated guidelines for outdoor mask wearing and smaller groups. the cdc says nearly 96 million americans are now fully vaccinated. more than half of adults have gone one shot. coming up on jimmy this morning at 7:00, live with his diagnosis of the likely change.

>> when you are outside come out and about, unless you are in large, crowded groups, there is really very, very little risk of being outdoors. so i think the cdc is going to signal that. i think we will see a lot of states pull back mask mandate, except for those very specific situations. indoor masks need to continue for a little bit longer, but i think it makes sensible deck outdoor mask mandates. >> this comes as countries fight back against vaccine hesitancy. a new abc news poll shows 24% of americans say they are not inclined to get any of the vaccines, down from 32% a month ago. less than half the johnson & johnson vaccine as safe the cdc continues to stress, those related blood clots are extremely rare, but the benefits of the shot far outweigh the risks. commodity? thank you, jobina. happening tonight in the east bay, the newark unified school district is hosting a town hall to provide parents with the latest information about its

reopening plan. in person instruction is going to star on thursday. this is part of a phased-in hybrid plan for students who want to return to class. teachers aren't thrilled with this idea, according to the east bay times. a teachers union reluctantly approved the agreement with the school district. they are worried about safety and about working conditions. the virtual town hall with the superintendent starts at 7:00 pm. new development with the effort to recall the mayor of windsor, supporters filed paperwork yesterday to officially start the process of removing dominic foppoli. the campaign now has 130 days oft th signatures from e llot. sexual assault allegations. he has denied any wrongdoing. he has refused to resign but that he is taking a step back from an active role on the town council. a t state task force investigating employment fraud on prisoners are responsible for cleaning $2 billion. according to sf gate, so far there have been 68 arrests and

east bay will be voting today on whether to declare a stage i drought. the declaration would ask for a 10% voluntary reduction in water use. this wouldn't impact the price of water for now. east bay mud spokesperson said this is shaping up to be the driest year ever for the district. we are expected to learn about santa clara county's water supply today too. valley waters board of directors will receive an update on conditions tonight. during the last historic drought in 2013, the board will call for 20% reduction in water use throughout santa clara county. members haven't said yet whether that can happen again this year, but they are already preparing by upgrading water treatment plant, and expanding the use of recycled water. sprinklers are off at my house, that is for sure, as we look at the drought monitor here. in california, the entire state under some sort of a drought, and the lighter color indicates severe, and the extreme as we get towards napa, sonoma,

simplicity feels good. chase. make more of what's yours. for california is losing some of its political power. we are losing one seat in congress after the release of the latest census data. growth has stalled but california is still the most populous state in the country. jobina at the live desk with what this means for us. back thank you, reggie. this means california will be one of seven states to lose a seat in congress. new york needed just 89 more people to hold on to its feet. six states gained seats, including texas, which gained two house seats. so does this mean there is a california exodus? political experts say, not exactly. >> we come from multiple kinds of issues. this can come from people leaving the state, but that that's maybe the thing that's

overestimated. the bigger impact could be the changing in birth rates among californians. >> the data showing population shifts within the state won't be available until later this year. that is when the citizens redistricting commission will decide how to redraw district lines to eliminate one congressional district, kumasi? thank you, jobina. apples long-awaited privacy feature for iphone and ipad is now rolling out, this tool called app tracking transparency launched yesterday. it gives users more control over apps that want to track them for advertising. so if you are interested in this, the first thing you will need to do is upper update your operating system. after that, when you open up the tracks you, you will be greeted with a pop up at a chance to opt out. >> it's a good change. part of the danger of the internet is losing your individuality and your privacy. this allows you to still help advertisers make your messages

chronicle, california's birthrates in january and february, around the time when early pandemic babies would be due, actually declined by 15%. now this decline, i should say year-to-year decline, it's the steepest decline. it is the steepest decline for those since at least 1960. experts tell the chronicle, the birthrate decline is probably because of what he called lockdown shock, or the immediate stress of the pandemic motivated many would be parents to put a break on their plans. i've heard of some other reasons, but we can talk about that privately, kumasi. ♪ >> i just want to linger. disneyland is back on friday, ahead of this week's reopening though, disneyland held this ceremonial lighting of sleeping beauty's castle last night. the company called it a beacon of hope for disney fans everywhere.

supply and demand is in our favor right now. that means customer service is improving. you can now walk into a site in santa clara county. you don't need an appointment. you can just show up and you can get that shot. they've got 20,000 doses in this county that they want and need to get to people. so starting today, they will allow people to walk into most sites without an appointment and get that shot. it does not apply to levi's and eastmont mall, but they are allowing some same-day appointments at those locations. part of the motivation behind this move is the drop off. the drop off they are seeing here in people making appointments. >> we really want to make it easier for people to get vaccinated. they don't have to look around for women, try to figure out the internet. it just, they can come down to our sites, walk in and get vaccination. >> reporter: the county health officer said he is pleased with

administration announcing a plan to send ppe and million doses of the astrazeneca vaccine to india, where they've seen nearly 1 million new covid cases in the last three days. abc news, washington. it isn't just the biden administration sending supplies to india. california is also sending lifesaving equipment to help with the surge of covid cases there. governor newsom says, the state is sending more than 1100 pieces of equipment. that includes oxygen regulators that adjust and control the rate of oxygen flow. the governor says, everyone deserves equality and medical treatment against the virus. he says, california still has a robust stockpile to respond to any outbreaks here. this morning, the countdown is on to a recall election. organizers have gathered enough signatures to recall governor newsom. jobina is breaking down what comes next. >> thank you, kumasi. the campaign against the governor reached 1.95 million verified signatures, and needed 1.5 million to move forward. this is all a go. even though there's 30 days to withdraw signatures, it's

for my college students in contra costa county are getting a pretty nice graduation present. they are having their debt erstbay times report the cls of 2021 at contra costa coegf,anksto it college can't receive diplomas. so for 62 students, this gives them their graduation. after trying a year of distance learning, san francisco is now launching an ambitious summer learning program that will be free of charge to all public school students in the city. it's called summer together. early registration is underway right now for families living in public housing. families can choose between two programs, each about a month long. one is education focused, and is led by the school district teachers. the other is activity heavy, led by san francisco rec and park. >> this has never been done before in san francisco. we are doing it for the first time, because of this crisis. the city is funding it with $15 million investment. and then we received a $25 million donation from
