watch. >> go ahead and get up. i got him. >> an alameda police officer's knee holding down mario gonzalez who died a matter of minutes after this was recorded. police saying gonzalez had a medical emergency. the officers that responded to a possible theft in the area, and a call that came in about a disorderly and possibly intoxicated person. they spent more than 10 minutes unsuccessfully trying to figure out who gonzalez was, and what he was doing there. >> somebody called and said you were, maybe not feeling so great. >> well, i'm feeling all right. >> you come up with a plan. let me know that you're not going to be drinking in our parks over here. >> stuff like that. >> then we can be on our merry way. >> merry way? >> you have an i.d. on you. >> merry e of force

a much needed sign of returning to a sense of normalcy. the president removing his mask on the north lawn of the white house today. >> starting today, if you're fully vaccinated and you're outdoors you need and not in a big crowd, you no longer need to wear a mask. >> governor newsom said california will be aligning with the new cdc guidelines. abc 7 news reporter kate larsson spoke to a bay area official about what this means for mask wearing and when the new rules could be official in california. >> reporter: outside in the embarcadero there's already a mix of masks on and off faces. rhode island resident katherine myers says she's comforted that says people, vaccinated or not do not need a mask while

guidelines, can we just leave our masks down if we're just passing them on the sidewalk. >> you can. if you're stopping and having a long conversation, that would be the time to pull your mask up. >> reporter: and this little boy he should be masked unless he's completely alone then he can take it off. if there's a group from households you don't know, important that everyone keeps their masks on even adults. the cdc says when there's a crowd outside like at a concert or sports event vaccinated and unvaccinated people alike should wear a mask. kate larsson, abc 7 news. in the south bay it is now easier to get vaccinated. santa clara county began accepting walk ins today at most county run vaccination sites with the exception of levi stadium. appointments will not be needed through saturday. the county says it now has an ample supply of vaccine from the government. a man from san jose who got his

shot today says he is grateful. >> i've been looking for an appointment for so long, and limited for the past month it's hard to get an appointment. i appreciate the county who put all their effort to make the people safe. >> reporter: vaccination sites can be found online at scc free vax.org. nearly 65% of eligible county residents have received their first dose so far and more than 1/3 are completely vaccinated. on the peninsula the mass vaccination site at the san mateo county event center will reopen thursday. it closed earlier this month because of low supply. they plan to hold multiple vaccinate events per week. the site is drive through only. appointments are available now. the drought intensifies all across the state. bay area water agencies and officials are taking action. sonoma county supervisors just proclaimed a local drought emergency. the east bay, municipal utility district board, east bay mud

voted to declare a stage one drought and in the south bay the santa clara valley district is urging residents to cut back and conserve water. but that's not all. as abc 7 news reporter amanda del castillo reports, there's now a renewed interest in people wanting to restore their water thirsty lawns. >> one dry winter, you can survive through that but after a couple of dry winters, then you really have to take a look at your water supply outlook. >> reporter: matt keller with outlet water says currently ground water levels are normal but with drought conditions getting more serious he says actions are needed now. according to the u.s. drought monitor, santa clara monitor is in a severe drought. >> good evening board of directors. >> reporter: with conditions so dry, valley board of directors called for conservation. >> it's going to save you

water, it's going to save you money and it's going to be good for our water supply. >> reporter: anderson reservoir was recently drained for a massive retrofit project. this means water is now unavailable for approximately 10 years. so valley water will have to be careful about how it keeps and moves water. >> now that that's gone that means we're just going to have to buy more water outside of the county and bring it in. >> don: the county exports about 50% of the water from outside the area to meet the regions needs and to make sure ground water levels stay normal. one such source is a water supply near bakersfield. those were dramatically reduced this year because of drought conditions. but on tuesday, the board took action. >> do we have a unanimous vote? >> the ayes have it. >> increasing a call for a voluntary reduction in water use from 20% to 25% compared to

2013. in the south del castillo, abc 7 news. and the utilities later report shows its water supply is far below normal after a historically dry winter. this prompted the board to call for a drought. they're urging customers to fix leak, keep showers short and invest in water efficient appliances. drought concerns have revived interest in a plan to build a water pipeline across the richmond san rafael bridge. the marin independent journal reports the marin water district is in early talks with east bay officials to build that pipe to bump water into marin county. a pipe was first talk about during the 1976 drought. a bay area woman says she was injected with the wrong vaccine for the second shot. tonight she shares what

might as well enjoy the sun sunnier skies how about that. prices going up unfortunately for rent. rainfall not coming in. i want to show you the season to date. santa rosa just over a foot of rain so far for the season. which is only 38% of average. not doing this in san francisco. 40% san jose 37 and oakland is at 39% of what you should be this time of year. s that why the entire state of california is in a drought and many parts about half of the state in extreme drought as you can see which includes parts of the northern and eastern end of our viewing area shaded in red there. so right now, over the next 7 days, i don't have any rain and i know people are asking, well why is that? you see the area of high pressure. it's basically building in and that ridge of high pressure is basically diverting the storm track well to the north. so it is heading way up into the pacific northwest and into canada. we get left high and dry.
