washington and begins our coverage there. ike, good morning. >> reporter: good morning, kenneth. president biden will play salesman in chief tonight as he pitches a plan to provide free preschool to american kids. this morning, president biden is preparing for his first address to a joint session of congress. as new details emerge about a sweeping child care and education plan he's expected to unveil. abc news has learned the bill will provide free preschool for all 3 and 4-year-old children. the average savings is $13,000. he is expected to call for free community college, and he wants to make permanent the temporary extension of the affordable care act allowing millions to pay lower premiums during the pandemic. the white house says the plan costs $200 billion. and to pay for it, president will call for raising taxes on the most wealthy americans and investors. south carolina senator tim scott will deliver the republi

side. >> and i hope to talk about that tomorrow. see you soon. >> reporter: scott tweeted this campaign-style video after the republican party announced he'd be speaking tonight. >> we should be blazing a path so that the next generation has more success and more opportunity than my generation. >> reporter: the president's joint address to congress will take place under heavy guard. fencing still remains along the perimeter of the capitol following the january 6th insurrection. before the speech, biden expected to meet with staffers who were there during the riot. for this presidential address to congress, this will be no designated survivor. the white house usually keeps one cabinet member in a secure location while other members attend the speech. because of the pandemic only a few cabinet members will be on capitol hill tonight. now, president biden's plan to pay for his domestic programs faces fierce criticism from republicans. they're arguing that stiffer taxes on corporations and investors, that's going to be a job killer. kenneth. >> all right, ike, thank you. abc news will bring you live

coverage of the president's address tonight at 9:00 eastern. turning to the pandemic the cdc has issued new guidance saying vaccinated people do not have to wear a mask outdoors unless you're in a large group of people. experts say a mask should be still worn at outdoor events like concerts and sporting events. earlier we spoke with dr. laleh gharahbaghian about why they're being changed. >> less restrictions for three reasons, decrease in covid cases, there's increasing population of people vaccinated currently at around 50% and the data and the science, the studies have shown that vaccines work. >> as for indoors the guidelines says vaccinated people should still wear a mask in public spaces. health officials across the country are facing new frustration as they try to get more americans vaccinated. they're being forced to respond to disinformation and now one school in florida is making headlines for its anti-vaccine position. this morning, a new challenge in the race to vaccinate.

a private school in miami says it won't employ teachers who get the shot. an email to staff stating, if you want to get the vaccine please wait until the school year ends and you will not be able to return to school until clinical trials are complete if a position is still available at that time. >> this is completely irresponsible. it is spreading rumors about something that is completely unfounded. >> the school's policy is based on false claims about the vaccine. some parents say it's too late to pull their kids out because they already paid the $30,000 tuition. >> flabbergasted. i was wondering if it was even legal. >> the school's co-founder says we cannot allow recently vaccinated people to be near our students until more information is known. and now the popular podcast host joe rogen is facing backlash after making the unsubstantiated claim that healthy young people don't need the vaccine. >> i think you should get

vaccinated if you're vulnerable. i think you should -- my parents are vaccinated. i've encouraged a lot of people -- and people say, do you think it's safe. yeah, i think for the most it's okay. i do but if you're like 21 years old and say to me, should i get vaccinated, i go, no. are you healthy? are you a healthy person. like, look, don't do anything stupid but -- >> medical experts say rogen is wrong. all adults should get vaccinated. the white house is asking pharmacies to drop residency requirements so college students can get their second dose after going home for the summer. more evidence that demand is plunging. 4,000 vaccine doses are sitting unused at a convention center in philadelphia. they're set to expire tomorrow. in iowa, 80 of the state's 99 counties say they don't need the vaccines being delivered next week. meanwhile, to get more shots into arm, some cities and states are teaming up with bars to offer free drinks to people who get vaccinated.

>> tensions escalated over the shooting of andrew brown last night. officers in elizabeth city, north carolina, broke up a small crowd and arrested protesters that violated a curfew which was imposed despite nearly a week of peaceful demonstrations. meanwhile, new street camera video shows deputies rushing to brown's home to execute a search warrant moments before the violent confrontation. an autopsy commissioned by the family found brown was shot five times with a fatal bullet striking him in the back of the head. >> we all need answers, and we just can't get it. it's stressing us out a lot. we haven't been eating and sleeping like we're supposed to. it's just eating us up. >> a judge will hold a hearing today on a request to release body camera video to the public. the fbi opened a civil rights investigation into the shooting and the governor is calling for a special prosecutor. we turn to the weather. tornado alley in texas is living up to its name. the national weather service has posted a new warning about severe storms near the texas/oklahoma border later

today. storm chasers got dangerously close to one twister yesterday. >> you guys seeing this? we're getting inside of it. >> holy [ bleep ]. >> we're getting inside a tornado right now right here. we are in the tornado. in the tornado. >> those guys were not injured and there were no reports of damage from that twister. another video shows a different storm chaser driving inside with the intense winds surrounding the car. meanwhile, in the southwest heavy winds fueled several wildfires. this was a scene as one couple escaped from a wildfire near kingman, arizona. the smoke and flames coming dangerously close. hundreds of homes were evacuated, and in new mexico the so-called three rivers wildfire in lincoln county doubled in size tuesday. time now for a look at your wednesday weather. a troubling sign for california's drought. wildflowers are growing in a dry lake bed near sacramento. that entire area is usually

covered by water. there's no rain there today. the entire west coast will be dry. the rockies could get another foot of snow, and as we mentioned, more tornadoes are possible today for parts of texas and oklahoma. heavy rain is expected from the central plains to new england. 59 in boston today, but it will feel more like midsummer from new york to the deep south. around 70 in the northwest. coming up, attention the warning about a potential gas shortage this summer. also ahead, going to new extremes. how restaurants are turning to robots because of the shortage in workers. and later we hear from the driver who escaped from this inferno on the highway.

white house adviser under arrest. prosecutors in new york claim seth andrew, a senior adviser to former president obama, stole more than $200,000 from a network of charter schools he helped to create. he's also charged with money laundering. andrew's attorney says he will plead not guilty. drivers could soon face a new pain at the pump. a shortage of gasoline, not because supplies are low but there's a shortage of tanker trucks to deliver it. industry analysts say up to 25% of trucks have been off the road due to the pandemic mainly due to lack of drivers. and because of the pandemic, many schools that train new drivers have been closed. gas prices are up 62 cents from last year and are expected to go higher. many businesses say they're having a tough time hiring workers as they rebound from the pandemic. some restaurants are now using robots to serve customers. here's abc's megan tevrizian. >> reporter: this morning, restaurants across the country are struggling to keep up with demand. business is starting to boom. but hiring is not. in south florida where the

hospitality industry is rebounding to prepandemic levels, hotels and restaurants say there aren't enough people applying for jobs. >> it was just interesting to see that there was a slow demand for folks wanting to come back into the workspace. >> the reluctance impacting restaurants nationwide. >> restrictions loosening and a lot are getting vaccines and feeling comfortable going out again, restaurants are faced again with potentially the toughest staffing crunch they've faced in years. >> reporter: experts say stimulus checks and unemployment benefits are discouraging people to return to work. >> i have never laid off during the pandemic. they've moved to other industries. other workers aren't quite comfortable going back to the workspace. >> the reality is hotels are labor intensive entities and therefore staffing and ramping up for the newfound demand has been a challenge. >> reporter: staffing shortages have forced businesses to get creative.
